PROPOSED OUTCOME:

® Establishes citations for violations of State and Federal laws and regulations concerning the safety of public transit fixed guideway systems. (Rail Transit Agencies [RTA])® Establishes fixed penalties for specific violations of relevant Commission General Orders and state statutes.® Implements a citation program including a penalty schedule for public and private rail transit guideway systems in California.

SAFETY CONSIDERATIONS:

® Requires that Rail Transit Agencies and private guideway systems serving the public comply with relevant state and federal rules and regulations including the Commission’s General Orders for these systems and provides for the issuance of citations in instances in which the RTA or guideway system fails to timely correct defects following notice by PUC Inspectors.

Southern California Edison Company Proposed Revisions to

its Station Power Self Supply Schedule

Res E-4652, SCE Advice Letter 2576-E-A, filed on November 18, 2011 - Related matters.

PROPOSED OUTCOME:

® Approves with modifications Southern California Edison Company’s (SCE) proposed revisions to the Station Power Self-Supply Schedule (Schedule SPSS) to assess certain retail charges on station power load of generators that participate in the California Independent System Operator’s Station Power Protocol. ® SCE proposed to make the revised Schedule SPSS effective on June 1, 2006.® Adopts an effective date of December 18, 2012.

SAFETY CONSIDERATIONS:

® Authorizes tariff changes related to the use of station power by non-utility-owned generating units. ® These generating units remain subject to all of the applicable federal, state and local safety regulations. ® No incremental safety impacts will result from this resolution.

ESTIMATED COST:

® To the extent that generators on Schedule SPSS were paying less than the Otherwise Applicable Tariffs’ rates, requiring them to pay the Otherwise Applicable Tariffs in accordance with this resolution will lower the total amounts that SCE needs to collect from other ratepayers.® The generators will make back-payments to SCE starting from December 18, 2012 (for all periods they were on Schedule SPSS from December 18, 2012), which would further lower the total cost that SCE needs to collect from other ratepayers.

SAFETY CONSIDERATIONS:

® PG&E indicated that the proposed transaction will not interfere with the safe operation of PG&E’s facilities. ® All utilities are expected to comply with all Federal and State safety regulations, including Public Utilities Code Section 451.

ESTIMATED COST:

® PG&E will collect $1,300 associated with this transaction; however, since this land was formerly used to support an electric transmission corridor, this amount collected from SSJDD will become part of the Federal Energy Regulatory Commission rate case.
