Purpose and Background• The Cecil County Northeast Advanced Wastewater Treatment
Plant (NEAWWTP) will need to be expanded to support anticipated growth associated with the APG – BRAC development
• The NEAWWTP permitted capacity is capped at 2.67 MGD at an average Total Nitrogen (TN) concentration of 3.0 mg/l, or approximately 24,500 pound TN annually
• On April 26, 2008 MDE adopted the “Maryland Policy for Nutrient Cap Management and Trading in Maryland’s Chesapeake Bay Watershed” to provide guidance to offset increased discharges and nutrient loads through nutrient credits
• Cecil County wishes to pursue all practical opportunities for nutrient credits for use at the NEAWWTP
Project Scope and Goals• OEA-CSSC Project 9 – Cecil County Wastewater Treatment
Capacity Analysis is intended to develop a plan to obtain nutrient load credits for the expansion of the NEAWWTP from 2.0 MGD to 5.0 MGD
• Identify projects for nutrient credits using the “Maryland Policy for Nutrient Cap Management and Trading in Maryland’s Chesapeake Bay Watershed,” including– Delineate service area boundaries and estimate flow
capacities– Develop preliminary layouts of wastewater collection
systems including alternative studies where feasible– Develop plans and exhibits for selected projects– Develop estimates of probable construction cost– Provide data for MDE approval of nutrient load credits
• Recommend a plan of action
