Indy Jet Holding’s, LLC was founded in 2008 with a mission to support and grow the aviation business
sector in central Indiana. With the mindset and understanding that businesses are not built by brick-and-

Bob Palmer (Managing Partner) - Bob recently retired as the Vice President and General Manager of
FedEx after a 35 year career. Bob is an alumnus of the University of Kentucky; he started as a
maintenance mechanic with FedEx in the Memphis Hub and has held numerous management positions in
Ground Operations, Properties, Hub Operations and Air, Ground and Freight Services.
Bob is actively involved with many community organizations. He is the past Board Chair of Junior
Achievement of Central Indiana, Greater Indianapolis Chamber of Commerce, and the Indianapolis
Workforce Investment Board. He is currently the Board Chair of IU Health West and President of the
Crossroads of America Boy Scout Council. He also serves as a Board Member of United Way of Central
Indiana, University of Indianapolis Board of Trustees, Conexus Indiana Partnership and Central Indiana
Corp. Bob is a pilot and aircraft owner that has logged over a 1,000 flight hours.
Ryan Maxfield (General Manager) -Ryan earned a Bachelor’s Degree in Professional Flight Technology
and Aviation Administration from Indiana State University in 2005. While at ISU he competed, then later
coached the ISU flight team for the National Intercollegiate Flying Association competition. He was also
a supervisor of flight for the school where he additionally instructed students in instrument flight, tail
wheel, commercial flight, multi – engine, and, aerobatics.
Ryan went on to work for the Indiana Department of Transportation as Indiana’s Chief Airport Inspector
and later as the Operations Managers of the Indianapolis International Airport. Ryan also holds a
Master’s Degree in Business Administration from the University of Indianapolis with concentrations in
marketing and finance. Today Ryan is a corporate pilot and General Manger for Indy Jet Holding’s;
based out of the Indianapolis Regional Airport (MQJ).
Whether learning a new aspect of the business aviation or helping an aspiring pilot earn his wings, Ryan is fully immersed in aviation.
He currently holds ratings in the C-525, C-550B, and C-560XL. Certified Member (CM) of the American Association of Airport Executives (AAAE) President of the Indiana Business Aviation Association (IBAA)

Indy Jet, d/b/a Indy Flight Training, also provides a wide selection of flight training programs that suite the needs recreational and professionally oriented pilots alike. With eight flight training aircraft IFT can accommodate private pilot, instrument, commercial pilot, airline transport pilot, and CFI(I) ratings. Indy Flight Training has also created a Jet Flow Through Program with our sister company Indy Jet Management which currently manages and provide pilot services for seven (7) Cessna Citation jet aircraft and several piston airplanes. This “management fee” was created by way of the following operational budget.

Research, evaluate, recommend and write grant proposals and other funding requests to Federal and State agencies.

Manage daily activities of the airport with major emphasis on safety.
Manage the Airport General Aviation Program; administer and enforce aircraft hangar and facility lease agreements, oversee invoicing of airport hangar rental fees and user fees.
Inform tenants of airport, fire department and Federal Aviation Administration (FAA) rules, regulations, policies, safety measures and lease requirements.
Conduct inspections to insure compliance. Document and inform appropriate authorities of safety hazards, including hazardous waste violations.
Investigate and resolve tenant complaints with the objective of positive tenant City relations.
Recommend eviction or lesser action where tenants refuse to comply with established rules, regulation or policies mandated in lease agreements, and coordinate activities and the management of issues with the Director of the Redevelopment Office.
Prepare preliminary annual Airport Division operating budget to include capital improvements; administer the approved budget, adjusting expenditures as necessary; participate in the overall management of the airport’s financial affairs.
Plan, direct, coordinate and review the airport work plan. Meet with staff to identify and resolve problems, assign work priorities, monitor workflow, evaluate work products and adjust work plan as needed due to weather, contractor, funding or other unforeseen delays.
Manage airport operations, including security, fueling, facilities, environmental compliance,
parking, ground transportation and general aviation programs.
Enforce applicable regulations pertaining to flying, airport operations, and public safety; inspect equipment, grounds, and facilities for proper maintenance.
Manage the maintenance and repair of aircraft hangars, buildings, tie-down spaces, airfield pavement, navigational aids, lighting systems, and private roads.
Inform tenants of airport, fire department and Federal Aviation Administration (FAA) rules, regulations, policies, safety measures and lease requirements.
Conduct inspections to insure compliance. Document and inform appropriate authorities of safety hazards, including hazardous waste violations.
