Of these 820 villages, 173 have lost road connectivity and the district administra- tions have deployed boats, according to Backward Class Welfare Minister Anil Rajbhar. He said it was due to the swelling waters in the Sarayu and Rapti rivers that led to the situation, adding that the problem had been aggravat- ed with Nepal releasing over four lakh cusecs of water. With this, Haryana has become the first state in the country to have a college within a ra- dius of 15 km. Mr. Manohar Lal announced the setting up of these colleges at a func- tion organized at Government Post Graduate (PG) College, Sector-1, Panchkula today. He also planted saplings and urged the people to plant trees so as to protect the envi- ronment. Stating that imparting of educa- tion is a great gift, he said that 97 new colleges have been opened in the last five years in the state whereas in the last 48 years only 75 colleges were opened. He said that the new Nation- al Education Policy has also been an- nounced recently which aims to en- hance the Gross Enrollment Ratio (GER) in higher education to 50 per- cent by the year 2030, which present- ly stands at 32 percent. He expressed confidence that through the collabo- rative efforts of the state government along with non-government organi- zations and the people, Haryana will achieve this goal. The New Education Policy offers the option to choose the sub- ject as per their interest, to students from Class VI, which is the highlight of this policy. All yoga institutes and gymnasi- ums in containment zones shall re- main closed and only those outside such zones will be allowed to open, the 'Guidelines on Preventive Mea- sures to Contain Spread of COVID-19 in Yoga Institutes & Gymnasiums' stated. "Spas, sauna, steam bath and swimming pools (wherever applica- ble) shall remain closed," the docu- ment said. The guidelines lays down the processes and premises redesign- ing, including proper placement of equipments. Yoga institutes and gym- nasiums have been asked to plan the floor area based on four metres squared per person. Persons above 65 years of age, persons with comorbidi- ties, pregnant women and children be- low the age of 10 years are advised not to use gyms in closed spaces, the guidelines said. For the first time since the coronavirus lockdown came into force on March 25, the government has allowed opening of yoga institutes and gymnasiums from August 5 as part of the 'Unlock 3' phase. The document outlines various generic precautionary measures to be adopted in addition to specific meas- ures to be taken at yoga institutes and gymnasiums to prevent the spread of COVID-19. Amarinder lauds farmers for increased crop diversification SP JAIN CHANDIGARH, AUG 3: Punjab Chief Minister Cap- tain Amarinder Singh on Monday lauded the state’s farmers for successful diver- sification of nearly 2.28 lakh hectares area out of the tra- ditional paddy cultivation cycle in the cur- rent Kharif sow- ing season, even while ensuring successful com- pletion of crop acreage in terms of sowing of the Kharif 2020 crop. The success of the farmers in their diver- sification efforts, even amid the Covid pandemic, has also been recognised by the Ministry of Agriculture, Co- operation and Farmer’s Wel- fare, Government of India, which documented the same in a Press Information Bu- reau release of 31st July 2020, the Chief Minister pointed out. The diversification across 2.28 lakh hectares will help save nearly 2.7 bil- lion cubic meters of ground water and about Rs. 200 crores power consumption in the state, thus supporting the Punjab government’s ef- forts to preserve the scarce water resources, said Cap- tain Amarinder. While review- ing the sowing ac- tivities in the State here on Monday, the Chief Minister said that despite migratory labour shortage in the on- going kharif sea- son, the state has not only completed its kharif sowing but has also continued to ful- fil its objective of diversifi- cation even in these difficult times. The Chief Minister directed the ACS Develop- ment to accord top priority to diversification of agricul- ture, particularly in the light of the diminishing returns on farmer’s produce. AGENCY CHANDIGARH, AUG 3 Haryana on Monday recorded 654 new cases of COVID-19 along with seven more deaths from the virus, taking the to- tal number of cases to 37,173 and death toll to 440 in the state. Meanwhile, Pun- jab has reported 677 fresh cases in last 24 hours. 186 cases came from Ludhiana, 115 from Jalandhar and 11 from SAS Nagar. Meanwhile, the active cases in the state reached 6263 and the number of re- covered patients 30,470 while 110 pa- tients are on the oxygen support system and 20 on ventilators, an official health bulletin said here. According to the bulletin, the virus claimed four lives in Panipat district, two in Kurukshetra and one life in Bhiwani district today. It stated that 170 fresh cases have been reported from Faridabad district, 106 from Panipat, 60 from Panchkula, 50 from Rewari, 43 from Gurugram, 33 from Hisar, 27 each from Kurukshetra and Yamunanagar, 25 from Sonipat, 20 from Karnal, 17 from Sirsa, 15 from Pal- wal, 14 from Jind, ten from Fatehabad, nine each from Ambala and Jhajjar, sev- en from Kaithal, five from Mahender- garh, four from Nuh and three new cases from Bhiwani district. A cumulative total of 2,02,02,858 samples have been tested up to August 2 with 3,81,027 samples being tested on Sunday, the ICMR said. The total number of tests for de- tection of COVID-19 had crossed the one-crore mark in India on July 6. Aulakh appointed Coordinator of Canada CHANDIGARH: Amarpreet Singh Aulakh, the head of the Indian Overseas Con- gress Canada, has been appointed as the Coordina- tor for Canada by the De- partment of NRI Affairs, Government of Punjab. There was a pall of gloom in the area, when on the day of Rakhi festival, the deceased identified as Tarsem, 26-year-old - the only brother of five sisters, was found under mysterious circumstances.Upon receiving information, a police team reached the spot and started collecting the information to know the reasons behind the incident. STF seizes 40kg drugs worth

In a major break-through, sleuths ofHaryana’s Special Task Force(STF) have seized 35 kg charas and5 kg opium that was being smug-gled from Uttar Pradesh in a Bolerovehicle in Sonipat district.

One person, carrying the con-traband in vehicle, has been arrest-ed. The value of seized drugs isaround Rs1 crore in the internation-al market.

While stating this here today, aHaryana Police spokesperson in-formed that a STF team, which waspresent near Kundli-Ghaziabad-Palwal Toll plaza during patrolling,had got a tip-off about smuggling ofdrugs in a vehicle.

On receipt of the information,the team immediately laid a trapand after sometime signaled aBolero to stop for checking. Inspec-tion of the vehicle led to the seizureof 35 kg charas and 5 kg opium.

CM approves plan for cropresidue management

Aim of plan is to curb stubble burning

RANVIR PARASHARCHANDIGARH, AUGUST 3-

Haryana Chief Minister, ManoharLal, has approved a comprehensiveplan for crop residue management inthe State to the tune of Rs. 1,304.95crore. The aim of the plan is to preventstubble burning in the State. The Cen-tral Government has provided Rs. 170crore to the State under this plan thisyear.

While stating this here today, Ad-ditional Chief Secretary, Agricultureand Farmers’ Welfare Department,Mr. Sanjeev Kaushal, said that theState Government has submitted tothe Central Government an annual ac-tion plan to the tune of Rs. 639.10crore under the scheme ‘Promotion ofAgricultural Mechanization for In-Situ Management of Crop Residue’.

The plan entails in-situ and ex-situ management of crop residue, aswell as enforcement measures regard-ing prohibition on stubble burning.All administrative measures will betaken as the previous year, he added.

Giving details, Mr. Kaushal saidthat the State Government had been

taking all possible measures for man-agement of paddy straw in-situ (in thefield), including distributing equip-ment for crop residue management,establishing Custom Hiring Centres(CHCs) and establishing dedicatedcontrol room at state headquarters atthe Directorate of Agriculture andFarmers’ Welfare.

Apart from this, incentive of Rs.100 per quintal is also being providedto non-Basmati growers for cropresidue management within sevendays, under the direction of theSupreme Court. The Haryana Govern-ment has helped small and marginalfarmers growing non-Basmati andMuchal variety of Basmati, by pro-viding enough machines and Rs.1,000 per acre as operational cost. Forthese two purposes, the Haryana Gov-ernment has already provided a sumof Rs. 453 crore in the State Budget.

The Haryana Government hasalso encouraged establishment ofstraw bailer units to promote ex-situmanagement. Under this initiative, 64such units were established till No-vember 5, 2019, and 131 were estab-lished between November 6 and De-

cember 11. The State Government hasalso issued 155 permits to farmers forpurchase of such units.

To reiterate the strict stance beingtaken against stubble burning, theAgriculture and Farmers’Welfare De-partment has taken stringent actionagainst stubble burners and officerswho have failed to control stubbleburning.

J&K recorded the highestnumber of deaths in a week due toCOVID-19 last week with 84 people,mostly from Kashmir, losing the battleagainst the disease. Official sourcessaid five Srinagar residents died dueto COVID-19 during the last 24 hoursin different hospitals. “All the patientswere suffering from respiratoryproblems,” they said. A woman employees of the General Post Office here testedpositive for novel coronavirus leading to other staff lodging aprotest on Monday against the management for not sealingthe premises properly. The employee who is resident ofEngineghar Sanjouli tested positive for COVID-19 onSunday. The entire premises of the said employee was sealedby the administration, however, the post office where sheworked located on Mall Road was opened after sanitisation ofthe premises on Monday. Other employees of the GPOblamed the Himachal Pradesh India Post Circle managementand protested outside the premises against the decision of themanagement to open the post office. An India Posts employeesaid that employees cannot be forced to work in an unsafeenvironment when their colleague has already tested positivefor coronavirus. He said that the post office was sealed in themorning but after the intervention of the management it wasopened for the General public and employees were forced towork in this vulnerable environment. If the residence ofvictim could be sealed and her neighbors were forced to gointo home quarantine, the administration and managementcannot force the employees to work under duress. India Postsemployees said they are being forced to work in this unsafeenvironment without being provided with proper PPE kitsand other safety material.

In this context fournew Covid testing labs arebeing established by the stategovernment including theone at College of AnimalBiotechnology, Guru AngadDev Veterinary and AnimalSciences University, Ludhi-ana.

Dr. J P S Gill, Director ofResearch cum Nodal officerof the lab informed thatGADVASU lab is the firstone out of the four to get thenecessary approval from In-dian Council of Medical Re-search (ICMR) which is pre-requisite step for openingCovid 19 lab. He told that di-agnostic tests are highly

skill-oriented and GADVA-SU is having the expertiseand well established researchlabs in the field of animalbiotechnology, virology, andcell culture and disease epi-demiology. Already ten sci-entists of the university havebeen instrumental in the ini-tial set up of the labs at Gov-ernment Medical collegesAmritsar and Patiala.

Vice chancellor of theuniversity, Dr. InderjeetSingh today made a pre-visitto the lab to oversee the func-tioning of the lab before re-ceipt of samples. Deputy CommissionerVarinder Sharma today in-formed that under the “Mis-sion Fateh” of the Punjabgovernment, the number ofCOVID 19 patients gettingcured in district Ludhiana isincreasing with each passingday. He said that there are1,342 active patients in thedistrict at present.

He said that sincere ef-forts are being made to keeppeople safe from Covid 19.He said that a total of 228 pa-tients (211 new patients fromdistrict Ludhiana and 17from other states/districts)have tested positive in last 24hours time. He further saidthat till date, a total of 65,721samples have been taken, outof which report of 62,761samples has been received,of 58,545 samples is negativeand report of 2,960 samplesis pending. He said that now,

the total number of patientsrelated to Ludhiana is 3,728,while 488 patients are relatedto other districts/states. Hesaid that unfortunately 9 pa-tients from district Ludhianalost their lives today. Now,the total number of personswho lost their lives include114 people from Ludhianaand 41 from other districtshave lost their lives. He in-formed that till date, 22,760persons have been kept underhome quarantine in the dis-trict and at present, the num-ber of such persons is 4,573.Today, 320 persons were sentfor home quarantine. He saidthat whenever District Ad-ministration and Health De-partment Ludhiana finds outthat about any positive orsuspected COVID 19 person,their samples are immediate-ly sent for testing. Similarly,640 samples of suspected pa-tients were sent for testing to-day and their results are ex-pected shortly.

Additional DeputyCommissioner AbhijeetKaplish said that in 2016tenders were allotted forvarious developmentworks here worth Rs119.16 crore. This includ-ed works related to watersupply, sewerage, roads,water works etc. However,

the pace of work by thecompany concerned wasvery slow and did not meetthe terms of the tender.Kaplish said that the worksworth Rs. 24 crore were re-lated to road component.Out of which the said com-pany had done some workbut it visibly appeared thatthe company was not inter-ested in completing the re-maining work on time. Criticism of CJI doesn't lower SC'sauthority: Prashant Bhushan

Senior advocate Prashant Bhushan,who is facing criminal contemptproceedings in the Supreme Court,has submitted that the criticism ofthe Chief Justice of India (CJI)does not scandalise the apex courtor lower its authority. Bhushanmade the submission in anaffidavit before the Supreme Courton Sunday, in which he also saidthat to suggest that the CJI is theSupreme Court and the SupremeCourt is the CJI is to undermine theinstitution of the Supreme Court ofIndia. A bench headed by JusticeArun Mishra had earlier issued acontempt notice to Bhushan in asuo moto case following a petitionrequesting the same over two of histweets. "To bona fide critique theactions of a CJI, or a succession ofCJIs, cannot and does notscandalise the court, nor does itlower the authority of the court. Toassume or suggest that 'the CJI isthe SC, and the SC is the CJI' is toundermine the institution of theSupreme Court of India," theaffidavit said. Bhushan submittedthat his tweet about Chief Justiceof India riding a motorbike was tounderline his anguish at the non-physical functioning of theSupreme Court for last more thanthree months, with hardly anycases being heard.

The affidavit further said thatBhushan's tweet about last fourChief Justice of India was his"bonafide impression" about themand it is his considered opinion that"Supreme Court allowed the

destruction of democracy" andsuch expression of opinion,however, "outspoken, disagreeableor unpalatable" can't constitutecontempt. "What I have tweeted isthus my bonafide impression aboutthe manner and functioning of theSupreme court in the past yearsand especially about the role of thelast four Chief Justices have playedvis a vis their role in being a checkand balance on the powers of theexecutive, their role in ensuringthat the supreme court functions ina transparent and accountablemanner and was constrained to saythat they, contributed toundermining democracy," theaffidavit said. "Freedom ofexpression and the concomitantright to criticise includes a fair androbust criticism of the judiciary.This cannot amount to contempt ofcourt or lowering the dignity of thecourt in any manner," it added. Onhis tweet about Chief Justice SABobde riding a motorbike lastmonth, Bushan said that fact aboutthe CJI being seen in the presenceof many people without a maskwas meant to highlight theincongruity of the situation wherethe CJI keeps the court virtually inlockdown due to COVID fears ison the other hand seen in publicwithout a mask.

The National Human RightsCommission (NHRC) hassought an Action TakenReport (ATR) from the ChiefSecretaries of all the Statesand Union Territories ofIndia over the plight oftransgenders.

The Commission, onSunday, issued the order on apetition filed by lawyer andhuman rights activistRadhakanta Tripathy.

The lawyer had raisedthe issue regarding the plightof transgenders during

COVID-19 pandemicclaiming they are beingdeprived of basic necessitiesof life and failure on part ofStates to implement ajudgment of Supreme Courtfor safeguarding the rights of

the transgenders.With the outbreak of

coronavirus, thetransgenders in India havebeen suffering immenselybut silently, Tripathy said inhis petition.

"Performance of dancesor doing or running a smallbusiness has becomeimpossible for them. Thesource of livelihood has beenstopped completely and theState has done nothing fortheir survival," the plea said.

It said that all the Statesand Union Territories inIndia have failed toimplement the decision ofthe Supreme Court of IndiaJudgement in NALSA caserelated to the transgenders.

Tripathy, in his plea,further pointed out thebenefits of social welfareschemes remain like a

mirage for these unfortunatevictims of State negligence.

"With socialostracisation and differentattitude for this communitythese people live inunhygienic condition. Nohouse and toilet underCentral/State Scheme hasbeen allotted to them, theplea said.

"They have beendeprived of the right to food,potable water, medical care,livelihood, primaryeducation, health care, etc.The government officialsremain a mute spectator ofthe situation," it added.

Odisha's COVID-19 death tollclimbs to 207 with 10 more

The death toll due to COVID- 19 in Odisha crossedthe 200-mark on Monday with 10 more fatalitiestaking the total to 207, a Health Department officialsaid. At least 1,384 more people have tested positivefor the disease, pushing the tally to 36,297, he said.Of the new fatalities, three each were reported fromGanjam and Rayagada districts, two from Gajapatiand one each from Kalahandi and Khurda. The freshcases were reported from 26 districts. Of the 1,384new cases, 873 were detected in quarantine centres,and 511 in localities. Ganjam district, Odisha'scoronavirus hotspot, reported the maximum numberof fresh cases at 331, followed by Khurda at 211 andSambalpur at 93. The number of active cases in thestate currently stands at 14,094, while 21,955people have recovered from the disease so far. Atotal of 13,272 samples were examined for theinfection on Sunday, taking the total number of testsconducted so far to 5,56,588, the official added.

The world of social media has, in recent times, seena deluge of extreme instances of freedom of ex-pression. This has given rise to the need for fact-

checking to distinguish facts from false information.However, if J.S. Mill did not allow even the majority todelimit an individual’s freedom of expression — toavoid the ‘tyranny of the majority’ — how can facts becalled on to delimit it? More importantly, is fact-check-ing of free expression internal or external to liberalism?I would like to argue that it is indeed intrinsic. If that isso, why was this not factored in earlier but is being con-sidered only now? The answer to this lies in the hugechasm between studying liberalism and living it in ourdaily lives. Many ‘users’ of liberalism have not readmuch on the subject. The lack of knowledge is an ortho-dox trait that is opposed to modernity. Nevertheless, thistrait has somehow crept into liberalism.Those who practise religion may not know much aboutit; those who claim to be followers of Marxism may nothave actually read Marx; and those who use liberal ideasmay not have read Mill. Now ignorance in a religiousworshipper may be pardonable; but it cannot be an ex-cuse for the last two segments as they belong to moder-nity. To understand this conflict between the philosophyand its practical use, we need to revisit liberalism.Liberalism highlights the importance of the freedom ofexpression. But this freedom itself can push liberalismtowards an extreme form of subjectivism, as is being in-creasingly seen on social media. Do I, for instance, havethe right to express a statement that is not a fact? Let usconsider the claim of Donald Trump regarding his con-versation with Narendra Modi on India’s military stand-off with China — a claim that was proved to be patent-ly false. Do I have a right to express my ideas freely evenif they go against objective facts? If the answer is yes,then my unfettered freedom can lead to an extreme formof subjectivism, similar to the instances seen on socialmedia. If the answer is no, then I am being denied myfreedom. This leads to the possibility of an eventualbreaking apart of freedom and objectivity. The alarmingconsequences of this should compel us to take help ofobjective facts and circumvent the negative aspects ofthe freedom of expression. Mill, it must be admitted, is a votary of individual free-dom and objectivism, as is evident in his book, A Sys-tem of Logic: Ratiocinative and Inductive. These are twoimportant aspects of liberalism. This saved him fromlapsing into extreme subjectivism. Not recognizing thishas led to recent distortions of liberalism in social mediaand on television. There is a variance between the mod-ern uses of freedom and dissent and those by Mill.

Antibody tests look for thepresence of antibodies, which arespecific proteins made in responseto infections. Antibodies are dis-ease specific. For example, measlesantibodies will protect you fromgetting measles if you are exposedto it again, but they won't protectyou from getting mumps if you areexposed to mumps.

"Antibodies are important be-cause they prevent infection andheal patients affected by diseases,"said Victor Padilla-Sanchez, a re-searcher at The Catholic Universi-ty of America in Washington D.C.

"If we have antibodies, we areimmune to disease, as long as theyare in your system, you are protect-ed. If you don't have antibodies,then infection proceeds and thepandemic continues," addedSanchez.

This form of foreign-antibody-based protection is called passiveimmunity -- short-term immunityprovided when a person is givenantibodies to a disease rather thanproducing these antibodies throughtheir own immune system.

"We're at the initial steps of thisnow, and this is where I'm hopingmy work might help," Padilla-Sanchez said.

Padilla-Sanchez specializes inviruses. Specifically, he uses com-puter models to understand thestructure of viruses on the molecu-lar level and uses this informationto try to figure out how the virusfunctions.

Researchers from the Univer-sity of York have previouslyshown that only a few bacteria inyour armpit are the real culpritsbehind BO. Now the same team,in collaboration with Unilever sci-entists, has gone a step further todiscover a unique "BO enzyme"found only within these bacteriaand responsible for the character-istic armpit odour. The study waspublished in the journal ScientificReport.

This new research highlightshow particular bacteria haveevolved a specialised enzyme toproduce some of the key mole-cules we recognise as BO.

Co-first author Dr MichelleRudden from the group of ProfGavin Thomas in the Universityof York's Department of Biologysaid: "Solving the structure of this'BO enzyme' has allowed us topinpoint the molecular step insidecertain bacteria that makes theodour molecules. This is a key ad-vancement in understanding howbody odour works and will enablethe development of targeted in-hibitors that stop BO production atthe source without disrupting the

This research represents animportant discovery for UnileverR&D, made possible by its long-standing academic-industry col-laboration with the University ofYork. Unilever co-author Dr Gor-don James said: "This researchwas a real eye-opener. China is witnessingworst economic shrink-age in decades due to

sluggish domestic consump-tion and low export demandamid the pandemic. One ofthe fallouts of the slow econ-omy is the loss of jobs.

Firms responded bycutting both staff numbers andpurchasing activity. However,despite the ongoing negative

impact of the coronavirusdisease 2019 (COVID-19),sentiment towards futureactivity improved for the secondmonth running. At 46 in July, theseasonally adjusted IHS MarkitIndia Manufacturing PMI fellfrom 47.2 in June and pointed toa marked deterioration inbusiness conditions across theIndian manufacturing sector.

The downturn was partiallydriven by a further contractionin output. Although far softerthan recorded in April and May,the rate of reduction acceleratedfrom June and was sharpoverall. Anecdotal evidenceindicated that firms pared-back

production in line with weakerdemand conditions. Subdueddemand was evidenced byanother marked decrease in neworders placed with

manufacturers during July.Similar to the trend for output,the pace of decline acceleratedfrom June but remained slowerthan at the height of the current

crisis. When explaining fallingsales, panellists often citedprolonged closures at theirclients' businesses. BOI Q1 net profitrises to Rs 844 crore

NEW DELHI: State-owned Bank of India (BoI) on Mondayreported over three-fold rise in net profit to Rs 843.60 crore forthe quarter ended June 30, as pressure of bad loans eased. Thebank had registered a net profit of Rs 242.60 crore in the April-June period of 2019-20. The total income during the periodunder review increased to Rs 11,941.52 crore, from Rs11,526.95 crore in the year-ago period, BoI said in a regulatoryfiling. On the assets front, the bank witnessed improvementwith gross non-performing assets (NPAs) declining to 13.91per cent of the gross advances as on June 30, 2020 as against16.50 per cent in the same period a year ago. Similarly, netNPAs or bad loans too declined to 3.58 per cent, from 5.79 percent in the corresponding period last year.

Kansai Nerolac Paints on Mondayreported 71 per cent fall in its profitafter tax of Rs 43 crore in Q1 FY21over the same quarter of the previousyear due to crashing demand in thewake of COVID-19 crisis andcountrywide lockdown.

Net revenue was down by 59 percent to Rs 598 crore while earningsbefore interest, taxes, depreciationand amortisation (EBIDTA) crackedby 68 per cent to Rs 81 crore.

"There was unprecedenteddemand destruction this quarter due tothe lockdown imposed on account ofCOVID-19. Both sales and bottom-line were impacted as a result," saidVice Chairman and ManagingDirector H M Bharuka.

"Sales in April were a completewashout across. Sales of decorativehave seen a revival in May and Junewith the company registering double-digit volume growth in both themonths. Industrial sales continued tobe impacted in both May and June dueto the slow recovery of endcustomers." Despite the severe drop intopline, said the company anaggressive cost control programme

and judicious management ofoverheads helped the company reportprofit. EBITDA drop was alsocontained to just 350 basis points.Basic raw material prices were benignthis quarter though there wasvolatility in forex rates. Lookingforward, the company said it isoptimistic that demand recovery willcontinue. Due to frequent lockdownsand COVID cases across, managingthe ecosystem of the supply chain isbecoming a bigger challenge.

The size of domestic paintindustry is estimated at Rs 52,000crore. The good growth ininfrastructure, core sector, as well asautomobile and real estate, is likely tohave a positive effect on the overalldemand of paint for the industry in thelong run.

Two- and three-wheeler manufacturer Bajaj Autoon Monday reported 33 per cent fall in its total Julysales at 2.55 lakh units as compared to 3.81 lakhunits in the same period a year ago.

Domestic sales were down 23 per cent at 1.58lakh units as against 2.05 lakh units in July 2019,Managing Director Rajiv Bajaj said in a statement.Two-wheeler sales stood at 2.38 lakh units lastyear, marking a decline of 26 per cent, as comparedto 3.22 lakh sold in July last year. Total commercialvehicle sales were at 17,276 units as against 59,320units in the same month last year, down 71 percent. Exports in July declined 45 per cent to 96,856units as against 1,76 lakh units in thecorresponding month last year.

The BCCI is forming a COVID-19task force and it will include,among others, former captain andNational Cricket Academy chiefRahul Dravid, the apex body saidin its SOP to state associations.

Players will have to sign aconsent form before resumingtraining at their respective centresas per the standard operating pro-cedure, which bars anyone above60 years of age and individualswith underlying medical condi-tions from being part of the camp.

For resumption of training atthe NCA in Bengaluru, theCOVID task force will includeDravid, a medical officer, a hy-giene officer and BCCI AGM,Cricket Operations.

Their responsibilities will in-clude communicating "clearly andregularly with the players, ex-plaining measures being taken tomanage risk, and the advice beinggiven to individuals to follow thesame and update of COVID19 cas-es to relevant higher manage-ment". Like the players at their re-spective state centres, cricketers atthe NCA too will have to sign aconsent form before resumingtraining.

"All the Players and staff in-cluding administrative staff of

NCA shall be tested for COVID-19 (RT-PCR test) to detect the pos-sibility of COVID 19 infection be-fore the resumption of training," asper the SOP.

"Prior to the commencementof National Cricket Academy, theplayers shall submit a written un-dertaking to abide by all the proto-cols prescribed in this SOP andvarious Government orders issuedfrom time to time in the context ofCOVID19 prevention."

According to its 100-page-long SOP, the players will have tosign the form acknowledging therisks involved with resumption oftraining amid the COVID-19 pan-demic.

The 2019-2020 domestic sea-son ended in March but the up-coming season, which usuallystarts in August, is set to be cur-tailed due to the health crisis.

"The health and safety of play-ers, staff and stakeholders will bethe sole responsibility of respec-tive State Cricket Associations,"read the BCCI guidelines on re-sumption of cricket, which is inPTI's possession. Support staff, of-ficials and ground staff over 60years of age and with individualswith underlying medical condi-tions are barred from attendingtraining camps until "suitableguidelines are issued by the Gov-ernment".

WACA ground to be reshaped as10,000-capacity boutique venue

Western Australian Cricket Associa-tion's (WACA) Perth ground will betransformed into a sustainable com-munity and sporting hub with cricketat its heart after the state governmentprovided AUD 30 million funding.

The ground will be reshaped as a10,000-capacity boutique venue,which will complement Optus Stadi-um and its design will pay homage tothe traditional owners of the land onwhich it sits. The project includeshigh performance, training and ad-ministration facilities, a 10-lane in-door cricket facility, reinvigoratedmuseum and year-round access forthe WA community. "In addition tothis investment, the Federal Govern-ment has committed AUD 30 milliontowards the Project, Cricket Australiawill provide AUD four million andthe WACA will raise another AUD 10million through the WA Cricket Foun-dation," WACA said in a statement.

"With a historic, reimagined WACAGround sitting just across the riverfrom the ultra-modern Optus Stadi-um, there will be no better setup in theworld for cricket. The Ground is a fa-mous sporting icon that needs to bepreserved and this commitment willhelp ensure its future and make it ac-cessible for everyone in the commu-nity," Minister for Sport and Recre-ation, Mick Murray MLA said.

WACA Chairman Tuck Waldronsaid it will transform WACA into ahigh-quality venue for cricket andother sports. "It's a great day forcricket in WA, and this funding willgo a long way in helping us bring ourvision for the iconic venue to lifethrough the WACA Ground Improve-ment Project," Waldron said. "We arenow one step closer to transformingthe much-loved WACA Ground into ahigh-quality venue not only for crick-et and other sports, but entertainmentand community events too., whichwill help energise the East Pertharea," he added.

The BCCI on Monday said it willgrant amnesty to registered playerswho voluntarily declare any agefraud but those found to be in breachof the unusual scheme could beslapped with a two-year suspension.

The measures will be applicableto all cricketers participating in theboard's age-group tournaments fromthe 2020-21 season onwards.

"Under this scheme, playerswho voluntarily declare that theyhave manipulated their date of birthby submitting fake/tampered docu-ments in the past will not be sus-pended and allowed to participate inthe appropriate age group level ifthey disclose their actual date ofbirth (DOB)," the BCCI said in a re-lease.

"Players have to submit a signedletter/email along with supportingdocuments to BCCI Age Verifica-tion Dept. revealing their actualDOB before 15th September 2020."

The apex body also made itclear that if the players don't acceptit now and are later found to beguilty of age fraud then they will beheavily sanctioned.

"However, if registered playersdo not disclose the facts and arefound to have submitted fake/tam-pered DOB proof documents byBCCI, then they will be banned for2 years, and after completion of 2-year suspension, they will not be al-lowed to participate in age grouptournaments of BCCI, as well as,age group tournaments organized bythe State Units."

The BCCI also said that "allcricketers committing Domicilefraud, including senior men &women, will be banned for 2 years"and "voluntary disclosure schemedoes not apply for cricketers whohave committed domicile fraud."

Both BCCI president SouravGanguly and his former India team-mate Rahul Dravid, who is now theNCA head, had emphasised onsternly dealing with the issue of age

fraud.Among other measures, the gov-

erning body said for the under-16age group tournament "only playerswho are between 14-16 years oldwill be permitted to register."

"In the Under-19 age group, if aplayer's birth is found to be regis-tered more than 2 years after birth,as mentioned in the birth certificate,then there will be restrictions on thenumber of years allowed to partici-pate in the BCCI Under-19 tourna-ments."

Ganguly said that the board iscommitted to ensure a level playingfield for competitive participation ofplayers in its age-group tourna-ments.

"The BCCI has been takingsteps to counter age fraud and arenow introducing even stricter meas-ures from the upcoming domesticseason. Those who do not voluntar-ily disclose their misdemeanour willbe punished heavily and will bebanned for two years."
