Strong Demand for Housing

The current estimated housing shortfall in the West Bank is

greater than 200,000 units, a figure which increases roughly 

10 percent every year. The absence of large-scale housing

projects in the West Bank, together with a high birthrate

trending at 3.1% growth annually, is creating an acute

housing shortage.

Land available for housing development within existing

Palestinian cities is extremely limited. In recent years, much

of the country’s significant industrial and service sector

activity migrated towards the city of Ramallah in the West

Bank. As Ramallah has grown into a bustling commercial

and governmental hub, young professionals from all over the

 West Bank and Gaza are flocking to the city to take advantage

of job opportunities and a modern way of life.

 Within Ramallah today, the demand for new homes isskyrocketing, and along with it, rental rates and land prices.

The Ramallah area’s inhabitants earn significantly higher

income on average than residents of other urban centers

in Palestine, which makes Ramallah the most suitable

geographic area to launch Palestine’s first planned self-

contained community project.

Bayti Builds the first Palestinian Planned

Community: RAWABI

In late 2007, Bayti announced plans to construct Palestine’s

first planned community called Rawabi, or “the hills” in

 Arabic. The town of Rawabi is designed to attract Palestinians

seeking affordable housing in a well-zoned accessible

environment. Rawabi will offer a true quality of life option

 well within the financial reach of young Palestinian familiesas well as Palestine’s rapidly growing class of young working

professionals.

Public - Private Partnership

Bayti signed an agreement with the Palestinian Authority in

 April 2008 inaugurating the first public-private partnership

for real estate investment in Palestine. The agreement

highlights the commitment of the Palestinian Authority to

facilitate the provision of the essential offsite infrastructure

and public services to ensure the successful implementation

of such private sector initiatives. The agreement is in

keeping with the mandates of the Palestinian Reform and

Development Plan, in which the Palestinian Authority 

pledged to increase access to affordable quality housing for

families with moderate incomes.

The hills of Palestine have been cultivated

sculpted from the earth itself. Generationsof Palestinians have painstakingly coaxed

the landscape to bear fruit and sustain

Rawabi – Living the Dream

The town of Rawabi will serve a new 

generation of Palestinians coming of age and

seeking welcoming space to build families,

careers and lives. Rawabi takes its name

from the sheltering hills that surround it.

Intended as a place to live, work, and grow,

Rawabi will offer affordable apartments,

employment opportunities, schools, health-

care and all the conveniences of a modern

lifestyle, including shopping, banking and

personal and professional services.

 When the town is fully built, it will feature

more than 5,000 apartment and townhome

units housing up to 25,000 residents.

 Additional residential and commercial units

slated for subsequent construction phases

 will ultimately serve a town with a population

of 40,000. The residences will be constructed

around a central commercial area, which will

feature a pedestrian promenade for shops andrestaurants. Banks, grocery stores, medical

and professional offices will also be situated

 within the commercial town center. Rawabi

 will be a fully self-contained town with

schools, community playgrounds, walking

trails, a hospital, a hotel and a movie theatre.

Residences within Reach

Rawabi will feature a combination of apartment homes and town residences with an array of sizes and floor plans to choose from.

 Young families will have the option of one, two, or three-bedroom homes, each one finished to suit to modern tastes. Homeownerscan “build to suit” selecting their own combinations of features and finishes to make each distinctive residence truly their own. Bayti’s

design team will also offer fully finished model layouts to choose from; for busy professionals looking for a “ready for occupancy”

option. All residence buildings will come equipped with the latest security features, and ample off-street, protected parking areas.

The project plans envisages at least 5,000 affordable housing units varying in size from 95 to 165 square meters each in multi-floor

buildings of 3, 4 and 5 levels determined by the land topography.

The Town CenterOffice and retail space will be constructed

in a mixed used area that surrounds a

pedestrian promenade. The mixed-use

buildings (commercial and residential) will

include luxury apartments. In addition,

high-end home construction will include

deluxe high-rise apartment buildings

erected on the Rawabi’s highest elevations

that command a panoramic view of theMediterranean coastline. The shopping

center will be constructed during the first

phase of the project to serve the needs

of Rawabi resident and the residents of 

nearby villages.

Small Town Feel, Urban Convenience

Rawabi is located in the Ramallah/Al-Bireh Governorate. The site of the new community is situated in the central northern part of 

the West Bank, approximately 3.5 km from Birzeit University; 9 km north of Ramallah; 25 km north of Jerusalem and 25 km south

of the city of Nablus.

Rawabi is an easy drive to and from the city centers; close enough for a daily commute and to encourage the visits of family and

friends. Sheltered amid rolling hills with picturesque views, the site is surrounded by seven villages. More than one million square

meters of land in Area A, under the full control of the Palestinian Authority, were purchased from hundreds of Palestinian owners

residing in different parts of the world. Rawabi will develop a master plan for more than four million square meters allowing other

developers to invest within the zoned areas.

Respect for the Environment

Bayti plans to minimize and mitigate air and

noise pollution with the inclusion of large

tracts of green space around the new town

limits, and to fully utilize renewable power

sources, such as solar energy.

Preliminary plans for the town of Rawabi take

into consideration the surrounding environs

and caters to local tastes, featuring a blend

of carefully designed and sourced building

materials that will integrate the architectural

designs harmoniously with the local culture.

Several local professional firms have been

engaged and are currently preparing the

architectural and engineering plans. The goal

is to develop a twenty-first century community 

that serves the functional needs of its residents

and enables surrounding villages and towns

to benefit from the developed infrastructure.
