ISSUE

The purpose of this item is to obtain approval for a newreal estate appraisal panel. The appraisal panel is neededto institute qualified appraisal consultants to provideappraisal services for the acquisition, leasing,disposition, and development of MTA real estate. RealEstate Appraisals are on-going assignments needed for thevarious real estate programs.

RECOMMENDATIONS

That the RCC Board recommends that the MTA Board authorizestaff to establish a panel of Real Estate, Goodwill, andFixture (Machinery) and Equipment appraisers qualified bid on specific real estate appraisal projects. The listof firms recommended is attached for your reference on"Attachment A".

BUDGET IMPACT

No significant impact. The appraisal assignments projectedare included, , or will be included in the Real Estate,Property Management and/or Joint Development Budgets forapproved projects.

RELATIONSHIP TO MTA TRANSPORTATION PLAN

The properties to be appraised are or will be included inthe MTA transportation plan.

BACKGROUND

The appraiser selection panel which consists of membersfrom the Real Estate Appraisal Staff, ContractsAdministration, and Contracts Compliance, completed anextensive program to solicit requests for proposals. Wereceived 128 responses. A special effort was made by theContract Compliance representative to contact and certifyfirms which were potential DBE/MBE or WBE businesses.

The selection panel, with the technical assistance of theAppraisal Staff, reviewed statements of qualifications andexamples of appraisal work for 128 appraisers and selected80 firms for recommendation to the RCC and MTA Board°Fifteen firms qualified (25% of total qualified firms) potential DBE/MBE or WBE businesses. The panel willcontinue to solicit and certify qualified businesses ownedby minorities and women.
