(R.E.A.) provided oversight during the removal, transport and disposal of petroleum contaminated soil (PCS) from the Judd Residence located on Nelson Hill Road in Derby, Vermont (Figure 1, and 2, Attachment A). The spill was due to a failed Aboveground Storage Tank (AST), which resulted in the loss of approximately 100- gallons of gasoline. Photographs of the excavation activities are included in Attachment B. The significant findings of this assessment are summarized as follows: Approximately 100-gallons of gasoline were released to the surface from the former AST system, which occurred in the late-Summer/early-Fall of 2011. The spill was due to a catastrophic release from rust holes located at the base of the AST. 32.78 tons of petroleum contaminated soils were transported to Environmental Soils Management Inc. (ESMI) facility located in Loudon, New Hampshire where the soils were treated through thermal desorption. Bedrock was found to be highly weathered at depths ranging from five to seven feet below ground surface (bgs). Photo-ionization detector (PID) readings from the soil excavation ranged between 0.0 to 2,542 parts per million-volume (ppmv) with an average of 331.2 ppmv. Contamination previously discovered in the on-site supply well is characteristic of gasoline and is likely related to the AST spill. No other sources of a gasoline release were noted on site. Several off-site supply wells are located within 1,000 feet of the former AST system. Dear Mr. & Mrs. Judd,

On 4 and 5 June 2012, Ross Environmental Associates, Inc. (R.E.A.) provided oversight during the removal, transport and disposal of petroleum contaminated soil (PCS) from the Judd Residence located on Nelson Hill Road in Derby, Vermont (Figure 1, and 2, Attachment A). The spill was due to a failed Aboveground Storage Tank (AST), which resulted in the loss of approximately 100-gallons of gasoline. Photographs of the excavation activities are included in Attachment B.

The significant findings of this assessment are summarized as follows:

Approximately 100-gallons of gasoline were released to the surface from the former AST system, which occurred in the late-Summer/early-Fall of 2011.

highly weathered and easily broken up during excavation. The area was backfilled with new sand and gravel, which was graded to match the existing ground surface. Approximately 32.78 tons of gasoline contaminated soils were removed from the spill area and transported to ESMI in Loudon, New Hampshire for treatment via thermal desorption. Copies of the load tickets and Bill of Laden’s are included in Attachment C.

Soils during the excavation activities were screened for the possible presence of volatile organic compounds (VOCs) with the PhotoVac Model PE 2020 Plus photo-ionization detector (PID). The PID was calibrated on the day of the excavation, with isobutylene gas to a benzene reference. Soil samples were placed in re-sealable bags, which were then sealed and agitated. Headspace in the bags was then screened for the possible presence of VOCs with the PID. The PID Readings are included in Figure 3, Attachment A.
