I. Foreword

This is the fourth Chief Executive's Award for Teaching Excellence (ATE) after

it was first launched in November 2003. Over 250 teachers awarded in the

previous ATEs have joined the ATE Teachers Association through which they

can disseminate their excellent teaching practices in a more organised manner.

We hope that the ATE will continue to serve as a platform for accomplished

teachers to get together for the betterment of education in Hong Kong.

2.1 The ATE aims to :(a) recognise accomplished teachers who demonstrate exemplary teaching practices;(b) enhance the professional image and the social status of teachers, thereby gaining society's recognition

of the teaching profession and fostering a culture of respect for teachers;(c) pull together accomplished teachers through the ATE Teachers Association to facilitate sharing of

good practices; and(d) foster a culture of excellence in the teaching profession.

2.2 The ATE is not intended to identify all-round teachers or to prescribe a rigid model of excellence for everyteacher. Instead, it seeks to recognise effective teaching practices and stresses the promotion of a cultureof excellence and collaboration for the professional growth of teachers. The Award symbolises the awardees'excellent efforts and dedicated commitment.

Both individual and group nominations are accepted.3.1 The ATE (2007-2008) covers :

(a) Physical Education at Primary & Secondary Levels and Physical Activities at Kindergarten Level which include :(i) teachers of the Physical Education Key Learning Area (KLA) in primary, secondary and special

schools; and(ii) teachers of kindergartens1 conducting a programme with the element of Physical Activities which

involves body movements designed to develop better gross motor control and raises students'awareness of healthy living; and

(b) Special Educational Needs which include:(i) teachers in special schools;(ii) teachers engaged in gifted education; and(iii) teachers of students with special educational needs in ordinary schools2 and kindergarten-cum-child

care centres3.

3.2 Nominees should meet the following criteria:(a) Nominees should be teachers registered under the Education Ordinance, Cap 279 (except those who

are exempted under Section 9(1)(a) of the Ordinance);(b) Nominees should have been teaching the subject or conducting the programme relevant to their

nominations at least since the 2006/07 school year and will continue to do so in the 2007/08 school year;

(c ) For individual nominations, nominees should have at least three consecutive years of teaching experiencein local schools which offer a full curriculum immediately before the close of nomination;

(d ) For group nominations, at least half of the members of a group should meet the criterion at (c) above.

3.3 Teachers who are not permanent residents of Hong Kong may also be nominated if they meet the above criteria.

3.4 In addition to principals, sports and/or dance coaches whose role is to train students' skills to put up a betterperformance in a particular type of dancing, sports and/or athletic activities are not eligible for nomination.

Team; (ii) teachers engaged in the Intensive Remedial Teaching Programme; (iii) teachers engaged in integrated education; and (iv) teachers teaching remedial classes.3 Teachers of students with special educational needs in kindergarten-cum-child care centres only include those engaged in integrated programmes.

4.1 All Nominators and Nominees will be given a souvenir.

4.2 As the ATE seeks to encourage collaboration among teachers, there is no limit to the number of the awardsto be given. There are two kinds of Awards:(a) Award for Teaching Excellence

Nominees who have demonstrated excellence holistically in the four domains of assessment : ProfessionalCompetence, Student Development, Professionalism and Commitment to the Community, and SchoolDevelopment, and particularly in the domain of Professional Competence, will be considered for theAward and they will receive:

(i) a continuing professional development (CPD) scholarship ($25,000 and $50,000 for individualawardees and group awardees respectively);

(ii) a CPD relief (equivalent to the cash value of $51,000); and

(iii) a trophy.4

(b) Certificate of Merit

Nominees who are approaching and very close to the above standard of excellence in the four domainswill be presented a Certificate of Merit as a token of appreciation.

4.3 All awarded teachers, both awardees and recipients of the Certificate of Merit, will be entitled to a disseminationrelief (equivalent to the cash value of $17,000). They will also be offered membership of the Chief Executive'sAward for Teaching Excellence Teachers Association. They will share their teaching practices with fellowteachers through the Association.

4.4 Nominators of the awardees will receive book coupons of $2,500.

Awarded teachers are required to participate in dissemination and sharing activities organised bythe Education Bureau (EDB) and the Chief Executive's Award for Teaching Excellence Teachers Association withinone year after the Award Presentation Ceremony, such as providing articles and photos that arerelevant to the awarded teaching practices for the ATE Compendium/Showcase/Exhibition that are organisedto foster a culture of professional collaboration and excellence. The EDB will provide suitable assistance.Also, awarded teachers may also participate in other dissemination and sharing activities that suittheir strengths, interests and schedule.

VI Nomination

6.1 Nomination PeriodNominations will be accepted from 16 July 2007 to 12 October 2007.

6.2 Nominators(a) Each nomination should be made by one nominator in his or her personal capacity. Self-nomination is

also accepted.

(b) As the ATE aims to foster a culture of excellence among the teaching profession, nominators should haveprofessional knowledge in education. Hence, nominators should be school heads, colleagues of thenominees, peers or experienced educators.

(c) Prior to filling out the Nomination Form, nominators are strongly encouraged to consult seconders andpersons who are familiar with the work of the nominee/nominees of the group, e.g. peers and studentsof the nominees.

(d) Nominators have to obtain prior consent of the nominees before making a nomination.

(e) Please refer to paragraph 6.5 of the Nomination Guidelines below on making group nomination.

( f ) The points to note when filling out the Nomination Form are set out in Section VII of the NominationGuidelines.

6.3 Nominees(a) Nominees are required to describe their philosophy of teaching and what constitutes "excellence" in

Physical Education at Primary & Secondary Levels and Physical Activities at Kindergarten Level orSpecial Educational Needs and to reflect on their teaching practices. They should also cite examples forillustration. Nominees may refer to Section VII of the Nomination Guidelines for details.

(b) Each nominee can be nominated once only at each ATE, irrespective of group or individual nominations.

6.4 Seconders(a) Each nomination (including self-nominations) should be seconded by two to three seconders in their

personal capacity.

(b) Seconders should be school heads, colleagues of the nominees, peers, experienced educators or parents.

(c) Seconders are encouraged to comment on the teaching practices of the nominees. Their views may bepassed on to the nominators for collation.

6.5 Group nominations(a) Each group should comprise not more than five teachers. If a teaching practice has been developed by

a group of more than five teachers, the group has to nominate among themselves up to five "coremembers" or "representatives" and select among themselves a group leader. This will facilitate theconsideration of the nomination by the Assessment Panel. Information on the composition of the groupis set out in Section III of the Nomination Guidelines.

(b) In Section II of the Nomination Form, the nominator is requested to comment on the teaching practicesdeveloped by the group as a whole. The contribution of each group member, the interactions amongmembers, and how the efforts of the group have contributed to the desired outcome will need to beexplained. The assessment of group nominations will be based on the overall performance of all themembers of the group as reflected in their teamwork.

6.6 StudentsNominators are encouraged to obtain students' views and incorporate them in the nominations. Also, theAssessment Panel may interview the nominees' students during the school visits for a more thoroughunderstanding of the teaching practices through the eyes of students.

The completed Nomination Forms (with enclosures) should be submitted in triplicate, in person or by post tothe Chief Executive's Award for Teaching Excellence Secretariat, 17/F, Murray Building, Garden Road, Central,Hong Kong on or before 12 October 2007.

7.1 The following are points to note when filling out the Nomination Form:(a) Read the Nomination Guidelines carefully and browse the ATE website (www.ate.gov.hk) for details

before filling out the Nomination Form.

(b) Follow the Nomination Guidelines to make a short and succinct description.

(c) Fill out and sign the Nomination Form.

(d) Nominators

(i) Describe the teaching practices of the nominee/group in not more than ten pages. Nominators mayrefer to the suggestions in Appendix II of the Nomination Guidelines and Form (NGF).

(ii) Provide relevant examples and details to illustrate the teaching practices of the nominee/group.The Assessment Panel may request the nominees to submit more detailed information as evidence.

(iii) For group nominations, the nominators should clearly describe the contribution of each groupmember, particularly those who do not have three or more consecutive years of local teachingexperience in schools.

(e) Nominees

(i) Give a reflection account of their teaching practices and philosophy of teaching or conceptualframework on what constitutes "excellence" in Physical Education at Primary & Secondary Levelsand Physical Activities at Kindergarten Level or Special Educational Needs in not more than fourpages. Suggestions are listed in Appendix I of the NGF.

(ii) Submit a video-recorded lesson (one complete lesson and without editing) contained in one CD todemonstrate the teaching practices of the nominee/group.

(iii) Provide a year plan of the school year 2006/07 on the subject(s)/area(s) relevant to their nominationsfor background information of the Assessment Panel.

(iv) Nominees may append supplementary information, such as teaching projects/aids (not more thantwo) and/or lesson plans (not more than five), as well as powerpoint presentations and photos tohelp describe the teaching practices.

( f ) Format(i) Type all information with 1.5 line spacing in font 12 points or above (Times New Roman for English

and *** for Chinese) on A4 paper.(ii) Print on both sides.

7.2 The prescribed format and maximum number of pages allowed should be strictlyfollowed. Or else, the nomination may be disqualified.

IX Assessment Mechanism

9.1 What is "teaching practice"?For the purpose of the ATE, "teaching practice" refers to the learning experiences provided by a teacher that

facilitate the learning and teaching of students as a result of the teacher's professional knowledge and skills

in lesson planning, teaching pedagogy, curriculum and assessment design, adaptation of materials, etc.

9.2 Assessment criteriaAssessment of nominations will focus on four domains of assessment. Recognising that teaching practices

cannot be separated into discrete areas, the Assessment Panels will adopt a holistic approach when

considering the nominations. The focus of the ATE is on Learning and Teaching.

For the purpose of the ATE, teaching excellence means teaching practicesthat are(a) innovative with proven effectiveness in arousing students' motivation in the subject and/or in helping

students to achieve the desired learning outcomes; or

are creatively adapted from exemplary teaching practices from elsewhere to suit the local (i.e. school-

based and/or student-based) context with proven effectiveness in enhancing students' learning outcomes;

(b) based on a coherent conceptual framework, showing reflective practices;

(c) inspiring and can be shared with colleagues to improve the quality of education; and

(d) instrumental in achieving the learning targets of the Key Learning Area or special area concerned

(for Physical Education at Primary & Secondary Levels and Physical Activities at Kindergarten Level,

it means helping students to develop the knowledge, skills, physical competence,values and attitude

pertaining to leading an active and healthy lifestyle; and for Special Educational Needs, it means helping

gifted students and students with other special educational needs to develop their potential to the full

as well as nurturing their personal development according to their individual differences).

9.3 The Award is not intended to identify all-round teachers. Nominees may demonstrate exemplary performance

in some or all of the domains. Nominators may therefore comment on the teaching practices of the nominees

with regard to some or all of the domains. All awardees are expected to possess the fundamental professional

qualities of teachers such as professionalism as well as love and care for students.

9.4 Domains of Assessment

(a) Professional Competence

Evidence of exemplary and effective teaching practices may include but not limited to

(i) mastery of subject knowledge, skills and communication ability;

(ii) setting appropriate learning objectives for lessons in accordance with the Learning Targets of the

subject, effective organisation and planning of the teaching work to ensure students' attainment of

the Learning Targets;

(iii) developing appropriate teaching strategies and using suitable teaching skills to suit the diversified

needs of different target groups of students, the context and environment;

(iv) innovative and effective classroom instruction, class interaction and class management;

(v) adopting a student-centred teaching strategy, designing learning activities that are related to the

daily lives of students, providing students with various learning experiences and enabling students

to scaffold their knowledge; and

(vi) effective assessment, evaluation of students' work, and appropriate use of assessment information.

(b) Student Development

Evidence of exemplary practices in student development may include but not limited to

(i) catering for school-based or student-oriented needs by appropriate adaptation of the curriculum

to help students attain the desired learning outcomes;

(ii) inspiring students of different backgrounds and abilities and motivating them to learn;

(iii) making positive impact on students in whole-person development and the development of

generic skills;

(iv) helping students develop motor skills and acquire the necessary knowledge through physical activities,

cultivating positive values and attitudes for the development of an active and healthy lifestyle;

(v) promoting desirable moral behaviours, cooperation in communal life, ability to make decisions,

and the appreciation of aesthetic movements;

(vi) enabling students to understand the limits of their physical capability and develop awareness for

self-protection;

(vii) fully exploring and developing the potential of students with different educational needs systematically

and strategically by providing them with opportunities to receive education at appropriate levels

in a flexible teaching and learning environment ;

(viii) providing pastoral care services and student activities; and

(ix) building trust and rapport with students.

(c) Professionalism and Commitment to the Community

Professionalism and commitment to the community may be demonstrated in areas such as

(i) drive to pursue continuous self-improvement and professional development;

(ii) keeping abreast of developments in education practices and policies as in the trends and content of

the curriculum;

(iii) setting themselves as role models;

(iv) proactively providing support to the teaching profession and the community, such as participation in

and contribution to professional sharing activities, dissemination of good practices, and involvement

in community services or voluntary work;

(v) producing exemplary teaching materials, involvement in or contribution to educational research,

and/or contribution of articles on teaching-related topics; and

(vi) participating in the professional development of novice teachers, e.g. mentoring programme.

(d) School Development

Contributions to school development may include areas such as

(i) providing leadership in the design and implementation of school-based activities for Physical

Education at Primary & Secondary Levels and Physical Activities at Kindergarten Level or Special

Educational Needs;

(ii) encouraging students to actively participate in inter-school or public contests/competitions that are

relevant to Physical Education at Primary & Secondary Levels and Physical Activities at Kindergarten

Level or Special Educational Needs;

(iii) inspiring peers and colleagues to collaborate for improvement of learning and teaching;

(iv) promoting a sharing and collaborative culture among colleagues and stakeholders with a view to

developing the school as a professional learning community; and

(v) taking a leadership role among colleagues and stakeholders in promoting a consensus on and the

actualisation of the school vision and mission through one's own exemplary practice and sharing of

experience, focusing energy on achieving continuous school development, and realising the essence

of the school culture and ethos through a variety of effective channels.

(e) Other Consideration

The nominator may describe other education-related achievements of the nominee/group, if any,

which are worth mentioning.

12.1 All information provided for the assessment of nominations will be treated in confidence. NominationForms and supporting documents submitted will not be returned. For nominations that are selected forthe Award, all information provided for the purpose of assessment may be used, distributed, disseminated,published and/or reproduced for the purpose of disseminating good teaching practices by the EDB or anyorganisations or agents appointed or authorised by it. Information provided in other nominations will bedestroyed two months after the Award Presentation Ceremony.

12.2 The relevant personal data (e.g. names of nominees and seconders) provided in this Nomination Formmay be reasonably disclosed to public sector or private schools, other education institutions or organisationsand other related persons or bodies including their authorised agents or representatives for the samepurpose mentioned above.

12.3 Personal data provided in the Nomination Forms and the supporting materials will be handled accordingto the provisions stated in Section IV of the Nomination Form.

All persons involved in the processing and assessment of nominations, including staff of the ATE Secretariat, willbe required to declare interests in writing prior to working on any cases. The decision of the EDB with regard tomatters relating to conflict of interests will be final.

11.1 Two Assessment Panels, each comprising experts and academics in the respective education field,experienced school heads, experienced frontline teachers and a parent, will be set up to examine thenominations and recommend the ones to be awarded. The assessment results will be submitted to the ATESteering Committee and Assessment Working Group concerned for acceptance. They will then be verifiedand endorsed by the ATE High-level Advisory Panel, whose decision is final.

nominations of the Chief Executive's Award for Teaching Excellence. For nominations

that are selected for the Award, all information provided for the purpose of assessment

may be used, distributed, disseminated, published and/or reproduced for the purpose of

disseminating good teaching practices by the EDB and/or any organisations/agents

appointed or authorised by it.

2. The provision of personal data in this Nomination Form is voluntary and will facilitate the

consideration of the nomination. However, if insufficient information is provided by the

Nominators, the Nominees and the Seconders, the Assessment Panel may not be able to

assess the nomination.

3. The relevant personal data (e.g. names of Nominees and Seconders) provided by means

of this Nomination Form may be disclosed to public sector or private schools, other

education institutions or organisations and other related persons or bodies including their

authorised agents or representatives for the purpose mentioned in paragraph 1 above.

4. Nominators, Nominees and Seconders have a right to request access to and correction of

their personal data as provided in Sections 18 and 22 and Principle 6 of Schedule 1 of the
