Describe the Modification: US Magnesium/ERM is to promptly collect samples of surface water currently present in the former wastewater diversion ditch and the (newly-identified) Star Pond overflow ditch within PRl-5, and also the Skull Valley Diversion ditch pursuant to the attached Figure 14-14 (modified from the Phase IA SAP) and consistent with the requirements of the Phase IA SAP. As with the Ph IA surface water samples remaining to be collected, these samples are to be collected as soon as possible while water is present. The additional surface water sample collection locations are listed in the following table consistent with Table 14-1 of the Phase I A SAP:

Rationale
To collect a sample of the water in the Skull Valley Diversion ditch downstream of the wastewater seepage to evaluate potential impact to Skull Valley Diversion. Sample to be collected in the southeast comer of PR!-7 immediately upstream (west) of the Skull Creek road-crossing culvert.
To collect a sample of the water in the Skull Valley Diversion ditch downstream of the wastewater seepage to evaluate potential impact to Skull Valley Diversion. Sample to be collected from immediately upstream (south) of the footbridge crossing located east of the northeast comer of PR!-7.

Justification or Reason for the Modification: During the course of ERM site investigations for PRI-2 (Landfill) under the Ph I A SAP (Sept. 2013), and during further investigation scoping/planning for Ph l A-B Inner PRI investigations in PRI-5, the EPA and ERM have identified previously un-sampled surface water conveyance ditches. During a joint EPA-ERM site-review of these ditches on April 16, 2015, EPA observed extensive indications and presence of wastewater seepage into the Skull Valley Diversion ditch/canal (see Figures 1 and 2).
