    OUALIFICATIONS, EXPERIENCE AND AGE LIMITS FOR INITIAL APPOINTMENT

    4. A candidate must possess educational qualification and experience and Illust be within the age limits as specified against posts concerned in the Schedule-I to this Notification provided that:-

    (i) "Experience" means, experience gained in a regular full-time paid job after obtaining the required qualifications;

    (ii) the period spent by a candidate in obtaining degree of M.Phil or Ph.D in the relevant field shall be treated as practical experience upro a maximum period of two and four years respectively for the purpose of initial appointment, provided thal:

    (a) a candidate who has obtained the degree of M.Phil or Ph.D during service shall not be entitled to a double benefit of counting the said period as service towards experience prescribed for the post; and

    (b) this concession shall not be available for the posts for which the prescribed qualification is M.PhiIlPh.D.

    (iii) the maximum age limit shall be relaxed in respect of the candidates specified and to the extent indicated in the Initial Appointment to Civil

    Posts (Relaxation of Upper Age Limit) Rules, 1993 as amended from time to time; and

    (iv) eligibility of candidates shall be reckoned, as on the closing date fixed for submission of applications in accordance wiih these Recruitment Rules and the Instructions issued by the Federal Government and the Federal Public Service Commission from time to time.

    APPOINTMENT BY TRANSFER

    5. Appointment by transfer shall be made by selection from amongst the persons holding appointment on a regular basis under the Federal Government in the same basic pay scale in which the post is to be filled exists, provided that the person concerned possesses the qualifications and experience prescribed for initial appointment or promotion to the post concerned.

    PROBATION

    6. Persons appointed by initial appointment or promotion or transfer shall be on probation for a period of one year. This period may be curtailed for good and sufficient reasons to be recorded, or if considered necessary, it may be extended for a period not exceeding one year as may be specified at the time of appointment. Appointment on probation shall be subject to the provisions of Section 6 of the Civil Servants Act, 1973 read with Rule 21 of the Civil Servants (Appointment, Promotion and Transfer) Rules, 1973.

    7. This Notification issues with the concurrence of the Establishment Division vide their letter No. 12/6/84-R-5 dated 15th October, 2010 and dated 24-12-20 I 0 and FPSC vide its letter No.F. 12-18/20 10-RR dated 3-1-201 I. This notification supersedes the earlier notifications vide SRO 337 (1)/90 dated 8-4- 1990. SRO 573 (1)/2001 dated 1-8-2001, SRO 1267(1)/2006, dated 23-12-2006 and SRO 273 (1)/2008 dated 21-02-2008.

    RULES & PROCEDURES

    (1) Oualification/Merit Criteria

    The Icvell standard of examination shall boi of graduation level.

    On completion of examination, a merit list of qualified candidates who secure a cumulative total of 40% (120 'marks) in both papers will be prepared.

    Final merit list will be based on the following criteria/order of merit:-

    (al Candidates securing highest aggregate marks in the Promotion Examination.

    (b) If the marks obtained by two or more candidates are equal, then their exi sting grade in the FPSC will be given preference.

    (c) If the criteria given at (a) & (b) of two or more candidates are equal, then the candidate having higher length of experience in FPSC will be given preference.

    (d) If the criteria given at (a), (b) & (e) of two or more candidates are equal, then the candidate having higher educational qualification will be given preference.

    (e) If all the above criteria are equal, then the candidate elder in age will be treated senior in the merit list of this examination.

    (2) Attempts for Oualifying the Promotional Examination; No limit is laid on the number of attempts to appear in the examination.

    (3) Conduct of Examination and Validity of Results.

    (a) The Examination will be held in December each year and its result will be applicable on all vacancies arising during the next calendar year. Merit list will be valid for a MAXIMUM PERIOD of One Year i.e. 1st January to 31 st December following the exam held in December of previous year.

    (b) If a candidate qualifies and for any reasons is not promoted, he will lose the chance of promotion in that calendar year for which the examination has been conducted and will have to re-appear in the next examination of next calendar year to avail his chance of promotion.

    (c) If all qu~lified candida'tes from an examination have been adjusted and there is still a minimum of six months period available before the' next examination, the Chairman, at his discretion, may decide to hold

    QUALIFICATIONS. EXPERIENCE AND AGE LIMITS FOR INITIAL APPOINTMENT

    4. A candidate must possess the educational qualifications and experience and must be within the age limits as mentioned against the posts concerned in the Schedule to this Notification provided that:-

    (i) "Experience" means. ex(:erience gained in a regular full-time paid job after obtaining the required qualifications;

    (ii) The period spent by a candidate in obtaining the degree of M. Phil or Ph. D in the relevant field shall be treated as practical experience upto a maximum period of two and four years respectively for the purpose of initial appointment, provided thaI:

    a) A candidate who has obtained the degree of M. Phil or Ph. D during service shall not be entitled to a double benefit of counting the said period as service towards experience prescribed for the post; and

    b) This concession shall not be available for the posts for which the prescribed qualification is M. Phil! Ph . D.

    (iii) The maximum age limit shall be relaxed in respect of the candidates specified and to the extent indicated in the Initial Appointment to Civil Posts (Relaxation of Upper Age Limit) Rules. 1993 as 1mended from time to time; and

    (iv) Eligibility of candidates shall be reckoned, as on the closing date fixed for submission of application in accordance with these recruitment Rules and the Instructions issued by the Federal Government and the Federal Public Service Commission from time to time.

    APPOINTMENT ~y TRANSFER

    5. Appointment by transfer shall be made by selection from amongst the persons holding appointment on a regular basis under the Federal Government in the same basic pay scale in which the post to be filled exists, provided that the person concerned possesses the qualification and experience prescribed for initial appointment to the post concerned.

    PROBATION

    6. Persons appointed by initial appointment or promotion or transfer shall be on probation for a period of one year. This period may be curtailed for good and sufficient reasons to be recorded. or if considered necessary. it may be extended for a period not exceeding one year as may be specified at the time of appointment. Appointment on probation shall be subject to the provisions of Section 6 of the Civil Servants Act, 1973 read with Rule 21 of the Civil Servants (Appointment, Promotion and Transfer) Rules, 1973.

    7. This Notification issues with the concurrence of the Establishment Division vide their O . M. No. 9/5/88-R5 dated 19-8-11 and FPSC vide its letter No. F. 15-31111 dated 27-8-11 in supersession of Recruitment Rules notified SRO 559 (I) 12001, dated 24-7-2001.
