2019 Highlights from the Chief Executive Officer

Vicky Byrd, MSN, RN, Chief Executive Officer

The Montana Nurses Association is the recognized leader and advocate for the professional nurse in Montana. This includes being a voice for all registered nurses, whether they are members of their professional association or not. I wanted to take this opportunity and let you know that the Montana Nurses Association has the most phenomenal staff and volunteers. We are continuing to grow the association both through professional membership and professional development. The MNA staff fiercely advocates for quality education and nurses’ right to collectively bargain, moreover, they are dedicated, loyal, and genuinely

passionate regarding your profession and the professional nurses association. MNA remains the sought-after voice of the professional nurse in Montana!

Embracing relevance for MNA, I completed my Master of Science Degree in Nursing with program study in Nursing Leadership and Management in April of 2019. Although it was a personal goal, it was also a step in bringing more credibility to my role as your CEO.

MNA has planned for growth and a step toward that goal was realized this past fall in hiring a lead labor organizer. This organizer position is crucial for MNA as we are gearing up for significant growth to support an infrastructure that will assist in taking care of our professional nurses’ labor needs.

Succession planning is also playing a role at MNA as our part-time RN Professional Development staff, Mary Thomas, RN is looking to retire in December of his year. Due to the needs of the professional development department, we have hired a full-time replacement for that role and welcome Kelly Amtmann, RN, who is a lifelong MNA member and advocate for belonging to one’s professional association. She will begin August 19, 2019.

Your MNA board of directors, with progressive vision, has also approved an additional full-time position to address our labor representative needs with a communications/media component. This will allow the labor department an additional labor representative to take on our new and some existing local units for representation and assist MNA to focus on a clear and consistent messaging and media reaction program. Liam Morrison has accepted this position and he will start his MNA day on September 3rd, 2019.

Look for both, Kelly and Liam, at our 2019 MNA annual convention and introduce yourselves to them and give them a warm welcome!!!

A major and significant milestone for our 2019 Legislative year was that MNA brought forward and passed SB 94: Signature Authority for Advanced Practice Registered Nurses. Thank you to Senator Gauthier from Helena for his support and sponsorship of this bill that Governor Bullock signed into law in March 2019. Currently in Montana, while many Advanced Practice Registered Nurses are licensed to provide a full array of primary care and specialty services, they are still unable to sign certain documents that impact day to day patient care. Often these barriers to practice raise healthcare costs and delay timely patient care delivery. For over 35 years, Montana’s Advanced Practice Registered Nurses have had full practice authority to provide primary health care and specialty services within their scope of practice. Unfortunately,

some barriers in health care still exist stating that only a physician provider can sign for these healthcare services because of traditional legislative language. Most of these requirements on the forms are outdated and are a misperception of who is providing these services. Passing signature authority legislation will now streamline consumer access, increase patient satisfaction, decrease healthcare costs, and clarify issues for those who must deal with and process these forms and remove unnecessary red tape. This legislation clarifies that whenever any law or regulation requires a signature, certification, stamp, verification, affidavit or endorsement by a physician, these statements shall be applied and deemed appropriate to be signed by an advanced practice registered nurse within their scope of practice. This law in no way expands the scope of practice for APRNs.

MNA continues to be involved at the state and national levels regarding violence against nurses and healthcare workers. H.R. 1309/S. 851 is an imperative preventative measure charging healthcare facilities to establish safety plans in order to prevent workplace assaults in healthcare and social service settings. The Workplace Violence Prevention for Health Care and Social Service Workers Act (H.R. 1309/S. 851), introduced by Rep. Joe Courtney (D-Conn.), would make nurses and healthcare workers safer in their workplaces. The bill requires the Occupational Safety and Health Administration to develop protection measures and enforceable safety standards for people who work in front-line healthcare jobs, who are five times more likely to be assaulted at work than the rest of the labor force. According to the New England Journal of Medicine, 80 percent of emergency medical workers experience violence during their careers, some reporting verbal assault and some reporting physical abuse. And the rates are rising. Between 2007 and 2017, rates of violence in hospitals grew by 123 percent.

MNA will continue to educate our legislators on the importance of workplace violence prevention for nurses and healthcare workers and continue to press for protective legislation.

Development

The overarching goals of the Council on Professional Development are congruent with the mission of MNA – to promote professional nursing practice, standards, and education and to provide nursing leadership in promoting high-quality health care. Specifically, these goals are:

1. Provide quality continuing nursing education that supports the mission of MNA, following guidelines as an accredited provider by the American Nurses Credentialing Center’s Commission on Accreditation.

2. Approve educational activities and provider units that support nursing professional development and improvement in patient care, following guidelines as an accredited approver by the American Nurses Credentialing Center’s Commission on Accreditation.

As required by accreditation criteria, there are outcome measures associated with both provider and approver unit operations. Increasingly, there is emphasis on validating the importance of continuing nursing education in improving the professional practice of nursing. Evidence of the excellence of our work in this area includes receipt of the 2015 ANCC Premier Award for our accredited approver unit and designation of Accreditation with Distinction of our accredited provider and approver units.

Council on Professional Development:The Council meets twice a year for face-to-face meetings in addition to conference calls for new member orientation and other issues as required. Some members of the council focus on provider unit operations and activities; other members serve as peer reviewers for the approver unit. Peer reviewers undergo initial education and testing, as well as periodic validation of competence to ensure their ability to assess applications congruently with peer reviewers across the United States and appraisers in the ANCC Primary Accreditation Program. Some of our peer reviewers are not members of the Council but have extensive experience as nurse planners in their own organizations.

Approver Unit: The MNA Accredited Approver Unit accepts applications from both individual activity applicants and organizations wishing to be approved, or to continue their approval, as providers. Individual activities are approved for up to two years once all accreditation program criteria have been met. Provider units are approved for up to three years, with authority to design, implement, and evaluate their own activities under the leadership, direction, and accountability of a Primary Nurse Planner during that period of time. The Approver Unit monitors quality and outcomes from both individual activity and approved provider data in accordance with accreditation program criteria. Our approver unit is recognized as a leader by

ANCC’s Primary Accreditation Program, resulting in receipt of referrals for applicants from around the country and around the world. The approver unit operates under the leadership of the Nurse Peer Review Leader, who also serves as the MNA Director of Professional Development.

Provider Unit:The MNA Accredited Provider Unit is accountable for planning, implementing, and evaluating all continuing nursing education offered by MNA. This includes annual events such as the Transition from New Graduate to Professional Nurse workshop, the APRN Pharmacology Conference, Labor Retreat, CE Provider Update workshops, Convention, and the interprofessional Seamless Health Care for Our Veterans conference. Additionally, the provider unit offers a number of in-person and web-based educational activities. While the main target audience of provider unit activities is MNA members, educational activities are open to all nurses interested in our events. The www.cnebymna.com web site is populated with independent study opportunities in the areas of professional development, clinical practice development, and continuing education provider education. The provider unit operates under the leadership of the Lead Nurse Planner, who also serves as the MNA Director of Professional Development.

Continuing education continues to be a major benefit to membership and provides numerous opportunities for nurses to enhance their professional development as learners, faculty, authors, peer reviewers, and activity planners. Additionally, as part of MNA’s commitment to improve the professional development of our members and volunteers, we support the participation of members of our Council on Professional Development in national professional development events. In 2019, two members were provided the opportunity to participate in the Association for Nursing Professional Development’s annual conference and one member attended the ANCC CNE Symposium.

New in 2019 is a focus on supporting the professional development of nurses through certification. MNA has contracted with ANCC to use the Success Pays® program, offering an incentive to MNA members to take the certification examination at no cost – the fee is paid only if/when the nurse passes the examination. Our agreement with ANCC requires that a minimum of 20 RNs successfully apply for certification within the 12-month contract – we surpassed that requirement in the first six months of the program!

Evidence clearly supports the value and importance of nursing professional development to sustain lifelong learning and contribute to the nurse’s ability to be successful and effective as a clinician, educator, researcher, or administrator. We are proud to support professional development through our nationally recognized accredited provider and approver units.

2019 Labor Department Annual ReportRobin Haux, BS, Labor Program Director

As we near 2020, I am excited to share all the work your MNA Labor Department has been doing. With both organizing and member engagement continuing to be priorities for our department, we want to improve the nurse collective voice across Montana as it is the most powerful voice!

We are excited to welcome Liam Morrison as our newest Labor Department team member! Liam started with MNA in September and was hired

as an MNA Labor Representative, with a communication component. We are excited to utilize his communications background to assist with all member engagement, improved communications, and representation.

Your MNA Labor Representatives, Amy Hauschild, RN-BSN, Sandi Luckey, and Leslie Shepherd, RN-BSN continue to travel the state assisting all our local bargaining units. The current labor climate is increasingly challenging, and our nurses are continuing to have to fight harder to maintain their voices in advocating for their patients. As a bargaining unit member, your engagement is of utmost importance to success at the bargaining table. Participate in meetings and surveys, support your bargaining teams, and stay engaged! This action can be as little as providing food for your bargaining team to helping distribute support stickers or badges. Every little bit helps build your voice! Advocacy through bargaining and collective action can, and does, make impacts at the bargaining table. As we continue to strengthen our contracts, we continue to improve the workplace for our nurses.

Our Lead Labor Organizer, Myles Aion, has worked over the past year on his goal for increasing membership and engagement. He encourages your locals to have fun and plan events to benefit your community and bring awareness to the nurses in your area! He encourages your locals to add positions to your executive boards. Examples are adding a co-president or co-secretaries to assist in sharing the commitment. Add a media officer to manage email lists and create a local unit Facebook page. Focus on obtaining one or two nurses to be representatives to your local executive board and this will help increase effective communication. Your labor department can provide each of you with the tools to improve engagement and look forward to meeting with all of you to create plans to do so! Don’t forget how much MNA loves to provide nursing education!

Ask your representatives about holding virtual meetings to assist with improving member participation. Our members have busy lives and sometimes it is easier to participate from your homes and MNA can assist you to offer this option.

We encourage each of our members to reach out to just ONE new nurse and share with them why they value their own professional nurses’ union. Engaging our younger nurses will be key to maintaining the nursing collective voice and improving results at the bargaining table.

The Montana Nurses Association (MNA) has taken a leadership role in shaping the future of nursing in Montana and all RN’s are taking notice. The Montana Nurses Association membership numbers remain strong with 2300 collective bargaining members, 180 non-collective bargaining members, and 35 retired members. MNA also has a shared membership category with MFPE. RN’s who are members of the Montana Federation of Public Employees also receive a membership to MNA. Currently MNA has 150 shared members. Through MNA all RN’s have a collective voice impacting

the future of their profession and patients.

MNA is listening and making changes as requested by our members. MNA now has a collaborative membership category called Council on Advanced Practice collaborator. CAP–C members are a collaborative member of the Council on Advanced Practice only and NOT a full member of MNA. CAP-C membership dues are utilized for legislative and advance practice issues, CAP council designations, and MNA operations.

With the Supreme Court’s Janus decision, the MNA public sector RNs have remained loyal and supportive of their professional association and have shown great respect and support for the collective bargaining process. MNA represents seven public sector facilities with over 95 collective bargaining members. These public sector nurse members value their collective voice and are sticking with their professional association through their union.

In 2018 President Genie Weber retired from Community Medical Center and handed over the office to Geri Unbehend. Angela Lovato was elected District Secretary. 2018 also saw the largest number of delegates from District 1 to MNA’s annual convention in a long time. Thank you to the 2018 delegates Sarah Black, Brandi Breth, Jessie Broncheau, Loni Conley, Crystal Coyne, Jill Friede, Maureen Hoffman, Susan Honsky, Jackie Johsnon, Caylee Kittelson, Angela Lovato, Heather Saloise, Jessica Sneddon, Lauren Swanson, Lela Tillotson.

Nursing Scholarships: In 2018 the Missoula District provided $2000 in scholarships to Missoula nursing students from both Montana State University – Bozeman College of Nursing and University of Montana’s Missoula College.

The Missoula District also partnered with Montana State University’s Alumni Association to establish a permanent scholarship – this allows us to award $1000 a year in perpetuity.

Scholarship funds are awarded from the Shirley Christianson Endowment which is managed by the Missoula District and distributed through the Montana State University Alumni Foundation and The Universtiy of Montana Foundation.

Within District 5 are three local units that are active and engaged. With Amy Hauschild as our Labor Representative we continue to work to grow our membership with all nurses and through our collective bargaining units.

This past year meetings were held Oct 5, 2018, March 23, 2019 and June 15, 2019. • 13 members attended the October meeting which was held at the MNA Convention in Helena.• District 6 offered to reimburse travel expenses for members to attend Legislative Day but most of

District 6 members had personal needs and commitments which precluded their ability to attend. It was encouraging that 25 of the District 6 members participated in the Survey Monkey vote for travel expense reimbursement.

• At the March 23 meeting in Lewistown officers who started their two-year terms were President Arlys Williams and Secretary Ellen Osborne. An update on SB 94, SB 280 and HB 555 was given by President Williams. Sue Swan, who was instrumental in its formation, gave a presentation on the Hi-Line Nurse Honor Guard. There will be more on the Nurse Honor Guard at Convention.

• Seven members attended the June 15 meeting in Great Falls. President Williams reported on the Note of Congratulations for the 2019 nursing graduates emailed to the Director of Nursing for MSU Northern and MSU Great Falls. This was also mailed to the Director of Aaniiih Nakoda. It was with sadness that Sue Swan shared information about Lynn Hebert, former MNA and MNA District 6 member, who died May 23. Anita Doherty shared her experiences in Boston canvassing in favor of the Safe Staffing Initiative. Arlys Williams reported on her two-week medical missionary trip to Tanzania.

Unfortunately, like the past several years, District #7 has been very quiet. Our District President was selected by MNA to attend the ANA Quality and

Innovative Conference held in conjunction with the Pathways to Excellence Conference in Orlando. Those that attended the conference responded to an email from MNA with all the required information needed. Everyone that applied was able to attend this year!

Regarding our labor units, two of them will begin new contract negotiations this Fall, and one will begin sometime next year. All is uneventful in those units.

Of note, Kalispell hospital nurses voted to have SEIU as their union. Negotiations to begin soon.

District 8 supports and finances delegates going to the state MNA convention in Helena. We are hoping for all four elected delegates to attend the convention this year.

District 8 continues to strive for growth and ways to engage our members.

Webster describes thankful as; “glad something has happened or not happened, that something or someone exists, etc.” District 8 is thankful for the MNA. We are thankful for the representation that we receive through our Union Representatives that answer questions quickly, thoroughly and drive long distances to the eastern side of our great state to attend our meetings.
