A MESSAGE FROM THE SECRETARY OF PLANNING
For the purposes of redistricting and reapportionment, this report contains precinct population counts for Maryland’s twenty-three counties and Baltimore City. The counts shown are derived from the 2010 Decennial Census, Public Law (P.L.) 94-171 Data for Maryland prepared by the U.S. Bureau of the Census.
For the first time in Maryland, population data from the decennial census was adjusted for purposes of creating Congressional, State Legislative, and local districting plans. This was done in accordance with the “No Representation Without Population Act” of 2010, passed by the Maryland General Assembly in 2010. Generally, this law requires that the census data be adjusted to reassign Maryland residents in correctional institutions to their last known address and to exclude out-of-state residents in correctional institutions from redistricting.
This report contains data for both the adjusted and unadjusted population - two tables for each presenting the total population and the voting age population (age 18 and over). The Maryland Department of Planning has completed its review of the Census Bureau’s coding of the individual census blocks (the smallest geographic areas for which population counts are available) to census voting tabulation districts, or VTDs (commonly known as precincts).
The precinct population counts provided in this report are based on precinct boundaries provided by the local boards of elections. The precinct boundaries must conform to features acceptable to the U.S. Bureau of the Census. All voting district boundaries used to derive the precinct counts were reviewed and certified by the local board of elections. The precincts contained in this listing conform to boundaries as they existed in April 1, 2010.
Included at the end of the precinct report are the summaries of the 2010 population counts by existing congressional district (Appendix A for adjusted and Appendix C for unadjusted) and state legislative district and subdistrict (Appendix B for adjusted and Appendix D for unadjusted). These summaries are prepared by aggregating the individual precinct counts based on “membership lists” which assign each precinct to its respective congressional and state legislative district or subdistrict. This membership information is shown in columns 1 and 2 of the detailed precinct listing that appears in the body of this report.
Also available are electronic and paper copies of the census and Maryland Department of Planning maps outlining voting precincts for counties. These products can be obtained by contacting the Maryland Department of Planning. REDISTRICTING DATA and PRODUCTS
A. Derivation of Precinct Counts The census voting district (VTD) counts presented in this report are derived from the 2010 Decennial Census – Public Law (P.L.) 94-171 Data for Maryland, prepared by the Bureau of the Census and received by the State of Maryland on February 9, 2011.
The U.S. Bureau of the Census is required under Public Law (P.L.) 94-171, enacted by Congress in 1975, to provide census data to state governments. It specifies that within a year following Census Day (by April 1, 2011), the Census Bureau must send to the Governor and legislature of each state the population data needed to redraw congressional and state legislative districts.
To meet the legal requirements, the Census Bureau created the 2010 Redistricting Data Program which allows states to receive census data for voting districts (election precincts in Maryland). Maryland participated fully in this program. Specifically, the Maryland Department of Planning used Census Bureau’s MAF/TIGER Partnership software to delineate and verify the boundaries of voting districts/precincts on census maps and submitted the data electronically as required by the Census Bureau. In accordance with guidelines established by the Census Bureau, the precincts had to follow census tabulation block boundaries (census tabulation blocks are the smallest geographic areas for which the Census Bureau reports population data).
It must be noted that voting district boundaries/precinct for each jurisdiction were reviewed and certified by the local boards of elections before they were reported to the Census Bureau.
The precincts contained in this listing conform to boundaries as they existed on April 1, 2010. There are 1849 precincts in Maryland. There were 9 “GHOST” precincts that resulted from Congressional, Legislative and local Redistricting. “GHOST” precincts are precincts with no population. One Precinct (Montgomery County precinct 13-060) was dissolved by the Census Bureau and as a result there are 8 remaining “GHOST” precincts in Maryland. The Census Bureau counted 27 people in the “GHOST” precinct 02-098 in Prince George’s county which caused it to no longer be a “GHOST” precinct (see Table 1).
The P.L. 94-171 data file which Maryland received on February 9, 2011 contained 2010 census population data for voting districts/precincts based on the boundaries as outlined on the census block maps.
Shortly after receiving the Census Bureau’s TIGER geographic file and the P.L. 94-171 data file, the Maryland Department of Planning initiated its review of the Census Bureau’s coding of census tabulation blocks to precincts. This review has been completed and resulted in identification of a few errors affecting the boundaries used to tabulate the population counts for precincts in Maryland. The affected precinct boundaries were corrected and the population counts were retabulated by correctly aggregating the Census Bureau P.L. 94-171 population counts for tabulation blocks in each of the impacted voting districts/precincts. A complete listing of the 2010 counts by county and voting districts/precincts is found in the body of this report.
Also included in this report are summaries of the 2010 Adjusted Population Counts by existing congressional districts and state legislative districts (see Adjusted Appendices A

and B) and 2010 Unadjusted Population Counts by existing congressional districts and state legislative districts (See Unadjusted Appendices C and D). These summaries are prepared by aggregating the individual precinct counts to its respective congressional district and legislative district (or subdistrict) as shown in column 1 and 2 of the detailed listing that appears in the body of this report. It is important to note that in some cases the existing precincts (voting districts) may not conform exactly to congressional and state legislative district boundaries as adopted in 2002.
B. Precinct Population Data Items The census data items for the state, counties and precincts as shown in this report are displayed in two parts. Adjusted Maryland Redistricting Data (pages 2 through 141) contains a count of all persons, one race alone (six race categories), two or more races, a count of all persons of Hispanic/Latino origin of any race and a count of the total persons 18 years old and over (the voting age population). Unadjusted Census Population Count (pages numbered 142 through 237) repeats the count of all persons and the count of the total persons 18 years old and over (the voting age population) and is followed by a count of persons 18 years old and over by one race alone (six race categories), 18 years old and over two or more races and persons 18 years old and over of Hispanic\Latino origin.
Persons of Hispanic/Latino origin are not a race category and instead are a subset of the total population. The sum of persons in the six race categories plus persons of two or more races equals the total population. Not included in this report, but available on the P. L. 94-171 data file, are counts of persons of all 57 races including the combination of two or more races.
C. Definitions of P.L. 94-171 Data Items 1. Race
The data on race that appears in the P.L. 94-171 file were derived from answers to the question on race that was asked of all persons. The concept of race as used by the Census Bureau reflects self-identification by people according to the race or races with which they closely identify. These categories are socio-political constructs and should not be interpreted as being scientific or anthropological in nature. Further, the race categories include both racial and national-origin groups.
The racial classifications used by the Census Bureau adhere to the October 30, 1997, Federal Register Notice entitled, “Revisions to the Standards for the Classification of Federal Data on Race and Ethnicity” issued by the Office of Management and Budget (OMB). These standards govern the categories used to collect and present federal data on race and ethnicity. The OMB requires five minimum categories (American Indian and Alaska Native, Asian, Black or African American, Native Hawaiian and Other Pacific Islander, and White) for race. The race categories are described in the report with a sixth category, “Some other Race” added as approved by the OMB. In addition to the six race groups, the OMB also states that respondents should be offered the option of selecting one or more races.
White - A person having origins in any of the original people of Europe, the Middle East, or North Africa. It includes those who indicated their race as “White” or reported entries such as Irish, German, Italian, Lebanese, Arab, or Polish.

Black or African American- A person having origins in any of the Black racial groups of Africa. It includes those who indicated their race as “Black, African American” or reported written entries such as African American, Afro-American, Kenyan, Nigerian, or Haitian.
American Indian and Alaska Native - A person having origin in any of the original peoples of North and South America (including Central America) and who maintain tribal affiliation or community attachment. Asian - A person having origins in any of the original people of the Far East, Southeast Asia, or the Indian subcontinent including, for example Cambodia, China, India, Japan, Korea, Malaysia, Pakistan, the Philippine Island, Thailand, and Vietnam. It includes Asian Indian, Malaysia, Filipino, Korean, Japanese, Vietnamese, and Other Asian. Native Hawaiian and Other Pacific Islander - A person having origins in any of the original peoples of Hawaii, Guam, Samoa, or other Pacific Islands, “Guamanian or Chamorro, Samoan, and Other Pacific Islander,
Some other Race - Includes all other responses not included in the “White,” “Black or African American,” “American Indian and Alaska Native,” “Asian,” and “Native Hawaiian and Other Pacific Islander” race categories described above. Respondents providing write-in entries such as multiracial, mixed, interracial, or a Hispanic/Latino group (for example Mexican, Cuban or Puerto Rican) in the “Some other race” category are included here.
Two or more races - People may have chosen to provide two or more races either by checking two or more race response check boxes, by providing multiple write-in responses, or by some combination of check boxes and write-in responses. There are 57 possible combinations of two or more races based on the race categories of the above six races.
2. Hispanic or Latino (Persons who identify their origin as Spanish, Hispanic or Latino may be of any race) The data on the Hispanic or Latino population were derived from answers to a question that was asked of all persons on the 2010 census questionnaire. The terms “Spanish,” Hispanic origin,” and “Latino” are used interchangeably. Some respondents identify with all three terms while others may identify with only one of these three specific terms. People who identify with the terms “Spanish,” “Hispanic,” or “Latino” are those who classify themselves in one of the specific Spanish, Hispanic, or Latino categories listed on the questionnaire - “Mexican, Mexican American, Chicano,” “Puerto Rican,” or “Cuban” - as well as those who identify with one of the specific origins listed on the questionnaire but indicated that they are “other Spanish/Hispanic/Latino,” their origins are from Spain, Spanish-speaking countries of Central or South America, the Dominican Republic or people identifying themselves generally as Spanish, Spanish American, Hispanic, Hispano, Latino and so on. All write-in responses to the “other Spanish/Hispanic/Latino” category were coded.
Origin can be viewed as the heritage, nationality group, lineage, or country of birth of the person or the person’s parents or ancestors before their arrival in the United States.

3. Age The data on age (specifically person of voting age, 18 years and older) were derived from answers to a question that was asked of all persons. The age classification is based on the age of the person in complete years as of April 1, 2010.
D. P.L. 94-171 Data Products The voting district (precinct) counts shown in this report are available from the Maryland Department of Planning Redistricting website in electronic format.
In addition, the full P.L. 94-171 DVD can be ordered through the Census Bureau. A variety of other electronic formats are available including individual tabulation block file.

E. Map Products There are three map types that support the Public Law (P.L.) 94-171 program. The Census Bureau’s (item 1 below) products can be ordered as electronic files on DVD. The map PDFs are available on the Census Bureau website as well (www.census.gov). The Maryland Department of Planning has prepared individual maps for each of the 23 counties and Baltimore City with overlays of the precinct (voting district) boundaries. These maps (see item 2 below) can be ordered as paper plots or as electronic files in PDF format.
1. P.L. 94-171 Voting District Outline Maps (2010) - Census Bureau These county-based maps show the boundaries and codes for voting district as delineated by the state in Phase 2, Voting District/Block Boundary Suggestion Project (VTD/BBSP). The features underlying these boundaries and the names of these features are also shown. The scales of the maps are optimized to keep the number of maps sheets for each area to a minimum, but the scale and number of sheets vary by the aerial size of the county.
2. P. L. 94-171 Voting District Jurisdiction Maps (2010) - Maryland Department of Planning This map set shows the boundaries for voting districts (precincts) for all 23 counties and Baltimore City individually. The base maps are Maryland State Highway Administration General Highway maps. Each General Highway map identifies major streets, roadways, area designations and roadside culture. The voting districts (precincts) are labeled using the Census Bureau voting district codes. The scale of the map set is 1:100, 00 except for Baltimore City (1:24,000).
Copies of these maps can be ordered through the Census Bureau or the Maryland Department of Planning.

There were a total of 1850 Voting Districts (VTDs)\Precincts in 2010 and 9 are GHOST.
Frederick County has 1 GHOST VTD\Precinct (23-003).
Montgomery County had 2 GHOST VTDs/Precincts. The Census Bureau dissolved 13-060 leaving one “GHOST” VTD/Precinct (04-022) in Montgomery County.
Prince George's had 6 GHOST VTDs/Precincts (02-099, 16-098, 16-099, 21-097, 21-098 and 21-099). According to Census 2010 population count Precinct 02-098 has 27 people. Therefore it is no longer a GHOST Precinct.
