Executive Summary

On September 30 2011, The Government of Rwanda approved the Early Childhood Development (ECD) Policy and Strategic Plan. Government of Rwanda organized a one day national ECD stakeholder meeting on April 19, 2012 to disseminate the ECD policy and plan and to strengthen commitment of all stakeholders to implement the plan. The national stakeholder meeting also marked the beginning of the Rwandan Action Week on Early Childhood Development (22nd – 28th April 2012), which was part of the Global Campaign for Education.

The meeting brought together various stakeholders including high level officials from key-ministries including the Ministry of Health, Ministry of Education, Ministry of Gender and Family Promotion, Ministry of Local Affairs, Ministry of Economy and Finance, Ministry of Internal Affairs, district respresentatives and non-government partners including NGO’s and development partners.

The meeting was officially launched by H.E, the First Lady of the Republic of Rwanda, Mrs Jeannette KAGAME, who emphasised the importance of investing in Early Childhood Development Programmes for Rwanda’s overall human and economic development. A range of presentations was provided by government and development partners, and discussions and group work were organized. Highlights from these sessions were:

A wealth of evidence from neurological science and socio-economic research demonstrates that what happens in early childhood affects a person’s development as an adult and a country’s productivity; and this is why investment in early childhood is essential.

The ECD policy envisages that all children in Rwanda reach their full development potential: physically, mentally, socio-emotionally and cognitively. The strategy targets the provision of integrated services for young children between the ages of zero and six.

The implementation of the policy and the plan is everybody’s business and requires serious commitment and a close coordination between all stakeholders, including key-ministries (MINEDUC, MIGEPROF, MINISANTE, MININTER, MINALOC, MINECOFIN,…), development partners, NGOs and faith-based organizations as well as parents. A proposal was drafted for the composition of coordinating bodies at central and decentralized level.

The meeting concluded with a list of major recommendations on key-priorities and the way forward. Amongst top priorities listed were: (1)raising parents’ awareness and understanding of ECD (2)establishment of coordination committees as per the coordination chart of the strategic plan (3)integration of ECD in the EDPRS II, sectors and district plans and budgets (4)building an adequate human resource base (5)elaboration of an evidence-base and monitoring and evaluation.

The meeting further distributed copies of the policy and strategic plan to all participants, as well as flyers, banners, and posters for districts.

In his closing remarks, The Minister of State in charge of Primary and Secondary Education thanked everyone for their active participation in the workshops. He noted that the success of ECD depends on the strong integration of health, education and family services and he stressed that these ministries must coordinate well to achieve tangible results

1. Introduction.  

The Government of Rwanda recently approved the Early Childhood Development Policy and Strategic Plan. The policy envisages that all children in Rwanda reach their full potential in every single aspect: physically, mentally, socio-emotionally and cognitively. For a child to be healthy, well-nourished, safe, mentally alert, stable, sociable, and ready to learn, services from different sectors (such as health and nutrition, education, social protection) must converge to the benefit of the individual child. Mothers, fathers, guardians, caregivers and the entire community must assume their supportive, nurturing, stimulating and protective responsibilities. The challenge ahead of us now is to implement that strategic plan, which requires different sectors and stakeholders to assume their roles and responsibilities, to collaborate and coordinate, and to ensure convergence of their services on the individual child.

2. The objective of the National Stakeholder meeting:  

Disseminate the ECD policy and plan, to ensure its key-messages are well understood by all stakeholders, ensure a common understanding of the importance and urgency of integrated and comprehensive ECD, and raise awareness on the ECD Global Action Week (22nd – 28th April);

Strengthen stakeholder commitment to the implementation of the ECD Policy and the Strategic Plan, agree on key priorities and next steps, and strengthen a commitment to integrate ECD activities and budgets in medium-term and annual budgets and plans;

Ensure a common understanding of roles and responsibilities of stakeholders in implementation and coordination arrangements at national and district levels, and agree a calendar of coordination meetings;

Mark the beginning of the Rwandan Action Week on Early Childhood Development (22nd – 28th April), which is part of the Global Campaign for Education and which comprises of several media and awareness raising events throughout the country to draw attention to the importance of ECD.

3. Opening session of the ECD National Stakeholder meeting.  

At the opening of the Early Childhood Development (ECD) National Stakeholders Meeting, the guest of honour, H.E, the First Lady of the Republic of Rwanda, Mrs Jeannette KAGAME, emphasised the importance of investing in Early Childhood Development Programmes for Rwanda’s overall economic development. “Early Childhood Development interventions are among the most cost-effective investments a country can make in the human development and capital formation of its people, and its impact in economically disadvantaged communities can be transformational,” the First Lady said. “Therefore, giving children the best possible start in life is one of the best investments Rwanda can make for its present priorities,” she explained. The First Lady’s remarks were made at the opening of a one-day workshop, which brought together policy makers from several concerned Ministries, development partners, faith based-organisations representatives, Vice-Mayors i/c of social affairs and District Education Officers from all 30 districts, as well other stakeholders involved in Early Childhood Development programmes.

Addressing the audience, Noala Skinner, the UNICEF Rwanda Country Representative, highlighted the important role played by the community and families in the early development of children. “The community-based approach at the heart of the Early Childhood Development Policy underlines the importance of the family in giving young children the best start in life through promoting good parenting practices” said UNICEF Country Representative..

“Building an integrated system around children, centred on a nurturing and loving family equipped with positive parenting skills and community-based ECD services will contribute to sharply and permanently reduce the main problems related to the protection and development of children”, she said.

In his welcome remarks, The Hon. Minister of Education, Dr. Vincent Biruta, told the meeting participants, that the theme of the meeting was “coordination and integration” and called upon the stakeholders “to examine our commitments under the ECD Policy and Strategic Plan and to strengthen areas of coordination”.

He recalled that, the ECD Stakeholders Meeting also marks the beginning of the Early Childhood Development Global Action Week Campaign, which comprises several media and awareness raising events, lasting up to 28 April.

For these events, Government, One UN family (UNICEF,WHO,..) and Civil Society organisations have come together to jointly implement several initiatives, including radio broadcasts, media briefings, poster and leaflet campaigns, public discussions on Early Childhood Development and reading day events which will focus on instilling a reading culture at a young age.

4. Presentations and discussions during the ECD National Stakeholder’s meeting  

The first presentation focused on different arguments explaining the importance (why) of ECD, based on international development agenda , the scientific argument and the socio economic argument.This was jointly presented by Nana Shalita from Imbuto Foundation, Mrs. Skinner from Save the Children/UK and Iris Yttersprot from UNICEF/Rwanda.

It was clearly demonstrated that a child who is neither taken care of, loved nor nurtured is a child who would probably never go to school on time, and would perform poorly at school which in the end would have a negative effect on the development of a country.

An analogy of brain architecture was provided: In the womb, the architecture of the brain is developed, but the brain connectors are not developed. These brain connectors develop in the first three years of the child’s life. Furthermore, an absence of attachment of a caregiver to a child has significant, negative effects on the child’s brain. This was demonstrated in the slide showing a comparison of a PET scan of a healthy brain and an abused brain.

Based on socio economic argument, it was shown there had been a mismatch between brain development and when a government chooses to invest in a child’s development. James Heckman’s research on the skills development of children as a way of boosting the productivity of a country was described. Here it was proven that ECD would have the greatest return on investment (namely 6-10% of return) when children were invested in during their early years.

Research on children in Ecuador at 36 months was described which showed there was no difference in vocabulary usage in children up to the age of three. However, three years later there was a big discrepancy between poorer children and richer children in other areas of development. This emphasised that the early year’s period is critical particularly as cognitive delays would accumulate rapidly.

As delivered by UNICEF, the survival and health argument, the best possible approach was described as an integrated approach involving early stimulation, adequate nutrition and health and hygiene in order to have the optimal child health and development. This integrated approach yields the greatest developments.

School readiness and school achievement is also another argument the research undertaken by the World Bank was described which emphasised that ECD would have a larger effect on poorer children. ECD also had a positive effect on family members, particularly girls who are often responsible for care giving duties of younger siblings. The graph was described in detail which showed that the earlier in a child’s life that ECD is delivered, the better for the child.

It was noted that many studies on the benefits of ECD had been undertaken over the last few decades particularly in the USA, but the evidence base was now building in other parts of the world. Research undertaken by the World Bank using Save the Children programmes strongly supported ECD interventions in Mozambique.

This session was concluded by examining the risks of not implementing ECD. It was noted that intervening at the right age would positively affect the whole life of a child into adulthood, not just their childhood.

The second presentation was made by focusing on National ECD Policy, Theoneste NIYONZIMA, the Professional in charge of Pre-Primary Education explained in details the process of developing policy, proposed strategies, financing framework implementation focusing on coordination mechanisms.

He explained the integrated approach as highlighted by the policy and furthermore mentioned the following expected policy outcomes:

Reduction of infant & maternal mortality Improved caretakers knowledge in child development Children are ready to begin school Overcome child malnutrition Reduced under 5 mortality Reduced childhood illnesses Children are safe and child rights respected.

The third session was delivered by Valens Nkurikiyinka, the representative of National Commission of Children (NCC). The presentation highlighted an

overview of Government of Rwanda ECD Programmes and he noted that the following Ministries are concerned by ECD programme: MIGEPROF, MINEDUC, MINISANTE, MINALOC and MININTER.

The 4th presentation made by Elisa Ladisone from Save the Children, described the contribution of development partners in supporting the Rwandan government to implement the ECD strategy. It was noted that a set of NGOs working on ECD was formed within the RENCP to synchronise and share good practises on ECD. The former reporting back to education sector working group. UNICEF has established Internal ECD and Family Taskforce within UNICEF. UNICEF joins RENCP/ECCD WG meetings. The history of the ECD Task force and ECD Working Group was described.

It was reported that the working group had mapped the contributions of development partners in order to create a full understanding of the big picture. The ECD strategic objectives and activities were described along with the ECD action week taking place the following week. All organisations were encouraged to get involved with partners implementing activities in their region in order to participate in the events.

It was reported that 30 communities had been modelled and hopefully, with support from UNICEF and the various ministries, a mapping exercise would be carried out in order to ascertain what was happening on a local level in a more consistent way.

It was noted that more need to be done to strengthen Public Private Partnership and international partnerships as more dialogue was needed with the commercial sector. An example of working with the corporate sector was provided: TIGO had recently agreed to send out numerous text messages with ECD messages to all TIGO customers.

During the discussion the Vice Mayor of Kigali City (in Charge of Social Affairs) specifically the role of local governments in ECD programmes as there was a concern that the structure of district levels do not match the mandate of the ECD programme.

In his response the Minister of State in Charge of Primary And Secondary Education highlighted that all ministries were mandated to implement the ECD programme, working under an umbrella format as it was a cross cutting programme. It was emphasised that all ministries and partners involved needed to

mobilize to show that the ECD programme was not under one specific programme

The Director General in MINALOC, Mrs Francine, who was chairing the session, replied that the policy and strategy plan had been agreed and now it was time to think about implementation. It was reported there would be an upcoming review of district level working which would look at the structure of districts. It was confirmed there was an allocated budget from the government and development partners for the local development of the ECD programme. There was also a question related specifically to how neo-natal and post-natal care and development (including family visits from social workers and visits to health centres and related services) would be incorporated into the ECD programme.

In response to that it was mentioned that there is a need to highlight the role of the churches and how they could be utilised to encourage parents to become more involved in early childhood development. It was noted a lot of work had been undertaken by the churches on marital counselling and therefore it was suggested this could be developed further.

It was also reported by KIE representative that complaints from TTCs about the infrastructure had been received as it was not able to accommodate the students registering for ECD courses. The Minister of State agreed there are still challenges in incorporating ECD program in TTCs, mainly lack of qualified teachers and infrastructure. He promised to put more emphasis on this issue in the years to come. It was agreed that the colleges of education need to support TTCs to enhance their support and skills. It was noted that lessons learnt needed to be shared on a wider level. It was agreed that ECD was a very effective programme and relevant for Rwanda’s social development. However, it was noticed there was no evidence in place that shows the difference in terms of outcomes between children going to kindergarten school and those who don’t at primary school and that this need to be addressed.

Afternoon sessions were organized in group discussions. The first group work discussed about the ECD coordination committees both at national and decentralized level. Suggestions about membership, leadership, roles and responsibilities with reference to the ECD strategic plan, calendar of meetings are recorded in the table attached to this report. Suggestions as of by when these committees should be in place and operational were made as well. The second group work discussed about key priority actions for 2012-2013 both at central and decentralized level again. The plenary discussions for these group

discussions are recorded in the following “Recommendations, Key priorities and Way forward".

5. Major Recommendations (there are recommendations above as well), Key Priorities and way forward for the meeting  

The ECD Task Force to finalize the coordination tables and present them for validation. Submit to the PS forum, including suggestion that different Ministries lead on different committees and rotate leadership.

The Coordination Unit in Prime Minister’s office to include ECD programme.

It is important to have committed personnel on the committees who have communication and coordination skills.

ECD must be prominently featured in EDPRS II as a cross cutting issue and within sector and district plans. Key sectors to integrate ECD Indicators in CPAF matrix.

Integrate ECD in the sector strategies/plans and DDPs and budgets. By the end of 2012.

There is a concern as to whether human resources are adequate to support the implementation of ECD Plan, especially at the decentralised levels (Districts and Social Workers).

The institutional review of Districts, to ensure that Districts are equipped with adequate and trained human resources should take into account requirements associated with implementation of the ECD strategic plan.

The important role of the churches in ECD and in preparing parents for their role as the primary caregiver of children.

Church representatives should also be included in the coordinating committees, especially at the District and Sector Levels.

Data – There is a need clear and accurate data. Evidenced based planning and Monitoring and Evaluation is a priority of the Plan and should be an implementation priority.

ECD Task Force should take the lead in mapping out existing ECD interventions on the ground and identify gaps in services.

Most parents do not have the background to understand about early childhood development. This is the responsibility of all stakeholders. We will take the opportunity of the coming week to raise awareness.

Dissemination of Policy and Strategic Plan – should be in Kinyarwanda. Brochures and Booklets have been translated into Kinyarwanda which will be disseminated to DEOs and others to be used during the campaign.

Linking ECD with social protection. How can ECD be better linked with social protection and VUP to ensure that the most vulnerable children access ECD services? This needs to be taken further.

The issue of women going to work and leaving children at home without proper care has to be addressed through innovative approaches such as home-based day care and child care at public work sites. This would also address the issue of older siblings staying at home to look after children.

6. Key priorities and way forward

Raise awareness and sensitization/mobilization of communities beyond the action week (2012-2015).

Put in place the proposed committees following the PS Forum validation. Operational by next financial year. Train committees. Action planning by committees.

Develop minimum quality standards and guidelines and minimum package for ECD provision.

Ensure the immediate integration of ECD services in EDPRS, sector, District, and partner plans.

Use and support minimum training packages for pre-school teachers/caregivers, as well as everyone involved in ECD provision, e.g. CHWs, social workers, and police officers.

Map out existing interventions and budgets within various Ministry plans to gain a comprehensive overview of government ECD programmes.

Disseminate and implement the infant and young child feeding strategy.

Conduct baseline study/survey on the current status of ECD services within one year.

Consider Early Learning and development Standards.

Expand services to each sector (infrastructure/equipment/training).

Financial Commitment from all stakeholders to establish and run the coordination structures.

Explore financial opportunities within the development partner community.

Balance government financing and community contribution.

8. Remarks by the South African Delegates

The Delegate from South Africa stated that Rwanda was on the right track to development and the outcomes of the workshop indicated how far the country has come. He recommended that, going forward; the discourse needed to transcend language and suggested the process of gestation was examined further. This was a particularly critical stage as this was when a child begins to develop and hopefully this would not be forgotten.

He reported that Ministry of Health had an important role; namely to ensure pregnant women and fathers had access to pre-natal education which emphasises the importance of stimulation even before the birth of the child and also the nutritional health of the mother during gestation. It was noted that Ministry of Health also had an important role in developing early detection services of children with learning difficulties; such as motor sensory, speech, hearing disabilities. It was suggested the Ministry of Health needs to be well placed to ensure services could detect these problems, and provide therapy to intervene and possibly correct these disabilities.

He reported that it was important that the Ministry of Social Development (MIGEPROF) needed to provide social workers (in home based settings and health centres) who would be able to successfully detect instances of abuse and put in place remedial processes. It was noted that it was important that the Ministry of

Healthy undertook this as part of their mandate, along with the training of caregivers. He also reported that benefits can be brought from the transfer of knowledge and wisdom from elders in a community.

He reported that ECD also provided opportunities for Rwanda in terms of job creation. It was noted that in South Africa, 350,000 job opportunities had been created in the last four years through ECD. There would be possible employment opportunities for mothers who currently go to work and consequently leave their children with elder siblings. Through ECD, mothers could be trained as ECD practitioners and they could be employed to look after their children and their neighbours’ children. This would achieve more than the development of the children but would also improve the economy.

7. Closing remarks

The Minister of State in charge of Primary and Secondary Education thanked everyone for their active participation in the workshops. He said that the recommendations which had been provided would be taken into consideration by the government of Rwanda. It was noted that the success of ECD depended on the strong integration of health, education and family promotion ministries and it was important to build a strongly coordinated implementation group in order to achieve tangible results. It was also important that the grass roots levels and local communities and families were also mobilized. It was reported that the Government of Rwanda was highly committed to the programme and would demonstrate this by including the ECD programme and budgeting process as a key feature of EDPRS II. It was reported that the government was engaged and with help from various stakeholders, everything was possible. The Minister requested that everyone actively participates in the Global Action week to mobilize the community element of the ECD programme. He suggested that ECD becomes a key discussion topic in umuganda.

8. Annexes:

1. Proposal for formal establishment of ECD  

    coordination committees  ( Group Works ) Background: 

The National ECD Policy and Strategic Plan were approved  in September 2011. This policy and plan  promote  a  holistic  development  of  all  children  in Rwanda  from  conception  through  six years of age, and is to be achieved through the provision of integrated services including health and nutrition, family and child protection, early stimulation and education.   

A national  stakeholder meeting was held on  19th April  2012.  This meeting disseminated  the policy and the plan, and zoomed in on the coordination chart included in the strategic plan (see also  attachment  1).  Groups  of  government  officials  and  partners  drafted  the  composition, leadership,  key‐tasks  and  a  calendar  of meeting  for  each  of  the  coordination  bodies  listed within the chart. The national ECD Taskforce subsequently fine‐tuned the drafts, and following the meeting’s  recommendations, now wishes  to  submit  it  to  the PS  forum  for  its  support  to operationalizing the coordination bodies as this is a prerequisite for the implementation of the strategic plan. 

The coordination chart spells out the following levels of coordination at central level: 

• PM Office 

• Inter‐sectoral High level Steering Committee 

• Inter‐sectoral Technical Committee 

• National ECD Taskforce 

• National ECD Secretariat; 

and the following at decentralized level: 

• District Inter‐sectoral ECD Committee 

• Administrative sector integrated ECD Committee 

• Administrative Cell and Village Integrated ECD Committee

The national ECD stakeholder meeting recommended the following: 

1     PM Office 

 An ECD coordination function within the PM Office comprising at least one expert to advise  and  facilitate  inter‐ministerial  coordination.  Development  partners  may provide technical assistance to timely support this function.  

The national  stakeholder meeting also highlighted  the potentially  stronger  role  that the National Children’s Commission, because of their mandate, might over time play in coordination on ECD  issues. However,  it was also acknowledged  that,  since  they have  only  been  recently  established,  they  would  require  substantial  capacity development  over  an  appropriate  time  period  to  observe  such  a  stronger responsibility in overall coordination.

4     National ECD Taskforce 

The National ECD Taskforce was already  temporarily established with a  view of preparing  the ECD Policy and Plan. After a period of inactivity, it was called together again in preparation of the National  Stakeholder  Meeting,  and  it  has  been  active  since  to  take  forward  the recommendations of that meeting. As it has been the only coordination body operational so far, it  has  been  doing  a  lot  of work  in  support  of  the  single  ECD  adviser within  the Ministry  of Education, at a rhythm of meetings and homework that  is not sustainable over time. Once the other coordination bodies, and  in particular  the ECD  secretariat are established,  it  is expected that  the  Taskforce  can  assume  its  originally  foreseen  role  of  support  to  the  National  ECD Taskforce and coordination with partners.

5     National ECD Secretariat 

The National ECD Secretariat is the key‐body amongst all of the coordination bodies, but also the most demanding in terms of human capacity and operation. It is suggested that it is established initially within the Ministry of Education through adding secondments from key‐ministries to the single ECD adviser  there, and  to move  it  later  to  the PM office, or over  time  to NCC, provided they  have  built  required  capacities.  Secondments  from  key‐ministries  should  be  full‐time  and financed by the concerned ministry.
