FOR PROJECT: Williams County Road 19 Bridges
Structure Numbers: #53-147- 27, #53-148-28, and #53-148-29
The bridges are shown on the attached map and have the following Structure Numbers: #53-147- 27, #53-148-28, and #53-148-29.
The Williams County Commissioners are soliciting interest from consulting firms with expertise in Civil Design. Consultants will be considered for the following project and work to be performed by Consultants includes:
The engineering work to be performed by the Consultant consists of preparing Engineering Plans, Specifications & Estimates for the replacement of three bridges. Major features of the project are as follows:
Environmental Documentation and Approval
Replacement Alternatives
Preliminary Design including Hydrologic Analysis
Permit preparation and submittal
Final Plans, Specifications and Estimate
Research and prepare easements
Williams County reserves the right to award this project in phases based on the following:
Consultants willingness to meet time and budget
Satisfactory performance on prior phase
Funding source for Construction
SUBMITTAL
Please provide the following information:
A. Firm Capability a. Resume of key personnel with references to similar projects b. In-house engineering expertise and/or need for outside consultant (structural,
environmental, geotechnical, etc.) c. Survey expertise (both data collection and construction staking)

B. Record and Performance a. Include a description for five similar projects completed and document past
performance including meeting time and budget deadlines b. Submit list of references of four clients and/or individuals c. Submit resume of construction review personnel with a brief description of
review procedures C. General Information
a. Ownership (verify if minority owned) b. Firm location, headquarters and office from which work will be performed c. Name and phone number of the firm’s contact person
D. Brief Summary of Project Understanding, Issues and Approach
The proposals shall be numbered and must be limited to 20 pages in length. Proposals that exceed the 20 page length requirement will not be considered. The cover letter will not be counted as one of the 20 pages. Williams County will only consider proposals received by 3:00 PM CST, March 23, 2016. Late proposals will be deemed unresponsive.
Submitted materials will be reviewed and evaluated for interview process. Each of the firms interviewed will be evaluated and ranked based on the following criteria:
1. Past performance and ability of professional personnel 2. Willingness to meet time and budget requirements 3. Recent, current and projected workloads of the persons or firms 4. Related experience on similar projects 5. Recent and current work for the agency 6. Project understanding, issues and approach
Williams County will conduct interviews. The County will interview a minimum of three (3) most qualified engineering firms based on whose proposals most clearly meet the RFP requirements. Those firms not selected will be advised in writing.
Fees shall be negotiated with the successful firm. If the fee cannot be agreed upon, the County reserves the right to terminate negotiations, and then negotiate with the second and third ranked firms in order, if necessary, until a satisfactory contract has been negotiated.
All costs associated with the proposal shall be borne by the proposer. The county reserves the right to reject any and /or all proposals and to not award contracts for any and/or all projects.
