• Train Minnesotans in required occupational skills, and
• Achieve successful job placement• In energy efficient and renewable energy
(EE/RE) industries• Expanded definition from previous RFPs• Defined by the Department of Labor, Bureau of Labor
Statistics, and O*NET• Definition included in RFP (Attachment A)
Proposals requested that will:

Letter of Intent
• 1-page maximum• Should be written by employer partner• Include:
oBrief summary of proposalo List of partners
• Define their involvement in training development
• Commit that training would serve their workforce needs
Proposal Format• Two-page Cover Sheet• One-page Executive Summary (included in
Narrative)• Five-page (maximum) Narrative• Table: Key Activities and Timelines• Letters of Commitment from Partners• Goals/Outcomes Summary• Budget/Leveraged Resources, Narratives, Quarterly

Availability of Funds
• Requests from $25,000 - $250,000• Approximately $1.6 million available• Approximately half to be awarded to
Career Pathway Model proposals• Projects must be ready to be
implemented, with minimal time for planning and start-up
Placement Strategy
• All proposals MUST define a placement strategy resulting in jobs by the end of the grant period
• If training incumbent workers, include details of new position(s) to be attained after training
Allowable Use of Funds
• All activities must lead to placement in employment
