Webinar Format

• All participants on mute• Please use the Chat feature to ask your

questions• All questions posted on the webinar will

be responded to and posted on the web page

• Train Minnesotans in required occupational skills, and

• Achieve successful job placement• In energy efficient and renewable energy

(EE/RE) industries• Expanded definition from previous RFPs• Defined by the Department of Labor, Bureau of Labor

Statistics, and O*NET• Definition included in RFP (Attachment A)

Proposals requested that will:

Application Details• Applicant must be a local Workforce

Investment Board (WIB)• Partners must include employer and training

provider (may be the same)• Employer partners must indicate plans to hire

participants completing training• Must be supported by validated labor market

demand• Must include plan for placement in jobs

Proposal Format• One-page Cover Sheet• Four-page (maximum) Narrative• Table: Key Activities and Timelines• Letters of Commitment from Partners• Goals/Outcomes Summary• Budget/Leveraged Resources, Narratives, Quarterly

Expenditure Projection (4 Tabs)• All templates available for download from website

• Due by 12:00 noon Friday, April 6, 2012• Emailed in four separate files:

o Cover page, Narrative, 3A Activities-Timetable (either PDF or MS-Word)

o Commitment Letters (PDF)o 3B – Goals/Measurable Outcomes (Excel)o Budget Pages(4 Tabs) – (Excel)

Important Note

• Submit ONLY the required proposal components

• REMOVE/DELETE all instructional details• Only include items from Proposal

Submission Checklist

Availability of Funds

• Requests from $100,000 - $250,000• Approximately $1.3 million available• Current grantees may also apply for

expansion/enhancement funds• Projects must be ready to be

implemented, with minimal time for planning and start-up

Placement Strategy

• All proposals MUST define a placement strategy resulting in jobs by the end of the grant period

• If training incumbent workers, include details of new position(s) to be attained after training

Allowable Use of Funds

• All activities must lead to placement in employment

• Page 6 of MSESP Grant Applicationo Allowable Use of Fundso Admin Costs limited to 10% maximumo No equipment purchase allowed ($5,000 or

more)

Proposal Format• Limit of 4 pages to Narrative, plus:

o 1-page Cover Sheeto Table 3A – Activities-Timetableo Table 3B – Goals-Measurable Outcomeso Budget – 4 Tabs on Spreadsheeto Letters of Commitment

• Pages numbered, double-spaced, 12-point font, 1” margins

• Proposals not adhering to required format and page count will not be considered

o Responsible for substantial ARRA reporting requirements

oMust report/track participants in ARRA Recovery Act Data (RAD) system

• Leveraged Resourceso No prescribed level, but is required

• Information Sharingo Funded projects will make products publico Product information provided to MSESP and DOL

for distribution and replication
