1.0 FOREWORD
1.1 This Standard Radio System Plan (‘SRSP’) is prepared by the
Malaysian Communications and Multimedia Commission (the
‘Commission’) to provide information on the minimum technical and
regulatory requirements for the efficient use of allocated frequency
bands as described in the Spectrum Plan, the extract which can be
found in Appendix A.
1.2 This SRSP provides information on characteristics of radio systems,
frequency channelling, and coordination initiatives in maximising
the utilisation of the allocated frequency bands and in minimising
interference.
1.3 This SRSP is intended to regulate the use of the allocated frequency
bands and does not attempt to establish any detailed equipment
standards.

2.0 INTENT
2.1 This SRSP states the requirements for the utilisation of the
frequency bands 13.75 GHz to 14.40 GHz and 15.70 GHz to 16.60
GHz (the ‘allocated frequency bands’) for Fixed Wireless Access
(‘FWA’) systems in Malaysia.
2.2 FWA systems are two-way point-to-point or point-to-multipoint
radio systems consisting of FWA central/ hub stations and their
associated customer premise equipment(s) or FWA access devices.
2.3 FWA services are intended to provide broadband connectivity to
subscribers and may include applications such as voice, video,
images, interactive multimedia and high-speed data.
3.0 GENERAL
3.1 Equipment(s) to be used for the FWA systems in the allocated
frequency bands shall:
3.1.1 Conform with the Communications and Multimedia Act 1998
and its subsidiary legislation made under the Act;
3.1.2 Conform with the requirements, specifications and standards
(any Malaysian standard, International standards, technical
standards, mandatory standards and technical codes
registered by the Commission) that apply to the FWA
systems decided by the Commission; and
3.1.3 Be certified by the Commission or its registered certifying
agency and bear a proper SKMM certification label in
accordance with the Communications and Multimedia
(Technical Standards) Regulation 2000.
3.2 The installation of the equipment(s) shall comply with the relevant
safety rules as provided in the applicable standards stated in
paragraph 3.1.2 above.

3.3 This SRSP is not exhaustive and may be reviewed by the
Commission from time to time to reflect the new development in
the country’s communications and multimedia industry.
4.0 CHANNELLING PLAN
4.1 FWA radio systems operating in the allocated frequency bands shall
use 13.75 GHz band to 14.40 GHz band for FWA central/ hub
stations receive (uplink) and FWA access devices transmit, and
15.70 GHz band to 16.60 GHz band for FWA central/ hub stations
transmit (downlink) and FWA access device receive. The issuance of
assignment shall be made based on the channelling plan in
Appendix B.
4.2 The channels in the spectrum bands from 13.75 GHz to 14.40 GHz
and 15.70 GHz to 16.60 GHz are as shown below:
Centre frequencies of uplink channels can be calculated by the following formula:
fn= 13.75 + 17 + 14 + (n x 28) GHz
where is:
• 13.75 – lower uplink channels frequency band limit
• 17 – lower frequency band protection gap
• 14 – half of data channel bandwidth
• n = 0…21 – number of channel
Centre frequencies of downlink channels can be calculated by the following
formula:
fn= 15.807 + 17 + 14 + (n x 28) GHz
where is:
• 15.807 – lower downlink channels frequency band limit
• 17 – lower frequency band protection gap
• 14 – half of data channel bandwidth
• n = 0…21 – number of channel

4.3 Each operator will be allowed to use frequency channels within any
28 MHz wide blocks as illustrated in Appendix B. There are 22
channels assigned for each horizontal and vertical polarisation for
13.75 GHz to 14.40 GHz. Similarly, there are 22 channels also
assigned for each horizontal and vertical polarisation for 15.75 GHz
to 16.60 GHz.
The following formula describes the start frequencies for channels 1
through to 22 for both uplink and downlink.

4.4 The channelling plan is developed based on 28 MHz channel
spacing. The Commission may assign a single channel based on 28
MHz channel spacing or multiple contiguous channels of 28 MHz
channel spacing per assignment as was developed in the
channelling plan shown in Appendix B.
4.5 The centre frequencies of the 28 MHz RF channels spacing for FWA
radio systems operating in the uplink frequency band 13.75 GHz to

5.0 REQUIREMENTS FOR USAGE OF SPECTRUM
5.1 This SRSP covers the minimum key characteristics considered
necessary to make the best use of the available frequencies.
5.2 These FWA spectrum bands are not limited in their use for direct
radio connection between a radio fixed station and customer
premise equipment (CPE) in a point-to-point or point-to-multipoint
configuration. It may also be used for backhaul links from a radio
base station to a repeater station.
5.3 Only systems using digital technologies that promote spectral
efficiency will be issued with an assignment. Capacities enhancing
digital techniques are being developed rapidly and such techniques
that promote efficient use of spectrum, without reducing quality of
service are encouraged.
5.4 A radio system conforming to the requirements of this SRSP may
require modifications if harmful interference is caused to other radio
stations of the same service within the same band, and/or other
radio stations or systems of other services within the same band,
and/or other radio stations or systems of other services in the
adjacent bands.
5.5 Maximum equivalent isotropically radiated power (e.i.r.p.):
a) FWA central/ hub stations receive (uplink) and FWA
access devices transmit in the 13.75 GHz band to
14.40 GHz band shall not exceed +45 dBW; and
b) FWA central/ hub stations transmit (downlink) and
FWA access device receive in the 15.70 GHz band to
16.60 GHz band shall not exceed +55 dBW.

5.6 The allocation of spectrum and shared services within these bands
are found in the Malaysian Spectrum Plan and an extract of it is
shown in Appendix A.
6.0 PRINCIPLES OF ASSIGNMENT
6.1 Authorisation to use the allocated frequency bands for FWA is by
way of Apparatus Assignment (AA) and shall be on a first come first
served basis.
6.2 Persons who are eligible to apply for AA are Network Facilities
Provider Individual (NFP (I)) licence holders, who provide
radiocommunication transmitters and links.
6.3 Applicants are required to submit AA application for the apparatus
on the prescribed AA forms.
6.4 Issuance of AA is subject to successful coordination among assigned
stations and with neighbouring administrations where it applies.
6.5 Applicant is encouraged to coordinate among existing stations prior
to submission of AA application.
7.0 IMPLEMENTATION
7.1 This SRSP shall be effective on the date of its issuance.
8.0 COORDINATION REQUIREMENT
8.1 Use of the frequency band from 13.75 GHz to 14.40 GHz shall require
coordination with the Fixed Satellite Services (FSS) hub earth
stations. A coordination zone of 3.5 km shall be established for the
FSS hub earth stations as shown in Appendix C. Use of frequency
bands that are assigned to FSS by FWA shall be on non-interference
basis to FSS.

8.2 Use of these frequency bands shall also require coordination with the
neighbouring countries within the coordination zones of 50 kilometres
from each neighbouring countries.
8.3 Note that the above coordination distance at the border areas is
continuously being reviewed with the neighbouring countries and
may be updated from time to time.
8.4 Technical analysis shall be carried out by the Commission before AA
is issued. AA for FWA services is issued based on station location to
provide service to a specific geographical area. Operator-to-operator
coordination at the subject geographical area and its boundaries may
be required to avoid interference.
8.5 In the event of any interference, the Commission will require an
operator-to-operator coordination to be carried out. In the event the
interference remains unresolved after 24 hours, the matter may be
escalated to the Commission for resolution. The Commission will
decide the necessary modifications and schedule of modifications to
resolve the interference. The Commission shall be guided by the
interference resolution process as shown in Appendix D.
8.6 AA holders are expected to carry on interference mitigation
techniques such as antenna discrimination, tilt, polarization,
frequency discrimination, shielding/ blocking (introduce diffraction
loss), site selection, distance and/or power control in order to
facilitate the coordination of systems.

5.500 Additional allocation: in Algeria, Angola, Saudi Arabia, Bahrain,
Brunei Darussalam, Cameroon, Egypt, the United Arab Emirates, Gabon,
Indonesia, Iran (Islamic Republic of), Iraq, Israel, Jordan, Kuwait,
Lebanon, Madagascar, Malaysia, Mali, Malta, Morocco, Mauritania, Nigeria,
Pakistan, Qatar, the Syrian Arab Republic, Singapore, Sudan, Chad and
Tunisia, the band 13.4-14 GHz is also allocated to the fixed and mobile

5.502 In the band 13.75-14 GHz, an earth station of a geostationary
fixed-satellite service network shall have a minimum antenna diameter of
1.2 m and an earth station of a non-geostationary fixed-satellite service
system shall have a minimum antenna diameter of 4.5 m. In addition, the
e.i.r.p., averaged over one second, radiated by a station in the
radiolocation or radionavigation services shall not exceed 59 dBW for
elevation angles above 2° and 65 dBW at lower angles. Before an
administration brings into use an earth station in a geostationary-satellite
network in the fixed-satellite service in this band with an antenna
diameter smaller than 4.5 m, it shall ensure that the power flux-density
produced by this earth station does not exceed:
– –115 dB(W/(m2 · 10 MHz)) for more than 1% of the time
produced at 36 m above sea level at the low water mark,
as officially recognized by the coastal State;
– –115 dB(W/(m2 · 10 MHz)) for more than 1% of the time
produced 3 m above ground at the border of the territory
of an administration deploying or planning to deploy land
mobile radars in this band, unless prior agreement has
been obtained.
For earth stations within the fixed-satellite service having an
antenna diameter greater than or equal to 4.5 m, the e.i.r.p. of
any emission should be at least 68 dBW and should not exceed
85 dBW. (WRC-03)
5.503 In the band 13.75-14 GHz, geostationary space stations in the
space research service for which information for advance publication has
been received by the Bureau prior to 31 January 1992 shall operate on an
equal basis with stations in the fixed-satellite service; after that date, new
geostationary space stations in the space research service will operate on
a secondary basis. Until those geostationary space stations in the space
research service for which information for advance publication has been

received by the Bureau prior to 31 January 1992 cease to operate in this
band:
– in the band 13.77-13.78 GHz, the e.i.r.p. density of
emissions from any earth station in the fixed-satellite
service operating with a space station in geostationary-
satellite orbit shall not exceed:
i) 4.7D + 28 dB(W/40 kHz), where D is the fixed-
satellite service earth station antenna diameter
(m) for antenna diameters equal to or greater than
1.2 m and less than 4.5 m;
ii) 49.2 + 20 log(D/4.5) dB(W/40 kHz), where D is the
fixed-satellite service earth station antenna
diameter (m) for antenna diameters equal to or
greater than 4.5 m and less than 31.9 m;
iii) 66.2 dB(W/40 kHz) for any fixed-satellite service
earth station for antenna diameters (m) equal to
or greater than 31.9 m;
iv) 56.2 dB(W/4 kHz) for narrow-band (less than 40 kHz
of necessary bandwidth) fixed-satellite service
earth station emissions from any fixed-satellite
service earth station having an antenna diameter
of 4.5 m or greater;
– the e.i.r.p. density of emissions from any earth station in
the fixed-satellite service operating with a space station
in non-geostationary-satellite orbit shall not exceed
51 dBW in the 6 MHz band from 13.772 to 13.778 GHz.
Automatic power control may be used to increase the e.i.r.p.
density in these frequency ranges to compensate for rain
attenuation, to the extent that the power flux-density at the

fixed-satellite service space station does not exceed the value
resulting from use by an earth station of an e.i.r.p. meeting the
above limits in clear-sky conditions. (WRC-03)
5.504 The use of the band 14-14.3 GHz by the radionavigation service
shall be such as to provide sufficient protection to space stations of the
fixed-satellite service.
5.504A In the band 14-14.5 GHz, aircraft earth stations in the
secondary aeronautical mobile-satellite service may also communicate
with space stations in the fixed-satellite service. The provisions of
Nos. 5.29, 5.30 and 5.31 apply. (WRC-03)
5.505 Additional allocation: in Algeria, Angola, Saudi Arabia, Bahrain,
Botswana, Brunei Darussalam, Cameroon, China, Congo (Rep. of the),
Korea (Rep. of), Egypt, the United Arab Emirates, Gabon, Guinea, India,
Indonesia, Iran (Islamic Republic of), Iraq, Israel, Japan, Jordan, Kuwait,
Lesotho, Lebanon, Malaysia, Mali, Morocco, Mauritania, Oman, Pakistan,
the Philippines, Qatar, the Syrian Arab Republic, the Dem. People’s Rep.
of Korea, Singapore, Somalia, Sudan, Swaziland, Tanzania, Chad, Viet
Nam and Yemen, the band 14-14.3 GHz is also allocated to the fixed
service on a primary basis. (WRC-07)
5.506 The band 14-14.5 GHz may be used, within the fixed-satellite
service (Earth-to-space), for feeder links for the broadcasting-satellite
service, subject to coordination with other networks in the fixed-satellite
service. Such use of feeder links is reserved for countries outside Europe.
5.506A In the band 14-14.5 GHz, ship earth stations with an e.i.r.p.
greater than 21 dBW shall operate under the same conditions as earth
stations located on board vessels, as provided in Resolution 902
(WRC-03). This footnote shall not apply to ship earth stations for which
the complete Appendix 4 information has been received by the Bureau
prior to 5 July 2003. (WRC-03)

5.506B Earth stations located on board vessels communicating with
space stations in the fixed-satellite service may operate in the frequency
band 14-14.5 GHz without the need for prior agreement from Cyprus,
Greece and Malta, within the minimum distance given in Resolution 902
(WRC-03) from these countries. (WRC-03)

1 Service Priority
Primary has priority over secondary services.
Among co- primary or co-secondary services, the
stated priority is accorded as in the Spectrum Plan
2 Assignment Type
Priority
Spectrum Assignment (SA) and Apparatus
Assignment (AA) have equal priority but are of
higher priority than Class Assignment (CA)
3 Service Type
Priority
In the event where service priority and assignment
type priority are equal for affected parties, the
following list will determine the priority level for
the interference case (the earlier in the list is given
higher priority):
i. Safety or Radionavigation service;
ii. Based on the Date of Apparatus Assignment -
Priority is given to the earliest/first
installation

*Note:
Resumption of operation of the apparatus is not allowed unless the
assignment holder submit interference resolution or mitigation plan and
complete implementation of the mitigation plan to the satisfaction of the
Commission to remove/ avoid the interference.
