Provide a valued process that enables safety improvement by:

• Promoting and emphasizing increased leadership engagement

• Providing a credible source of objective feedback to better understand improvement opportunities

• Reinforcing a continuous improvement approach

• Strengthening safety improvement planning and increasing employee involvement

• Providing resources that support improvement

• Establishing a standardized measurement process to increase understanding of progress

1. Improve co-ops ability to measure and analyze safety incidents to identify root causes and appropriate follow-up measures to prevent reoccurrence

1.1 Develop a consistent incident/near miss investigation process tailored to participating co-ops

2. Improve the meaningful and effective use of the onsite application in the current process

2.1 Develop methods to better communicate results with co-op employees and senior staff

2.2 Include more co-op employees in completing the application – assign sections to key employees (increase ownership)

3. Improve the effective development and use of safety improvement plans (SIP’s) and continue to shift a lingering perception that RESAP is still a “once every three years” program

3.1 Include a safety improvement plan review on a periodic basis to ensure effectiveness

3.2 Increase knowledge and awareness of co-op boards and CEO on the proper development and utilization of SIPs

3.3 Strengthen emphasis on the annual update of the safety improvement plan by including co-op staff and employees in the development and implementation process

3.4 Emphasize communication the SIP priorities to all co-op employees to increase buy-in, participation and understanding

4. Find ways to create buy-in and engagement from middle management

4.1 Create targeted leadership training for middle managers to understand leadership responsibility and promote hands-on engagement (STS / BCSP.org training - MIP, CLCP, etc.?)

• Include GM, board, supervisors, crew leaders

5. Update the existing online system to better meet the needs and direction of the new program

5.1 Create conceptual needs of system and review with IT

5.2 Agree on the best approach and direction for development with IT (define next steps)

5.3 Define program and technical requirements

5.4 Investigate and confirm best available market options

5.5 Further define project steps and seek executive approval

5.6 Establish user task team for input and validation

5.7 Begin project development phase
