1. Improve co-ops ability to measure and analyze safety incidents to identify root causes and appropriate follow-up measures to prevent reoccurrence

Let’s start by reviewing example 1 – the comparative benchmarking matrix shows that there is not rate shown for DART or LWCR at the state level, this is due to the fact that least four co-ops have not yet reported data. The co-ops 3 year average rates for DART, LWCR and VAR when compared to Region, National and Comparable Size show a great opportunity for improvement. These rates are more than twice the median rates shown. When reviewing the internal year-to-year graphs the cooperative rates for DART and LWCR are level and not improving – the vehicle accident rate shows a positive trend but is still remains much higher than the performance for both comparable size and top-tier co-ops. When reviewing this data a cooperative steering committee in the assessment phase of developing a safety improvement plan could quickly see that their past safety system and safety investments are not achieving the results they hope for - the good news is they have a great opportunity for improvement – a challenge that can help motivate change with the employees. Using this performance data as a springboard the team may want to start by analyzing their past injury cases and see if there are any common causes and/or reoccurring risks that should be prioritized and included in their safety improvement plan. They may also want to perform the same analysis on their vehicle accidents and prioritize improving the safe operation of their vehicle within their safety improvement plan.

The first resource is a set of a self assessment guides. These documents are leading practices of various safety-related areas (such as safety orientations for new employees and job briefings). Also included in each self assessment guide is an evaluation survey that your co-op can use to determine how well your co-op is doing in a particular area. These guides are especially helpful when your team is in the beginning stages of the self assessment process where you’re identifying and prioritizing the areas your co-op needs to assess. The second resource is a set of self assessment forms. These forms contain the onsite observation assessment questions, and can be used to conduct your self assessment and track your progress once your team has pinpointed the top one to three areas that your co-op will focus its assessment on. All of these resources and tools can be accessed from the RESAP home page on cooperative.com. A link to the RESAP web page is in the Resources section of this program. Details on how to access these resources and tools are discussed next.
