IntroductionN 1999, following the worst incident of school violence in the nation (Columbine High School), Governor Bob Taft, in conjunction with the 123rd
Ohio General Assembly, placed in legislation Senate Bill 1 (ORC Section 3313.536) that required every school board in Ohio adopt a comprehensive school safety plan for each school building under its control. Since that time, the need for crisis preparedness has intensified and broadened to terrorist acts. There are many dedicated professionals in your community that can assist your district and local schools sites with school safety plans development including the county emergency management agency, area fire department, EMT’s and law enforcement, Red Cross, local health and mental health agencies/boards.

Levels of ThreatSituational threat to the health and safety of our students and school staff can range from minor events such as a power outage to a full-blown life-and-death emergencies such as a real or reported bomb threat. Although each level of threat demands some response, this Emergency Operations Manual focuses only on the “emergency” level response.
Watch Level IMonitoring a situation that is minor in nature, no danger exists but the potential is present. Examples include a power outage and threatening weather.
Standby Level IISituation is one where a risk exists and can escalate to a potential emergency. In these instances, the school-based Emergency Operations Team sets up the command post as well as the county Emergency Management Agency’s office opens. Examples include major damage to the school building.

Emergency Level IIIRisk is present and requires an immediate response. The School’s Operations
Team activates the Emergency Plan. This includes notifying community-based emergency responders as needed. Examples include a tornado cited in the area or students trapped or injured.
Recovery Level IVAction needs to be taken to restore students/staff and environment to previous safety status. Information on recovery or aftermath is not provided in this manual. For more information on the recovery level, visit www.ebasedprevention.org.
All Hazards ApproachThe possibilities for crisis situations that fit into one of these levels of threat are endless because each emergency has unique features. The unique aspects of any crisis often require a tailored response to remove the threat. Additionally, the emergency may present as a threat—such as a bomb threat or a tornado watch—but then fizzle out. Regardless, our emergency management process will always be to assume the threat is real until it can be eliminated.

To more effectively and efficiently respond to any of these crises, our school’s Emergency Management Team has met with local emergency responders and, based upon their recommendation, will use an “all hazards” approach as the framework for our emergency operations. This Emergency Operations’ Manual is to be used as the defining document to assist the Operations team, however, the Ohio Resource Network for Safe and Drug Free Schools and Communities, at no cost, has made available a four page slide chart called the “School Crisis Management Guide: A Timely Response to School Emergencies” (below) for all school staff including, coaches, cafeteria workers and bus drivers. To order, call 1-800-788-7254 (opt #2).
According to local emergency responders, our job here at the school is to
CONTAIN THE CRISIS during the first critical minutes until community emergency personnel arrive (See Command Boards for School Operations’ team at ebasedprevention.org or call 1-800-788-7254 (opt #2) for copies). Containment entails following the seven steps listed below with additional detail using an example in Figure #2-1.

Step #1: Establish Communication: Call 911, Communicate by walkie/talkie to your safety team. Ask security personnel to join up with you at the restroom area. The Emergency Operations Process at

the Template “Guidelines for Developing and Evacuation Plan for Individuals with Disabilities” in the ebasedprevention.org School Safety Toolbox), staff, and the surrounding community. The process entails action structured under what is termed the Incident Command System (see Figure 2.4 in this template) The command system outlines roles with corresponding responsibilities. In this section, the responsibilities for staff in these critical roles will be outlined in order to use effective and efficient teamwork should a crisis occur.

The School District Incident Commander is in charge of any crisis until emergency responders arrive. The IC is responsible for: 1. assessing the level of danger and determining the level of threat; 2. Assign staff to gather information and perform needed tasks; 3. The IC briefs team members of the crisis, giving each group specific duties to be organized and determining necessary resources. The Principal interfaces with the District Office If necessary, activates the Emergency Management Team and supervises all operations; compiles status and final incident reports.

An area close to an exit, where people who are unable to use stairs may remain temporarily to await further instructions or assistance from rescue personnel in evacuating the building.
The First Responder at our schoolA crisis that has the potential to impact the safety of students and staff can occur before school, while students are en route to school, during school hours, and after school. It can also occur at any place on school grounds, on the bus, or during after school activities.
The first person at our school to see the situation must take immediate, effective steps toward containment.
Step One: Assessment of the CrisisThe decision to direct students and staff to evacuated or stay in school should be one of the first decisions made. If you are the first person on the scene of a crisis situation, you are the “first responder” and must be prepared to perform the following three steps below. This person must evaluate the type of crisis it is, where it is, if anyone is hurt, how many perpetrators there might be in order to accurately convey specifics about the crisis to the Principal and/or School Commander. This assessment must be quick, yet thorough. Rational, clear thinking is key. Important questions to consider:

Activation of an Emergency ResponseDecisions during the first two minutes of the crisis trigger subsequent strategies for crisis containment. Figure 2.2 illustrates the process for decision-making used when a threat presents before school begins. Figures 2.3 reflect the sequential process that is used to help the Principal/School Commander make a rational, informed decision when a crisis occurs. The first consideration is the extent of the threat for harming students or staff.

S C H O O L S A F E T Y P L A N S / S A F E T Y Z O N E S
The bill requires each school board to adopt a comprehensive school safety plan for each school building under its control. Specifically, "the board must examine the environmental conditions and operations of each building to determine potential hazards to safety and propose operating changes to promote the prevention of potentially dangerous problems and circumstances." (Legislative Service Commission analysis)
Law enforcement and safety officials, along with parents, and teachers and other employees assigned to the building, are required to be involved in designing the plans. The plan must include strategies (called "protocols" in the bill) for addressing serious threats to the safety of school property, students, or employees and ways of responding to any actual emergency. Each protocol must include procedures for the notification of appropriate law enforcement officials, emergency response personnel, and the parents of affected students.
Current law defines "vicinity of a school" as meaning in a school building, on school premises or within 1,000 feet of the boundaries of either. The bill defines "school safety zone" as being a school, school building, school premises, school activity, and school bus. The two mayors may not be identical, depending on the safety plan for that building.
In the bill, the term "school safety zone" is added to "vicinity of a school" and has an effect on various criminal offenses. Most significantly, the bill requires an additional two-year prison term for an offender who is convicted of (or pleads guilty to) aggravated murder, murder of an "offense of violence (defined in ORC2901.01 (A)(9)) that is a 1st, 2nd, or 3rd degree felony if the crime is committed in a school safety zone.
E X P U L S I O N S
The bill permits a district to expel students for one year if they bring a firearm or knife to (or possess one at) an interscholastic competition, extracurricular event or other school program or activity that is not on school-controlled property. As with other gun and knife provisions, the superintendent may reduce the term of the expulsion on a "case-by-case" basis.
Under the bill, a school board may authorize its superintendent to place a one year expulsion on any student who has committed acts at school, on other school property or at an interscholastic competition, extracurricular event, or any other school program or activity, if the act (1) would be a criminal offense if committed by an adult and (2) result in serious physical harm to persons or property (defined under ORC §§ 2901.01(A)(5) and 2901.01(A)(6)).
The bill requires a superintendent continue the expulsion process even if that student who committed the act has already withdrawn from school and impose any expulsion that is warranted. (This allows a school district where the student might have enrolled the opportunity to impose current Ohio law and not admit the student for the duration of the expulsion.)
S U S P E N S I O N S
A board may adopt a policy granting assistant principals and other administrators (in addition to the Superintendent and building principal) the authority to suspend a student (for a period not to exceed 10 days).

This mirrors previous law dealing with children under expulsion orders from other districts. Note that there is one exception: Although districts may honor an expulsion from an out of state school, suspensions from private or out-of-state schools are not covered by this new provision.
The bill removes hearing and notice requirements for an in-school suspension (defined as a suspension served within a school setting).
O T H E R D I S C I P L I N E I S S U E S
The bill stipulates that the board of education's policy on misconduct may include "(1) 'misconduct by a pupil that occurs off of property owned or controlled by the district but that is connected to activities or incidents that have occurred on property owned or controlled by that district' and (2) 'misconduct by a pupil that, regardless of where it occurs, is directed at a district official or employee, or the property of such Official or employee.' (Legislative Service Commission analysis). Due to the way the bill is worded, if a Gun or dangerous weapon offense occurs off school property, but not in a situation covered by the earlier section (at interscholastic competition, extracurricular event or other school program or activity), then the expulsion can't be longer than 80 days, meaning that threats or incidents involving guns or dangerous weapons would not have a possible penalty of a one year expulsion.
The bill eliminates a requirement that a student removed from an extra-curricular activity because his or her presence posed a continuing danger or an ongoing threat of disruption be provided a written notice of the reason for the removal and an opportunity for a hearing. In addition, a board's policy may now include a prohibition on a student participating in extra-curricular activities instead of just a suspension and boards now have the authority to " authorize additional 'personnel employed by the district to direct, supervise, or coach a pupil activity program' to prohibit a student's participation. The act states that a director, supervisor, or coach may prohibit participation by a student in any particular or in all extracurricular activities." (Legislative Service Commission analysis)
The bill requires that a superintendent notify both the Registrar of Motor Vehicles and the juvenile judge if a student is suspended, expelled or permanently excluded from school for a gun or dangerous weapons violation. The Registrar is required to suspend the student's driver's license or permit or prohibit the student from obtaining one. The prohibition lasts until the student is 18, unless the student satisfies a district's requirements to terminate the prohibition.
The bill allows districts to adopt a policy that may deny high school credit for any courses taken under a Post-Secondary Enrollment Option (PSEO) program, if a student is under expulsion from the district. State reimbursement for the college tenants at that point and the cost of all tuition, fees, textbooks and materials become the student's responsibility. The college has the option of "withdrawing acceptance" of a student enrolled in the program who is under expulsion, in which case a district must deny high school credit for the college courses. A superintendent is required to provide written notice to a college if a PSEO student is expelled. An expelled student may not enroll in a PSEO program while under expulsion, though the college may admit the student independently.

Appendix V: Emergency Procedure/Bomb Threat
If a threat by telephone comes directly to a school
1. Person receiving call should attempt to keep the caller on the telephone as long as possible and alert someone else by prearranged signal so they can get on an extension and notify telephone company to trace the call.
Dial “911” –tell operator, “This is__________ from_________. We are receiving a bomb threat on another line. The number of that line is ____________. Please trace the call.”
Give any additional information needed by the operator. This must be done quickly. (The call cannot be traced once the caller has hung up.)
2. Try to determine if the caller is a student or an adult. If a student, it may be easier to discover identity.
3. The principal shall determine whether to evacuate the building(s) threatened.
Upon a decision to evacuate, if one specific building has been threatened, it should be evacuated along with adjoining buildings and a search should be instituted.
Avoid the use of the general alarm, if possible. Use the intercom, personal notification by designated persons, or the PA system to
evacuate the threatened rooms. If it is necessary to evacuate the entire school, use the fire alarm.
4. The principal may also decide to call the fire department or police, if, in his/her opinion it is warranted.
5. Notify the superintendent’s office.
6. Resume school after the building(s) have been inspected and determined safe by proper authorities.
7. Do not publicize the threat any more than necessary.
If notified of call through police/sheriff department, follow items 3 through 7 above.
If a threat is received on district phones other than at a school, follow 1 and 2, then notify school concerned. School should then follow procedures 3 through 7.
A written threat should be turned over to police and procedures 3 through 7 followed, if appropriate.
