POLICY419:TOBACCO-ANDSMOKE-FREEENVIRONMENTAspartofourworktokeepahealthfullearningenvironmentforstudentsandworkingenvironmentforouremployees,tobaccouseofanykind–includingelectroniccigarettesandtobacco-relateddevices–isprohibitedinallofourschools.Thisappliestoallstudents,teachers,administratorsandotherDistrict286employees.
POLICY501:SCHOOLWEAPONSPOLICYNopersonisallowedtopossess,useordistributeaweapononschoolproperty,withspecificexceptions.Wewillenforcethispolicyanddisciplineortakeappropriateactionagainstanystudent,teacher,administrator,schoolemployee,volunteer,ormemberofthepublicwhoviolatesthispolicy.POLICY502:SEARCHOFSTUDENTLOCKERS,DESKS,PERSONALPOSSESSIONSANDSTUDENT’SPERSONSchoollockersarethepropertyofthedistrictandwemaintainexclusivecontroloflockersprovidedfortheconvenienceofstudents.Becauseofthis,wemayinspecttheinterioroflockersforanyreasonatanytime,withoutnotice,withoutstudentconsent,andwithoutasearchwarrant.However,astudent’spersonalpossessionswithinaschoollockerorbeingcarriedbythatstudentmaybesearchedonlywhenschoolemployeeshaveareasonablesuspicionthatthesearchwillrevealevidenceofaviolationoflaworschoolrules.POLICY505:DISTRIBUTIONOFNON-SCHOOL-SPONSOREDMATERIALSONSCHOOLPREMISESBYSTUDENTSANDEMPLOYEESDistrict286iscommittedtoprotectingstudents’andemployees’rightstofreespeechwhilealsomaintainingeffectivelearningenvironments.Tomaintainthisbalance,weallowstudentsandemployeestodistributenon-school-sponsoredmaterialsonschoolpropertyaslongasitisdoneatareasonabletimeandplaceandinareasonablemanner.Completeguidelinesareavailableintheonlinepolicymanual.If

youareinterestedindistributingmaterialsonschoolgrounds,youmustplacearequestwithandgetpermissionfromyourschoolprincipaloradministrator.
POLICY506:STUDENTDISCIPLINEStudentsareexpectedtobehaveappropriatelysothatourschoolsarepositivelearningenvironmentsforall.Whenstudentsdonotfollowexpectedbehaviorguidelines,schooladministratorswilltakeappropriatedisciplinaryaction.POLICY514:BULLYINGPROHIBITIONPOLICYBCCSknowsthatasafeandcivillearningenvironmentisessentialforallstudentstoachievetotheirhighestcapabilities.Therefore,bullying,whetherbyanindividualoragroup,isexpresslyprohibitedinBCCSschools,onschoolproperty,atschooleventsandactivities,andonschooltransportation.Condoningorsupportinganotherstudent’sactofbullyingisalsoprohibited.Althoughwecannotmonitorallstudents’actionsatalltimes,wewillinvestigateandrespondtoanybullyingbehaviorthatnegativelyaffectstheschoolenvironmentandeducationalrightsofotherstudents.Thisincludescyberbullying.
POLICY520:STUDENTSURVEYSOccasionally,wewillusesurveystogatherstudentopinionsandinformationaboutstudents.Thesesurveyswillbetohelpthedistrictbetterachieveitsmission.
POLICY524:INTERNETACCEPTABLEUSEANDSAFETYPOLICYWeunderstandtheimportanceofstudentsbeingabletoaccessresourcesontheinternet,bothforcurrenteducationalworkandtohelpensurestudentshavetheskillstheyneedforfuturestudyandwork.Weprovidestudentsaccesstoourcomputersystem,includingtheinternet,expresslyforeducationalpurposes,includingclassroomactivities,researchandcollege/careerreadinessactivities.Studentsareexpectedtouseoursysteminasafemannerandfortheseappropriatepurposes.Ifthesystemisusedinanunacceptablemanner,studentsmayfaceconsequencesasoutlinedinthispolicy.POLICY526:HAZINGPROHIBITIONHazingactivitiesofanytypeareprohibitedatalltimeswhethertheyhappenonoroffschoolproperty,duringorafterschoolhours.Hazingactivitiescanmeandoingsomethingtoastudentorcoercingastudenttodosomethingthatcouldcauseharminorderforthatstudentjoinorbepartofagroupororganization.Moredetailsaboutwhatconstituteshazingcanbefoundintheonlinepolicymanual.

GeneralDistrictInformationFEESBCCSfamilieswhoqualifyforfreeorreducedmealbenefitscanapplyforawaiverfromfeesthatmaybeassessedatthebuildings.Applicationsareavailableonlineathttp://www.schoollunchapp.com.Familiesqualifyingforfreeorreducedmealbenefitsshouldkeeptheirapprovalletterinasafeplace.Familiesmustprovidetheapprovallettertheyreceiveoncequalified.FIELDTRIPSStudentstakebothtransportedandwalkingfieldtripstobroadentheireducationalexperiences.Parentsareoftenaskedtohelpwithsupervision.Aninformationalletterandpermissionformwillbesenthomeandthismustbecompletedandreturnedtotheschoolatthebeginningoftheyearforallfieldtripsthatmayoccurthroughouttheyear.FOODPOLICYTheStateDepartmentofHealthrequiresthatfoodservedinschoolsbeobtainedfromappropriatesources.Foodpreparedinahomewillnotbedistributedinschool.Familiesmustadheretothedistrict’sWellnessPolicy533.Foodisnottoenterclassroomsorcommonspacesunlessdesignatedtodosobyschooladministration.Studentswillbeabletoconsumetheirbreakfastandlunchmealsindesignatedspaces(schoolcafeteria,breakfastintheclassroom(elementary),etc.).Foodorderanddeliveriesforstudentswillnotbepermittedtoourbuildings.ILLNESSANDINJURYIncaseofillnessorsignificantinjuryatschool,aparentorguardianwillbenotifiedbytheHealthOfficestaff.Transportationhomeandallmedicalcareistheresponsibilityoftheparentorguardian.Ifaparentorguardiancannotbereached,theemergencycontactwillbecalled.Thepersondesignatedasanemergencycontactmustbeableandwillingtoprovidetransportationandsupervisionforthestudent.Itisimportantthattheemergencycontactinformationiscurrentforallstudents.Ifemergencycontactcannotbereached,911willbecalledasnecessary.Inmostcases,childrenshouldremainathomefor24hoursafterantibioticshavebeenstarted.Studentsshouldbefeverfreefor24hoursbeforereturningtoschool.Pleaseseethedistricthealthserviceswebsiteformoreinformationregarding“IsMyChildTooSickforSchoolToday?”whichwillprovidegeneralguidelinesregardingifyourchildshouldattendschoolwhenill.Ifastudentbecomesillwithacommunicabledisease,pleasenotifytheschool.IMMUNIZATIONRECORDSInorderforstudentstoenrollorremainenrolledinelementaryorsecondaryschools,Minnesotastatelawrequiresdocumentationofrequiredimmunizationsorwrittenproofofexemption.Studentswillnotbeallowedtostartschooluntilthisinformationoranappropriatelysignedlegalexemptionisprovidedtothedistrict.Alistoftherequiredimmunizations,theentireBCCSImmunizationPolicy530andimmunizationformsareavailableonthedistrictwebsiteorintheschoolhealthoffice.LATEX-SAFESCHOOLSTosafeguardthehealthofstudentsandstaffwhohavelatexallergies,allschoolstakestepstominimizeexposuretonaturalrubberlatex.Nolatexballoonsareallowed.Studentswithlatexallergiesshouldnotifythebuildingnurseattheirschoolsothataccommodationscanbemade.

LOCKERS(SECONDARYSCHOOLS)Alllockersareschoolpropertyandmaybeopenedatanytimebyschoolofficials.Theschoolisnotresponsibleforreplacinglostorstolenstudentproperty.Replacementcostswillbeassessedforschoolpropertyreportedmissingfromastudent’slockerunlessforcedentrycanbedemonstrated.Lockersshouldalwaysbelockedproperlyandkeptingoodcondition.Theftfromlockersshouldbereportedimmediatelytothepoliceliaisonofficerorthemainoffice.Studentsshouldnottellanyonetheirlockercombination.Ifalockerisnotoperatingproperly,reportittotheattendancedesk.Studentsenrolledinphysicaleducationareassignedalocker.Studentsareencouragedtomarkalloftheirpersonalclothingandequipmentwithappropriateidentification.Theselockersmustbeclearedofallclothingandequipmentasdirectedbyschoolstaffattheendofscheduledterms.Theschoolwillnotassumeresponsibilityforthereturnorconditionofstudentequipmentorclothingleftinlockers.TheschoolisnotresponsibleforanylostorstolenitemsinPElockers.Itisthestudent'sresponsibilitytoensurethatallitemsareplacedintheirlockerandthatthelockhasbeensecurelyclosed.Studentsmayalsobeassignedathleticlockersforuseduringaspecificathleticseason.Onthedatethatequipmentisdueatseason’send,alllocksandbelongingsmustberemoved.MEDICATIONSIfastudentneedstotakemedicineatschool,aparentmustcontacttheschoolnurse.Teacherscannotberesponsibleforachild’smedication.Rather,medicationsmustbesenttotheschoolnurseintheoriginalprescriptionbottleororiginalpackagingalongwithanotefromtheparent/guardianprovidingpermissionforthemedicationtobeadministeredduringtheschoolday.Allprescriptionmedicationsdispensedatschoolrequireadoctor’sorder.Over-the-countermedicationsrequirewrittenparentpermission.PleaserefertothedistrictwebsiteforthemedicationPolicy516.Formoreinformation,contacttheschoolnurse.PERMITTEDACTIONSAsallowedbyMinnesotastatelaw,therearesomeinstanceswhenreasonableforcemaybeusedtowardastudentwithoutthestudent’spermission.Thisincludeswhenaparent/guardian,teacherorothercaretakerneedstorestrainorcorrectthestudent,tokeepthestudentfrominjuringhimself/herselforothers,ortopreventthestudentfromdamagingproperty.Formoreinformation,pleasereviewMNStatute§609.379.REPORTINGCHILDABUSE/NEGLECTBCCSwillseektoprotectchildrenwhosehealthandwelfaremaybejeopardizedthroughphysicalabuse,neglect,truancyorsexualabuse.Alldistrictemployeesarerequiredbystatelawtoreportsuspectedmisconducttowardchildrenandtomaintaintheconfidentialityofsuchdata.Policy414SCREENINGStudentsreceivehearingand/orvisionscreeninguponrequestfromtheirparentsorguardiansoriftheteachersuspectsthattheremaybeahearingorvisionconcernthatisaffectingthestudent’sabilitytolearn.SECTION504Section504,aprovisionoftheFederalRehabilitationAct,ensuresaccesstoafreeandappropriatepubliceducationforindividualswithaqualifyingdisabilitybyprohibitingdiscriminationbasedonadisability.Astudentmayqualifyfora504planifheorshehasamentalorphysicalconditionforwhichreasonableaccommodationsarenecessaryinordertomakeprogressinschool.QuestionsaboutSection504servicesmaybedirectedtothebuilding504contactorStudentServicesDepartment(763)450-3386.

SPECIALEDUCATIONStudentswithdisabilitieswhohavebeenevaluatedandfoundtobeeligibleforspecialeducationreceivespecializedinstructionandsupportsbasedontheiridentifiedneeds.Licensedspecialeducationteachersprovideservicesthatareidentifiedonastudent'sIndividualEducationProgram(IEP)planincluding,whennecessary,servicesfromspeech,occupational,andphysicaltherapists;nurses,schoolpsychologists,andschoolsocialworkers.Priortoareferralforaspecialeducationevaluationbyageneraleducationteacheratleasttwoevidencebasedinterventionsareimplementedtoseeifthestudentmakesacademicand/orbehavioralprogress.Ifaparent/guardianbelievestheirchildhasadisabilitythatisinterferingwithprogressinthegeneraleducationclassroom,theymayrequestaspecialeducationevaluationbycontactingthebuildingspecialeducationcoordinatortolearnabouttheprocess.STUDENTDATAPRIVACYPOLICYTheBCCSBoardofEducationPolicy515requiresthedistricttocomplywiththeFederalFamilyRightsandPrivacyActandtheMinnesotaGovernmentDataPracticesAct.
InBCCS,educationaldataarerecordedonindividualstudentsinareasrelatedtohealth,academicprogress,attendance,testingandspecialeducation.Mostinformationineducationrecordsisconsideredprivateandavailableonlytothestudent,thestudent’sparents/guardiansifthestudentisnotyet18yearsold,andtotheschoolstaffwhoneedthedatatoprovideservicestothestudent,unlesspermissionisgrantedbythestudentorparent/guardian.

However,accordingtostateandfederalguidelines,informationthatisconsideredtobedirectoryinformationmaybereleasedtothepublicwithoutpermissionofthestudentorparent/guardian.Thisincludes:
● Student’sname;● Gender;● Address;● Telephonenumber;● Participationinofficiallyrecognizedactivitiesandsports;● Weightandheightofmembersofathleticteams;● Degreesandawardsreceived;● Photographsforschool-approvedpublications,newspapersandvideotapes.
Ifastudentorparent/guardiandoesnotwishanyorallofthisinformationtobemadepublic,heorshecan“optout”bynotifyinghisorherschoolprincipalinwriting.Additionally,amediapermissionformwillbesenthomeforparents/guardianstopermitastudent'simagetobeusedinpublication,marketing,orcelebration.
