Michigan State Housing Development Au-thority executive director Keith Molin and StateHistoric Preservation Ofcer Brian Conway announced that the US General Services Ad-ministration transferred the ownership of four

lighthouses from the U.S. Coast Guard to localstewards. Muskegon’s South Pierhead Light andSouth Breakwater Light were among the four.

“The transfer of these lighthouses out of fed-eral ownership to local stewards will assist inlong-term preservation of these lights,” statedMolin. “The nonprots and municipalities as-sociated with these important structures havedemonstrated the commitment and the where- withal necessary to preserve these vital piecesof Michigan’s maritime history.”

During the 1990s, changing technologies, shifting priorities and scal constraints causedthe Coast Guard to intensify its efforts to disposeof lighthouses throughout the country. In 1998,faced with the impending disposal of numerousMichigan lights, the State Historic PreservationOfce formed the Michigan Lighthouse Project,a consortium of government stakeholders, to

help facilitate the transfer of lighthouses out of federal ownership and into the hands of localgovernments or nonprots who would preserve

and maintain the structures. The South Breakwater Light was built in

1899, and the South Pierhead Light dates from1903. Both marked the entrance into MuskegonLake from Lake Michigan. The Michigan Light-

house Conservancy now owns the structuresand plans to stabilize and preserve them.

“Many of Michigan’s lighthouses wouldhave been lost if not for the hard work and dedi-cation of the many friend organizations like theMichigan Lighthouse Conservancy that has tak-en over stewardship of these unique structures,”stated Conway. “These organizations have donea phenomenal job of preserving lighthousesfor all of us. Lighthouses are an integral partof Michigan’s landscape and attract numerous visitors each year.”

The transfer ceremony took place as partof the Great Lakes Lighthouse Conference inTraverse City on Thursday, June 17. The con-ference was hosted by the Michigan Light-house Alliance. In addition to the Muskegonlighthouses, the DeTour Reef Light near LakeHuron’s Drummond Island, and the Harbor

Beach Light were transferred. All four of thelighthouses are listed in the National Registerof Historic Places.

Marriage is an exciting time fora couple, however, once the honey-moon is over, it’s time to sit downand get serious about your nanc-es. After walking down the aisle, the Better Business Bureau advisesnewlyweds to take control of theirmoney or risk a rocky nancial fu-ture.

According to research by UtahState University, married couplesthat frequently ght over money are more likely to split up. Even when compared to frequent ghtsover other issues - such as choresand in-laws - ghting about money   was a better predictor of a futuredivorce.

“When considering your nan-cial future, it’s important for new-lyweds to realize that they are in ittogether and nurturing their nextegg can be a rewarding experience- and not just a source of frustra-tion and ghts,” said Kevin VanderMeeden, President of the BBBServing Western Michigan. “Havethe conversation earlier, ratherthan later, so that you can develop

healthy personal nance habits to-gether.”In order to start your new life

together on the right nancial foot, the BBB offers the following ad- vice:

n Let Financial Skeletons outof the Closet - After marriage, any personal debt becomes “our debt”and it’s important to sit down early on and discuss what outstand-ing obligations exist on both sidesincluding car loans, school loansand credit card debt. Review yourcredit reports to get a better idea of  what you are both bringing to themarriage.

nBuild a Budget - After you’ve

gotten a grasp on your debt, it’stime to build a monthly budget.Look at your monthly bills to createa realistic picture of how you spend.Discuss your long term goals - suchas buying a house or car and hav-ing kids - and gure out how muchmoney you need to set aside every month to reach those goals.

nDesignate a Driver but TravelTogether - In order to avoid con-fusion, one person should be as-signed to paying the bills every month. This doesn’t mean that theother person takes a back seat rolein managing the nances. Havea discussion at least every monthabout your nancial progress in or-der to map your path and nip any  bad spending habits in the bud.

nPlan for Emergencies - Many   young couples fail to save money to get them through hard timesuch has health problems and un-expected unemployment. Expertsrecommend you set aside threeto six months of salary in a rainy day fund - ideally an interest-bear-ing account that can be easily ac-

cessed.nSave for the Future - Retire-ment may seem like a long way off to newlyweds, but setting asidemoney now means reaping big re- wards later on. Take advantage of  both employers’ retirement match-ing programs - if available or set upindividual retirement accounts.

n Make a Vow to Be Savvy Consumers - Many families havehad their live savings decimatedafter becoming a victim to fraudor identity theft. Check out yourBBB’s website to nd trustworthy  businesses, get educated on the redags of fraud and learn how to pro-tect your identity.

If you-or a loved one -are one of the mil-lions of people who fall into the MedicarePart D coverage gap known as the “doughnuthole,” provisions in the health care law will  bring some relief this year. People who fallinto the doughnut hole in 2010 will automati-

cally receive a $250 rebate check to help thempay for their prescription drugs and other ex-penses.

Here are ve things you need to know about this year’s doughnut hole rebate:

1. Receipts can help you track your spend-ing. People in Medicare Part D who fall intothe coverage gap should automatically receivea check after reaching that threshold, but youshould save your receipts just in case. If youthink you’ve reached the doughnut hole anddon’t receive your check within a few months, having your receipts handy will be helpful when talking to Medicare.

2. Checks will be mailed automatically.Medicare tracks your drug costs for you. Once  you reach the coverage gap, you will receivea check.

3. Protect yourself against scams. If some-one says he or she can help you get your check more quickly if you pay a fee, immediately report this scam or any similar fraud to thepolice or to your Attorney General. You cannd the Attorney General’s phone number inthe blue pages of the telephone book or on-line at www.naag.org. You should also reportany suspected scam to Medicare by calling 1(800) MEDICARE (1-800-633-4227).

4. Your check will be mailed to the addressSocial Security uses to reach you. If you needto change your address, please call SocialSecurity at 1 (800) 772-1213. If you prefer,a change of address may also be reported by calling or visiting your local Social Security ofce.

5. You may be able to save on your pre-scription drugs. By entering the name of eachof your drugs, its dosage and how often youtake it into AARP’s Doughnut Hole Calcula-tor (www.aarp.org/doughnuthole), you cansee when you are likely to enter the doughnuthole. This tool will also identify less costly butequally effective drugs available in your PartD plan and will print out a personalized letterthat will help you begin a conversation with your physician about switching to lower-costalternatives.

2009 Water Quality Report  For the Village of Howard City

 June 18, 2010

We’re pleased to present to you this year’s Annual Water Quality Report. This report is designed to inform you about the quality water and services we deliver to you every day. Our constant goal is to provide

you with a sa fe and dependable supply of drinking water. We want you to understand the efforts we make to continually improve the water treatment process and protect our water resources. We are committed to ensur-

ing the quality of your water. Our water source is ground water from glacial material. The Village of Howard City has three operating wells; the primary well is located on north Orton Street in the Village. There are

two backup wells located within the Emory street ball field. The State performed an assessment of our source water in 2004 to determine the susceptibility or the relative potential of contamination. The susceptibility

rating is a six-tiered scale from” very-low” to” high” based primarily on the geologic sensitivity, water chemistry and contaminants sources. The susceptibility of our source is low for our primary well and moderate

for the two backup wells. A copy of the report is available at the Village Office.

I’m pleased to report that our drinking water is safe and meets or exceeds federal and state requirements.

We encourage public interest and participation in our decisions a ffecting the community’s drinking water. Regular city council meetings are held on the 2nd Monday of each month in the Municipal Complex council

meeting room at 7:00 PM. The public is welcome. The Village of Howard City employs two state certified operators to whom you may direct any questions. Michael Van Wagner Municipal Services Director or water

operator Bill Cornelisse at at (231) 937-4311 ext.4.

The Village of Howard City routinely monitors for contaminants in your drinking water according to Federal and State laws. In order to ensure that tap water is safe to drink, EPA prescribes regulations which

limit the amount of certain contaminates in water provided by public water system. Food and Drug Administration (FDA) regulations establish limits for contaminations in bottled water, which must provide the same

protection for public health. This table shows the results of our monitoring for the period of January 1st to December 31st, 2009. As water travels over the land or underground, it can pick up substances or contaminants

such as microbes, inorganic and organic chemicals, and radioactive substances. All drinking water, including bottled drinking water, may be reasonably expected to contain at leas t small amounts of some constituents.

It’s important to remember that the presence of these constituents does not necessarily pose a health risk.

In the table below you will find many terms and abbreviations you might not be familiar with. To help you better understand these terms we’ve provided the following definitions:

Not Detected (ND) - laboratory analysis indicates that the constituent is not present.

Parts per million (ppm) or Milligrams per liter (mg/l) - one part per million corresponds to one minute in two years or a s ingle penny in $10,000.

Parts per billion (ppb) - one part per billion corresponds to one minute in 2,000 years or a single penny in $10,000,000 (10 million)

Maximum Contaminant Level  - The “Maximum Allowed” (MCL) is the highest level of a contaminant that is allowed in drinking water. MCLs are set as close to the MCLGs as feasible using the best available treat-

Maximum Contaminant Level Goal - The “Goal”(MCLG) is the level of a contaminant in drinking water below which there is no known or expected risk to health. MCLGs allow for a margin of safety.

Turbidity - Having sediment or foreign particles stirred up or suspended; muddy

Running annual average - RAA- Average over 12 month period

Maximum residual disinfectant level  - MRDL means the highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial con-

taminants.

Maximum residual disinfectant level goal  - MRDLG means the level of a drinking water disinfectant below, which there is, no known or expected risk to health. MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contaminants.

Total Trihalomethanes - TTHM are a byproduct of chlorinating water that contains natural organics

Haloacetic Acids - HAA5 are a byproduct of chlorinating water that contains natural organics

Regulatory Action Level  - AL The concentration of a contaminant, which, if exceeded, triggers treatment or other requirements, which a water system must follow.

The State allows us to monitor for certain contaminants less than once per year because the concentrations of these contaminants are not expected to vary significantly from year to year. All of the data is representative

of the water quality, but some are more than one year old. The table below represents the most current testing information available.

Lead Contaminants - If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components as-

sociated with service lines and home plumbing. The Village of Howard City is responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. When

your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about

lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline at

800-426-4791 or at http://www.epa.gov/safewater/lead .

Unregulated contaminants are those for which the EPA has not established drinking water standards. Monitoring helps EPA to determine where these contaminants occur and whether it needs to regulate those con-

taminants

What does this mean?

As you can see by the table, our system had no violations. We’re proud that your drinking water meets or exceeds all Federal and State requirements. We have learned through our monitoring and testing that some

constituents have been detected. The EPA has determined that your water IS SAFE at these levels.

All sources of drinking water are subject to potential contamination by substances that are naturally occurring or man made. These substances can be:

Microbial contaminants, such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations and wildlife.

Inorganic contaminants, such as salts and metals, which can be naturally-occurring or result from urban storm water runoff, industrial or domestic was tewater discharges, oil and gas production, mining or farming.

Pesticides and herbicides, which may come from a variety of sources such as agriculture and residential uses.

Radioactive contaminants, which are naturally occurring or be the result of oil and gas production and mining activities.

Organic chemical contaminants, including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and can, also come from gas stations, urban storm

water runoff, and septic systems. All drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily

indicate that the water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the Environmental Protection Agency’s Safe Drinking Water Hotline at 1-800-

426-4791.

MCL’s are set at very stringent levels. To understand the possible health effects described for many regulated constituents, a person would have to drink 2 liters of water every day at the MCL level for a lifetime

to have a one-in-a-million chance of having the described health effect.

Thank you for allowing us to continue providing your family with clean, quality water. We do from time to time experience some turbidity or aesthetic problems with our water, which are totally harmless. We

have a flushing program in place to keep this to a minimum. If you do experience brown or milky looking water situation please contact the office so we can record the problem, and instruct you on what to do. We

continue to improve our system, which is sometimes reflected as rate structure adjustments. Thank you for understanding.

Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have

undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advice about drinking water

from their health care providers. EPA/CDC guidelines on appropriate means to lessen the risk of infection by cryptosporidium and other microbiological contaminants are available from the Safe Drinking Water

Hotline (800-426-4791).

We at Village of Howard City work around the clock to provide top quality water to every tap. We ask that all our customers help us protect our water sources, which are the heart of our community, our way of life and our children’s future.

other dogs, and even cats. Reggie loves attention, and wouldmake an excellent companion for an older person or a familywith lots of love to give. His shelter ID# is 10-06-57.

Many other dogs besides Reggie are available to be adopted, and plenty of cats too.

Go online to

www.petfinder.com/shelters/montcalm.htmlfor a full list of adoptable animals.

There is a $40 adoption fee for dogs, $20 for cats, as well as a refund-able spay/neuter deposit ($50 for dogs, $25 for cats) unless the ani-mal is “fixed” already. New animals are brought into the shelter ona daily basis, so if the one you want is gone by the time you call, the Montcalm County Animal Shelter will do its best to find youa dog or cat that matches what you’re looking for. The MontcalmCounty Animal Shelter is open to the public Mon-Fri 12:30pm to5pm, except Weds 12:30pm to 7pm. Call (989) 831-7355 or (616)225-7355 for more information.

The Last Days of Ancient SunlightThis is one of the most important books I have read in the last few years. The basics in this book by Thomas

Hartman are that every living thing on this earth is made from sunlight. Plants absorb the sunlight, animals eat theplants and we eat the plants and animals. All of our body tissues are formed in this way. For thousands of years therehas been a balanced relationship between the amount of sun energy (current local sunlight) that produced foodand fuel and the amount of sun energy that was used.

In the last two hundred years, with the discovery of coal and oil, we have begun to use stored sunlight (ancientsunlight) to increase food and energy supplies. Coal and oil both come from plants that died and were compressedunder the earth millions of years ago. That is why they are called fossil fuels.

As a result of cheap food and fuel, we have over populated the earth far beyond its ability to provide food and fuel without using this ancient stored sunlight. Current growth rate is one billion more people (consumers) every 12 years. We have now begun to realize that there is a limited amount of this ancient sunlight and it will eventually run out or countries will begin to hoard it. It may last 50-100 years at the current rate of consumption, perhaps less. This is reflected in the fact that food and energy prices have risen dramatically in the last two years.

When I discuss this with people, I find two things. Most people are unaware of the seriousness of this situation andmost people think someone else will fix it. Certainly “necessity is the mother of invention”;many people are inventing new things that are energy saving; and new forms of energy arebeing developed, hydrogen for example. But these new things are in the future a number of years. In the meantime we need to relieve the energy burden so we have enough oiland coal to get to the time when there are new, better, cleaner energy sources.

We all must do our part. Reduce consumption. Grow some of your own food. Reducedriving. Buy locally. Eat less. Turn off your computers, televisions, etc at night. Turn lightsoff when you do not need them. Plant some trees. Light only the part of the room you areusing. Don’t buy that new toy right now. Read more, watch less television. Use less heator air conditioning. Recycle. Buy less clothing. Drink more water and less pop and juice.Consume less.

We are programmed to be consumers. Let’s become conservers. There is still time, wecan fix it.
