The Purpose of this Role:- The post will be primarily based in Monmouthshire County Council and managed by a collaboration of local authorities, working with Welsh Government and Natural Resources Wales, to develop and deliver a partnership that will oversee the delivery of; a regional GI strategy and co-delivery of the Area Statement (Environment Act Wales) together with a series of programme outputs and ensure legacy outcomes. Expectation and Outcomes of this Role:- Delivering within the Resilient Greater Gwent Project (RGG), the primary role will be

to:

Work to develop sustainable and healthy communities and deliver the

Monitoring & Evaluation framework for the project.

Support resilient ecological networks, sustainable communities and green

infrastructure sub-projects.

Deliver the Monitoring & Evaluation framework in collaboration with the

Resilient Greater Gwent Project Co-ordinator (based in Blaenau Gwent

County Borough Council) working with all partners including the Gwent Green

Grid Partnership (GGGP), subject to Welsh Government approval.

Deliver a Greater Gwent level Health Impact Assessment and Mental Well-

being Impact Assessment with the support of Public Health Wales across

RGG and GGGP.

In the event of the GGGP project being approved (see below for more information),

the Behavioural Change and Well-Being Officer post will also:

Support the Collaboration Manager for the GGGP in the delivery of the

Monitoring and Evaluation framework, including the development of the health

and well-being monitoring in Gwent,

Support the delivery of the Legacy Plan, Risk Register and Communication

strategy.

Note: please see Additional Information for a fuller understanding of the background

to the GGGP project.

Your responsibilities are to:- 1. Project and Programme Responsibilities:

a) Responsible for the delivery and ongoing review of Monitoring & Evaluation

framework and associated reports as set out in the Delivery Plans, liaising

with Project co-ordinators, Regional Project Officers and Delivery group

project leads across RGG and GGGP.

b) Responsible for the delivery of the Health Impact Assessment (HIA) and

Mental Well-being Impact Assessment (MWIA) and key outputs and outcomes

as set out in the Delivery Plan across both RGG and GGGP.

c) Be creative and innovative in the approach in new collaborative health

initiatives solutions.

d) Support the development of Ecosystem Restoration & Resilience monitoring

in Gwent relating to the Resilient Greater Gwent project reporting to BGCBC

Project Co-ordinator.

e) To support the delivery of policy framework /GI Strategy/Area Statement Co-

production.

f) Support the Project co-ordinators in the delivery of the Legacy Plan –

supporting the handover to “business as usual” by formally bringing the

programme to an end, preparation of any follow on actions required and

communicate to others where relevant.

g) Support the joint coordination/ delivery and implementation of

Communications Strategy for the Resilient Greater Gwent (RGG) and the

Gwent Green Grid Partnership (GGGP) as set out in the Delivery Plans

working with both Partnerships to ensure all opportunities for engagement are

met.

h) Support the Collaboration Manager in reporting to Delivery Group /Partnership

Board and Chief officers/ PSB.

i) Contribute to the delivery of the Risk Register across both GGGP and RGG –

including identification, recording and communication of risks and issues,

putting in place appropriate contingency actions – to reduce the likelihood of

events that might prevent the benefits of the programme being delivered on

time.

j) Support the RGG Project Coordinator and GGGP Collaboration Manager in

the preparation of reporting to WG and coordinating inputs from all RGG and

GGGP appointed officers and Delivery Team leads.

2. Programme finance:

a) Responsible for key project delivery area ensuring budgets are kept within

agreed tolerances - managing the programme budget against forecast,

estimate costs, and ensuring that exceptions beyond tolerances are escalated

and approved so that project budgets are kept within agreed tolerances.

b) Liaise and work with partners to ensure the delivery of reporting claims for key

projects are on time and to budget in reporting to Welsh Government.

c) Management of day to day procurement of goods and services including

appropriate suppliers consultants/contractors.

3. Partnership working:

a) Working with and ensuring partners and stakeholders are kept informed

and up to date.

b) Engagement with key stakeholders including Well Being and Future

Generations Commission (WBFG), Public Health Wales and local Health

Boards.

c) Working with BGCBC project co-ordinator to ensure delivery of RGG

elements.

d) Assist with management of the dependencies between projects within the

programme and between the programme and other related projects and

programmes.

e) To coordinate and work with community groups/volunteers etc. to help

deliver key outputs of the Delivery Plans.

f) Direct and motivate project relevant work areas – to achieve project and

programme success by focussing on outputs and outcomes of Delivery

Plans.

g) Contribute to sharing of project and programme best practice across all

partnership

h) To be responsible for the implementation and monitoring of health and

safety at work in designated area as laid down in the authorities Health

and Safety Policy and Procedures.

i) To actively support and implement the principles and practice of equality of

opportunity as laid down in the Council’s Equal Opportunity Policy.

Additional Information

Background to this post

The Behavioural Change and Well Being post is funded through the Resilient

Greater Gwent project (led by Blaenau Gwent County Borough Council) based on

the wide partnership of delivery groups that will contribute to halting and reversing

biodiversity decline and increasing ecosystem resilience in South East Wales. The

overall project bid is based around these work streams:

The Resilient Ecological Network work stream will create an evidence-

based strategic plan to direct nature recovery action in Greater Gwent that will

support biodiversity and resilient ecological networks. The project will trial

outputs of the Wales NRAP Ecosystem Restoration and Resilience sub group

which may include: monitoring & reporting developments against the

Diversity, Extent, Condition, Connectivity and Adaptability (DECCA)

Framework; incorporating the latest thinking in to land management; the use

of communication tools to increase ecosystem resilience understanding and

developing examples of best practice to be shared.

The Sustainable Communities work stream will take a community and place

based approach, engaging with communities and seeking to add value. New

community and volunteering groups will also be created. This will build on the

increasing trend for the amount of time people spend volunteering to assist in

conservation in the UK. People will be increasingly connected with and

appreciate nature and sustainable lifestyles. This will support their physical

and mental wellbeing.

Working in collaboration with the RGG is the Gwent Green Grid Partnership

(GGGP) a sister project (to start following Welsh Government approval) which will

deliver a consistent approach to Green Infrastructure (GI) management across

Gwent and a collaborative framework for co-productive development and delivery of

the SE Wales Area Statement. It will act as a key delivery mechanism that enables

strategic planning, ecosystem service assessment and planning, eco-connectivity

and mechanisms that create healthier citizens, stimulates business opportunities and

provides community benefits (cohesion, skills development and volunteering).

Monmouthshire, Torfaen, Caerphilly, Blaenau Gwent and Newport Council’s,

together with NRW, Aneurin Bevin Health Board ( working with Groundwork Wales),

Keep Wales Tidy, Gwent Wildlife Trust, Dwr Cymru Welsh Water, Severn Wye

Energy Agency, Bumblebee Conservation, Butterfly Conservation, GAVO,

SEWBREC, Woodland Trust, Forest Research, Valleys Regional Park Team, Local

Access Forums, Local Nature Partnerships and Wales Pollinator Taskforce.

This list is not exclusive.

The project is a 3 year programme and includes the following individual project

streams:

1) Gwent Green Grid Partnership (GGGP) (MCC lead) - develop an

overarching Gwent policy framework comprising; common GI vision and

regional dataset, priorities, working themes; Regional Health Impact

Assessment and Mental Well-being Impact Assessment. Appropriate

partnership and delivery networks that support collaborative ways of working.

2) Gwent Strategic Access Plan (TCBC lead) - a plan identifying missing links

in the access network regionally and locally, develop a ranger training scheme

and implement and deliver access projects in the region.

3) Gwent i-Tree Eco Study (MCC & NCC lead) – Use of i-Tree Eco technology

within pilot areas of high pollution in Gwent to inform effective GI policy and

management decisions, particularly with regard to trees. Focus areas:

Settlements along the M4 corridor and urban areas and A472, Crumlin.

4) Gwent GI Projects (CCBC lead) - To enhance GI according to priorities

identified through the GGG framework, (informed by the Access plan, i- Tree

Eco Study Pollinators project and the Greater Gwent Biodiversity Resilient

projects) and local GI strategies. Working with communities, seeking

improvements across Gwent in green spaces, urban parks, country parks,

along cycleways, PROWs, woodlands, and other land owned and managed

by partner organisations, private businesses and individuals where feasible.

5) Pollinator Friendly Gwent (MCC lead) - GI enhanced for pollinators to

promote resilient ecological networks across south east Wales. Community

ownership and empowerment regarding declining pollinators, acted upon and

shared with others through a Nature Isn’t Neat (NiN) project. Management of

grassland where appropriate in parks, green spaces and along road verges

through cut and collect is embedded into best practice.

The overall delivery will be managed by: a Collaboration Manager supported by

Business Support Assistant, Behavioural Change for Well Being Officer, Regional

Health Officer, Regional Access Officer, Trainee Ranger Co-ordinator and Trainee

Rangers and Nature isn't Neat officers (1.5posts) spread across the five local

authority areas.

Ein pwrpas yw cefnogi amgylcheddau cryf, byw ac egnïol i bawb. Roedd ein ffocws ar ganiatáu buddion iechyd, gweithgarwch, buddion ecosystem ac economaidd. Er mwyn cyflawni hyn, rydym yn mabwysiadu dull Seilwaith Gwyrdd sydd yn seiliedig ar fanteision niferus, disgyblaeth amlddisgyblaethol a’n gweithio mewn partneriaeth, cynnwys eang, gwirfoddoli ac ymgysylltu. Pwrpas y Rôl hon:- Mae’r rôl hon wedi ei lleoli yng Nghyngor Sir Fynwy ac yn cael ei rheoli drwy gyfrwng cydweithrediad rhwng nifer o awdurdodau lleol, yn gweithio gyda Llywodraeth Cymru a Chyfoeth Naturiol Cymru, er mwyn datblygu a chyflanwi partneriaeth, strategaeth GI rhanbarthol a chyd-ddarparu'r Datganiad Ardal (Deddf Amgylchedd Cymru) ynghyd â chyfres o allbynnau a’n sicrhau gwaddol parhaol. fframwaith Monitro a Phrosiect ar gyfer y prosiect.

Cefnogi rhwydweithiau ecolegol dygn, cymunedau cynaliadwy ac is-

brosiectau seilwaith gwyrdd.

Darparu’r fframwaith Monitro a Gwerthuso mewn cydweithrediad gyda

Chydlynydd Prosiect Gwent Fwyaf Dygn (a leolir yng Nghyngor Bwrdeistref

Sirol Blaenau Gwent) yn gweithio gyda’r holl bartneriaid gan gynnwys

‘Partneriaeth Grid Gwyrdd Gwent Fwyaf’, yn amodol ar gymeradwyaeth

Llywodraeth Cymru.

Darparu Asesiad o’r Effath ar Iechyd Meddwl ac Asesiad o’r Effath ar Les ar

draws Gwent Fwyaf, gyda chefnogaeth Iechyd Cyhoeddus Cymru ar draws

RGG a Phartneriaeth Grid Gwyrdd Gwent Fwyaf.

Os yw’r prosiect Partneriaeth Grid Gwyrdd Gwent Fwyaf yn cael ei gymeradwyo

(gweler isod am fwy o wybodaeth), bydd y Swyddog Newid Ymddygiad a Lles hefyd

yn:

Cefnogi’r Rheolwr Cydweithredu ar gyfer Partneriaeth Grid Gwyrdd Gwent

hamlinellu yn RGG a Phartenriaeth Grid Gwyrdd Gwent Fwyaf

c) Yn greadigol ac yn arloesol wrth lunio datrysiadau iechyd cydweithredol

newydd.

d) Cefnogi’r broses o ddatblygu’r monitro Adfer Ecosystem a Dygnwch yng

Ngwent sydd yn ymwneud gyda phrosiect Gwent Fwyaf Dygn a’n atebol i

Gydlynydd Prosiect Cyngor Bwrdeistref Sirol Blaenau Gwent.

e) Cefnogi’r broses o ddarparu’r fframwaith polisi / strategaeth GI /Datganiad

Ardal.

f) Cefnogi’r cydlynwyr Prosiect wrth gyflenwi’r Cynllun Gwaddol - yn cefnogi’r

broses o drosglwyddo hyn i “arferion bob dydd” drwy ddod â’r rhaglen i ben,

gan baratoi i weithredu unrhyw gamau sydd angen a chyfathrebu hyn ag eraill

pan yn berthnasol.

g) Cefnogi’r broses o gydlynu/darparu a gweithredu’r Strategaeth Gyfathrebu ar

gyfer Gwent Fwyaf Dygn a Phartneriaeth Grid Gwyrdd Gwent Fwyaf fel sydd

wedi eu hamlinellu yn y Cynlluniau Cyflawni, gan weithio gyda’r

Partneriaethau er mwyn sicrhau bod modd manteisio ar yr holl gyfleoedd

ymgysylltu.

h) Cefnogi’r Rheolwr Cydweithredu wrth ateb i’r Grŵp Cyflawni /Bwrdd

Partneriaeth a’r Prif Swyddog/BGC.

i) Cyfrannu at gyflenwi’r Gofrestr Risg ar draws Phartneriaeth Grid Gwyrdd

Gwent Fwyaf a’r RGG – gan gynnwys adnabod, cofnodi a chyfathrebu’r

risgiau a’r materion, gan gynnwys cyflwyno cynlluniau brys – er mwyn lleihau’r

tebygolrwydd o ddigwyddiadau sydd yn medru atal manteision y rhaglen rhag

cael eu cyflawni ar amser.

j) Cefnogi’r Cydlynydd Prosiect RGG a’r Rheolwr Cydweithredu Partneriaeth

Grid Gwyrdd Gwent Fwyaf wrth baratoi adroddiadau i Lywodraeth Cymru a’n

cydlynu’r holl fewnbynnau gan y swyddogion RGG a Phartenriaeth Grid

Gwyrdd Gwent Fwyaf sydd wedi eu hapwyntio a’r arweinwyr Tîm Cyflenwi.

2. Cyllid y Rhaglen:

a) Yn gyfrifol am gyflenwi maes allweddol o’r prosiect gan sicrhau bod y gwariant

o fewn ffiniau cytunedig - yn rheoli cyllid y rhaglen yn erbyn yr amcangyfrifon,

amcanbrisiau a’n sicrhau bod unrhyw gostau uwch yn cael eu nodi a’u

cymeradwyo fel bod prosiectau yn cael eu cadw o fewn y ffiniau cytunedig.

b) Gweithio gyda phartneriaid er mwyn sicrhau bod unrhyw adrodd ar gyfer

prosiectau allweddol i’r Llywodraeth Cymru yn amserol ac o fewn y gyllideb.

d) Rheoli’r broses o gaffael nwyddau a gwasanaethau o ddydd i ddydd gan

gynnwys cyflenwyr ymgynghorwyr/contractwyr priodol.

3. Gweithio mewn partneriaeth:

a) Gweithio gyda phartneriaid a budd-ddeiliaid a’n sicrhau eu bod yn cael eu

hysbysu a’u diweddaru.

b) Ymgysylltu gyda budd-ddeiliaid allweddol gan gynnwys y Comisiwn Lles a

Chenedlaethau’r Dyfodol, Iechyd Cyhoeddus Cymru a’r Byrddau Iechyd lleol.

c) Gweithio gyda chydlynydd prosiect Cyngor Bwrdeistref Sirol Blaenau Gwent

er mwyn sicrhau bod yr elfennau RGG yn cael eu diweddaru.

d) Cynorthwyo gyda rheoli’r elfennau dibynnol o fewn y rhaglen a rhwng y

rhaglen a’r prosiectau a’r rhaglenni perthnasol eraill.

e) Cydlynu a gweithio gyda grwpiau cymunedol/gwirfoddolwyr ayyb er mwyn

helpu darparu canlyniadau allweddol y Cynlluniau Cyflenwi.

f) Cyfarwyddo a sbarduno meysydd gwaith perthnasol y prosiect - er mwyn

sicrhau bod y prosiect a’r rhaglen yn llwyddo drwy ffocysu ar ganlyniadau a

deilliannau'r Cynlluniau Cyflenwi.

g) Cyfrannu at rannu arferion gorau o fewn y prosiect a’r rhaglen ar draws yr holl

bartneriaeth

h) Yn gyfrifol am weithredu a monitro iechyd a diogelwch yn y gweithle yn y

meysydd hynny sydd wedi eu hamlinellu yng Ngweithdrefnau Polisi Iechyd a

Diogelwch yr awdurdod lleol.

i) Cefnogi a gweithredu egwyddorion a phractis cyfle cyfartal fel sydd wedi eu

hamlinellu ym Mholisi Cyfle Cyfartal y Cyngor.

j) Pwrpas y swydd ddisgrifiad hon yw dynodi’r lefel gyffredinol o gyfrifoldebau’r

rôl. Efallai y bydd y dyletswyddau yma yn newid o dro i dro heb newydd natur

Cefndir y rôl hon

Mae’r swydd Newid Ymddygiad a Lles yn cael ei hariannu gan y prosiect Gwent

Fwyaf Dygn (sydd yn cael ei arwain gan Gyngor Bwrdeistref Sirol Blaenau Gwent)

yn seiliedig ar bartneriaeth eang o grwpiau cyflawni a fydd yn cyfrannu at atal a

gwyrdroi’r dirywiad mewn bioamrywiaeth a’n cynyddu dygnwch yr ecosystem yn Ne

Ddwyrain Cymru. Mae nod cyffredinol y prosiect yn seiliedig ar y tair ffynhonnell

ganlynol:

Bydd y ffrwd gwaith Rhwydwaith Ecolegol Dygn yn creu cynllun strategol

sydd yn seiliedig ar dystiolaeth er mwyn cyfarwyddo cynllun i adfer natur yng

Ngwent Fwyaf a fydd yn cefnogi bioamrywiaeth a rhwydweithiau ecolegol

dygn. Bydd y prosiect yn treialu allbynnau yr is-grwp project Adfer a Dygnwch

Ecosystemau Wales NRAP sydd yn medru cynnwys: monitro ac adrodd ar

ddatblygiadau yn erbyn y Fframwaith ‘Diversity, Extent, Condition,

Connectivity and Adaptability’ (DECCA); gan ymgorffoi’r syniadau diweddaraf

o ran rheoli’r tir; defnyddio’r teclynnau cyfathrebu er mwyn gwella dygnwch yr

ecosystem a’n deall a’n datblygu esiamplau o arfer gorau er mwyn eu rhannu.

Bydd y ffrwd gwaith Cymunedau Cynaliadwy yn mabwysiadu dulliau sy’n

seiliedig ar gymunedau a llefydd, yn ymgysylltu gyda chymunedau a’n ceisio

ychwanegu gwerth. Bydd grwpiau cymunedol a gwirfoddoli yn cael eu creu.

Bydd hyn yn adeiladu ar y duedd gynyddol o wirfoddolwyr yn treulio mwy a

mwy o amser yn ceisio cefnogi cadwraeth yn y DU. Bydd pobl yn ymgysylltu’n

fwyfwy ac yn gwerthfawrogi natur a ffyrdd o fyw cynaliadwy. Bydd hyn yn

cefnogi eu lles corfforol a meddyliol.

Yn gweithio mewn partneriaeth gyda’r RGG y ceir Partenriaeth Grid Gwyrdd

Gwent (GGGP), sef prosiect cyswllt (sydd i ddechrau yn dilyn cymeradwyaeth gan

Lywodraeth Cymru) a fydd yn sicrhau ein bod yn mabwysiadu dulliau cyson at reoli

Seilwaith Gwyrdd ar draws Gwent a fframwaith cydweithredol ar gyfer datblygu a

chyflawni ar y cyd ar draws Datganiad Ardal De Ddwyrain Cymru. Dyma fydd y

mecanwaith cyflawni allweddol sydd yn galluogi cynllunio strategol, asesu a

chynllunio gwasanaethau ecosystem, sydd oll yn creu dinasyddion mwy iachus, yn

sbarduno cyfleoedd busnes ac yn darparu buddion cymunedol (cydlyniant, datblygu

sgiliau a gwirfoddoli).

Mae’r tîm cyflawni craidd yn cynnwys:

Sir Fynwy, Torfaen, Caerffili, Cynghorau Blaenau Gwent a Chasnewydd, ynghyd â

Chyfoeth Natruiol Cymru, Bwrdd Iechyd Aneurin Bevan (yn gweithio gyda

Groundwork Cymru), Cadw Cymru’n Daclus, Ymddiriedolaeth Bywyd Gwyllt Gwent,

Dwr Cymru, Asiantaeth Ynni Hafren Gwy, Cadwraeth Cacwn, Cadwraeth Pili Pala,

GAVO, SEWBREC, Woodland Trust, Ymchwil Coedwigoedd, Tîm Parc Rhanbarthol

y Cymoedd, Fforymau Mynediad Lleol, Partneriaethau Natur Lleol a Thasglu Peillio

Cymru.

Nid yw hon yn rhestr gynhwysfawr.

Mae’r prosiect yn rhaglen 3 blynedd ac yn cynnwys yr elfennau prosiect unigol

canlynol:

1) Partneriaeth Grid Gwyrdd Gwent (Cyngor Sir Fynwy yn arwain) -

darparu fframwaith polisi cyffredinol i Went; gweledigaeth GI a dataset,

blaenoriaeth, themâu gwaith rhanbarthol; Asesiadau o’r Effaith ar Iechyd

Meddwl ac Asesiadau o’r Effaith ar Les. Rhwydweithiau partneriaeth a

chyflawni priodol sydd yn cefnogi dulliau cydweithredol o weithio.

2) Cynllun Mynediad Strategol Gwent (Cyngor Bwrdeistref Sirol Torfaen yn

arwain) – cynllun sydd yn adnabod y cysylltiadau coll sydd yn effeithio ar y

rhwydwaith mynediad yn rhanbarthol ac yn lleol, yn datblygu cynllun hyfforddi

i barcmon a’n gweithredu a’n cyflawni prosiectau mynediad yn y rhanbarth.

3) Astudiaeth Eco i-Tree Gwent (Cyngor Sir Fynwy a Chyngor Dinas

Casnewydd yn arwain) – Defnyddio technoleg i-Tree o fewn yr ardaloedd

peilot yng Ngwent sydd wedi eu heffeithio gan lygredd uchel er mwyn llywio

polisi GI a’r penderfyniadau rheoli mewn modd effeithiol, yn enwedig o ran y

coed. Ardaloedd sydd yn destun sylw: ar hyd yr M4 a meysydd trefol a’r

A472, Crymlin.

4) Prosiectau GI Gwent (Cyngor Bwrdeistref Sirol Caerffili yn arwain) - Yn

gwella'r GI yn unol gyda’r blaenoriaethau sydd wedi eu hadnabod drwy’r

fframwaith GGG, (wedi ei lywio gan y Cynllun Mynediad, prosiect Peillyddion

Astudiaeth Eco i- Tree a phrosiectau Dygnwch Bioamrwyiaeth Gwent Fwyaf)

a strategaethau GI lleol. Yn gweithio gyda chymunedau, yn chwilio am

welliannau ar draws Gwent mewn gofod gwyrdd, parciau trefol, parciau

gwledig a llwybrau seiclo, PROW, coetiroedd a thir arall sydd yn berchen

neu’n cael ei reoli gan fudiadau partner, busnesau preifat ac unigolion lle bo’n

bosib.

5) Gwent Cyfeillgar i Bryfed Peillio (Cyngor Sir Fynwy yn arwain) - GI

datblygedig i bryfed peillio er mwyn hyrwyddo rhwydweithiau ecolegol dygn ar

draws de ddwyrain Cymru. Perchnogaeth gymunedol ac ymrymuso o ran

pryfed peillio sydd yn dirywio, yn gweithredu ac yn rhannu gydag eraill drwy’r

prosiect Nature Isn’t Neat (NiN). Rheoli glastir lle bod hyn yn briodol mewn

parciau, gofod gwyrdd ac ar hyd heolydd lleiniau glas drwy dorri a chasglu

mewn modd sydd yn sicrhau bod hyn yn dod yn rhan o arfer gorau.
