The Regular Meeting of the Board of Directors of the Running Springs Water District was held on Wednesday, January 21, 2015 at the hour of 9:00 A.M. at the District office located at 31242 Hilltop Boulevard, Running Springs, California. The following Directors were present: Kenneth Ayers, President Everett “Ed” Brittain, Vice-President Mike Terry, Director Henry Heredia, Director Director Pamella Bennett was absent Also present were the following: Ryan Gross, General Manager Joan C. The meeting was called to order at 9:00 A.M. by President Ayers and Director Terry led the assembly in the pledge of allegiance to the flag.

3. Approval of Consent Items The following consent items were listed for approval: A. Approval of Meeting Minutes for November 19, 2014 Regular Board Meeting

B. Ratify November and December 2014 Expenditures

Supervisor Bobroff stated the difference in the Crestline Lake Arrowhead Water Agency

(CLAWA) expense from November to December for purchased water was due to leaks over the holiday and watering of the Brulte Field. Supervisor Eaton confirmed the MVP Athletics expense for uniforms, Manager Gross stated the USA Bluebook is an equipment supplier and Supervisor Miller confirmed the State Water Resources expenses totaling approximately $20,000 for Treatment Plant permits.

Upon motion by Director Heredia, second by President Ayers and carried by a 4 to 0

vote, the Consent Items were approved. 4. Action Items

A. Consider Adopting Resolution No. 01-15, Approving a Budget Policy

Manager Gross reported on the proposed Budget Policy to formalize policies and provide staff the procedures, guidelines and standards for consistency in preparation of the budget. Manager Gross stated the policy is modeled after the Government Finance Officers Association (GFOA) who recommends that governments adopt rigorous policies for all operating funds aimed at achieving and maintaining a structurally balanced budget. President Ayers questioned the GFOA recommendation of no less than two months of unrestricted fund balances with Manager Gross confirming that the District has a Cash Reserve Policy with a goal of three (3) months of Operating Expense Reserves for Water and Wastewater and six (6) months for Ambulance and Fire. Discussion continued regarding the Budget Policy and Manager Gross clarified the GFOA practice that provides for disclosure when a deviation from a balanced operating budget is planned or when it occurs and he stated that means if there was a particular unexpected expenditure not included in the budget, District staff would come to the Board for their consideration and approval. Upon motion by Director Heredia, second by Director Terry and carried by a 4 to 0 vote, Resolution No. 01-15, Approving a Budget Policy was adopted. B. Consider Authorizing Additional Design Fee for Re-Bid of Ayers Acres Groundwater Infrastructure Project Manager Gross reported on the Ayers Acres Groundwater Well Infrastructure Project and recommended that the Board of Directors consider authorizing an additional $15,000 for Engineering Resources to revise the construction documents and assist with re-bidding of the project. Manager Gross stated in October 2014, the Board rejected all of the original bids for the Ayers Acres Project and authorized the re-bid of the project that was advertised on December 18, 2014 and scheduled for re-bid opening on February 3, 2015 with approximately ten (10) general contractors included in the bid process this time. Discussion continued regarding the project and Manager Gross stated the District clarified the project to the contractors, changed building architecture and reduced the scope of the electrical work required. Upon motion by Vice-President Brittain, second by Director Heredia and carried by a 4 to 0 vote, Authorizing Additional Design Fee for Re-Bid of Ayers Acres Groundwater Infrastructure Project not to exceed $15,000, was approved.

C. Consider Authorizing Expenditure for Completing Modifications to the New Light Rescue Vehicle (Squad 51)

Chief Corley reported on the 2015 Ford F-550 Light Rescue Vehicle (Squad 51) that was purchased in March 2014 in the amount of $47,850 and recommended that the Board authorize staff to expend up to $40,000 to complete necessary modifications to the vehicle. The replacement of Squad 51 was budgeted in Fiscal Year 2012/2013 in the amount of $90,000 and Manager Gross said he wanted the Board to see that the District would not exceed the budgeted amount. Chief Corley confirmed the purchase of the new vehicle went to bid back in 2012/2013 and discussion continued regarding the Squad the department is currently operating that is a 1997 Ford F-350 4x4 Diesel with over 100,000 miles. Upon motion by Director Brittain, second by Director Terry and carried by a 4 to 0 vote, Authorizing Expenditure for Completing Modifications to the New Light Rescue Vehicle (Squad 51), was approved. 5. Information Items

A. Quarterly Investment Report The Local Agency Investment Fund Remittance Advice for quarter ending 12/31/2014 was $781.24 with 0.25% interest.

B. Quarterly Budget/Financial Update Manager Gross summarized the fund balances as of December 31, 2014 and stated the fiscal year to date total District Revenue is 3% lower than the budgeted amount half way through the fiscal year and 10% higher than the prior year through the second quarter primarily due to a delay in processing the Upstream Billing for the second quarter. The total District expenses are 2% higher than budget and 8% higher than prior year through the second quarter. Manager Gross stated the District is inching in the right direction funding the operating reserves for the Water and Wastewater Divisions and he noted the District has a combined pool cash of approximate $1.7 million dollars.

C. Fiscal Year 2014/2015 Budget Planning Workshop

Manager Gross provided the Board with a tentative schedule for the upcoming budget development process and he presented the Fiscal Year 2015/2016 Budget Planning Workshop for review and discussion. Manager Gross opened by noting that the District received the Special District Leadership Foundation District Transparency Certificate of Excellence. The Budget Planning Workshop presentation included a review of accomplishments for all divisions, the Running Springs Water District Organization Chart, Infrastructure Repair and Replacement, Proposed Five (5) Year Plans, 2015/2016 Project Summary, Operating Expenses, Property Tax Revenue, Fire Availability Fee, Debt Service Costs, Policies and Other Considerations. Discussion continued regarding the Fire Availability Fee proposed increase, results of the recent Fire Department Services Survey and the Consumer Price Index (CPI) for consideration in completing the 2015/2016 Budget. Regarding the Fire Availability Fee, the Fire Department generates approximately $200,000 a year currently and if the fee increased from $65.00 to $158.00 per year, the additional revenue would be approximately $200,000 per year. Manager Gross closed by discussing the CalPERS Employee Contribution that is currently paid by the District and has been reviewed by the Personnel Committee for possibly transitioning the contribution back to the employee.

6. Reports from Management

A. Water Division Report Supervisor Bobroff opened by mentioning minor equipment failure that was fixed in house. Regarding precipitation, some of the wells have picked up and others are holding even with all water levels close to the bottom. Supervisor Bobroff said the same problems they are experiencing are freezing and leaks that are not located right away and the District continues to educate property owners regarding the importance of winterizing. Supervisor Bobroff closed by saying the District is moving toward an automatic meter reading system that will detect leaks and address them sooner.

B. Wastewater Division Report Supervisor Miller said the Treatment Plant is expecting delivery of the new Process Air Blower with installation scheduled for next week. The MBR II is on line and working efficiently and Supervisor Miller said they cancelled two (2) sludge loads for the winter saving approximately $6,000. The District received an incentive check from Southern California Edison in the amount of $9,700 for the Headworks Blower Project. Supervisor Miller reported on flows for November and December stating the plant was at about 600,000 gallons with the recent rains and Arrowbear was up approximately 40,000 gallons more than normal. CSA79 reported low flows in November 2014 due to timing of checking recordings so flows will be recorded higher than normal in December.

C. Wastewater Collection Division Report Supervisor Hall stated everything is going well in Collections other than some minor issues with the Supervisory Control and Data Acquisition System (SCADA) requiring software updates. Supervisor Hall confirmed the flush valve was installed at Lift Station No. 4. Supervisor Hall stated Collections will budget video and line inspection every year and they will complete the inspection of Assessment District #4 this fiscal year.

D. Fire Department Report Chief Corley introduced Mike Vasquez as the new Fire Battalion Chief stating Chief Vasquez comes to the District with new fresh ideas for the department. Chief Corley also reported on the recently completed Insurance Services Office (ISO) rating for the department that went from a 5.9 to a 3.3 rating with lower being better. Chief Corley said the rating was based on Fire Department records and training in addition to the water system that ultimately affects insurance rates for the public.

E. Administration Report Supervisor Eaton reminded the Board and staff that the Form 700 Statement of Economic Interest Filings are due by April 1, 2015.

F. General Manager’s Report Manager Gross reported that the District is working on revisions to the Board Policy and Bylaws in addition to a draft Purchasing Policy. The District Rules and Regulations will be updated for the Water and Wastewater Services due to changes in the law regarding Termination of Water Service requirements. Manager Gross also mentioned that a customer complaint regarding a water bill was submitted to Supervisor Rutherford and is being addressed accordingly.

7. Report From Legal Counsel Attorney Riddell reported on the state water supply stating the recent series of storms helped replenish reservoirs with an additional 15% allocation for Crestline Lake Arrowhead Water Agency that will likely be increased again with more rainfall. Attorney Riddell said everyone should continue to conserve water but there is not a current crisis. Attorney Riddell also reported on the proposed improvements in the Delta.

A. Conference with Legal Counsel - Anticipated Litigation. Significant exposure to litigation pursuant to paragraph (2) of subdivision (d) of Section 54956.9, Potential cases: claim for refund of sewer charges. At 11:05 A.M., the Board retired to Closed Session with Legal Counsel pursuant to Government Code Section 54956.9 to discuss a claim received from Arrowbear Park County Water District for a refund of charges related to the operation and maintenance of joint use sewer facilities. The Board reconvened in Open Session at 11:20 A.M. Upon motion by Director Heredia, second by President Ayers and carried by a 4 to 0 vote, to authorize execution of a settlement agreement with Arrowbear Park County Water District resolving charges for Wastewater Treatment, was approved.

REASON FOR RECOMMENDATION The re-bidding phase for the project is complete. BACKGROUND INFORMATION On October 22, 2014 the Board of Directors authorized staff to re-bid the project. The bid opening was on February 3, 2015. The following bids were received.

Drilling of the well was conducted in 2012 to a total depth of approximately 750 feet below ground surface (ft. bgs.). Lithologic logs at this location indicate a large fracture from 155 to 160 ft. bgs. and the well was constructed with perforations from 60 to 480 ft. bgs. Pump testing of the groundwater well was conducted in the spring of 2013 and shows the well can sustain pumping rates as high has 180 gpm for up to 72 hours of continuous pumping. During the pump testing the well produced 180 gallons per minute (gpm) for a period of three days and 130 gpm for one additional day. The well subsequently recovered to its original static groundwater level. The maximum drawdown, at the end of the test, was 55 ft. Upon completion of pumping, the groundwater level recovered to within 2 ft. of pre-pumping conditions in 27 days. The District’s hydro-geologist evaluated this pump testing data and concluded that the fracture system that the well is drawing from is fairly extensive with some sizable storage capacity. The well also recovered fairly well although taking a bit of time which may be a result of limited recharge to the fracture system although the pump test was conducted in a year of below normal precipitation. Assuming the well will produce 100 gpm 80% of the time would be equivalent to approximately 130 acre feet per year or 25% of the District’s demand. FISCAL INFORMATION This backbone infrastructure will also be available to be utilized for transporting any future groundwater developed in the area into the District’s water distribution system. On May 21, 2014, the Board of Directors authorized staff to proceed with obtaining a loan from the Municipal Finance Corporation which has been factored into the rate adjustments for fiscal year 2014/2015. The debt service for a loan amount of $550,000 at 3.4% interest over a ten year term is equivalent to approximately $1.88 per customer per month. The remaining amount would be funded from the balance of the Water Capacity Charge Reserve Fund (approximately $56,000) and a portion or approximately $85,000 the Water Capital Improvement Reserve Fund which has a balance of approximately $253,000. The annualized cost per acre foot assuming the well will consistently produce 100 gpm is approximately $680 per acre foot. When compared to the cost of imported water from the Crestline Lake Arrowhead Water Agency (CLAWA) the payback period for the project is approximately 20 years.

SAN BERNARDINO COUNTY FOR DISPOSAL AND TREATMENT OF LEACHATE

RECOMMENDED BOARD ACTION Consider providing staff with direction on renewing the contract with the County of San Bernardino (County) to continue accepting leachate waste from Heaps Peak Transfer Station for treatment and disposal at the Running Springs Water District Wastewater Treatment Plant. REASON FOR RECOMMENDATION Representatives from the County have contacted the District requesting consideration to renew the contract. BACKGROUND INFORMATION The current base rate is $0.0273 per gallon to treat and dispose of the leachate through June 30, 2015. Effective July 1, 2015, and annually thereafter, the base rate will be adjusted based on the year over year change to the federally published Consumer Price Index for Urban Consumers (CPI-U) in the Los Angeles/Riverside area, as determined as of the preceding year ended December 31st. So as of July 1, 2015 the new base rate would be $0.0275 per gallon (0.7% CPI-U). The County has also asked for the new contract to include two five year options to extend. On April 20, 2011, the District Board of Directors approved a contract extension with the County to renew the leachate contract to commence on May 1, 2011 and continue through June 30, 2015. An amendment to the original contract was approved by the Board at the May 17, 2006 Board Meeting. This contract raised the rate to treat the leachate to $0.0235 per gallon. The amendment also included an annual rate adjustment that corresponded to the Consumer Price Index. The term of the contract amendment was for a period of five (5) years.

On June 26, 2001, the District entered into an agreement with the County to accept leachate from the Heaps Peak Sanitary Landfill. The leachate was to be transported by the County to a disposal site located on the District’s Harris Property to be offloaded and treated at the Wastewater Treatment Plant. The District was compensated $0.020 for each gallon of leachate treated. FISCAL INFORMATION The following table lists the total revenue the District has received from the existing and previous leachate disposal contracts:

AMENDMENT TO THE RUNNING SPRINGS WATER DISTRICT DEFERRED COMPENSATION PLAN, IMPLEMENTATION OF PARTICIPANT LOAN PROGRAM

RECOMMENDED BOARD ACTION Consider adoption of Resolution No. 02-15, Amendment to the Running Springs Water District Deferred Compensation Plan, Implementation of Participant Loan Program. REASON FOR RECOMMENDATION In 2012, the District adopted Resolution No. 16-12 amending the District’s Nationwide Deferred Compensation Plan to include a Participant Loan Program option. The District has two Deferred Compensation Plan options including Nationwide and the Variable Annuity Life Insurance Company (VALIC). In order to offer the Participant Loan Program option in both plans this resolution is necessary. BACKGROUND INFORMATION The District makes available to its employees, at employee expense, a deferred compensation plan (Plan). Section 13.01 of Article XIII of the 457 Plan provides that the employer reserves the right to amend the Plan at any time. Staff is recommending that the Plan be amended to allow a loan program. These proposed changes would not cost the District any additional money. The proposed plan change would permit a participant loan program under the Plan which would be administered by VALIC. ELIMINATION OF EMPLOYER PAID MEMBER CONTRIBUTIONS TO THE CALIFORNIA PUBLIC EMPLOYEES’ RETIREMENT SYSTEM (CALPERS) FOR EXISTING CLASSIC CALPERS MEMBERS

RECOMMENDED BOARD ACTION It is recommended that the Board of Directors consider the savings associated with the phased elimination of Employer Paid Member Contributions (EPMC) to CalPERS for “Classic” CalPERS members beginning July 1, 2015 and direct staff to prepare the necessary resolutions and budgets for the fiscal years ending 2016-2019 accordingly. REASON FOR RECOMMENDATION This proposal has been discussed by the Personnel Committee on several occasions and each of the District’s Supervisors has also discussed it with their respective staff. The savings to the District associated with the phased elimination of paying and reporting the value of CalPERS EPMC is approximately $15,000 per year. The feedback from our employees is generally that if this proposal is going to move forward they would prefer it to be done in a phased approach over four years. BACKGROUND INFORMATION On July 18, 2014, June 24, 2014, February 11, 2014 and August 13, 2013, the Personnel Committee considered a change in policy regarding the District’s payment of normal member contribution to CalPERS as EPMC for existing employees that are considered “Classic” CalPERS members. The General Manager position began this transition on July 16, 2014 in which the 8% EPMC will be phased out over a four year period. On March 19, 2014, the Board of Directors adopted Resolutions that established a second tier for newly hired employees that are considered “Classic” CalPERS members (both

In 2008, the District Board of Directors adopted resolutions for paying and reporting the value of the CalPERS EPMC. The additional cost to the District at that time for this employee benefit was estimated to be approximately $14,000. The District is a participating employer in CalPERS and does not have its own separate retirement plan. Therefore, the District is required to comply with all requirements of CalPERS as administered by the CalPERS Board of Administration, including adoption of CalPERS approved resolutions to eliminate the EPMC for “Classic” CalPERS members beginning July 1, 2015. If this proposal is approved, staff will prepare the necessary resolutions and budgets for the Fiscal Years Ending 2016-2019 for consideration by the Board of Directors prior to July 1, 2015-2019. FISCAL INFORMATION If approved, the EPMC would be shifted to the employees over a four year period beginning July 1, 2015 at 2% per year for Miscellaneous and 2.25% per year for safety. In order to offset the impact to the employees, an equivalent annual cost of living adjustment plus CPI-W for the years ending in October would be applied over the four year transition period. Once the transition is complete, the savings to the District associated with the phased elimination of CalPERS EPMC and paying and reporting the value of the EPMC is approximately $15,000 per year beginning in 2019. This savings would also help to offset a portion of the projected increases in the CalPERS Employer Contribution over the next five years.

RUNNING SPRINGS WATER DISTRICT 2015 RIGHT OF ENTRY/HOLD HARMLESS AGREEMENT

This Right of Entry/Hold Harmless Agreement (“Agreement”) is made and entered into as of the ____ day of February, 2015, by and between the Running Springs Water District (“District”) and the Running Springs Area Chamber of Commerce (“Chamber”) and is executed in connection with the use of the real property identified as Assessor’s Parcel No. 0295-105-11 (the “Downtown Property”) for the purpose of holding a regularly scheduled Farmer’s Market event held by the Chamber.

In consideration of the use of the Downtown Property, the District and Chamber hereby agree as follows:

1. The Chamber and its invitees are authorized to enter the Downtown Property for the purpose of holding a Farmer’s Market and Artisan Faire between the hours of 6:00 a.m. to 4:00 p.m. every Saturday from May through September 2015. Additionally, the Chamber and its invitees are authorized to enter the Downtown Property for the purpose of holding an Easter Egg Event between the hours of 8:00 a.m. to 1:00 p.m. on April 4, 2015, a Home Expo event between the hours of 6:00 a.m. to 4:00 p.m. on May 2, 2015 and for the purpose of Mountain Top Days between the hours of 6:00 a.m. to 8:00 p.m. on August 7and 8, 2015.

2. The Chamber agrees to obtain insurance and insurance endorsements that are satisfactory to the District, naming the District as an additional insured.

3. The Chamber shall and does hereby agree to hold harmless and indemnify the District, its officials, officers, employees, contractors, agents and volunteers from any and all claims, demands, suits, causes of action, proceedings, damages, injuries, losses, and liabilities of any kind, whether to persons or property, in law or in equity, resulting from or arising out of or related to the use of the Downtown Property pursuant to this Agreement. The Chamber also waives its own rights to claims, demands, suits, causes of action or proceedings that the Chamber would or may have resulting from or arising out of or related to the use of the Downtown Property.

4. The Chamber agrees that the hold harmless described herein shall apply to damages, losses, costs or expenses which are presently unknown and may arise in the future as a result of the use of the Downtown Property pursuant to this Agreement. The Chamber hereby confirms that this hold harmless agreement has been negotiated and agreed upon in light of that, and the Chamber hereby expressly waives any and all rights which the Chamber may have under California Civil Code section 1542, or under any statute or common law or equitable principle of similar effect.

5. The individual who has signed this Agreement below warrants that he/she has the legal power, right, and authority to execute this Agreement on behalf of the Chamber.

REASON FOR RECOMMENDATION The San Bernardino County Elections Office has indicated to several of the special districts that they could see a cost savings of 10-20% by changing from the August 2015 mail ballot election procedure to the November 2015 polling place election. BACKGROUND INFORMATION With many jurisdictions facing budget constraints, the San Bernardino County Elections Office held a forum on February 11, 2015 regarding the upcoming August 25, 2015 Mail Ballot Election and to discuss cost savings alternatives related to conducting elections for special districts. It is anticipated that the Running Springs Water District would 10-20% on its election cost by making this switch. There are 30 special districts some large and some small and the more that are part of the odd year November general polling place election the greater the savings to each. Some other information that was provided included:

Approximately 45% of registered voters are absentee or on permanent mail ballot. The filing period for the August mail ballot election begins April 2, 2015.

RESOLUTION OF THE BOARD OF DIRECTORS OF RUNNING SPRINGS WATER DISTRICT REVOKING ITS ADOPTION OF THE ALL-MAILED BALLOT PROCEDURE FOR CONDUCTING GENERAL DISTRICT ELECTIONS

WHEREAS, Running Springs Water District has adopted the all-mailed ballot

procedure for conducting general District elections pursuant to Elections Code section 4104; and

WHEREAS, pursuant to Elections Code section 4003 this Board of Directors

may, by resolution, revoke the adoption of the all-mailed ballot procedure and return to the

procedure otherwise prescribed by law for conducting general District elections at polling places,

and not by all-mailed ballots, on such authorized dates as are set forth in the Elections Code;

NOW, THEREFORE, BE IT RESOLVED that the Board of Directors of the

Running Springs Water District does hereby revoke its previous adoption of the all-mailed ballot

procedure for conducting regular District elections.

BE IT FURTHER RESOLVED that the Secretary of the Board of Directors

shall transmit certified copies of this resolution to the Clerk of the Board of Supervisors and to

the Office of the Registrar of Voters for the County of San Bernardino.

A BALLOT MEASURE TO INCREASE THE ANNUAL AVAILABILITY CHARGE FOR FIRE SUPPRESSION SERVICES

RECOMMENDED BOARD ACTION Provide staff with direction on increasing the annual availability charge for fire suppression services. REASON FOR RECOMMENDATION If adjusted for inflation the fee would be $158. Staff recommends that the Board of Directors consider increasing the fire availability charge from $65 per year to $158 per year (Phased over 2-3 years) including an annual inflationary increase based on the Consumer Price Index (CPI) as suggested in the District’s 2010 Financial Master Plan. BACKGROUND INFORMATION In October 1962, fire protection became the second service provided for the Running Springs community by the District at a local level. Until that time, fire protection for the area had been provided by an all-volunteer fire department comprised of a group of concerned citizens. As the needs of the community outgrew the ability of the volunteer fire department to provide and maintain this service, there was a recognized need for change. Because of the increased community need, a comprehensive study was conducted to determine the best method of providing fire protection. The study concluded that the District had the authority and the ability to provide fire protection services. Primarily, it was determined this would be the most cost effective alternative, while at the same time, would allow local control by an already established locally elected governmental agency. While the fundamental purpose of the District's Fire Department is the protection of life and property from fire, several operational functions are provided by the Fire Department as well. These functions include a variety of public assistance services, field emergency medical care services, ambulance transportation services, hazard abatement, community education and awareness programs. Of the services provided, the greatest public emphasis and need has been in the area of field emergency medical care and ambulance transportation.

Over the years, medical aid responses have grown to the point where they significantly outnumber fire related responses. In an attempt to provide better service and better meet the needs of the community, in September 1978 the District's Fire Department implemented advanced life support (ALS or paramedics) into its medical care services. With the implementation of advanced life support services, the District's Fire Department became the first fire agency in the San Bernardino Mountains to provide a 24-hour continuous paramedic program. On March 11, 1980, the Board of Directors adopted Ordinance No. 9 (Refer to Attachment 1) determining and proposing for approval by the voters of the District an annual tax, called an availability charge, for fire suppression service in an amount not to exceed $65 per unit of benefit, beginning in fiscal year 1980-81, pursuant to Sections 53970-53980 of the California Government Code as those sections then existed. In July 1980, the Board of Directors adopted Resolution No. 620 (Refer to Attachment 2) calling an election on November 4, 1980 for the purpose of submitting Ordinance No. 9 to the voters. On November 4, 1980, more than two-thirds of the voters of Running Springs Water District who voted on the proposition approved the District’s Ordinance No. 9, establishing the annual fire suppression availability charge beginning in fiscal year 1980-81. In 1984, to enhance its emergency medical care system, the District’s Board of Directors authorized the Fire Department to provide ambulance transportation services. Until this time, ambulance service had been provided by the Lake Arrowhead Fire Protection District. Improved patient care, public need and economics were the primary reasons for the Director’s authorization of this additional service. The ambulance service boundary includes Running Springs, Smiley Park, Arrowbear, Green Valley Lake, Snow Valley and along State Highway 18 to Lake View Point. The ambulance coverage also includes State Highway 330 to City Creek Ranger Station. The Running Springs Fire Department operates from two local fire stations. The existing Running Springs Fire Department Fire Availability Fee is a Special Tax that owners of developed property in the Running Springs Water District service area pay to help fund the operation of the Running Springs Fire Department. The voters approved this $65/year fee which was put into effect on March 11, 1980 by Ordinance No. 9. If adjusted for inflation the fee would be $158/year in 2014. At a Special Board Meeting held on April 2, 2014 the District’s Board of Directors and staff discussed the need for increased revenue to fund the operation of the Running Springs Fire Department and Emergency Medical (Ambulance) Services. The Board has directed staff to proceed with obtaining the necessary information to place a measure on the ballot for the voters to consider in 2015 to increase the Fire Availability Fee to $158 per year with an annual inflationary increase. If approved by the voters, this additional

revenue will help to fund the continued local operation of the Department which is still the most cost effective and efficient alternative. In the fall of 2014, the District conducted a survey of its customers and the results were reviewed by the Board of Directors at the January 2015 workshop.

CAL FIRE - Fire Prevention Fee It is important to note and make the clear distinction to our customers that the California Department of Forestry and Fire Protection (CAL FIRE) Fire Prevention Fee is not in any way affiliated with the Running Springs Water District or Running Springs Fire Department. A bill passed by the Legislature and signed into law by Governor Jerry Brown in July 2011 established this annual Fire Prevention Fee to be collected from the owners of private property located within the State Responsibility Area. The fee is $115 per habitable structure for those that already pay a special tax or assessment to a local fire district. This fee is currently being challenged by the Howard Jarvis Tax Payers Association. If you do not agree with the legality / constitutionality of the CAL FIRE fee and would like to protest it, the following link has information on how to do so: http://firetaxprotest.org/?page_id=13 FISCAL INFORMATION The estimated cost to conduct a stand-alone polling place election for a ballot measure is $31,700. MONUMENT SITE IN RUNNING SPRINGS BACKGROUND INFORMATION On February 19, 2014 the Board of Directors approved an annual allowance of $275 towards the Running Springs Area Chamber of Commerce’s (Chamber) water bill for the Historical Monument property in Running Springs due to its beneficial use to the Running Springs Community. The Board also requested that we annually review the water usage and this arrangement. Any costs above and beyond the $275 annual allowance and/or associated with any water leaks or losses at this site are the responsibility of the Chamber. The water usage for calendar year 2014 at the Historical Monument site was 9,110 cubic feet (68,143 gallons). The total water usage charge for this amount was $352.56 of which $275 was credited so the Chamber paid a total of $77.56. In March 1972, the District Board of Directors agreed that the landscaping of the Historical Monument site was of value and benefit to all persons in the area and that water would be served to it at no cost to the Chamber and that the Chamber use discretion in the amount of water used and that they provide adequate safeguards to prevent unauthorized use of water. Since 1972 there have been no monthly fixed water service charges applied to this account. In December 1997, the District Board of Directors agreed to continue to provide water for the Historical Monument site in an amount not to exceed $250 annually. Unless the Board of Directors provides additional direction to staff we will continue with the current arrangement and revisit it again next year. February 12, 2015 To: Ryan Gross, General Manager From: Michael Scullin Subject: Background and Description of Town Monument Landscape Needs The Running Springs Area Chamber of Commerce is in a unique position since our community is not incorporated and for many years the Chamber has taken responsibility for keeping the Monument Site clean as well as maintaining the flag--functions that arguably a municipality would provide as part of its scope of services. We believe it is beneficial for the community that the Chamber continue to maintain the area and as such, we rely on partnerships with other public agencies such as the Running Springs Water District and the Rim of the World Rec & Park District to work together and emulate some of the functions that an incorporated city would provide. The public restroom on Commercial Way is one such example of how the Chamber partners with the Rec & Park District to provide needed amenities for the community. The continuation of the Running Springs Water District agreement to assist the Chamber by minimizing water fees (an annual credit of $275) will benefit the community by keeping the Running Springs Monument looking nice and enhance the town image to those who drive by, visit and spend money in our community. The savings in this water expense enables the Chamber to use our limited funds to provide annual lighting of the town Christmas tree and other promotional activities to draw attention to our charming mountain community. Fortunately, water usage is minimized at the Monument because of another partnership with Caltrans, who provided a redevelopment grant project at the site incorporating drought tolerant plants and an upgraded water timer irrigation system. Project completion was 2010. The lawn area was replaced by open ground planted with daffodil bulbs that take little water along with the following drought tolerant shrubs and evergreens: Western Redbud shrubs, Incense Cedars, California Black Oak, and King Alfred Daffodils. The only landscape watering is to the Monument Site, nowhere else in the project area. The water is turned off from Nov 1st thru April 30th annually. Please see the attached plot plan and photos for additional information concerning the site location and enhancements. We hope your District will once again approve the financial assistance needed to keep the Monument beautiful and inviting for the community.
