Details

Component 2: Creation of Universities by conversion of colleges in a cluster- The State Government is considering creation of Universities by conversion of colleges in a cluster at Mahendergarh and Gurgaon. It is proposed that the below mentioned colleges at Mahendergarh may be converted in a cluster university:1. G.C. Mahendergarh-1971

2. G.C.W Mahendergarh-1997

3. G.C. Narnaul-1954

4. G.C.W Narnaul- 1988

5. G.C. Edu. Narnaul-1999

Further second such University is proposed at Gurgaon by clustering of below mentioned colleges:1. DG.C. Gurgaon-1980

2. G.C.G. Sec-14 Gurgaon-1963

3. G.C. Sec-9 Gurgaon-2004

4. G.C. Jatauli Haily Mandi-1980

5. G.C. Sidhrawali-1980

Above mentioned colleges are accredited by NAAC and have about 25000 students. These colleges have proximity of distance as well. In principle approval of the Project Approval Board may be sought so that administrative approval for the legislation of Bill may be initiated. Component 3: Infrastructure Grants to Universities: The proposal for funding under the component ‘Infrastructure Grants to University’ has been made for a total of 05 universities- Kurukshetra University, Maharishi Dayanand University, CDL University, BPSM University and GJUST University. The proposal under this component has been modified for consideration of the PAB:Kurukshetra University, Kurukshetra: The Kurukshetra University was established in 1956 as a unitary residential University. Located in the holy city of Kurukshetra, land of the historical battle of 'Mahabharata' and the great message of Bhagwad Gita, its campus is situated on the western bank of Brahm Sarover (the holy tank) and

extends over an area of over 400 acres. Starting with only the Department of Sanskrit, it has grown into a multi-faculty University as one of the premier centres for advanced study and research in the region. Today, Kurukshetra University is offering world class education to students from throughout India and other countries by providing a learning experience designed to develop intellectual abilities, as well as social, moral and ethical values. The University is equipping its students with the skills, insights, attitudes and practical experience that will enable them to become discerning citizens.The University’s programs combine the enduring value of a liberal arts education with the skills and experience offered by professional departments. The University has 445 teaching faculty members. The University also has 457 affiliated colleges and institutes in the Districts of Ambala, Panipat, Kaithal, Yamuna Nagar, Hisar, Jind, Karnal,Kurukshetra and Panchkula.The Campus of the University has often been rated as one of the most beautiful campuses in India. It resembles a large, self-contained village with lecture theatres, seminar rooms, accommodation, cafeterias, canteens, shops and sports facilities, libraries and laboratories. The most remarkable feature of the campus is the seamless interconnection of nature and the built environment. There are a number of lush green gardens, water fountains and side walks which provide an ideal environment on the campus for study and leisure.

MDU, Rohtak: Maharshi Dayanand University, ab initio established as Rohtak University, Rohtak, came into existence by an Act No. 25 of 1975 of the Haryana Legislative Assembly in 1976 with the objective to promote inter-disciplinary higher education and research in the fields of environmental, ecological and life sciences. It was rechristened as Maharshi Dayanand University in 1977 after the name of a great visionary and social reformer, Maharshi Dayanand.  It had a unitary and residential character in its nascent stage, but became an affiliating University in November 1978. The University secured the recognition of University Grants Commission – the higher education regulatory body of India - for central Govt. grants in Feb. 1983. The University is located at Rohtak in the state of Haryana - about 75 Kms from Delhi on Delhi-Hisar National Highway (NH-10), and is about 240 Kms from Chandigarh, the State Capital. It is well connected both by rail as well as road. Rohtak is the education hub of the State with excellent facilities for education in all fields of knowledge.The University campus, spread over an area of over 665.44 acres, is well laid with state-of-the-art buildings and magnificent road network, and presents a spectacle of harmony in architecture and natural beauty. Educational and research programmes are offered through its 36 departments. There are as many as 10 Teaching  Blocks, 10 Hostels with another 10 in the offing, an elegant Vivekananda Library with 6 off-shoots, the majestic Tagore Auditorium equipped with modern gadgetry and amenities, spectacular Students Activities Centre, Campus School, Health Centre, Faculty House, Sports Stadium, Swimming Pool, Multipurpose Gymnasium Hall, Community Centre,

Printing Press, Canteens, Shopping Complex, and an Administrative Block. About 550 residential units are available for the faculty members and non-teaching staff. There is a very robust Campus Wide Network – an amalgam of cable and wi-fi technologies, with 1 Gbps internet connectivity.  A serene ‘Yajanshala’ addresses the spiritual and health needs of the campus community. Branches of State Bank of India and Central Co-operative Bank are the other facilities available on the Campus. Besides, the University runs the University Institute of Law & Management Studies (ULIMS), Gurgaon. Over 490 Institutions/Colleges of general education, Engineering, Technology, Computer Sciences and Management Sciences located in 10 districts of the State are affiliated to this University.

CDLU, Sirsa: Established on 2nd April 2003, Chaudhary Devi Lal University, Sirsa is named after Jan Nayak Chaudhary Devi Lal, the former Deputy Prime Minister of India and the former Chief Minister of Haryana.

There are 16 teaching departments with 40 courses in the University. The University has very well equipped library, laboratories and hostels for boys and girls. Well-known, reputed and experienced academicians and professionals have been associated in preparing the academic curriculum of different courses. The University has two Teaching Blocks comprising of nearly 100 class rooms, tutorial rooms and rooms for teaching and supporting staff (each), VIP guest house, Vice Chancellor’s residence and 87 houses for the teaching and non-teaching staff and four well-furnished hostels for boys and girls. It houses Science Departments such as Physics, Chemistry, biotechnology, Food science & Technology, Computer Science, Energy & Environmental Sciences and Mathematics. The University has developed its own Media Centre equipped with hi-tech gadgets. The University has ATM facility of State Bank of India. Medical facility is made available to the students employees through a regular appointed Medical Officer. The University has adopted innovative methods in the conduct of University examinations. The University has also made a distinction in timely declaration of results. The students of this University have shown commendable results in academics as well as co-curricular activities. With the present pace of progress already acquired the University looks forward having a promising future.

BPSMV, Khanpur Kalan: The University holds the distinction of being the first Women University in North India. The first Academic Session of the University commenced in August 2007 and since then the University has progressed by leaps and bounds. The University, already recognized under Section 2(f) of the UGC Act, 1956  became the quickest University to get recognition under Section 12(B) of the UGC Act, 1956. Established in the rural heartland of Haryana, the University aims at women emancipation and empowerment by educating them. The motto of the University, written below its logo, reflects the same: Empowering Women with Education. The Logo of the University shows women radiating energy and life. The University aims at producing contributing members who shall go on to make a positive effect on the society and this is what the logo indicates. The University, ever since its conception, has set the highest standards of excellence and quality which go hand in hand with the dream and vision that the University sports. To ensure that the University achieves what it has aimed for, the Infrastructure has been a special emphasis in this initial phase. The University has an existing campus sprawling over 185 acres and a proposal to acquire 450 acres of more land promises a world class infrastructure in the University. The proposed direct road connectivity with the National Highway no.1 (Sher Shah Suri Marg) will substantially reduce its distance from Delhi. The University has various Institutions running, a Central Library, hostels for the students and Faculty houses for the Lecturers. New Institutions and Teaching blocks for the existing and proposed new courses with the latest infrastructure, hostels, modern Faculty Houses and Staff Houses are coming up fast. Apart from this, a new Central Library with all the modern facilities, Auditoriums for co-

curricular and extra-curricular activities and indoor and outdoor stadiums for sports activities are proposed in the next phase of construction which will cater to the demands of about 10000 students. In addition to all this, realizing the importance of Computer Literacy in the Modern scenario of today, the University will start Computer Training Programmes for all its students from the coming Academic Session. About five thousand students, already enrolled, with the various colleges of the university are getting education and training in professional courses like BAMS, B. Ed, D. Ed, Diploma in Electronics and Communication, Computer Engineering, Pharmacy, Library and Information Science, MLT, IT and Modern Office Practice. Five year and three year LLB courses are imparted at PSD Girls Law College. To crown all these efforts are the Learning Resource Centres in the University which train all the students, irrespective of their professional field, in English.The Learning Resource Centres, the only ones of their kind in India, concentrate on making the students fluent and confident in English. Faculty of the University and the Faculty to be selected for all the proposed Courses is and will be one of the best available in the respective fields. The Faculty is provided with attractive remuneration, opportunities for professional growth, community interaction and modern infrastructure to help them attain academic excellence in their professional field.

GJUST, Hisar: The Guru Jambheshwar University, Hisar, was established on October 20, 1995 by an Act of the Legislature of the State of Haryana. It was formally inaugurated on November 1, 1995. It is named after Guru Jambheshwar Ji Maharaj, a saint environmentalist of 15th century. Keeping in view the nature of courses offered at the University and the mandate for which it had been established the name of the University has been changed as Guru Jambheshwar University of Science & Technology. The University is situated at Hisar, a rapidly growing town situated at about 170 Km. from Delhi on Delhi-Rohtak- Hisar- Sirsa- Fazilka National Highway (NH-10) and at a distance of about 230 Km. from Chandigarh on NH-65. The University is situated over a sprawling area of about 372 acres. The campus is laid out with picturesque landscape, numerous buildings of various designs and wide road network. It presents a spectacle of harmony in architecture and natural beauty. Approximately, 225 acres of land have been developed providing with all modern  facilities such as road networks, water supply, street lighting, electricity supply and parks/ lawns. The University has a cafeteria with the facility of a big dining hall, kitchen, store and office on the ground floor. One big hall is also on the first floor. The cafeteria provides refreshment breakfast and lunch facilities. Facilities for special program like tea party etc. are also available here. Besides, there is a Shopping Centre which offers several facilities to the residents, such as saloon, laundry, post office, bookshop, bank with ATM facility, grocery shop, sweets shop, computer and photocopying facilities, etc. The University is recognized by the University Grants Commission under Section 2(f) for recognition of degrees on 11.1.1996 and under section 12(B) of the UGC Act to be eligible for central assistance on 7.2.1997. The University has been accredited by National Assessment and Accreditation Council (NAAC), in 2002 as grade 'A' and has been re-accredited as grade 'A' with (CGPA 3.26), in 2009.

  The jurisdiction of the University extends to the courses being run in the areas of science, technology, engineering, pharmacy, physiotherapy and management on the University Campus and all Technical Institutions (except B.Pharmacy institutions) in the districts Fatehabad, Hisar and Sirsa with effect from the academic session 2011-12.  There are Seven hostels (three for boys, three for girls and one for working women) which can accommodate about 1600 students. All the hostels are fully equipped with modern amenities like electric geysers, music systems, telephone facilities, water coolers fitted with water purifier, insect killers and adequate playgrounds and other recreational facilities like colour television, chessboards, carom boards, Each hostel has a common room where newspapers and latest magazines are available to the students. Further, all hostels have Internet and Wi-Fi facilities. The girl hostel complex also has a dedicated ATM facility, Cyber Cafe, Stationary shop. The lawns around the hostels are developed aesthetically to provide refreshing view while entering or leaving hostel. Hostel accommodation is provided strictly on merit. The hostel residents will be governed by the terms and conditions as contained in the University Hostel Regulations. Keeping in view of the increasing strength of students two more Hostels one each for Boys and Girls are also under construction. For the purpose of evaluation of students performance in the examinations, the University has switched over to Credit Based System of examinations for all programmes w.e.f. 2006-07.

Component 8: Research, Innovation and Quality ImprovementProposal for the Research, Innovation and Quality Improvement to be funded under RUSA in various State Universities of Haryana.1. Plans for Providing Facilities that Support Research Hubs/Parks etc.

The State plans to set up a “Research Parks/ Umbrella” which will be utilized translational research by providing cutting edge technology. Umbrella like concept will be developed. All the Institutes/ Universities departments of the state engaged in Research related to agriculture will be brought under one "Agri -Umbrella". Similarly another park "Health -Umbrella" will be established for translational research with the following characteristic features:

• Collaborative Research and Teaching Umbrella• Students exchange for research and Very short term Exchange for

teachers • It will have well-defined and focused research theme, leading to a

collection of interrelated and progressively conducted possible thesis research topics.

• The title of each research theme will be identified and remain unchanged during each phase of the Project.

• Annual proposals would update a collection of a few theses topics to be conducted under Umbrella-Net students during the year.

• The framework of research themes and possible thesis topics under each research theme will be “master planned” by the Coordinating University(s) by taking account of discussions with and suggestions by other Member Departments particularly Sending Universities of students.

Procurement of High Quality E- ResourcesA state level Consortia  "State Library and Information Services Infrastructure"( SLISI) will be established at CBL University, Bhiwani to subscribe university focus specific e-resources other than subscribed by the two Consortia, i.e. subscription to INDEST-AICTE resources for universities and UGCINFONET resources for technical institutions; and ii) access to selected e-resources to Universities/ Colleges. The SLISI will provide access to e-resources to students, researchers and faculty from colleges, universities and other beneficiary institutions through server(s) installed at the SLISI Centre to be established in one of the state university. The authorized users from colleges and universities will be able to access e-resources and download articles required by them directly from the publisher's website once they are duly authenticated as authorized users through servers deployed at the SLISI Centre.ComponentsThe project will have four distinct components, i.e. i) to subscribe and provide access to selected e-resources to technical institutions of the state and monitor its usage; ii) to subscribe and provide access to selected e-resources to selected universities and monitor its usage; iii) to subscribe and provide access to selected e-resources to Govt./ Govt.-aided colleges and monitor its usage; and iv) to act as a Monitoring Agency for colleges and universities and evaluate, promote, impart training and monitor all activities involved in the process of providing effective and efficient access to e-resources.

i) E-JournalsThere is a great demand for subscription of e-journals published by Elsevier. This database is available through Elsevier’s Science Direct portal. Subscription of Science Direct (selected journals) and Science Direct archive (Basic Sc Collection) will cost around.

The reputed publishers are now producing e-books on a large scale. They are, in fact, making their databases accessible online. The SLISI proposes to subscribe the databases of five reputed publishers, namely, Francis and Taylor, Elsevier, Oxford University Press, Springer-Verlag and Cambridge University Press.

Construction of Reading Hall and Strengthening of Reading HallConstruction of Reading Hall and Strengthening of Reading Environment (Air-conditioning of Reading Halls) in Chaudhary Devi Lal University, Sirsa, Bhagat Phool Singh Mahila Vishwavidyalaya, Khanpur Kalan (Sonepat), Indira Gandhi University Meerpur (Rewari), Chaudhary Ranbir Singh University, Jind and Chaudhary Bansi Lal University, Bhiwani. Cosy reading environment is a pre-requisite for serious study. But cozy reading environment stands opposite to hostile weather during majority part of the year around this part of the country. Ideally such an environment should be provided in the class rooms, hostels and library. But it can and should be provided at least at one place in the University premises.

Lacsiv. Installation of Solar System for Lights and Fans – Environmental degradation is a matter of great concern today. It is engaging the attention of political dispensations and other who matter at international level. The conventional energy, produced in Nuclear or Thermal or Hydraulic Power Plants, is one of the major factors for environmental degradation. Use of non-conventional renewable energy is the only alternative for the protection of environment. Library is one place where solar energy system can be put in place, at least for lighting and running of fans round the clock throughout the year. The solar energy system will be established to meet the library requirement of the five main universities of the state.

Initiative to Attract Top- rated International Faculty: The state has planned to hold series of lectures by inviting eminent persons of different areas under “Chancellor's Lecture Series”. Under this program, persons from abroad and India will be invited and series of lectures under various faculties will be conducted. University will provide free hospitality and all other financial incentives for these. Efforts will be made to ask such faculty to serve this University as guest faculty.

Rs. 100 Lacs7. Initiatives to attract High Quality Researchers and Students Universities are awarding University Research Scholarships in various

Departments for Ph.D program, but the amount of fellowship is very small as compared to other funding agencies like UGC, CSIR etc. It is proposed to award University Research Fellowship ( RUSA Fellowship) to about 200 students each year and the amount of Fellowship and contingent grants would be even better than JRF/SRF of UGC/CSIR. Also, it is proposed to introduce Post Doctoral Fellowship and Research Associate ship (30 No’s)

each year at par with other funding agencies. This proposal will certainly help to attract researchers of high quality.

Initiative to scale up Industry-Academia Partnership:The Corporate Resource Centre would be established to help promoting the Industry-Academia interface and analyze the expertise available for consultancy so that they can be utilized accordingly. Industry Liaison Cell would be set up in the Universities to provide interface between industry and academia.

Inter- Disciplinary and Trans Disciplinary Research Centres:Centre for Control of Vector Borne diseases Vector born disease is the most common problem today, nearly half of world’s population is infected with at least one type of vector-borne pathogen like malaria, dengue fever, yellow fever and plague. Although many mosquito-borne human illnesses are controlled in many parts of world due to habitat modification and pesticides but malaria and dengue fever have re-emerged in Asia and America. Due to high impacts of vector-borne diseases on our health, animal health and our crops; there should be rapid, sensitive, specific and cost effective method for surveillance in vector and clinical diagnosis in the patients. The strategies should be designed to achieve maximum control benefits in the most cost effective manner, while minimizing negative impacts on ecosystems and adverse side effects on public health from the excessive use of chemicals in vector control.

Hence there is a collective approach of biotechnologist, clinician, zoologist, microbiologist, statistician, agriculture biotechnologist, chemist, physicist, and botanist any many others to understanding controlling these complex diseases. The research shall be extended to community health policy planning through epidemedogical support.

Rs. 300 LacsCentre for Earth Observation Remote sensing is a highly effective and versatile tool for surveillance and management of land and water resources at national and international level. 20

Haryana is an agriculture dominant state so this becomes imperative to monitor the health of water resources more scientifically. It has been observed that the ground water table is declining in fresh ground water areas in the state such as Yamuna Nagar, Karnal, Kurukshetra, Ambala, Panchkula districts in north and Mahendergarh, Gurgaon and Rewari districts in south whereas it is having upcoming trend in areas having poor ground water quality such as Rohtak, Hisar, Bhiwani, Jind and Sirsa districts in central Haryana. This requires immediate attention for monitoring the health and extent of the reservoirs. The Geoinformatics technology can help very effectively in this cause by integrating remote sensing, geophysical and field data. A systematic study of the earth resources from the perspective of long term societal benefits needs to be done. This call for an establishment of a centre in an academic institution which can better integrate the academia, industry and society and result into the ground implementation of such results derived from the studies. It will require following Instruments and collateral satellite data.

Rs. 300 Lacs11. Support for setting up of Science Park and Cutting Edge Technology and Instrumentation FacilitiesThere are twelve state universities. Each university has specific focus like M.D. University, Rohtak has strong base of Life Sciences, Kurukshetra University with Physical Sciences, Guru Jambheshwar University with Nano Sciences and Ch. Bansi Lal University with Sports Sciences. The state would like to develop Central Instrumentation Facility in each university for particular areas specific to that university as mentioned below . ● MDU Life Science• KU Physics• CDLU Chemistry• CBLU Sports Sciences & Public Health• GJU Nano Sciences • BPSMU Nutrition Biology

There are number of researchers of high scientific creativity and skill in the Universities but significant research facilities are not available where academicians, researchers, technologists can get together and share their views. The state government wishes to develop a High Tech Convention Centre in each university. Universities needs state-of-the-art sophisticated 21

equipments, various workshops and support facilities in order to cater to the needs of different departments with sophisticated instruments with maximum utilization. The Universities needs to upgrade and expand the Central Instrumentation facility. The primary objective of Central Instrumentation facility will be to provide best research and analytical services facilities, keeping in view the technological needs of its entire undergraduate, postgraduate and research students. Whenever required, outside users from Industries, Research & Development Organizations and other educational institutions will be sharing these facilities. Central Instrumentation facility will provide technological infrastructure and instruments with SOPs for advance research for various inter-disciplinary research groups under one roof. Further, such facilities will encourage young people to design and execute novel ideas and improve quality of research in the University and the Research Institutes in entire region. The tentative list of instruments is appended herewith (Appendix 1).

For construction of 25 rooms hostels for girls at Rohtak and Gurgaon. There are five Government Colleges at Gurgaon and eight Government Colleges at Rohtak. These hostels will be constructed at Government Colleges for girls in both the districts for the common use of girls studying in Government Colleges of both the districts. There remains a huge demand of hostels in these districts.
