57 Forestry Training Institute Sabah Forestry Institute Y ear 2014 was an important year for the Forestry Department Sabah where the department celebrated its 100 years of its establishment since 1914. At the same time, forestry training was also part of the 100 year celebration. However, Forestry training only started in the early 1930s at the Maktab Hutan Kepong (currently known as Kepong School of Forestry) and later at the Forestry School at Mile 7, Labuk Road, Sandakan and eventually at the Sekolah Latihan Kehutanan Sepilok and now at its permanent complex at the Sabah Forestry Institute, Telupid. The Forestry Training Institute continued to play a role as a centre of technical training for the staff of the Forestry Department in order to enhance the productivity of the department towards sustainable forest management in Sabah. Courses offered at the Sabah Forestry Institute Courses offered at the Sabah Forestry Institute consist of two regular courses, which are Kursus Sijil Perhutanan Renjer Hutan (KSPRH) and Kursus Sijil Perhutanan Pengawas Hutan (KSPPH), and short courses on Reduced Impact Logging, Sabah Logs Grading Rules, Tree Identification, Safe Handling of Chainsaws and many others. In-House Training Program The in-house training program initiated in 2008 was aimed at training all qualified staff of the department and staff of FMU holders on the technical aspects of sustainable forest management in Sabah. By the end of 2014, one hundred and sixty two staff of the Forestry Department and seven staff from the FMU holders benefited from this program. Academic Performance Oral and written tests, practical work, report writing, examinations, co-curricular activities, such as participation in sports, student projects, discipline and group cooperation, were taken into account during the one-year course in order to assess the overall performance of the students. At the end of the year, the academic performance of all the students was satisfactory. All the participants successfully passed the requirements set by the Sabah Forestry Institute. The students overall performance based on their Cumulative Grade Point Average (C.G.P.A.) achievement is presented in Table 7.1. During the orientation week, various activities including “gotong royong”, sports, motivational talks, briefing on curriculum, discipline, career and employment, human resource development, role of Forestry Department Sabah, rules and regulations and other requirements while undergoing training at the Sabah Forestry Institute, was successfully conducted. Forest Camp During the one-year course, students were also required to undergo field training/field tours to various places of interest relevant to the courses offered to the students through Forest Camp I and II. Forest Camp I is field training based on the subject lectured during the first semester while Forest Camp II is purely a training on forest harvesting using Reduced Impact Logging (RIL) methods. Forest Camp I was carried out at the Sugut Forest Reserve in the Beluran Forestry District for four (4) weeks to expose the students on various training on subjects such as Forest Mensuration, Forest Botany, Forest Survey, Wood Processing, as well as Forest Silviculture. Subsequently, Forest camp II was carried out at the Segaliud-Lokan Forest Reserve under KTS Plantation Sdn. Bhd.’s licensed area for seven (7) weeks beginning September 2014. During the

Forest Camp II, students were trained on all aspects of forest harvesting using Reduced Impact Logging (RIL) methods on pre-harvest, harvest, post-harvest and preparation of the Comprehensive Harvesting Plan (CHP). RIL training on the preparation of a CHP was carried out at a compartment under the KTS Plantation Sdn. Bhd. licensed area. During the training, students were required to prepare a CHP under the guidance and supervision of RIL officers from the Forest Resource Management Division, Mr. Janiu Gangon from the Sandakan Forestry Office, Mr. Del Amelda Yukong from the Tongod Forestry Office, Mr. Sylvester Tiongin, FRM Division, Mr. Desmond Foo, Kalabakan Forestry Office, Mr. Nasius from the Sipitang Forestry Office, and training officers from Sabah Forestry Institute. Work involved in the preparation of a CHP includes planning of skid trails, feeder roads, landings, marking of harvest trees and a CHP map.

Other aspects of RIL requirements such as directional felling, opening of skid trails and feeder roads, construction of cross-drains and water bumps and log skidding was also demonstrated to the students by Mr. Primus Kasun and his team. On the final week of the exercise, the knowledge of all the students was evaluated through a written and practical examination as well as presentation of the CHP report. Students who passed the written and practical examination and fulfilled other requirements of the training were awarded RIL certificates at the end of the course.

Study TourIn June 2014, students of the Institute made a trip to the Keningau Forestry Region viz Keningau, Tenom and Tambunan Forestry Districts for five days. In Keningau Forestry District, the students were briefed on the forestry activities of the district and thereafter a brief visit to a nearby furniture factory. The following day, while in Tenom Forestry District, our students had the opportunity to visit the Murut Cultural House, the Tenom Coffee Factory and Taman Pertanian at Lagud Sebrang. At the Murut Cultural House, the guardian of the cultural house briefed the students on the indigenous Murut handicrafts exhibited at the cultural house including the popular Murut blowpipe. While at the Tenom coffee factory, students were also briefed on the history of the Tenom coffee factory and its evolution into a popular beverage of the district. Student also had the opportunity to enjoy the taste of the old traditional Tenom coffee, courtesy of the owner of the Tenom Coffee Factory. The students’ last trip of the day was at Taman Pertanian Lagud Sebrang. At the Taman Pertanian Lagud Sebrang, students were briefed on the management of the park including a tour on the interesting fruit and orchid gardens available at the park. In the Tambunan Forestry District, the students made an interesting trip to the Trus Madi Forest Reserve (FMU 10) base camp. At the base camp, student were briefed on management and activities carried out at the forest reserve in its effort to convert the forest reserve into another well-managed and certified forest of the state. The following day, our students also made a short visit to the Rafflesia Information Centre located at the Rafflesia Forest Reserve, Tambunan. At the centre, Assistant District Forestry Officer, Julius Peter Indu, briefed the students on the functions and activities of the centre.

Visit to Murut Cultural House in Tenom

In December 2014, students of the institute also made a half-day trip to the Sabah Tea Plantation at Poring Ranau and thereafter a brief visit to the Ranau Forestry District office. At the Tea Plantation, the management briefed the students on the management of the tea plantation including a field trip of the plantation. In the afternoon, students were briefed by the District Forestry Officer on the forest activities at the Ranau District.

SportsStudents of the Sabah Forestry Institute were also actively involved in sports. Sabah Forestry Institute students took part in various sports such as football, badminton, futsal, “sepak takraw” and volleyball games organized by the students themselves and the management of the Institute from time to time during the one year program.

“Gotong-royong” During the year, “gotong-royong” activities among the students and lecturers of the Institute, such as cleaning the hostel compound, Lembayung dining hall and the IPS surau were implemented. “Gotong-royong” was purposely organized in order to instill discipline, maintain cleanliness, as well as to maintain close rapport among students and lecturers of the Training Institute.

Director’s VisitOn 8th August 2014, the Director, Datuk Sam Mannan, made a brief visit to our Training Institute together with some senior officers from the headquarters. During the brief visit, the Director also visited the newly completed staff quarters built under the Rancangan Malaysia ke-10 project. After the visit, the Director was entertained with light refreshments at the student hall,

Short CoursesTraining programs through short courses on Reduced Impact Logging (RIL) and Ecotourism Management were also implemented in 2014 (Table 7.2). The Forest Resource Management Division and Forestry Department RIL Trainers assisted the Sabah Forestry Institute in the implementation of the short courses on RIL and the Sabah Parks, Sabah Tourism Board and officers from the FMU 10 assisted the Sabah Forestry Institute on the implementation of the short course on Ecotourism Management. Ninety five (95) participants from various organizations including the Forestry Department, Forest Management Units holders and other forestry related organizations, were given short courses training organized by the institute in 2014.
