Harvest Ridge Cooperative Charter School Mission and Vision Mission Harvest Ridge Cooperative Charter School is committed to collaborating with parents, teachers, and students to provide a high quality student-centered educational experience, which enhances the joy of learning and inspires a commitment to lifelong learning. Vision Harvest Ridge Cooperative Charter School is committed to nurturing the whole student by cultivating high academic achievement and strong social development. Students are encouraged to discover and pursue their interests and talents within a compassionate and supportive environment. Our students become self-motivated and confident as they develop 21st Century skills. Harvest Ridge staff members are enthusiastic, creative, and committed to providing an engaging and relevant education that prepares students to adapt and thrive in a rapidly changing world. Our staff sets high standards, fosters individuality, encourages group collaboration, and differentiates for individual student needs. Parents are an integral part of our school community. An Assessment of the Current Status of the School and Climate SAFE SCHOOL CLIMATE On October 6, 1997, Senate Bill 187, chapter 736, was signed into law. This bill, referred to as the Comprehensive School Safety Plan, provides that each district and county office of education is responsible for the overall writing and development of comprehensive school safety plans for its schools operating kindergarten and any of grades 1 to 12. The focus of the Safety Plan is to assess and implement procedures that promote students’ safety while attending Harvest Ridge Cooperative Charter School and Harvest Ridge Placer Academy. The following holds true for our school: Population Harvest Ridge Cooperative Charter School serves a total of approximately 320 K-8 grade students, through both a hybrid and a home study program. The staff is committed to providing a safe, focused learning environment where all students can experience success. Facility The Harvest Ridge Cooperative Charter School campus in Newcastle is an older yet well-maintained facility, providing students a safe and inviting place to learn. Many parent volunteers, high school volunteers, and Boy Scouts have contributed to improving the safety and appearance of HRCCS. The Harvest Ridge Placer Academy campus in Rocklin is a well-maintained larger campus, located within a business park. Students, staff and the community help to keep the grounds clean and respect school property. Many parent volunteers have contributed to improving the safety and appearance of HRPA. In addition to classes held Monday through Thursday, both campuses are used on Fridays for Enrichment classes for hybrid and home study students alike. Discipline, Incentives, and Prevention Disciplinary practices and consequences are consistent and fair. School rules are conveyed at the Newcastle campus in a Student/Parent Handbook that is given to each family and posted to the school’s website. The Rocklin campus is currently developing their handbook. Behavioral referrals document school rule infractions and consequences. Disciplinary actions are recorded in the school office, and communicated to parents as well. Positive behavior is reinforced in classrooms and on the playground, with

teacher incentives provided throughout the year. At the Newcastle campus, students are positively recognized through a Character Traits charms program, and older and younger students are regularly paired for Buddies. At 8th grade graduation, students are presented with a variety of cumulative awards for academics and citizenship. Students on the Rocklin campus are positively recognized through the “5 B’s school wide program. Various programs throughout the year convey messages of anti-bullying, safety, healthy lifestyle, and good choices. The school sites work with such community agencies such as the Placer County Sheriff Office, Red Cross, Sutter Health, Newcastle Fire Department, and Rocklin Police and Fire Departments. Safety Drills and Procedure The school conducts at least 7 drills per year to address the topics of safety during fire, earthquake, bus emergency, evacuation, and lock-down. Emergency evacuation drill procedures are shared at staff meetings. Teachers communicate these procedures with students. The school will communicate emergency procedures annually to parents through the Parent-Student handbook, newsletters, and website. Immediate emergency information is communicated to families using email distribution lists, School Messenger, telephone, and/or the website, provided that power is available. The office works with its families to keep parent emergency contact information current. Ingress/Egress At the Newcastle campus, the parking lot has been restriped to facilitate after school pick up for students. Two lanes of traffic in the parking lot accommodate parents picking up students, and keep the cross road free of blocking traffic. On the Rocklin campus, administration met with both the Rocklin Police Department and Rocklin Fire Department to create a safe drop off and pick up for students. Due to the fact that the site exists in close proximity to other businesses that need to have full access to their clients, the school is continuing to work on minimizing traffic congestion that comes with the start-up (morning) and closing (afternoon) of the school. At the same time, safety of students and families are the number one priority. Attendance Positive attendance is encouraged and communicated to parents and students. We believe there is a strong correlation between student success and school attendance. Teachers work with families to provide Independent Study for students who need to be absent from the classroom, as well as providing follow up for families that need additional support. Harvest Ridge Newcastle: There were no incidents of reported crime this past year. (March 2013-March 2014) The following holds true in regards to crime at Harvest Ridge School:

• Incidents of crime are dealt with efficiently. The Placer County Sheriff Department is contacted whenever necessary.

Harvest Ridge Rocklin: There have been no incidences of reported crime. The following holds true in regards to crime at HRPA:

• Incidents of crime are dealt with efficiently. The Rocklin Police Department is contacted whenever necessary.

Referrals, Suspensions, Expulsions School conduct referrals are written for students who choose not to follow school rules and documented in the school office. Parents, teachers, students and administration meet to discuss students’ behavior if referrals are serious or numerous. In-house suspensions are an intermediate step before at home suspension and Independent Study are assigned. Suspensions and Independent Study are given for violating behavior as identified in the Education Code and discipline plan. For clarification the “year” will be defined as the time frame of March 2013 - March 2014. No suspensions occurred during this time period. Expulsions are clearly identified in the Ed. Code and are required to follow due process procedures. There were no expulsions this past school year.

Identified Areas of Desired Change Component 1: Social Environment: People and Programs Goal: To ensure students physical and emotional safety by maintaining a positive school culture. Areas addressed within this goal are:

• Nurturing socio-emotional growth • Prevention through education and awareness • Efficient communication • Maintaining a network of support • Providing consistent and fair discipline

Areas of Success and Desired Change: Harvest Ridge takes pride in offering students and parents a safe and positive environment for learning and playing. Our teachers and staff are supportive and recognize the need to have a positive and effective way to deal with discipline as it relates to drug education, harassment, and bullying. We are committed to developing a safe school environment for all students. We wish to increase awareness of all staff and community members to encourage positive choices and discourage harassment and bullying. The teachers and administration have made increased communication a priority this past year. Harvest Ridge has implemented the use of electronic weekly school updates, email distribution lists by class and for the entire school, improved teacher web sites, and weekly teacher updates. We have worked to provide a more informative and user-friendly school website to help keep HRCCS families updated and informed. We are continuing to add to the school’s website as an effective communication tool for families. The school sites work with the Placer County Sheriff Office and designated School Resource Officer, and the Rocklin Police Department to handle the emergent and preventative needs of the school. Harvest Ridge Newcastle Successes in 2013/14:

• Character education and anti-bullying assemblies for all students • Internet Safety presentations for students and parents • Weekly updates posted on website and emailed to parents announcing

upcoming holidays, minimum days and learning conferences • School calendar maintained on website • Use of the Character Traits Charms program • Character Education curriculum purchased • Use of The Health Teacher online curriculum through Sutter Health • Master parent cleared fingerprint list provided to teachers to ensure all

volunteers are cleared • Requiring parent sign-in and volunteer badges before proceeding to

Ongoing Objectives:

• Annual review and revision to Student/Parent Handbook • Annual review and revision of Discipline Policy • Educate students, staff, and parents on topics of bullying and harassment

(definitions, trends, and consequences) • Continue to define and implement our Character Traits program at all

grade levels • Continue to implement Character Education curriculum • Continue to develop student mentoring and buddies between grade

levels • Maintain timely and accurate discipline data in Aeries • Internet safety education for parents and student • Offer a parent fingerprint night annually in fall and offer timely and

specific feedback on status Harvest Ridge Placer Academy HRPA is a new site in a new location. Safety is identified as the number one priority for the school. The most challenging aspect of the new location is the drop off and pick up of students. Administration has been working with local businesses to ensure that their businesses are not impacted, yet students remain safe during the transitions. Harvest Ridge Placer Academy Successes in 2013/14:

• Live Scan available to parents at our Orientation Night and Back to School Night

• Master parent cleared fingerprint list provided to teachers to ensure all volunteers are cleared

• All staff trained and certified in CPR and First Aid • Requiring parent sign-in and volunteer badges before proceeding to

classrooms • All furniture is now in place across the campus except the library • Chose an anti-bullying program and began implementation • Assigned staff to define the “B” program and distribute info to all staff and

parents • Planned student recognition methods (assemblies, principal class visit) • Maintain timely and accurate discipline data in Aeries • Develop appropriate school forms for disciplinary purposes • Administration meeting with Rocklin PD and fire departments

Component 2: Physical Environment (Facility) Goal: Maintain classrooms, grounds, and school facilities as safe, clean, inviting, and comfortable places to meet and learn. Areas of Success and Desired Change: Harvest Ridge School has safe environments for learning and playing. It is common to see many students play after school without fear or worry. It is our desire to create safe, clean, and inviting campuses for all. We do recognize that cleanliness as an integral part of the emotional and physical health of our students and staff. It is also a desire to increase student pride and ownership in the campus. We are committed to improving the physical surroundings and safety of both campuses for all who use them. Our teachers and staff are supportive and recognize the need to have an effective communication plan in the event of an emergency. They are committed to providing a safe environment that includes developing a safe and easily understood emergency procedure plan. We wish to increase the awareness of all staff and community members to know exactly what to do in an emergency situation. We have diligently met with emergency personnel to improve our procedures and have conducted regular emergency evacuation drills. The school recognizes the need to develop an updated secondary evacuation site and emergency procedures for parents regarding early release and lock down. Harvest Ridge Newcastle Work Completed:

• Updated Emergency Preparedness Plan/Articulated with Staff, NFD, and PCSO

• Installed artificial turf on portion of playground • Built storage shed for PTO, garden, and maintenance items • Created lunch area that moved picnic tables off of playground to

provide a safe place for students to eat • Installed new play structure for all students • Installed donated basketball standards on lower playground • Moved existing gate to back playground in order to secure the back of

the campus • Completed installation of weed block and bark in school garden • Extended existing retaining wall across the back of the playground and

installed bark in planter area • Repaired outside lighting in front of school • Revised evacuation site for students to coordinate with Fire Department

meet current Ed Code standards • Connect fire alarm with Fire Department • Update alarm system • Replace interior dutch doors to kitchen with regular locking doors • Fix hot water heater to provide hot water to kitchen, bathrooms, and

custodial sink • Replace kitchen disposal • Replace tables in grades 1-6 with student desks • Install privacy glass on all windows and doors into classrooms and school

GENERAL EMERGENCY GUIDELINES Harvest Ridge Cooperative Charter School has established guidelines to ensure the care, welfare, safety and security of all staff and students during an emergency. Staff will be assigned specific duties to ensure that all students and visitors follow these guidelines, and are expected to follow the direction of those who have been placed in charge of specific functions relating to the emergency. All staff are expected to follow the directions of uniformed responders (law enforcement, fire, etc.) at all times. PLAN REVIEW CYCLE The Harvest Ridge Governance Council and Director are responsible for ensuring this Crisis Response Plan is kept current. The following review cycle will be implemented:

• By March 1 of each year review and update all aspects of the Emergency Preparedness Plan. This review will include legislative updates, updates of relevant operational procedures, a review of practical applications, and updates of informational materials to all staff.

• By September 1 of each year update telephone lists, faxes, emails, personnel rosters, resource lists and physical plant changes affecting the implementation of the Emergency Preparedness Plan.

place EMERGENCY DATA BACK-UP PLAN Data that is critical to Harvest Ridge Cooperative Charter School and its classrooms may be lost in the event of a disaster. The Director and Administrative Assistant are responsible for ensuring student, employee, financial, and other relevant Harvest Ridge School data will be backed-up for retrieval purposes in the event of an emergency. TRAINING AND EXERCISE Training and exercises are vital to determine the effectiveness of this Crisis Response Plan, ensure that the operational concepts outlined are sound and that personnel are adequately trained to carry out necessary functions during a disaster. In addition, such testing will provide a basis for the updating and revision of this plan and for the identification of inadequate resources.

• Drills should be clearly stated in plain English before the signal. Example: this is an earthquake drill, or this is a Lockdown drill.

• Practice drills with law enforcement and fire personnel present. • Report all concerns and issues to the office immediately following each

drill. • Practice both the primary and the secondary evacuation procedure. • Practice using communication devices (walkie-talkies) between

evacuation location and main buildings. • Practice training drills with other designees in charge to simulate absence

of the director. • Written records of these activities must be made and retained for a

minimum of three years. The Superintendent shall be trained in disaster relief procedures so as to be prepared to execute the appropriate Emergency Plan, including the disbursement of any disaster relief monies, should an emergency occur which requires that the school be used as an Emergency Shelter. MEDIA RELEASE POLICY The public has the right and need to know important information related to emergencies at the school site as soon as it is available for release. The Director or designee acts as the official spokesperson for Harvest Ridge Cooperative Charter School in any emergency situation. If the situation includes community responders they will work jointly with the designated staff as the official spokesperson for the incident. News media can play a key role in assisting the

The school will consult with legal counsel if appropriate before releasing any information. CRISIS RESPONSE CABINET The school’s crisis response cabinet is located in the school office work room, under the counter/sink area, and is clearly marked. CLASSROOM LOCKDOWN KITS Lockdown kits are located in each classroom, and contain items to be used for a 24-48 hour period. EVACUATION PLAN Harvest Ridge School has established a primary and secondary evacuation area for the site, with a preplanned system of site evacuation and transportation.

• Students will not be released to individuals other than parents without prior permission.

• Written release records will be kept to ensure every student release is documented, and the site administrator or designee will be responsible for accounting for all students after the event.

CRITICAL INCIDENT RESPONSE PLAN The following plan will be used in a critical incident to swiftly handle an emergency event until emergency responders arrive.

Harvest Ridge Charter School Fire Procedures

In the event of a fire, the alarm will sound and the following will occur:

1) Teachers are to take with them their Emergency Binders located next to the front door of the classroom. (Binders contain class rosters, red and green cards, emergency plan, and school map.) The Emergency Binder in the office will contain rosters of each class including PE schedules.

2) Teachers are to leave their doors and windows closed and locked and walk with their class in an orderly manner to their designated spot in the field outside of the school garden (north east side of the school).

3) When teachers are in position in the field, students who are not with their classroom teacher will return to their own classroom teacher’s line.

4) Teachers are to take roll at the designated spot and make sure that all children that are present that day are with their teacher.

5) When all classes are in position, teachers will hold up either a green card (everyone present and no extra students) or a red card (indicating extra or missing students).

6) If students are missing or if there are extra students, the Director will contact office staff to see if the missing students are with them. If students are not located, the Director will search for the students, and the Director designee will be in charge of the fire drill scene.

7) Staff/Teachers will report any injured students or personnel to office staff or emergency responders.

8) Teachers will return to their classes when the “all clear” signal is given or they will be given instructions as to the next step.

NOTE: In the event that a fire drill sounds during lunch or recess, the students will

be escorted to their designated spot by the Yard Duty supervisors and the teachers will be notified to go immediately to the designated evacuation spot

to rendezvous with their class.

Harvest Ridge School Evacuation Procedures An evacuation plan is initiated if it is necessary for students to leave the school premises and go to a safer location.

1) Teachers and staff are to follow the fire drill procedures.

OR

2) In the case of a lockdown, teachers will receive an all call explaining the reason for evacuation and that an administrator or member of law enforcement will unlock their classroom doors and give instructions regarding the evacuation of campus.

3) Once the classes are in place or notified of the evacuation, support staff and instructional aides will be assigned to assist teachers in escorting them to the designated evacuation area.

4) The decision regarding which evacuation site to be used will be made by law enforcement and administration.

5) Staff and students will wait at the gathering point until given further instructions such as regrouping at a secondary point or traveling on an identified safe path.

Note: In the event of a chemical spill or gas leak on or off campus that will affect school or office site, move students and/or staff upwind or crosswind of the fumes or as directed by emergency coordinator. Outdoor Evacuation Areas:

• To evacuate from a school location, students would remain in the open field on campus located between the warehouse and school garden (northeast side of the school). Students will be walked to the Methodist Church across Old State Hwy at 410 Buena Vista Avenue.

• Secret Ravine School, accessed through the nature trail in back of the school (northwest side of the school), or by Old State Highway to Taylor Road. The parent pick up point would be the Secret Ravine School parking lot, 645 Kentucky Greens Way.

Indoor Evacuation Area:

• Newcastle Elementary School, accessed at the southwest corner of the school, across the nature trail that links the two schools, or by way of Peach Lane and Valley View Drive. The parent pick up point would be the Newcastle School parking lot, 8951 Valley View Drive.

Harvest Ridge School Earthquake Procedures In the event of an earthquake, teachers are to tell their students “Earthquake, Drop, Get under your desks, and Cover.”

1) Students will then drop to the ground under their desks and cover their heads and necks.

2) The Teachers will stay under their desks or stand in the door frame, whichever is safer.

3) Students are to remain under their desks until the teacher gives students an all clear signal.

4) Staff should survey and report damage to the site administrator. 5) Students will either remain in the classroom or be escorted to their fire drill

area by their teachers, depending on which area is determined to be the safest. The announcement will come from the office or with a runner in the event the intercom system is disabled.

6) Teachers will follow the procedure for a fire drill or evacuation drill. 7) Available staff, at the direction of site administrator, shall turn off gas main

valves ASAP.

Harvest Ridge School Shelter in Place Procedures A Shelter in Place alert is announced if there is a possible dangerous situation outside of the school, but close enough that measures are taken to assure the safety of the children.

1) An announcement will come over the intercom, stating, “This is a Shelter in Place Alert.”

2) Students return to their classroom. 3) Lock down all guests in the classroom with the students. 4) Teachers are to lock all exterior and interior classroom doors, close any

curtains or blinds, cover windows in doors 5) Classroom routines will continue as usual. 6) Administration will contact parents and give official statements to

teachers to convey to students 7) Students are not to leave the classroom for any reason and teachers are

not to open the door until the external disruption has been resolved and the office has given an all-clear signal.

8) If problem continues beyond regular dismissal time, staff and/or students will be instructed to remain inside until further notice and School Messenger will be used to notify parents of instructions and procedures for picking up their children.

Harvest Ridge School Lockdown Procedures A Lockdown Order is given if there is an outside danger or intruder on campus or known to be coming on campus, which poses an immediate threat to the safety and well being of the staff and students.

1) An announcement will come over the intercom, stating, “This is a lockdown.”

2) Lock or secure all room doors with students and guests inside 3) Students, staff, and guests not in a room will report to the closest

classroom with adult supervision. 4) Turn off lights/cover windows. 5) Barricade door with furniture 6) Duck and cover. Keep all people away from windows. 7) Remain as quiet as possible 8) Mute all cell phones 9) Turn off any unnecessary equipment except teacher computer 10) Use the red or green card method posted in the window of the door or

classroom to signal conditions in the class. a. Red Card=Missing Students/Have Additional Students. Teachers will

write the number and a “+” or “-“ sign to show how many extra students you have or to show how many you are missing. (e.g. +3 for three extra or -2 for missing two). Teacher can also mark if there is a problem in class (e.g. Teacher of student injured).

b. Green Card=All is well and all students are in the class. 11) Teachers will not open the doors under any circumstances for anyone

(including someone at the classroom door announcing they are law enforcement). Classroom doors will be opened by an administrator or a member of law enforcement, who is in possession of a key. The administrator or member of law enforcement will announce that the lockdown is over.

12) Use email and/or text message as primary communication 13) Administration will contact parents and give official statements to

Harvest Ridge School Bomb Threat Procedures DO NOT USE ANY ELECTRICAL DEVICES SUCH AS RADIOS, CELL PHONES, OR WALKIE-TALKIES IN AN AREA WHERE A BOMB MIGHT BE LOCATED. If a suspicious object is identified, no one should be permitted to touch, handle, or move the suspicious object.

1) Staff member will immediately notify the office of any threats. Staff will immediately instruct students to power down all personal and school electronic devices.

2) The site administrator will determine whether to evacuate all students and/or staff from classrooms and buildings, using appropriate signals and procedures, and account for all students and staff.

3) Administrative Assistant will call 911 and report bomb threat and request assistance.

4) If students and/or staff need to be moved further away from buildings than the regular assigned area, make sure it is done in a speedy and orderly manner.

5) Never touch or move any suspicious objects. Report their location to responding law enforcement personnel.

6) Administrator sounds “all clear” and returns students and/or staff to class or assigned work areas when clearance has been given by the proper public agency.

In the event of a tornado or severe storm, the following procedures are to be followed:

1) An announcement will come over the intercom, stating, “This is a Shelter in Place Alert due to weather conditions.”

Bomb  Threat  General  Information:                                  

In  almost  all  cases  bomb  threats  are  false,  and  a  building  evacuation  is  not  necessary.    The  amount  of  explosives  necessary  to  harm  this  building  and  its  occupants  would  need  to  be  quite  large.  However,  the  safety  of  the  students  is  always  our  primary  consideration.    When  a  bomb  threat  is  received  notify  the  school  office  and  the  principal  or  designee  will  conduct  an  immediate  analysis  and  render  a  decision  how  to  handle  the  threat.  

  There  are  three  basic  tactics  to  utilize  during  a  bomb  threat.    First,  ignore  the  threat  completely  -­‐-­‐  in  the  case  of  say  a  child's  voice  laughing  with  other  children  in  the  background.    Second,  conduct  a  search  of  the  area  by  staff  members  who  are  familiar  with  that  area.    Third,  conduct  a  partial  or  full  evacuation  of  the  facility  and  a  search  of  the  facility  by  trained  law  enforcement  personnel  along  with  bomb  detection  equipment  and  dogs.  

If  you  do  find  a  suspicious  package,  DO  NOT  TOUCH  IT  OR  MOVE  IT.  Evac  the  Area  and  Go  to  the  EMERGENCY  CALLS  SECTION  and  call  it  in.
