1. APPLICATION REQUIREMENTS (Presidency of Higher Educatıon Council regarding the
Internatıonal Student Admission Principles)
Who Can Apply
a) Provided that they are in the senior/last year of high school or graduate;
1) Applicants who have foreign nationality,
2) Turkish citizen by birth but permitted to be denationalized by the ministry of internal affairs (blue-card holders)
3) Those foreigners by birth but becoming Turkish citizens afterwards/ dual citizens under this
circumstance.
4) Students who hold the Turkish Citizenship and have started or completed secondary education in a foreign country (Apart from Turkish Republic of Northern Cyprus (TRNC)) including the applicants who completed the secondary education in Turkish School opened by the Ministry of Education in a foreign country apart from TRNC.
Who Cannot Apply
1) Applicants who hold Turkish Citizenship and completed whole high school education in Turkey or TRNC.
2) Those who have the Turkish Republic of Northern Cyprus nationality.
3) Applicants who hold the double Citizenship but one of which is Citizenship gained by birth
which is defined in the article an act 2 (except ones who meet the conditions in the article 4)
4) Applicants who hold the Turkish Citizenship or double Citizenship first of which is Turkish Citizenship by birth as defined in the article an act 2 and received an education from secondary schools as a part of the embassies in Turkey or at foreign secondary schools in Turkey.

2. DETERMINING THE QUOTAS
QUOTAS;
Higher Education Council Regarding the International Students Admission Principles as is due 2/b-c
A- General Principles are determined by the Senate Council and submitted to the approval of the
Higher Education Council. (Per the relevant article, the quotas cannot be exceeded 10% in the
departments of the Teaching, Law, Medicine and Dentistry For those who studied at abroad and hold
the double Turkish Citizenship and one of which is Turkish Citizenship or blue cardholders.
Sakarya University is free to fill the quotas.
3. ONLINE APPLICATION PROCEDURES
(1) Applications can be made through the Sakarya University website within the specified dates for
the related Academic Calendar.
(2) Applicants should fill up the required information and upload the relevant documents to the
system.
(3) Application documents must be in Turkish or English.
(4) Any application with missing or forged documents / information will not be evaluated.
(5) Students applying with high school grade need to upload a document proving their scores.
(6) The original versions of the uploaded documents must be submitted to enrolment office during
the final registration.
(7) Each applicant is eligible to make only one application and may select a maximum three
department or program. Applicants who make more than one application will not be taken into
consideration.
(8) It is strongly recommended that Candidates should examine the special conditions and
explanations of preferred programs which are clearly indicated on the quota table.
4. ENTRANCE POINT
The final score, out of 100, of each candidate is calculated using the percentages of the related exam
type . Please see Table 1/Table 2/Table3/Table 4/Table5.
Applicants who will apply to the Faculty of Education, Department of the English Language Teaching must have the exam results of CPE (C or above), CAE (A), TOEFL IBT (96 points or above) and PTE Academic (78 points or above). These are the pre-required scores for the department and do not affect the calculation of the registration points. The students having these scores will also be exempted from the English preparation class.

A certificate with the status of the diploma and Matura are valid indefinitely as stated below list,

In case of the applications with the exams not listed above, the evaluation of the documents and categorization will be made by the International Student Center.
International Student Center can provide the students who apply only with a high school diploma
and cannot submit any other documents with the acceptance letter after the evaluation process
5. EVALUATION
The evaluation of the applications and the placement of the applicants are executed according to final score calculated according to the procedure explained above. Only those are included in evaluation procedure on the condition that they meet the minimum criteria required.
In case the placement scores are equal
- The priority is given to those born earlier,
- Then those last recently having a high school diploma.
Admitted students who have the right for the registration for related academic calendar are
announced on www.studyinsau.sakarya.edu.tr
Candidates who are eligible to register will be informed to obtain their Invitation Letter and Registration Dates. Candidates may get the related Invitation Letter on the application page. The
documents which are clearly indicated below must be submitted to the International Student Office to finalise the registration procedure. Those who are unable to complete the registration at specified dates can lose their given rights of registration. 6. REQUIRED DOCUMENTS FOR REGISTRATION No other person than the applicant is eligible to make registration. (Those who will register with the warrant of attorney should make an apostille in their country or have certified in Turkish Consulate. Registration will not be made without confirmation of the warrant of the attorney.)
Those who are under the age of 18 are required to have a letter of consent to complete their registration.
(1) The original High School diploma and its translation approved by Turkish Representative Office.
(2) Those who hold the Turkish or dual nationality need to submit the documents to demonstrate that they have completed their high school education in a foreign country (i.e, not Northern Cyprus and Turkey)
(3) An equivalency letter from the ministry of education of Turkey or from Turkish Embassies which
certify that the diploma is equivalent to a Turkish High School Diploma.
(4) Certified Turkish translation of an official transcript of high school courses and grades sealed and
approved by Turkish Embassies or consulates.
(5) – Applicants who apply and admitted with SAT results need to direct their result from College
Board until the registration; otherwise, they will be asked to confirm the results of the exam at the
SAT College Board official website with their usernames and password during registration,
Candidates who fail to confirm their scores online, their application is not taken into consideration.

-Applicants who apply and admitted with ACT results need to confirm the results of the exam at the
ACT official website during the registration. Candidates who are unable to do so will be denied of
registration rights.
-Those who apply and admitted with the “GCE A Level Predicted Results” should submit the
approved A Level Certificate. Besides, the grades declared by the candidates in the application
process must be identical. Otherwise, the registration rights of the related candidate’s will be
cancelled.
- Those applied with the accredited YOS exams must provide the verification codes. If the verification
pages are not available or active for confirmation on the registration dates, these candidates will be
denied registration rights.
- Applicants who apply and admitted with WAEC exam result must keep the exam entrance card for
the verifying their results.
-It is required to be approved by the Turkish embassy or consulate for all graduation and test results
without a verification system,
(6) Turkish Language Proficiency Certificate (From TOMER Centers of the Universities or Yunus Emre
Institutes) documents with no exam result verification pages will not be accepted.
(7) International students are required to hold the official residence permit.
* The day of the entry to the country will be checked and students who exceed the visa exemption time will not be able to register. *Visa exemption periods are different for each country. * Students can learn the visa exemption periods by applying to the Consulates of the countries, checking through the Internet or Provincial migration administration offices.
(8) A copy of the Blue Card for Blue Card holders must be provided.
(9) A copy of Certificate of Identity Register for the students who hold dual Citizenship must be
provided. (can be requested from civil registry offices).
(10) Six pieces 4.5x6 cm size passport photo.
(11) Applicants who will apply and be admitted to the Faculty of Education, Department of English
Language Teaching program will be asked to verify their Foreign Language Certificate.
(12) Candidates who are admitted to Nursery and Midwifery Departments of the Faculty of Health
Sciences and Faculty of Medicine must get a dossier report from a University-approved and/or full-
fledged official hospitals verifying that they do not have any physical and mental disabilities that will
prevent them from carrying out this profession during and after the training.
(13) Bank receipt of the paid semester tuition fee must be provided (Tuition fees are paid to the
Bank on campus just before the registration with a number taken from the student affairs.)
*If any forged documents are detected during the registration or even the final term of their
education by the registration office, candidates and registered students` rights will be cancelled
totally.
For the candidates who are eligible to register in the substitute list and submitted the Turkish
Proficiency Certificate after the start of education period, the decision to let them begin the course
will be made by the Dean`s Office.

7. TURKISH LANGUAGE PROFICIENCY LEVEL
(1) Turkish Proficiency Level;
C1 Level:
• Turkish is satisfying. He/she may start his/her education at Sakarya University.
B2 Level:
• Turkish Language Proficiency Level can be improved in a short time. The student may start
his/her education at the department. However, he/she has to provide his/her C1 Turkish
Language Proficiency document by the graduation through attending Turkish courses given
by Sakarya TOMER.
B1- A2-A1 Level:
• Turkish Language level is insufficient. Students will have 2 more years (1+1) to get B2
certificate at least. (For those who cannot improve their Turkish Language level at the end of
the additional first year, one more year is given as additional time. However, this additional
time is counted from the education and training period in terms of tuition fees to be paid.)
At the end of this 2-year period, those who fail to submit the Turkish Language Proficiency Certificate
will be expelled from the University.
(2) Students who want to start their education are required to submit the Turkish Language
Proficiency Certificate within the registration dates specified in the International Student Academic
Calendar. Those who are unable to submit the Turkish Language Proficiency Certificate need to
attend Turkish Language Proficiency Exam, which is held by Sakarya TOMER to determine their
Turkish Language Proficiency Level.
The certificates of Turkish Language Proficiency obtained from TOMER and/or Yunus Emre Institute
are valid for two years.
TOMER Certificates from certified national universities, Yunus Emre Institutes, Kyrgyzstan
Manas Public University, University of Ahmed Yesevi may be provided to International
Student Office of Sakarya University
TOMER Certificates must be taken within the two years as of the date of the register at University.
For the candidates completed the last two years of secondary education in Turkish Schools
associated with the Ministry of National Education, Turkish Language Proficiency level is
considered to be sufficient
Turkish Language Proficiency Level is considered to be sufficient if the students are received
Turkish Language course in Maarif Foundation Secondary Schools and demonstrate that he/
she is achieved at Turkish Language Proficiency B2 or C1 Level in the transcript.
(3) Students who have started at secondary school in a foreign country but completed in Turkish
Schools need to submit the (TOMER) Turkish Language Proficiency Certificate.

(4) The relevant Dean`s offices will decide on the suitability of the students to start their education
at the beginning of the spring semester who submit the Turkish Language Proficiency Certificate.
8. FOREIGN LANGUAGE PROFICIENCY LEVEL
(English-German-Arabic)
For programs that teach partial or full foreign languages;

Sakarya University exam regulation of 24. Article regarding the Associate Degree and
Undergraduate education
Sakarya University Foreign Language Preparatory classes’ education and exam prescripts;
are applied.
The Preparation class is determined as two years according to regulation Law numbered 6569. All preparatory education (Turkish and English/Germany/Arabic) must be completed within a set of a period. Those who are unable to do so can be expelled from University.
9. RESPONSIBILITIES OF INTERNATIONAL STUDENTS
Those who come to study or currently are studying in Turkey as an international student;
(1) Must obtain the necessary documents (Foreign İdentification Number etc.)
(2) Must receive a residence permit from Sakarya Governorship Provincial Directorate of Migration
Management. (within one month after the entrance with student visa).
(3) Are obliged to submit Student Certificate to the Provincial Directorate of Migration
Management every year based on the residence permit that is taken from Provincial Directorate of
Migration Management during the study,
(4) Must notify the Provincial Directorate of Migration Management within the legally required
time period regarding their Educational Status (Change the Faculty, Department, etc.),
(5) Must notify the Directorate of Student Affairs within 10 days about the changes of personal
details, (marital status etc.).
(6) Those who wish to extend their residence permit during their education, they must certify to
Provincial Directorate of Immigration Office that they continue their education 60 days before the
end of the written period of permit of residence or within 10 days after the legal date on condition
that they still continue their education.
(7) Those who lost their residence permit or passport documents must apply to official bureaus
within 10 days to renew them.

(8) Those who change telephone number, residential address or educational institution are obliged
to report to local Provincial Directorate of Immigration offices (both the one that they moved and
the one they left). within the 20 working days.
