Dear Sir:
In accordance with N.J.A.C. 7:14A-6.10(a)2, PSEG Nuclear has prepared this reportconfirming the discharge to the Delaware River of approximately 100,000 gallons of watercontaining a concentration of 0.3 mg/Il'of Hydrazine, (CAS # 302-01-2). The dischargewas discovered by a Chemistry Technician at 0720 hours on August 29, 2003 and thesource of the discharge was immediately secured. The discharge was reported to the 'New Jersey Department of Environmental Protection (UNJDEPn) Hotline and assignedCase No. 03-08-29-0901-20. -The discharge was also reported to the Nuclear-Regulatory Comrmission'(UNRC').
Pursuant to N.J.A.C. 7:14A-6.10(e), the following information is submitted to satisfy therequirements of N.J.A.C. 7:14A-6.1 0(d)1-8:
1. This discharge consisted of 100,000 gallons of water containing a --concentration of 0.3 mg/l of Hydrazine from the Non-Radioactive Liquid;Waste Disposal System (uNRLWDS'') to the Delaware River. The- '- '- :'discharge was discovered at 0720 hours on August 29, 2003.
2. An investigation of the cause'of the discharge disclosed that the dischargeoccurred as a result of a basin transfer pump' 'at the NRLWDS not being

-properly secured prior to the addition' of untreated wastewater to thesystem. The wastewater passed through the NRLWDS without beingtreated and was discharged through an internal monitoring' point DSN48C. DSN 48C discharges to the Delaware River after co-mingling withDSNs' 481, 482, 484 and 485.-'
3. The source of the discharge was immediately secured upon discovery.
4. The exact time that the discharged commenced is unknown but based upona review of operator logs it was sometime between 0500 and 0720 hours onAugust 29, 2003.
5. The cause of the noncompliance was human error..
6. In order to prevent recurrence of this event, independent verification (ordual verification when appropriate) has been implemented for thoseprocess/procedure steps that could result in an unpermnitted'dischargefrom the NRLWDS.
7Z. No injuries resulted from this discharge and there was no evidence ofenvironmental damage. The NRLWDS discharges through DSN 48C atnominally 600 gpm and co-mingles with DSNs' 481, 482, 484 and.485,which have an individual flow rate of 350,000 gpm each. At this dilutionrate no hydrazine would have been detectable at the final outfall. -
8. The source of the discharge was immediately secured upon discovery. Noinjuries resulted from this'discharge and there was no evidence dfenvironmental damage.

For a local agency, the highest ranking operator of the treatment works shall signthe certification. Where the highest ranking operator does not have the ability to authorize capital expenditures and hire personnel, a person laving that
ponsibilit y~ or person designated by that person shall also sign the second certification at the bottom of this page. If the local agency has contracted withanother entity to operate the treatment works, the highest-ranking official of the contracted entity shall sign the certification.
