ETPIS Objectives & Benefits

• To gain ‘Safety for the Sustainable Growth of all European Industry’ by reducing the number of accidents & supporting safe technological innovation (i.e. 25% reduction in accidents by 2020 together with Programs to be in place by 2020 to continue accident reduction at a rate of 5% per year or better based on the overall TP’s vision).> impact on cost of manpower, availability of production systems

• To bridge the different aspects of "industrial safety" (Occupational health & safety of the workers plus environmental safety including prevention of major accidents & protection of the environment).> coherence and consistency for managing and reporting• To facilitate and accelerate the breakthrough for progress in industrial environmental, health & safety (EH&S) via a co-ordinated, integrated research & implementation process.> impact on the efficiency of investment in safety research

• To valorise, exploit and implement the results.> usefulness of the research

Integrated Management of Emerging, New Technology Related Risks

– IRIS: Integrated European Industrial Risk Reduction System

• Several projects on Personal Protective Equipments (call 2008-09)– i-Protect: Intelligent PPE system for personnel in high-

risk and complex environments– Safe@Sea: Protective clothing for improved safety and

performance in the fisheries

• Influence on national programmes in Spain, Czech Republic, Finland…

TOP 5 from the HLG (as agreed in 2009)

Human Factors in Emergency and Crisis ManagementHuman Centered Design & Human Factors in Organisational and Managerial SafetyUnderstand the particularities for the pedagogy in the field of safety (based on risk perception), and improve education and training for students, workers and (safety) managersRisks emerging from introduction of New technologies including methodology of integrated risk management for new technologiesMethods to maintain safety of aged and repaired structures and provide technologies for life extension & Reliability based design and structural health monitoring (SHM) and risk based inspection technologies

Other important topics (as agreed in 2009)

Technologies for inherently safer design of industrial plants and installations (to reduce major-accident hazards)Application of advanced information technologies in safety-related systems, including new sensors, protection systems and software tools for detecting dangerous situations in machines and production processesDefine and recommend "Best Practices" for risk assessment and management·Consistency, integration, harmonization, standardization, experience transfer between sectors·Performance based, not prescriptive

HLG topics: no one size fits all…

• Different approaches according to the topics, e.g.:• Methods to maintain safety of aged and repaired

structures and provide technologies for life extension … : – several ETPs interested to cooperate (ECTP, ERTRAC, Eu-

Mat…)– Industry projects

• Application of advanced information technologies in safety-related systems… and PPE: – cooperation on the Lead Market Initiative with Textile

Platform (EURATEX, ESF, ETSA)– Cooperation within PPP, JTIs

• Understand the particularities for the pedagogy in the field of safety …: preparation of ERASMUS-MUNDUS?

ERANET Industrial Safety(visibility + coordination of MS R&D)

• Decision of the Mirror Group in June 2009 to propose an ERANET on Industrial Safety

• Preliminary expressions of interest on the contentby the Member States, e.g.:– Economical measurement of industrial safety (including

Cost-Benefit Analysis for decision-making and consultation for decision-making)

– Technologies for inherently safer design of industrial plants & installations (to reduce major-accident hazards)

– Management of risks emerging from the introduction of new technologies including “green technologies”

• The preparation of the project answering the call to be published in July 2010 has started: you can join!

Lead Market Initiative Protective Textile

• Technical textiles for intelligent personal protective clothing and equipment

• This market comprises clothing and other textile-based systems accessories and related services whose main function is to protect the user. These high-tech products are used under very different circumstances such as by professionals and emergency services operating in hazardous environments or dangerous situations.

• In 2009: 7 research projects selected for funding

SafeFutureSafety as a trade-mark of the technology “made in EU”

Safe innovation for sustainable future

Safe Infrastructures:

•Life extension of process plants, transport infra-structures, power plants… •Intensification ofNatCat (NaTech)•Design and monitoringfor long term operation

Safe Energy:

•New energy carriers for ground vehicles (FEV, fuel cells, CNG, H2…)•Deployment of sustainable fuels in the aviation sector

Safe Products/Production :

•Green jobs•Value chain and interdependencies•Nanosafety

Example: Multi-Risk / Risk-Risk tradeoffs – safety for sustainable integration, interaction and risk governance:

•“Agreed Approach to Risk-Risk Tradeoff management” (the Multi-Risk initiative); difficulties in putting together different risk mitigation policies and ensuring their compatibility

Way to achieving (by 2020) a new safety paradigm for European industry. Safety as a key factor for successful business and an inherent element of business performance. Industrial safety performance progressively and measurably improved in terms of reduction of reportable accidents at work, occupational diseases, environmental incidents and accident-related production losses. “Incident elimination” and “learning from failures” cultures embedded in design, maintenance, operation at all levels in enterprises. Structured self-regulated safety programs in all major industry sectors in all European countries. Measurable performance targets for accident elimination and accident free mind set workplaces as the norm in Europe.

Conclusions

• ETPIS has become a powerful tool– to coordinate investment in research

• vision and structuration of the European Research Area in Industrial Safety

• visibility of industrial safety issues• preparation of Programme (ERANET IS) / Projects

– to share results in a less formal way than conferences (working groups)

• A portfolio of projects: – EU: IRIS, iNTeg-Risk, Nano, PPE...– National level: a lot of projects in line with the

SRA in Spain, Czech Republic...

Page 25: Salvi etpis pesi_02112010_reduced-obintcp

Technology Platform Safety for Sustainable European Industry Growth OBINTCP (Islas Canarias, Marzo 2011)

Conclusions

• Lisbon strategy and EU2020 “post-Lisbon strategy: innovation is a must for the economical development – New drivers have appeared to address the EU “Grand

Challenges”; there are new opportunities for projects, especially on risks related to innovation

– But “traditional risks” remain and also need to be tackled (Toulouse, Buncefield, Texas city, Gulf of Mexico)

• Favorable climate to launch ambitious projects / programmes:– ISO 31000:2009 Risk management -- Principles and

guidelines– ISO/DIS 26000 Guidance on social responsibility

• A very important role of the National TPIS in the developing of the “Safety Research Strategy”
