ISLANDERS SEEKING
TO ERASE VISUAL POLLUTION
A petition from the Sanibel-Captiva Chamber of Commerce calling for a new zoningssification which would eliminate manybusiness signs in the county as well as news-er distribution, was sent to the County Commission Monday by the Lee County
j Board.The zoners recommended that the petition be included with the consideration being
given a new countywide zoning ordinance.The Sanibel-Captiva chamber petition, written in the style of an ordinance by Mike
Jackson, attorney for the islands chamber, was originally presented to the countycommission but was sent down to the zoning board on a recommendation by C ountyAttorney Frank Pavese, according to Jackson. It calls for the creation of a classificationcalled S-l as well as a fine of $250 or 60 days in jail if violated.
Jackson said the S-l zoning classification for the signs would be available to allareas of Lee County. To be included in the classification an area would have to presenta petition signed by 10 per cent of the registered voters in the precinct.
"The petition is going to require a minimum of four hearings," Jackson s a i d ."There will be two zoning hearings, the first one was last Monday and the one when

14 MEMORIAL DAY
TRAFFIC DEATHS
The Florida Highway Patrol todaypredicted that 14 persons will die intraffic accidents during the MemorialDay holiday period.
The 54-hour period begins at 6 p.m.Friday, May 29, and ends at midnightSunday, May 31.
Colonel Reid Clifton, commentingon the holiday prediction said, "Thefirst real holiday of the summer willfind a tremendous number of familieson the highways traveling to weekendvacation spots, the beaches and parks.Some won't return from their outings.They will die in a traffic accident."
Clifton said the prediction of 14 deathsfor the weekend is based on past ex-perience and amounts to one trafficdeath every 3.8 hours in Florida.
The Patrol plans to have all availabletroopers and auxiliary officers on thehighway to help curb the accident deathprediction according to Clifton.

A revised edition of Freddy's Hurri-cane Guide is available free upon re-quest from the Central and SouthernFlorida Flood Control District
The 37-page booklet proved to be sopopular when first issued in 1968 that theFCD decided to reissue the publication.It was prepared by the FCD with the co-operation of Dr. Robert Simpson, Nat-ional Hurricane Center director.
The booklet contains useful inform-ation, including many safety tips as wellas a center fold-out tracking chart.Also included is an account, with pict-ures, of the catastrophic 1928 hurricanewhich killed about 2,000 persons on thesouth shore of Lake Okeechobee.
The hurricane season begins June 1and continues through November 30.

Mr. D'Alessandro, age 30, is theyoungest state attorney in Florida. Ast-ronaut Haise stated to the audience, inpresenting the State Jaycees highestaward, that Mr. D'Alessandro had ex-celled in his profession and shown a deepconcern in both the problems of our youthand of our older citizens.

The Insurance Information Institutenotes that as Memorial Day brings tri-bute to the fallen in our country's wars,so too must we remember those whohave died needlessly, innocent victimsof society.
Battle deaths in the RevolutionaryWar (1775-1783) totaled 4,435, somewhatless than the 4,760 traffic deaths in thenation during last December alone.
Combat deaths in two wars, the Warof 1812 (1812-1815) and the MexicanWar (1846-1848) numbered 3,993 ascompared with 4,190 persons killed intraffic accidents in April 1969.
Both Union and Confederate battlefatalities in the Civil War (1861-1865)amounted to 214,938. Auto accidentsclaimed 217,200 victims in the years 1966through 1969.
Three days of highway slaughter in1969 exceeded the 385 battlefield deathsof the Spanish-American War in 1898.
World War I (1917-1918) caused53,513 doughboys to be killed in action.Highway deaths overtook 56,400 Amer-
. icans in 1969.Four years of World War II (1941-
1945) took the lives of 292,131 OIs, butduring the years 1964-1969 a total of313,900 men, women and children metdeath on our roads.
The months of .January through Aug-ust, 1969, accounted for 36,350 highwaydeaths a compared with 33,629 service-men killed in battle in the Korean War(1950-1953.)
The Vietnam War (1961- ) has al-ready resulted in over 44,000 U.S. dead.Highway carnage in the United Statesfrom January through October, 1969,killed'46,440.
The Institute noted that motoringcasualties would be even higher, wereit not for the constantly expanding ef-forts of highway safety groups, law-enforcement officials and the insuranceindustry itself. The crevalle jack also called cavalla, skipjack, toro, jack, pompano and ulua. Lightolive on back, shading to grayish-gold on sides and yellowish on belly. A distinct blackspot on gill covers, broad forked tail. A savage fighter and rightfully called the bulldogof the sea for the stubborn fightputup when hooked. Many anglers call the crevalle thestrongest and toughest of all fish. They are constantly on the move and anglers seldomhunt them in particular. They are taken usually while fishing for other fish. They travelin schools, and one strike is usually the signal for all lines to be busy at the same time.A fair sized crevalle can put up a 20 minute fight which will leave the fisherman amazedthat one fish of the size he has on the line could make such an effort to escape.
The leatherjack, the back is light greenish, sides silvery, leathery skin. Has a smallp-'ne which can protrude and give a painful wound. The small member of the j ack

The amberjack also called carilia, horse crevalle, skipjack, toro, jack, ulua. Theyare greenish on the back, sides reddish to silvery. They feed entirely on live small fish, most anything from mullet to grunts.Outstanding trait of the amberjack is curiosity. Whenever one is hooked the entireschool will follow the battling fish to the boat. Another bait presented by fishermen is' ''skly snapped up and the whole school can be caught by always having one fish left
jggling in the water. A process of smoking amberjack has been developed whichturns the fish into a delicious tidbit. They are called Southern Salmon. The amber-jack strikes at all kinds of live fish.
The yellow jack, greenish on back with a broad purple stripe following contour ofthe fish above lateral line. Long pectoral fin. Found mostly in the Florida Keys, butoccasionally caught in all Gulf waters as well as tropical Atlantic Ocean areas. Theystrike at trolled baits, and put up a lusty fight. voters is presented."The petition permits each business on Sanibel and Captiva Islands to have one
sign which is restricted to its size, lighting, construction and location."It would prohibit flashing lights and other things not considered appropriate on
the islands, and would prohibit off premise advertising in favor of a special type com-munity sign which would direct visitors to various shopping areas and resorts thuspreventing a great many billboards along the main roads," he said.
Several chamber officials were at the meeting to speak in favor of the petition aswell as members from other island groups.
Robert Dormer, an island real estate broker, in speaking in favor of the petition,called signs "visual pollution" and said he was concerned about it on Sanibel andCaptiva Islands.
The chamber is proposing a few centrally located signs with maps on them to guidepeople. A similar type billboard has been in front of the island's chamber headquarterson the causeway entrance for several years. Other signs on the island would resemblethose found in state and national parks directing visitors to food, lodging and business-es.
Signs specifically restricted under the petition presented by Jackson include:Banner signs or any sign of a similar type. A banner sign was defined as signs
possessing characters, letters, illustrations or ornamentations applied to cloth, paperor fabric of any kind either with or without frames, including awning signs.
Signs with beacon lights attached to them.Signs with flashing lights.Sandwich signs including all types of portable signs.Billboards.Snipe signs (defined as any small sign of any material which can be nailed to trees,
posts, buildings, other signs or anything else.)Animated signs (defined as having any part which revolves or moves in any fashion
and uses lights for illustration which change color or alternate colors.Any neon signs.Also, the petition limited the height of signs to 35 feet but graritecTlighted signs,
ground signs, marquee signs, projecting signs and wall signs when they were erectedin either an industrial zoned area or one zoned for business.
Jackson said a section prohibiting the distribution of literature included the dis-tribution of newspapers and the placing of metal tubes they are sometimes placed in,but said some exceptions could be written into the classification.
Zoner William Smith moved to neither approve nor deny the petition but to send iton to the county commission to deal with on a recommendation that it be consideredfor including in the proposed countywide zoning ordinance.
The commissioners will meet on July 7 to consider the recommendations madeat last Monday's zoning meeting.

The dry weather is having adverseeffects on many of the ornamentals inFlorida according to the Florida Nur-erymen and Growers Assn. (FNGA).Some of the plants, however, can endurethe dry weather with little or no ill ef-fects, and these are cacti, Mexican flamevine, crape myrtle, and some of the plantsrelated to cacti. This does not mean thatthese plants need no water but that theycan survive on less water than many ofyour tender plants.
Trees that have an extensive rootsystem and are several years old may beable to tolerate the dry weather, but theFNGA says to water young trees atleasttwice a week. The ground should bethoroughly soaked with one-half inch ofwater per watering. This means youshould apply the water around the trees
long enough to thoroughly soak the soilto a depth of 6 - 8 inches. It takes one-half inch of water to do this. The amountyou have applied can be determined bysetting a coffee can under the sprinkler.When you have one-half inch depth ofwater in the can, then you have a thoroughsoaking 6 - 8 inches deep in the soil.
If you water your trees by holding thehose around the base of the tree, it willtake at least 20 - 30 minutes of water tosoak the entire ball and the area aroundthe ball. Most newly set trees will havea circle around them which is called a"bern." Fill this bern at least 4 times,waiting each time until the water hassoaked in.
Bahiagrass may show dark gray areasthat are irregular in shape. These areasare the result of extreme drought con-ditions. In addition to the off-color of thebahia, the leaves of the grass will berolled tightly and appear to be shrivelled.If you have watered your lawn thoroughly,
these areas may still show up becausethe soil has a tendency to repel waterwhen it becomes excessively dry. Theseextremely dry areas can be overcome byusing a wetting agent or any liquid soap.Use 4 - 6 tablespoonfuls of the liquidsoap in a gallon of water and pour overthe dry area. Then water the soil thor-oughly with a hose or sprinkler.
St, Augustine, Centiped, Zoysia, andBermuda grasses may also show thesedrying-out symptoms. All grasses shouldhave at least two waterings a week withone-half inch of water applied at eachwatering at this time of year.
Should your lawn have an exception-ally heavy thatch like that of St. August-ine you will need to add at least one-fourth to one-half inch more water thanthe normal amount. Why? Because thethatch is capable of absorbing 30 - 40%of the water applied. This is especiallytrue when there is a drought such as wehave now.

"TOO LATE TO CLASSIFY"

There was a time when you couldn'tget a loan from your friendly banker un-less you left your right eye as security.
I was brought up to understand thatthrift was a virtue and I memorized theadmonition of Benjamin Frnaklin: "Apenny saved, i s a penny earned."
Like kids today I wanted a lot ofthings such as a bicycle, roller skates,a pony and so on but my parents ex-plained that such things cost money andif I wanted them bad enough I could workand pay for them. Another point theydrilled into me was I shouldn't considerthe purchase of such things unless I wasable to pay cash in full.
I eventually got my bicycle and rollerskates and a lot of other things but Iearned them by working for them. Imowed lawns, did a variety of odd jobs,carried paper routes, sold papers on thestreet and even shined shoes. My parentsweren't embarrassed by my honest work,
in fact they were proud of me and prob-ably got as much pleasure as I did whenI bought something I wanted.
I learned the value of a dollar andcame to realize how many hours of hardwork it took to acquire the thingslwant-ed. The experience stood me in goodstead all my life.
Now our bankers encourage us tobuyanything and everything we want oncredit. They have fallen over themselvestrying to get folks to accept and use cred-it cards so they can live better now.
They hope that you will sooverextendyourself so you won't be able to pay whenthe debt comes due. They just love tocarry you at a profit of 18% interest andthe more you spend the better they likeit as long as you have anything they canattach to collect if worse comes toworse. .
According to a recent article in LifeMagazine, banks have over 20 millionAmericans now using credit cards and alarge percentage of them unable to meettheir obligation when due, paying 18%interest on the balanee.
While these credit cards may be areal convenience to the holder able topay for his purchases and wipe the slateclean each time the bank statement comesin, they can prove a terrible temptationto the spendthrift or irresponsible indiv-idual and lead to a lot of headaches andheartaches for countless families in theyears to come.
While I do not blame the bankers, Istill think the old fashioned idea of "payas you go" is a better system and in-sures a lot more peace of mind. I ameven crazy enough to think that govern-ment, from city to federal, would bebetter off if they spent only the moneythey had available.
