Pamela M. Lackey Pamela M. Lackey began her career with GSA in 1988 with the Greater
Southwest Region’s Federal Supply Service in Fort Worth, TX. In 1991,
she joined the Public Buildings Service (PBS) where she served as
Contracting Officer for numerous design and construction projects,
and also served as the Regional Procurement Officer for PBS,
Greater Southwest Region, was a member of the national PBS
Construction Contracting Officers’ Council and the Procurement
Leadership Network. Pamela moved to the Southeast Sunbelt Region
in Atlanta, GA in 2008 where she currently serves as the Director of the Acquisition Division for
PBS. The Acquisition Division is responsible for acquisition policy guidance, oversight, and
support to PBS organizations for services and construction acquisitions and providing a broad
range of contracting services related to facilities management, design, construction and other
related service acquisitions. She advocates teamwork and knowledge sharing not only
among the acquisition staff but across business lines. She is a proponent of training and
staff development as it relates to Acquisition and other fields within the organization
Pamela holds a Bachelor of Science in Marketing from Oklahoma Christian College
and a Master of Science in Personnel and Human Resource Management from the University
of Texas at Arlington.

SMALL BUSINESS SPOTLIGHT
Donna D. LambDonna D. Lamb has been employed by the U. S. General Services
Administration for 23 years. She currently serves as Director of
Design and Construction for the Southeast Sunbelt Region of The
Public Buildings Service. Donna participates in planning, directing
and coordinating programs and activities in all elements of project
management, technical services, program support, design and
construction for all new construction and repair and alterations
projects in the eight state region. The current design and construction
program is valued at $2.35 billion dollars. Donna has a passion for strategic planning and
continuous improvement. She works to cultivate the human resources of the agency to
drive results to excel in a customer service culture.
Donna has been involved in the Construction Industry Institute (CII) for the last six years
and has recently joined the CII Implementation Strategy Committee with CII to further promote
Best Practices within The U.S. General Services Administration and to other federal agencies.

Greetings SAME Teammates:
The Savannah Post had an exceptional year in 2011, which is a direct reflection of the outstanding efforts of the Board and the tremendous support provided by our Sustaining Member firms. We had numerous successes as an organization, such as the largest Programs Conference in the Post’s history, increased membership, wonderful Student Chapter engagements, relevant and timely monthly program topics, a superb monthly newsletter, and scholarships for deserving engineers and scientists. I look forward to building on our successes and having an even better 2012. As we look toward 2012, the key theme for the Savannah Post is “Energy Security in Building a Sustainable Tomorrow.” Sustainability is the watch word not just within the Army, but within the Department of Defense and the Federal government as a whole. However, many of us are quickly finding out that sustainability is not just a trend. By nature of the word itself, sustainability is here to stay. I believe SAME brings a wealth of professional skills and experiences to help DoD and the Nation achieve its energy goals. Census projections show a 32 percent population growth in the Southeast US between 2000 and 2030, a rate that is significantly higher than any other region in our Nation. Likewise, demand for energy will rise 32 percent by 2030, according to the Energy Information Administration. The next decade will bring a unique challenge in the way the Nation responds to increased energy needs, replacing traditional energy generation methods with more efficient and sustainable ways of doing business. Regionally, we are looking at several exciting initiatives to help the Southeast achieve the Army and DoD’s energy security goals. The Southeast Energy Initiative, for example, combines DoD, Department of Energy, and other Federal partners who are developing energy projects at Federal installations in Georgia, the Carolinas, and Virginia. These Regional Energy Initiatives are bringing Federal agencies together to develop large-scale renewable or alternate energy projects to reduce the cost in lieu of a “go it alone” approach. From a national perspective, military installations throughout the country will strive to reduce fossilfuel energies by 65 percent by 2015, and eventually by I 00 percent by 2030, in line with Federal requirements under the Energy Independence and Security Act. A noteworthy example is the Army’s “Net Zero” energy initiative, which requires installations to reduce their energy intensity and greenhouse gas emissions in three ways: reducing demand through repurposing or retrofitting existing facilities, designing the most energy-efficient new facilities, or generating new, clean power to service on-post facilities. Together, we can achieve energy savings and strengthen our energy security. I look forward todiscussing these topics in the coming year and working with you to achieve sustainability goals for the region.

Starting next year (January 2012) SAME Savannah will be changing how we do our monthly Sustaining Member briefing. In the past we have picked one firm for each meeting to give a 10 minute briefing about their firm. In the coming years we would like to get more involvement from our Sustaining Member Firms. We want each firm to have the opportunity to present their firm once a year. This will mean there will be multiple firms presenting at each meeting. Briefings will be limited to about 2 minutes. Each firm presenting will be asked to bring a gift to raffle. We will assign the monthly slots in December and will give you a follow-up email to confirm your spot.
