Minutes of 45th meeting of Sub Committee for Operation and Protection
(SOAP) held at SLDC, Raipur on 28.09.2018.
The 45th meeting of Chhattisgarh State Operation and Protection Sub
Committee of SGCC was held on 28th September 2018 at SLDC Conference
Hall. The list of participants is enclosed in Annexure-I.
Shri. A. K. Shrivastava, CE (SLDC) welcomed all the participants of 45th SOAP meeting. Item no. 1 Confirmation of minutes:
No comments have been received from any office. Therefore
minutes of 44th SOAP meeting is hereby confirmed.
Sub Committee agreed and noted.
Item no. 2 Review of system operation during the month of August-
2018:
Presentation and the performance of Thermal Stations and
Transmission System by SLDC, is enclosed in Annexure-II.
Sub Committee noted.
Item no. 3 State Energy Account (SEA) Data:
The data regarding State Energy Account for the month of August -
2018 was submitted to this office on 27.09.2018 by O/o ED
(Revenue) CSPDCL and representatives from O/o ED (S/s: O&M)
CSPTCL submitted the data on 22.09.2018.
Vide T.O. letter no. 1323 dated 16.10.2018 it was requested
to the O/o ED (S/s: O&M) Raipur, CSPTCL for re-checking of the
data for the month of August -2018 as the transmission loss for
the month of August-2018 appear to be abnormally on higher
side than previous months. Reply is awaited.

Item no. 4 Outage planning for the month of November-2018 &
December-2018:
Outage planning of Transmission feeders, Power transformers for
the month November-2018 & December-2018, submitted by O/o
ED (S/s: O&M) CSPTCL is enclosed in Annexure III. Sub Committee agreed and noted.

It was requested to the representative of O/o ED (O&M: Gen)
CSPGCL to submit the Primary response by state generating
stations for the above events.
Item no.6. Details of new transmission lines, transformer or any other
transmission elements to be charged in November-2018 &
December-2018:
The representative from O/o CE (S/s: O&M) CSPTCL has
intimated the following list of new substation and transformers
likely to be charged in November-2018 & December-2018.

The representative from O/o ED (S/s: O&M) Raipur, CSPTCL and
O/o CE (S/s: O&M) Bilaspur, CSPTCL were requested to provide
single line diagram of newly charged sub-stations along with
feeder names at 33 KV end also. Further it was also requested to
arrange telemetry of these new stations already commissioned in
past months, as early as possible. In case of any delay in
commissioning of RTU the data from other sub-station may at

least be provided so that the newly commissioned S/s may be
monitored effectively.
Sub Committee noted.
Item no. 7 Details for Installation of capacitors to be furnished to WRPC:
The status of Installation of capacitors for August-2018 was
furnished during the meeting by the representatives from O/o ED
(S/s:O&M) Raipur, CSPTCL.
Item no. 8 LGBR Preparation for the Year 2019-20 in Western Region:
It was requested to the representatives from O/o ED (O&M:
Gen),CSPGCL , O/o ED(S/s:O&M) CSPTCL and O/o
CE(RA&PM),CSPDCL to submit the data regarding LGBR at the
earliest so that the LGBR report can be prepared and sent to
WRPC .
The data only from O/o CE (RA&PM), CSPDCL is still
awaited. The correspondence Vide T.O. letter no. 955 dated
14.08.2018, 1159 dated 25.08.2018 and 1330 dated 16.10.2018
has already been done with O/o CE (RA&PM), CSPDCL
Item No. 9. Meeting on AGC held on 17.09.2018 at WRPC Mumbai.
It was conveyed to the members that there was no representation
from CSPGCL in the above meeting as such SLDC, Chhattisgarh,
representative informed in the meeting that the issue of AGC is
under discussion with the Management and the outcome of the
decision shall be intimated later.
Item No. 10. Regarding LILO of 220 KV Raigarh- Budhipadar Ckt at
400/220 KV S/s PGCIL Raigarh.
It was intimated by the representative from O/o ED(S/s:O&M)
CSPTCL that an estimate has been sanctioned for installation of
communication (PLCC) equipments at 220 KV PGCIL end for 220
KV Budhipadhar direction vide no. 44/438/8888/18/0045 dtd
26.9.18. At present the PLCC panel with protection coupler is not

available at any area store. Two number panels are available
under this circle (for Kotmikala-Annupur Ckt.). Due to emergent
nature of work (LILO of 220 KV Raigarh-Budhipadar Ckt) this two
number panels may be utilized. After release of this material, the
installation and commissioning work will be completed within 15
days.
Item No. 12. Non availability of telemetry from DSPMTPS.
The data from DSPM station was restored on 27.09.2018.The
breaker status is still pending.
Item No. 13. Mock drill of Black start at Bango HPS
The last Mock drill of black start at Bango HPS was done on
26.11.2017.WRLDC is pressing for early mock drill this year also.
WRLDC has also desired to extend the Black start power through
alternate route which in our case would be through 220/132 KV
Churri S/s.
All heads of Power stations, CE(S/s:O&M) Bilaspur and
CE(BR),CSPDCL are requested to depute their concerned
representative to SOAP Meeting to be held on 29.10.2018 at
SLDC to finalise the route and plan for Black start at Bango
HPS.
Date & Venue of next meeting:
The 46th SOAP meeting is proposed to be held on 29th October
2018 (Monday) at SLDC Raipur. The time of meeting will be
from 12:00 hrs sharp.
