We are glad to introducing an opportunity to partici-
pate in SCO / BRICS- First InterregionalForum on Small
& Medium Business, 21 to 23 October, Ufa, Russia.
As you know, SCO / BRICS- are the world largest trade
block and Pakistan has become full member of SCO
(Shanghai Cooperation Organisation) in Ufa Summit
2015. Now upon the initiative President of the Republic
of Bashkortostan Mr. Rustem Khamitov, the First Inter-
regional Forum On SCO/BRICS Small And Medium-Sized
Businesses will be held in Ufa on 21st
October 2015. The
event will serve as a platform to create conditions for
the accelerated development of small businesses in
the SCO and BRICS countries. Since Pakistan has be-
come full member of SCO in Ufa Summit 2015, its best
time to introduce business community of one among
the most developed region of Russian Federation to
Pakistan business community to create favorable condi-
tions for accelerating business and trade relation with
Russian Federation and SCO/ BRICS countries with fol-
lowing focuses of this event: Strengthening and devel-
opment of interregional ties;
1. Creation of favorable conditions for accelerated de-velopment of small entrepreneurship in
the SCO andBRICS member states' regions;
2. Conclusion of new agreements with the SCO and BRICS member states' regions;
3. Investments attraction, increase of the number of joint business project.

Bashkortostan is a republic with unique
natural landscapes, developed industry, his-
toric sites, multinational population and centu-
ries-old cultural traditions. The Republic of
Bashkortostan is located in the southern part
of the Ural Mountains and adjacent plains, at
the border of Europe and Asia.
The total area of the Republic of Bashkor-
tostan makes 143 thousand sq. km or 0.8% of
the total area of Russia (27th place among
other regions of the country). The population
of Bashkortostan comprises about 4.1 million
people (ranks the 7th among the regions of
Russia).
There are 54 administrative districts and 21
cities in Bashkortostan. Ufa, Sterlitamak,
Salavat, Neftekamsk and Oktyabrsky are the
biggest cities of the Republic.
Bashkortostan is a multinational republic,
where representatives of more than hundred
nationalities live, including Bashkirs, Russians,
Tatars, Chuvash, Mari, Ukrainians and Ger-
mans. The Bashkirs are the native inhabitants.
Common religions in Bashkortostan are Islam,
Orthodox Christianity, Baptism and Catholi-
cism.

Geography: Bashkortostan occupies
most of the southern part of the Ural
mountains. It is European Russia's link
to Siberia. It borders Perm, Chelyab-
insk and Tatarstan. The Belaya River,
part of the Unified Deepwater Trans-
port System, flows through the region.
Urban population: 64% Rural popula-
tion: 36%
Ethnic make-up: more than 100 differ-
ent nationalities, including Bashkirs,
Russians and Tatars
Economy: Bashkortostan has a very di-
versified industry structure but fo-
cuses on chemical processing. The re-
public produces industrial alcohols, pes-
ticides and plastics. Bashkortostan also
has a large agricultural base and is
known for high-quality produce.

essed foods. There is an interna-
tional airport in the city.
Ufa is a large inter-regional
transportation juncture of
Russia (railways, pipelines,
automobile ways, air- and
river-ways). The navigable river
Belaya with its tributary Ufa cross
the Trans-Siberian railway there.
Automobile highways connect the
city with Moscow, Chelyabinsk, Ka-
zan, Samara, Ulyanovsk, and Oren-
burg.
It is also the only city linked with
Moscow by 2 federal highways. The
southern outskirts of the city is
crossed by highway M5 Ural; and
the federal highway M7 Volga
ends here.
From the international airport Ufa
there are regular flights to 27 cities
of Russia as well as flights to the fol-
lowing cities Hurghada (Egypt),
Sharm el-Sheikh (Egypt), Antalya
(Turkey), Istanbul (Turkey), Barce-
lona (Spain), Tashkent (Uzbekistan),
and Frankfurt (Germany).
In 2007, Ufa was the center of cele-
brations dedicated to the 450th
anniversary of Bashkortostan
Republic joining Russia.

Ufa is the capital and ad-
ministrative center of Bash-
kortostan Republic, Russia. It
is one of the largest Russian
cities with population over
one million people.
The city is an important trans-
port, logistic and scientific
center of Russia. It is situated
about 1360 km to the south-
east of Moscow.

1,086,000 (2012); land area -
708 sq. km.

History
Ufa was founded in 1574.
Originally it was a fortress
constructed by the order of
the Russian Tsar Ivan IV.
Later, in 1586, the settle-
ment received the town
status.
The original name of the set-
tlement was Tura-Tau, after
the name of the hill it was
standing on. The present
name Ufa means small in
the Turkic language; and
this name was used by local
people. Later this became
the official name of the city.
Ufa grew into large trading
and cultural center of Russia
in the
18th cen-
tury. It became the capital
city of Bashkiria region of
the Russian Empire in 1802.
The city received the status
of Bashkir Autonomous So-
viet Socialist Republic capi-
tal in 1922. After the dis-
covery of oil in Bashkiria
area, Ufa became a large oil
extracting and refining cen-
ter of the USSR.
Economy
Ufa city, located at the Ufa
and Belaya rivers conflu-
ence, is one of the largest
industrial centers in the
western part of Ural moun-
tains region.

Relevance of the Forum
Interregional cooperation is a mar-
ketable format of interaction be-
tween business structures, business
and regional authorities of various
world states. Unlike cooperation at a
nationwide level, which is aimed at
interaction of large business and
representatives of the federal au-
thority, the development of interre-
gional cooperation is directed at
acti-vation of small and medium-
sized business in the field and build-
ing of ties between the regions of
different states.
The creation of favourable conditions
for the development of small busi-
ness is a priority direction of the
government authorities of the SCO
and BRICS member states. The
competitiveness of the countries is
inseparably associated with small en-
trepreneur-ship because small busi-
ness is the most important element
of innovativeness-oriented economy
formation. Small business plays an
important role in the sphere of
population employment and social
stability of states.
Nowadays the effective development
of small entrepreneurship is largely
deter-mined by the level of its inte-
gration in the world economic space.
At the same time it is more difficult
for small companies, unlike large
ones, to enter foreign markets
where numerous barriers exist and
which are impeding successful busi-
ness administration.
Considerable experience of support
of small entrepreneurship is accumu-
lated in the regions of the SCO and
BRICS member states. The expan-
sion of this experience by means
of the Forum activities will con-
tribute to the effective devel-
opment of the territo-ries.
The objectives of the Forum:
- strengthening and devel-
opment of interregional ties;
- creation of favourable
conditions for accelerated de-
velopment of small entre-
preneurship in the SCO and
BRICS member states regions;
- conclusion of new agree-
ments with the SCO and BRICS
member states regions;
- investments attraction, in-
crease of the number of joint
business projects.
The tasks of the Forum:
- creation of a constantly
working integration ground of
small business of the SCO and
BRICS member states regions;
- revelation of the best
practices of legislative and fi-
nancial support of small business
entities;
- development of proposals
on facilitation of access of small
business entities in-to the re-
gional markets of the SCO and
BRICS member states;
- formation of mechanisms
and tools of support of interre-
gional innovative and investment
initiatives;
- refinement of mecha-
nisms of innovations and tech-
nologies transfer with con-
sideration of the best worldwide
practices;
- holding of business
meetings and negotiations of
businessmen of the regions of
the SCO and BRICS member
states, conclusion of contracts;
- enhancement of entre-
preneurship prestige.
SCO / BRICS- First Interregional Forum

Organizers of the Forum:
- The Government of the Republic of Bash-
kortostan;
- The Organizing Committee on preparation
and chairmanship of the Russian Federation in the
Shanghai Cooperation Organization in 2014-2015
and BRICS in 2015;
- The organizing committee on preparation
and holding of the First Interregional Forum on
Small and Medium-sized Business of the SCO and
BRICS member states formed by the Government of
the Republic of Bashkortostan.
Information support of the Forum:
- The Ministry of Foreign Affairs of the
Russian Federation, the embassies of the Russian
Federation in the SCO and BRICS member states;
- The Ministry of Economic Development of
the Russian Federation, the trade missions of the
Russian Federation in the SCO and BRICS member
states;
- the government authorities of the SCO and
BRICS meber states.
A special Media-plan will be prepared for the pur-
pose of extended coverage of the Forum activities
preparation and holding process in the mass media.
The successful Forum positioning would be promoted
by its presentation at the most significant interna-
tionally recognized events including St. Petersburg
International Economic Forum "SPIEF-2015", Inter-
national Investment Forum "Sochi-2015", Eastern
Economic Forum 2015 in Vladivostok.
Forum participants
The representatives of government authorities of
the SCO and BRICS member states and their
regions, the representatives of small business
and organizations of infra-structure of entre-
preneurship support. It is proposed to provide
formation of delegations participating in activi-
ties of the Forum through executive bodies of
the regions of the SCO and BRICS member
states which are responsible for small business
development. The registration of Forum partici-
pants will be carried out in electronic form at
the Information Portal of Interregional Coopera-
tion of Small and Medium-sized Business under
the aegis of the SCO Business Council being cre-
ated at the moment by the Gov-ernment of the
Republic of Bashkortostan. Forum participant
data input at the portal will be made by the
officials of the executive bodies of the regions
of the SCO and BRICS member states
responsible for small business develop-
ment.
Forum financial support
Budget funds of the Republic of Bash-
kortostan and attracted sponsor re-
sources will be the primary sources of
Forum activities financing.The organizing
committee on preparation and holding of
the First Interregional Forum on Small
and Medium-sized Business of the SCO
and BRICS member states formed by
the Government of the Republic of
Bashkortostan will prepare a sponsorship
package which provides:
General partner of the Forum;
general, official and sponsors of the
Forum; sponsors of separate events of
the Forum.
Participation in Forum activities will be
free. Transportation, accomodation and
meals are paid at the expense of Forum
participants.
Final documents of the Forum
The following documents will be developed
during the Forum: The Resolution and Rec-
ommendations on effective tools of small
business support, creation of favourable
conditions for this sector development and
means of acceleration of integration proc-
esses between small companies of the SCO
and BRICS member states regions.
The Resolution and Recommendations of the
Forum will be addressed to the Heads of
the SCO and BRICS, heads of the SCO and
BRICS member states regions, and pub-
lished at the Information Portal of Inter-
regional Cooperation of Small and Medium-
sized Business under the aegis of the SCO
Business Council. The main theses of the
final documents will be published in mass
media.
Documents needed
An original, valid, and signed passport with at least
2 blank pages, valid for at least 6 months after the end
of your stay.
Two copies of the Russian visa application form,
completed and signed.
2 passport-size photo, signed on the reverse. Photos
must be matt-finish (not glossy), in order for the em-
bassy/consulate stamp to adhere properly! The usual
size required is 3 x 4 cm, or 1.5 x 2 inches.
An original HIV certificate showing a negative result is
required for stays of more than 3 months.
