The application of PPP as a project delivery method has been expanding globally. My consultancy team

have been at the forefront of PPP planning, procurement advisory, asset management, and our evolution

from pure privatization to more complex partnerships.

PPP Planning Support

The public sector has turned to PPP (also known as P3 or PFI) to achieve a range of objectives, for

example, the simple transfer of commercial risk with a toll road, or the complex sharing of performance

risks in a school PPP. As an expert in the design, construction, finance, operation and maintenance of

infrastructure, my consultancy team are uniquely placed to advise the public sector or their private partners

on strategies to achieve their respective objectives throughout the life of a PPP project.

STRATEGIC CONSULTING

In the early planning stages of a project, my consultancy team advice on feasibility, delivery options, risk

analysis, and value for money, utilizing core engineering and commercial knowledge gained from

successful delivery and operation of a broad range of PPP projects.

PPP Procurement Advisory

Preparing for PPP procurement, especially in a new jurisdiction or industry sector, can be daunting. Our

staff includes a blend of former public sector professionals who understand this process from personal

experience and former PPP developers or financiers who understand the perspective of bidders. My

consultancy team advice on practical aspects of the legal or regulatory issues concerning PPPs, as well as

pre-developing a PPP project to improve feasibility, and modifying the planning approach to accommodate

a PPP procurement.

During the procurement process, my consultancy team offer our extensive experience which includes both

technical and commercial advisor for the public sector and advisor to the private sector. In the case of the

latter, we have assisted in bid development, served as lenders’ technical advisor, and as independent

certifier/ independent engineer. Our public sector technical and commercial advisory experience includes:

Development of the project scope

Development the payment mechanism

Preparation of the output specification/ performance requirements

Negotiating the deal and executing the PPP contract

Monitoring construction and operation

As markets have matured, the secondary sale of equity in PPP projects has become more commonplace,

with developers seeking to recycle scarce equity capital, and financial investors seeking stable index linked

assets. With our broad knowledge of the primary PPP market and the operation and management of

infrastructure assets, my consultancy team can provide Investor Advisory services to buyers or sellers

seeking to maximize value with acceptable risk.

PPP Asset Management

Our technical and commercial expertise of PPP models allows us to offer, as part of our asset management

services, the management or support of operational special purpose vehicles (SPVs) in a number of

jurisdictions. Our hands-on experience of PPP projects means that we have developed a database of

projects from which we are able to conduct market benchmarking. We have developed facilities

management strategies and whole life cost models using our extensive knowledge of the concession and

lenders agreements that govern PPPs.

2. ASSET MANAGEMENT

When it comes to fleet, facilities, and infrastructure assets, owners and operators realize value by

integrating management, engineering, and financial decision-making across the asset lifecycle to deliver

services reliably, efficiently, and effectively.

STRATEGIC CONSULTING

Economic and related analyses enable owners, planners, and policy makers to make more informed

decisions regarding the impacts of infrastructure investments and resource management on economic

development and resiliency at the local, metropolitan, regional, national, and international levels.

For sectors characterized by a mix of funding such as user fees, debt, and grants, my consultancy team

have developed numerous models projecting the financial and economic rates of return on a wide range of

projects. These issues are particularly important in determining how the project could be funded, and my

consultancy team have applied these principles in a variety of settings.

Our strategy is to be responsive to our clients’ needs, constraints, and the implications of investments for

policy decisions. We evaluate the benefits, costs, and tradeoffs of investment, quantify their impacts

economically, environmentally, and socially, and identify the economic impacts of different pricing and

funding strategies.

We have developed and used the support economic impact analysis, which is used for comprehensive

benefit cost and return on investment analyses. Also we evaluate the wider economic impacts of projects,

drawing on advanced regional economic modeling techniques. Our financial analysis is a proven and

reliable analysis to help craft long-term strategic plans, prioritize projects, determine the feasibility and

impacts of potential public investments, and assess large projects for governments and the public.

10. TECHNOLOGY

The Internet of Things (IoT) is by far one of the most disruptive yet groundbreaking evolutions in our society

today. As this significant technological advancement offers a unique opportunity to improve the way we

live, commute, and travel, it sheds a new light on how property and infrastructure owners need to adapt

and embrace the change.

My consultancy team are committed to being the leader in all property and infrastructure-related

components for smart and connected systems, offering both policy and technical support to public and

private clients and acting as the liaison between owners and the emerging technologies.

The technology for cars exists today to detect hazards, notify the driver or automatically react, minimizing

accidents. Bridges can be instrumented to transmit data related to structural integrity, avoiding bridge

failures. Today, sensors monitor and track huge amounts of data; cloud-based apps translate that data

into useful intelligence and transmit it to machines on the ground, enabling mobile, real-time responses.

We can help integrate technology, capture the data, and turn it into action for end users.

Technology applications are expanding into all aspects of our society and their impact is profound, as cities,

buildings, and infrastructure become ever smarter, with solutions for smart mobility, smart security, smart

11. VALUE CAPTURE

My consultancy team are a leader in applying value capture tools and innovative financing structures to

meet our clients’ critical funding needs on complex property and infrastructure projects. We define value

capture as the generation of revenues for property and infrastructure projects through incremental taxes

and/or assessments on private property, but every project is different and new value capture solutions can

often be devised.

We have served as a trusted advisor to departments of transportation, redevelopment agencies, transit

authorities, joint power authorities, and city and county governments for over a decade. We typically aim to

employ captured values to help close funding gaps and to finance or repay investments in public

infrastructure.

Specific value capture expertise includes:

Detailed analysis of potential new development values

Preparation of value capture reports based on revenue sources

Corridor and transit-oriented development site evaluations

Projections of value capture revenues

Governance structures to manage and allocate value capture revenues

The types of approaches used could be special assessments; tax increment financing; development impact

fees; and negotiated approaches such as developer contributions, air rights, and joint development

agreements or a variety of other means where a property or infrastructure investment results in new value

creation. Revenues can be applied to capital and operating costs, or in support of innovative delivery

methods, such as public-private partnership (PPP) structures.

By using tried and true tools in innovative ways, our team has assisted numerous public and private entities

in providing customized value capture approaches that solve clients’ urgent financing needs.
