Main objectives

• Promotion of transport corridors, modes and technologies, which support a sustainable regional, economic and social development of the Baltic Sea region

• Assessment of an efficient transportation system in the South East Baltic, which also is lenient to the environment

• Establishment of a common European planning procedure in order to co-ordinate infrastructure investments

Part A: Goods transports in the southern Baltic

Overall objectives:

Establish present and future transport volumes and patternsaffecting; the east-west axis ( UK-Denmark-south Sweden-Poland-Kaliningrad/Lithuania/Latvia, the north-south axis (Oslo-Gothenburg-south east Sweden-Poland-south east Europe)

Assess and demonstrate the potential for intermodal transportalong these axis in the long- and short-term perspectives.

A detailed study of the role of short sea shipping and combinedtransport for a selected number of relations based on a goodknowledge of potential freight volumes and competitive transportsolutions.

Identify strategic environmental consequences of increasedtransport volumes in the South East Baltic.

Part B: TEM/TER Development Zone

Overall Objectives:

Contribute to economic growth, democratic progress andsustainable development in the South East Baltic Region.

Define a common strategy of well-balanced distribution ofeconomic activities and human resources in the TEM/TERdevelopment zone.

Develop models for innovative methods and forms forconsultations between different levels of expertise andpoliticians paving the way for a successful co-ordinationbetween different sector-oriented measures.

Identify facts and statistics for the Development zone andpresent it in a common way using GIS technique.

Identification of development problems in the zone.

Description of regional and subregional consequences ofdifferent development scenarios.

Provide a common platform for more detailed planning forexample environmental, and implementation actions, throughthe formulation of a common Vision and a Action plan forcertain chosen fields.

Present situation in the TEM/TER development zone describedin a GIS-model.

Description of spatial development problems in the zone.

Consequences of different development scenarios for the zone.

Some preliminary design of transport infrastructure andrecommendations on promising intermodal logistic measures,e.g. combined transports and railway transports.

Firm recommendation on Visions and Action plans.

Part B: Scenarios

Base scenario 2020:

Approved plans for infrastructure projects will be effected.

Smaller improvements of the infrastructure in south eastSweden.

The motorway Gdansk – Lodz will be constructed.

Main traffic flows continues to pass through Germany and westPoland on its way from Scandinavia to central and easternEurope.

TEM/TER scenario 2020:

The infrastructure within TEM/TER zone will be improved.

A major part (40-60%) of the traffic between Sweden (Norway)and Poland (Hungary, Czech Republic) in the TEM/TER link.

Efficient ferry links with shorter crossing time between Swedenand Poland.

Continuous fast growing economy in Poland.
