The Commission announced the entry of an Order Instituting Public Proceedings pursuant to Sections l5(b) and 19(h) of the Securities Exchange Act Making Findings and Imposing Remedial Sanctions against Robert Chestman Chestman was a registeredrepresentative formerly employed by a New York based broker-dealer On January 81990 a Final Judgment was entered with Chestmans consent by the US District Court for the Southern District of New York in SEC v Robert Chestman et al 87 Civ 7148 (RJW) permanently enjoining Chestman from engaging in certain conduct and practices in violation of the aforementioned statutory provisions and rules thereunder

Chestman consented to the Order which permanently bars him from association with anybroker dealer investment company investment adviser or municipal securities dealer in any capacity (LR-27735)

The Philadelphia Regional Office announced that on March 2 1990 US District JudgeGerhard A Gesell of the District of Columbia entered a Final Judgment and Order permanently enjoining Robert Shulman from violating Section 10(b) of the Securities Exchange Act and Rule 10b-5 thereunder Shulman consented to the entry of the Order without admitting or denying the facts alleged in the Complaint
