GENERAL APPEARANCEThe Cocker Spaniel is the smallest member ofthe Sporting Group. He has a sturdy, compactbody and a cleanly chiseled and refined head,with the overall dog in complete balance andof ideal size. He stands well up at the shoulderon straight forelegs with a topline slopingslightly toward strong, moderately bent, mus-cular quarters. He is a dog capable of consid-erable speed, combined with great endurance.Above all, he must be free and merry, sound,well balanced throughout and in action show a

keen inclination to work. A dog well balancedin all parts is more desirable than a dog withstrongly contrasting good points and faults.
SIZE, PROPORTION, SUBSTANCESize – The ideal height at the withers for anadult dog is 15 inches and for an adult bitch,14 inches. Height may vary one-half inch aboveor below this ideal. A dog whose height ex-ceeds 15½ inches or a bitch whose height ex-ceeds 14½ inches shall be disqualified. Anadult dog whose height is less than 14½ inchesand an adult bitch whose height is less than13½ inches shall be penalized. Height is deter-mined by a line perpendicular to the groundfrom the top of the shoulder blades, the dogstanding naturally with its forelegs and lowerhind legs parallel to the line of measurement.Proportion–The measurement from the breastbone to back of thigh is slightly longer thanthe measurement from the highest point ofwithers to the ground. The body must be ofsufficient length to permit a straight and freestride; the dog never appears long and low.
HEAD To attain a well-proportioned head, which mustbe in balance with the rest of the dog, it em-bodies the following: Expression–The expres-sion is intelligent, alert, soft and appealing.Eyes–Eyeballs are round and full and look di-rectly forward. The shape of the eye rims givesa slightly almond shaped appearance; the eyeis not weak or goggled. The color of the iris is
dark brown and in general the darker the bet-ter. Disqualifications – Eye(s) blue, blue mar-bled, blue flecked. Ears–Lobular, long, of fineleather, well feathered, and placed no higherthan a line to the lower part of the eye. Skull–Rounded but not exaggerated with no ten-dency toward flatness; the eyebrows are clearlydefined with a pronounced stop. The bonystructure beneath the eyes is well chiseled withno prominence in the cheeks. The muzzle isbroad and deep, with square even jaws. To bein correct balance, the distance from the stopto the tip of the nose is one half the distancefrom the stop up over the crown to the base ofthe skull. Nose–of sufficient size to balance themuzzle and foreface, with well developed nos-trils typical of a sporting dog. It is black incolor in the blacks, black and tans, and blackand whites; in other colors it may be brown,liver or black, the darker the better. The colorof nose harmonizes with the color of the eyerim. Lips–The upper lip is full and of suffi-cient depth to cover the lower jaw. Teeth–Teeth strong and sound, not too small andmeet in a scissors bite.
NECK, TOPLINE, BODYNeck –The neck is sufficiently long to allow thenose to reach the ground easily, muscular andfree from pendulous "throatiness." It risesstrongly from the shoulders and arches slightlyas it tapers to join the head. Topline–slopingslightly toward muscular quarters. Body–Thechest is deep, its lowest point no higher than

the elbows, its front sufficiently wide for ade-quate heart and lung space, yet not so wide asto interfere with the straightforward move-ment of the forelegs. Ribs are deep and wellsprung. Back is strong and sloping evenly andslightly downward from the shoulders to theset-on of the tail. The docked or undocked tailis set on and carried on a line with the toplineof the back, or slightly higher; never straightup like a Terrier and never so low as to indi-cate timidity. When the dog is in motion thetail action is merry.
FOREQUARTERSThe shoulders are well laid back forming an
angle with the upper arm of approximately 90degrees which permits the dog to move hisforelegs in an easy manner with forwardreach. Shoulders are clean-cut and slopingwithout protrusion and so set that the upperpoints of the withers are at an angle which per-mits a wide spring of rib. When viewed fromthe side with the forelegs vertical, the elbow isdirectly below the highest point of the shoul-der blade. Forelegs are parallel, straight,strongly boned and muscular and set close tothe body well under the scapulae. Thepasterns are short and strong. Dewclaws onforelegs may be removed. Feet compact, large,round and firm with horny pads; they turnneither in nor out.
HINDQUARTERSHips are wide and quarters well rounded and
muscular. When viewed from behind, the hindlegs are parallel when in motion and at rest.The hind legs are strongly boned, and mus-cled with moderate angulation at the stifle andpowerful, clearly defined thighs. The stifle isstrong and there is no slippage of it in motionor when standing. The hocks are strong andwell let down. Dewclaws on hind legs may beremoved.
COATOn the head, short and fine; on the body,medium length, with enough undercoating togive protection. The ears, chest, abdomen andlegs are well feathered, but not so excessivelyas to hide the Cocker Spaniel's true lines andmovement or affect his appearance and func-tion as a moderately coated sporting dog. Thetexture is most important. The coat is silky, flator slightly wavy and of a texture which permitseasy care. Excessive coat or curly or cottonytextured coat shall be severely penalized. Useof electric clippers on the back coat is not de-sirable. Trimming to enhance the dog's truelines should be done to appear as natural aspossible.
COLOR AND MARKINGSBlack Variety–Solid color black to include blackwith tan points. The black should be jet; shad-ings of brown or liver in the coat are not desir-able. A small amount of white on the chestand/or throat is allowed; white in any other lo-cation shall disqualify.

Any Solid Color Other than Black (ASCOB)–Anysolid color other than black, ranging fromlightest cream to darkest red, including brownand brown with tan points and Sable. Thecolor shall be of a uniform shade, but lightercolor of the feathering is permissible. Sable in-cludes any aforementioned shade intermin-gled or overlaid with black or brown. A smallamount of white on the chest and/or throat isallowed; white in any other location shall dis-qualify.Parti-Color Variety –Two or more colors, one ofwhich must be white; black and white, red andwhite (the red may range from lightest creamto darkest red), brown and white, and roans,to include any such color combination withtan points and sable and white. It is preferablethat the tan markings be located in the samepattern as for the tan points in the Black andASCOB varieties. Roans are classified as parti-colors and may be of any of the usual roaningpatterns. Sable and white includes any afore-mentioned colors intermingled or overlaidwith black or brown. Primary color which isninety percent (90%) or more shall disqualify.Tan Points–The color of the tan may be fromthe lightest cream to the darkest red and is re-stricted to ten percent (10%) or less of thecolor of the specimen; tan markings in excessof that amount shall disqualify. In the case oftan points in the Black or ASCOB variety, themarkings shall be located as follows:1) A clear tan spot over each eye;2) On the sides of the muzzle and on the
cheeks;3) On the underside of the ears;4) On all feet and/or legs;5) Under the tail;6) On the chest, optional; presence or ab-sence shall not be penalized.Tan markings which are not readily visible orwhich amount only to traces, shall be penal-ized. Tan on the muzzle which extends up-ward, over and joins shall also be penalized.The absence of tan markings in the Black orASCOB variety in any of the specified loca-tions in any otherwise tan-pointed dog shalldisqualify.
GAITThe Cocker Spaniel, though the smallest ofthe sporting dogs, possesses a typical sportingdog gait. Prerequisite to good movement isbalance between the front and rear assem-blies. He drives with strong, powerful rearquarters and is properly constructed in theshoulders and forelegs so that he can reachforward without constriction in a full stride tocounterbalance the driving force from therear. Above all, his gait is coordinated, smoothand effortless. The dog must cover groundwith his action; excessive animation shouldnot be mistaken for proper gait.
TEMPERAMENTEquable in temperament with no suggestionof timidity.

Color and Markings–The aforementioned colors arethe only acceptable colors or combination of colors.Any other colors or combination of colors to disqual-ify. Black Variety–White markings except on chest andthroat.Any Solid Color Other than Black Variety–Whitemarkings except on chest and throat. Parti-color Variety–Primary color ninety percent (90percent) or more. Tan Points–(1) Tan markings in excess of ten percent(10 percent); (2) Absence of tan markings in Black orASCOB Variety in any of the specified locations in anotherwise tan-pointed dog.

PRESIDENT’S REPORTBoard Action ItemsMr. Sprung reviewed Action Items, and re-ported on staff initiatives.Legal Status ReportMs. McManus, Vice President and DeputyGeneral Counsel, presented a status report onpending litigation and other Legal activitiesfor the month of April 2017.
FINANCEJoseph Baffuto, CFO, presented unaudited fi-nancial results for the four months endedApril 30, 2017. Total revenues of $23.5 millionwere 2% below budget and 9.3% greater than2016. Registration revenues were less than 1%under budget, but continue to outperform lastyear by 4.7%. Other items that outperformedyear over year include Digital Advertising,Recording and Event Fees, along with Ecom-merce. Total operating expenses of $20.4 mil-lion were 11.6% below budget, but 9.4%

Cocker Spaniel Proposed Breed Standard RevisionThe Board reviewed the proposed changes tothe Cocker Spaniel Breed Standard as submit-ted by the American Spaniel Club, Inc. Theproposed revisions include a disqualificationfor blue eye color; adding the color Sable inthe description of ASCOB under the sectionColor and Markings; and the addition of “orundocked” in the description of the tail. TheCocker Spaniel Standard was previously re-vised with an effective date of June 30, 1992.Following a motion by Mr. Powers, secondedby Dr. Battaglia, it was VOTED (unanimously;absent Mr. Dok), to approve the proposedbreed standard for publication on the AKCSecretary’s Page for comment. Nominating CommitteeThe Nominating Committee for the March2018 election must be appointed by August 15,and its report must be received no later thanOctober 15, 2017. The Board was reminded
that the appointment must be made no laterthan at the August 2017 meeting to meet therequirements of the AKC Bylaws. In the recentpast, the appointment has been made at theJuly meeting, so the committee may interviewcandidates in September.United States of America Coton de Tulear Club’sElectionThe Board reviewed a memo detailing theelection of Board members for The UnitedStates of America Coton de Tulear Club. TheUnited States of America Coton de TulearClub has held two separate elections for theclub’s 2017/2018 Board of Directors (held onDecember 15, 2016 and January 25, 2017).The consensus of the Board was that theyagreed with staff’s handling of the issue. The memo provided a status update oncurrent department activity, major projects,significant legislative issues and accomplish-ments. The AKC GR team is currentlymonitoring approximately 1,700 pieces of leg-islation that could impact responsible dogownership, the health and wellbeing of dogs,the rights of dog owners, and/or the interestsof the American Kennel Club. The Depart-ment is also monitoring approximately 300proposed regulation changes at the state andfederal level. AKC Canine College UpdateThe Staff provided the Board of Directors witha quarterly update on the usage of the AKCCanine College during the time period of Jan-uary 1, 2017 to March 31, 2017.The AKC Canine College had a total of 13,721unique visitors. Sixty-two percent (62%) ofusers accessed the AKC Canine College usinga computer, twenty-nine percent (29%) usinga mobile phone, and nine percent (9%) usinga tablet. Two thousand seven hundred eighty-three (2,783; 20.3%) of the 13,721 unique visi-tors have enrolled in a total of 5,278 coursesor exams.AKC Detection Dog Feasibility Study CommitteeReportA memo from the AKC Board created commit-tee known as the AKC Detection Dog Feasibil-ity Study Committee (ADDFS) was reviewed. Itprovided background information, some pre-viously shared, about the state of detectiondog demand and supply in the U.S., reviewsthe work to date of the committee, and out-lines the next steps, both in-progress and envi-sioned.The committee reported that AKC can bestimpact the U.S. domestic supply of detectiondogs through the following actions:
• Vendor Research: Continue to meet with
companies that train detection dogs inthe US to better understand the barriersto establishing domestic sources and tobetter understand how AKC can bridgethe gap between our American breedersand the vendors who specialize in sellingdetection dogs and/or providing detec-tion dog services in the US.
• Government Relations (GR): Continueto drive legislator awareness and policychange aiming to ensure that qualifieddomestically-bred dogs have at least thesame opportunity as foreign-sourced dogsto become part of the canine detectionteams serving America’s national securityneeds.
• Education: Leverage academic and gov-ernment subject matter experts in con-junction with the AKC’s multimediaeducational resource development assetsto create impactful introductory and ad-vanced breeder resources regarding de-tection dogs.
• Facilitation: Facilitate the necessary con-versation to help solve this national issue,including an annual US Detection DogConference.
• Funding: Explore the potential for U.S.Government grants and/or corporatesponsorships to help pay for the breedereducation necessary to rapidly increase

shifts the primary accreditation criteria fromdistance to new members. Following a motionby Dr. Garvin, seconded by Dr. Davies theBoard VOTED (unanimously; absent: Mr.Dok), that the AKC will accredit new local Spe-cialty clubs that desire to become licensed forconformation provided that two-thirds (67%)of the new local Specialty club’s members arenot members of another local Specialty con-formation club of the same breed and the newclub is not the result of a split from an existingclub. This new Board policy is effective June 1,2017. The current policy requiring newly licensedlocal Specialty conformation clubs to holdtheir specialties in conjunction with anotherspecialty, Group or All-Breed show will remainunchanged. Three Opportunities to Compete on a Single DayStaff was asked to review and present the prosand cons of offering dogs three opportunitiesto compete for points on a single day in orderto help structure a Board discussion. CurrentBoard policy limits the number of point showsfor an individual breed to two per day. Thosepolicies are the Multiple All-Breed or LimitedBreed Shows in One Day Program, Concur-rent Specialty Shows, and Same Day SpecialtyShows. There was discussion surrounding thepros and cons presented by staff. It was theconsensus of the Board that there was no in-terest in pursuing the topic further and thatthere was no advantage to having three oppor-tunities to compete in a single day.
Monitoring All-Breed Events Offering the NOHSStaff presented an update on the number ofall-breed events offering the AKC NationalOwner-Handled Series (NOHS). Event Opera-tions uses an internal report that tracks, byevent month and year, the percentage of ap-proved events that are offering the NOHS.Through the first five months of 2017, thenumber of All-Breed shows offering NOHS in-creased by 7%.
COMPANION & PERFORMANCEPamela Manaton, Director of Obedience, Rallyand Tracking, Caroline Murphy, Director ofPerformance Events, and Carrie DeYoung, Di-rector of Agility by teleconference.Elimination of the 26-inch Jump HeightThe Board reviewed a recommendation toeliminate the 26-inch jump height and substi-tute the “24 Inch Choice” jump height classifi-cation at AKC agility trials. Changes within theUnited States agility community and interna-tionally will see the elimination of a 26” jumpheight within the next 6 months across all or-ganizations worldwide. To stay current, theAKC Agility staff recommends the eliminationof the AKC’s top height class of 26 inches to a“24 Inch Choice” class. The “24 Inch Choice”class will be a jump height for dogs that arenot required to compete at 24 inches whosehandlers choose to compete at this higherheight. This change is designed to keep dogs in theAKC Agility program by making AKC consis-

tent with trends that are occurring in thesport. The “24 Inch Choice” height changealso helps those handlers who want to preparefor international competitions. Without thischange those handlers would move to otherorganizations to compete to gain the experi-ence they and their dogs need.This jump height will allow the true 24 inchdogs (the ones required to jump 24 inches) tonot have to compete with dogs that are typi-cally smaller and lighter whose handler optsinto the 24-inch height. This is a change to the Regulations for AgilityTrials which may be approved by a vote of theBoard. If approved, the change will become ef-fective January 2, 2018.This will be discussed further at the July meet-ing. Allow Protective Footwear for Dogs in AKC Track-ing TestsThe Board reviewed a recommendation toallow protective footwear for dogs in AKCTracking tests. On occasion, sites used for AKCTracking tests have been found to have dan-gerous foxtail and thorny plants in them, aswell as a potential to have lawn chemicals andbroken glass. Because this change is a safetyissue, the staff requested that the Board con-sider implementing the regulation change im-mediately. Following a motion by Mr.Gladstone, seconded by Dr. Battaglia theBoard VOTED (unanimously; absent: Mr.Dok), to consider the matter at this meeting,waiving the usual notice requirements.
Following a motion from Mr. Gladstone, sec-onded by Mr. Powers, it was VOTED (unani-mously; absent: Mr. Dok), to amend Chapter2, Section 4, of the Tracking Regulations(changes underlined) effective immediately.
Chapter 2. Regulations for Performanceand Judging
Section 24. Protective Clothing. Dogs maywear a protective coat and/or footwear. Ifworn the coat, tracking harness andfootwear must be put on in the presence ofboth judges.
Obedience Club Membership RequirementsThe Board reviewed a recommendation tomodify the membership requirement for theformation of obedience clubs from 30 house-holds/25 local, to 20 households/12 local.This makes the membership criteria for theformation of obedience clubs the same as thatrequired for the formation of most othersport-based clubs. The recommendation isconsistent with the larger Sports & Events ini-tiative to make it easier for clubs to join theAKC and hold AKC events. This will be dis-cussed further at the July meeting. Spaniel Field Trials – Two Technical ChangesThe Board reviewed two recommendedchanges to the Spaniel Field Trial Rules. (1)Remove the current mileage restriction be-tween English Springer Spaniel (ESS) field tri-als that limits where an individual may judge.(2) Modify the restriction on how long it takes

an individual to regain amateur status afterthey have stopped being a professional trainer.Change #2 applies to both English SpringerSpaniel and Cocker Spaniel field trials. Thesechanges were recommended by the field com-mittees of the Parent Clubs. The English Springer Spaniel Field Trial Rulescurrently restrict an individual from judgingwithin 400 miles of the location where theyhad previously judged in the current year. Thisrestriction was meant to limit the frequency ofan individual judging in a given area. The re-striction has proven to be burdensome onclubs and the request is to remove the mileagerestriction. The restriction that an individualcannot judge more than three trials per yearwould remain unchanged. Currently, in Spaniel field trials (both ESS andCocker), once an individual becomes a profes-sional trainer, the individual may never returnto being an amateur handler and compete inamateur stakes. The recommended change isthat a professional trainer may regain amateurstatus two years after the individual hasstopped acting as a professional trainer. This will be discussed further at the July meet-ing. Additional Barn Hunt Titles—Crazy 8sAKC has been associated with Barn Hunt, asport where dogs search and find live rats pro-tected in PVC tubes, since 2013. Competitorswho earn titles with the Barn Hunt Associationmay apply to add these titles to their dogs’AKC records for a fee. In the four years since
its creation, Barn Hunt has grown into a verypopular sport.The Board reviewed a recommendation forAKC to acknowledge titles earned in the newBarn Hunt “Crazy 8s” class which was insti-tuted as new titling class at the end of 2016.The Crazy 8s class has four titles, based onhow many points a dog has earned in the class:Crazy 8s Bronze (CZ8B), Crazy 8s Silver(CZ8S), Crazy 8s Gold (CZ8G) and Crazy 8sPlatinum (CZ8P). After the Platinum title, par-ticipants can earn Platinum 2, Platinum 3, andon into infinity. Consistent with other titles in the Title Recog-nition Program, owners must apply and pay a$20 fee to add the title on their dogs’ AKCrecords. This will be discussed further at theJuly meeting. Basset Hound Club of America - Hunting Perform-ance Test TitlesThe Board viewed a request from the BassetHound Club of America (BHCA). The BHCAis requesting that AKC recognize the four titlesoffered in their program called the HuntingPerformance Test (HPT) which allows houndsto demonstrate their natural ability to huntrabbit by scent in a non-competitive setting.Unlike field trials, dogs are judged individuallyagainst a standard for each skill within the dif-ferent stakes - Solo, Brace, or 2 Couple Pack.Whether they are working in braces, packs, oralone, they have 30 minutes to find a rabbit.The maximum test entry is 15 per day. There are 4 suffix titles, with each requiring 3

qualifying scores except MHE which also re-quires at least one conformation point.Higher level titles supersede lower on a dog’srecord.

AKC Scent Work Marketing PlanStaff presented to the Board its year-long Mar-keting plan developed in collaboration withthe Sports and Events team to support thelaunch of AKC Scent Work. The Pre-Launch
phase will be focused on driving awarenessand interest among Clubs. Launch and Post-Launch initiatives will primarily target high-potential exhibitors. All phases will includeintegrated support across all Marketing andCommunications channels including PR, web-site, email and social media. Information onScent Work will be featured across all of ourdigital touch points which will allow us toreach approximately 3.6 million on Facebookand generate over 500K targeted impressionson AKC.org. There will be ongoing assessmentof performance and adjustments as necessary.

This change is effective July 1, 2017. Classes offered at FSS Open Shows will be: 4-6Month Puppy; 6-9 Month Puppy; 9-12 MonthPuppy; Bred-By-Exhibitor; and Open. Thischange is effective July 1, 2017. Chapter 2, Section 2SECTION 2. ClassesThe following breed classes will be offered atall FSS Open Shows:
• 4-6 Month Puppy Class• 6-9 Month Puppy Class• 9-12 Month Puppy Class• Bred-By-Exhibitor Class• Open Class

by sex. Division of sexes will be uniformly ap-plied to all breeds and shall be published inthe premium list.
• Miscellaneous breeds will be consideredequivalent to a Group.
• The Miscellaneous Class winner will com-pete with the Group winners for Best inShow.
• FSS breeds will be considered equivalentto a Group.
• The Best FSS winner will compete withthe Group winners for Best in Show.
Clubs may offer Junior Showmanship classes for ex-hibition only but must notify AKC.
Puppy of Achievement (POA) Pilot ProgramThe Board VOTED to create an introductoryconformation certificate called Puppy ofAchievement (POA) on a pilot basis. A certifi-cate would require a dog to earn 10 POA pointsfrom the 4-6 Month Beginner Puppy Competi-tion (BPUP) and/or the regular Puppy classes.The purpose of this new certificate is to encour-age exhibitors to compete by providing a realis-tic goal for puppies while they gain ringexperience. During the pilot period the AKCwould issue a certificate; it will not be consid-ered an AKC title. At the end of one year, allowners who have received the certificate will besurveyed to determine the success of the pro-gram. The future of the program will dependon the results of the survey.
The Puppy of Achievement certificate isearned based on the following requirements:
• 10 points (no major point requirement). • Points for this certificate are earned at
BPUP events and in the Puppy classes atregular events.
• The POA schedule of points would be thesame for all breeds/varieties regardless ofdivision or sex:
At regular shows, points would be awardedbased on the number of dogs in competitionin that class/sex (6-9, 9-12 or 6-12 MonthPuppy). No points would be awarded beyondthe class level at regular shows. Points can beearned with no competition. Staff feels this isappropriate given that this is not a titling pro-gram and the large number of low entrybreeds that have very few entries in the puppyclasses.At BPUP events, since competition is not di-vided by sex, dogs awarded BOB would receivePOA points based on all dogs in the breed/va-riety competing and the dog awarded BOSwould receive POA points based on the num-ber of dogs competing in their sex. A dogawarded Group 1 in BPUP would receive thehighest number of POA points awarded to anypuppy in their group. A dog is awarded BIS

would receive the highest number of POApoints awarded to any puppy at that event. The changes to the Four-to-Six Month (BeginnerPuppy) Competition Regulations will be effectiveSeptember 1, 2017.Achiever Dog Pilot ProgramThe Board VOTED to implement an AKCAchiever Dog program. Any dog that has beenawarded a placement or earned a qualifyingscore in three different sports would receive anAKC Achiever Dog certificate. The purpose isto encourage owners to participate in a varietyof sports, hopefully finding those in which theyenjoy and achieve success. The desired resultfor AKC is to keep owners engaged and in-crease entries across all sports. The programwill be implemented on a pilot basis. Duringthe pilot period, the AKC would issue a certifi-cate that would not be considered an AKC title.At the end of one year, all owners who have re-ceived the certificate will be surveyed to deter-mine the program’s impact on entries. Thefuture of the program would depend on the re-sults of the survey. The pilot program will beimplemented starting December 1, 2017. Obedience and Rally - Transfer of Entries AfterClosing DateThe Board VOTED to approve a recommenda-tion to remove restrictions on when an ex-hibitor is allowed to transfer from one class toanother at obedience and rally trials. A dog willbe allowed to transfer from one class to an-other, if the handler and dog are eligible, atthe request of the exhibitor after the closing
date for entries, regardless of when the dogearned the title, provided the club allows trans-fers, and only if the class and judge are avail-able. This applies to both Obedience and Rally.This change to the Regulations is effective July1, 2017.Recognizing Stunt Dog TitlesThe Board VOTED to expand AKC’s new TrickDog titling program by recognizing four StuntDog titles created by Do More With Your Dog(DMWYD). These Stunt Dog titles will start to be recog-nized by the AKC on March 15, 2018, to coin-cide with the DMWYD National Trick DogChampionship. Retriever Field Trials - HonoringThe Board reviewed a recommendation to re-quire dogs competing in Retriever Field Trials tohonor another dog’s work during a marked re-trieve except in Derby stakes. An honor in Re-triever field trials is when a dog, after it hasfinished making its retrieves, steps to the side,sits down and calmly watches (honors) as thenext dog make its first retrieve of a marked fall.It is a test of control since an overly excited dogmay break its honor and attempt to make the re-trieve itself. Honoring is a common occurrence during duckhunting when there are multiple hunters withdogs. It has always been the intent in RFTs thatdogs should honor. However, the current RFTStandard Procedures use the word “should”.Over time, and particularly in recent years,judges are interpreting this to mean that honor-

ing is an option. The dropping of honoring hasreached the point where the RFT Advisory Com-mittee has made the request that the word“should” be changed to “shall”. This will make itclear that dogs must honor and will result ingreater consistency in the required performanceof dog competing in Retriever field trials. After discussion, the was a motion from Ms.McAteer, seconded by Dr. Davies it was VOTED(unanimously; absent: Mr. Dok), to amend asfollows (changes underlined) Field Trial Rules and Standard Procedures For Re-trievers,
STANDARD PROCEDURE FOR NON-SLIPRETRIEVER TRIALSBasic Principles #5.Judges shall in their discretion determinethe number of dogs that shall be worked orkept on line simultaneously. In at least onetest involving the retrieve of a marked fall inall stakes, except Derby, every dog shall bekept on line off leash while another dogworks. If a dog has failed the test and isasked to remain on line to honor the workof the next running dog, the Judges may di-rect that the dog honor on lead or off leadas they deem appropriate.
This change is effective June 1, 2017.

NEW BUSINESSEXECUTIVE SESSIONThere was an EXECUTIVE SESSION to dis-cuss Staff Actions in a recent disciplinarymatter. It was reported out of this session thatAKC staff members Heather McManus andTim Thomas were to be commended on theirexcellent judgment in handling this matter.New Conformation Class – Bred-by-Exhibitor PuppyMs. Cruz brought forward a proposal to createa new Bred-by-Exhibitor Puppy class. Ms. Cruzdiscussed the fact that the Bred-by-Exhibitor(BBE) medallion is a coveted award by ourbreeders and can only be won from the BBEclass at all breed shows and specialties. Sheproposed an addition to Chapter 3, Section 3,of Rules Applying to Dog Shows to add a newclass “Puppy Bred-by-Exhibitor” to the list ofregular classes of The American Kennel Club. The rationale behind the proposal is that allchampionship points enroute to the BBEmedallion must be earned from the BBE class.Points won from the puppy class make a dogineligible to earn the BBE medallion. Breed-ers of slower-maturing breeds have a disadvan-tage when competing in the BBE class with ayoung puppy. Her proposal is to add the BBEPuppy class and then to allow wins from thatclass to count toward earning a BBE medal-lion. The proposal would allow a division ofthe puppy class by 6-9 and 9-12 months at na-tional or regional specialties. She also pro-poses the elimination of the Amateur OwnerHandler Class from Section 3. Staff will bring

forward a memo in July that addresses theseproposed rule changes.Badges and Pins in the RingMr. Gladstone suggested that the wearing ofbadges and pins by professional handlers inthe conformation ring, that identify them asmembers of such professional handling organ-izations, was unfair to the owner-handler. Heasked the Board to consider changing the cur-rent Board Policy to prohibit the wearing ofsuch pins in the ring. The current board policy (1968) reads; “Therule prohibiting badges and pins in the ring isdesigned to prevent an exhibitor from wearingbadges or other symbols which identify thatperson as a particular individual and the ruleshould not be construed to include the wear-ing of a lapel button by an exhibitor identify-ing him as a member of a particular club, AKCRHP, PHA, the Guild or any group.”There was a sense of the Board that this wasnot a problem and they did not wish to go for-ward with further review of the topic. Scheduling of Conformation Dog Show JudgingSchedulesDr. Davies brought up the topic of the lengthof all-breed dog shows. It is taking far too longfor judging to be completed at all-breed shows.This is due to a number of factors that includenumber of rings, number of judges and theway breed and group times are assigned. Hestressed that the Show Chairperson should beworking with the Superintendents to do what-ever is possible in scheduling the show to make
the show-day shorter. Staff was asked to reviewthe issue and bring back a memo in July thatcontained ideas that should be used by Super-intendents in scheduling the day to accomplishthis.

The Points toward a Championship shall be awarded to the Winners Dog and Bitch of each breed or variety based on the actual numberof dogs or bitches competing in that breed or variety.If the dog designated Winners Dog or Winners Bitch is also awarded Best of Breed or Variety, the dogs of both sexes that have been en-
tered for Best of Breed or Variety competition and that have been defeated in such competition, shall be counted in addition to the dogsthat completed in the regular classes for its sex in calculating championship points.If the dog designated Winners Dog or Winners Bitch is also awarded Best of Opposite Sex to Best of Breed or Variety, the dogs of its
own sex that have been entered for Best of Breed or Variety competition that have been defeated in competition for Best of Opposite Sex,shall be counted in addition to the dogs that completed in the regular classes for its sex in calculating championship points.After points have been computed for Winners Dog and Winners Bitch subject to the above two stipulations, the dog awarded the
Best of Winners shall be credited with the number of points calculated for Winners Dog or Winners Bitch, whichever is greater.In counting the number of eligible dogs in competition, a dog that is disqualified, or that is dismissed, excused or ordered from the ring
