(Multiple Breeds) NOTICE Ms. Sarah Crepeau (Southwick, MA) Ac- tion was taken by the Champlain Valley Kennel Club for conduct at its December 4, 2015 event. Ms. Crepeau was charged with improper treatment in connection with an event. The Staff Event Committee reviewed the Event Committee’s report and set the penalty at a one month suspension from AKC privileges and a $300 fine, effective January 9, 2016. (Multiple Breeds) NOTICE Mr. Brian Dieckgraefe (Saint Louis, MO) Action was taken by the Labrador Re- triever Club for conduct at its October 3, 2015 event. Mr. Dieckgraefe was charged with improper treatment in connection with an event. The Staff Event Committee reviewed the Event Committee’s report and set the penalty at a reprimand and a $100 fine. (Multiple Breeds) NOTICE The AKC’s Management Disciplinary Committee has suspended Mr. John Miles (Powhatan, VA) from all AKC privileges for five years and imposed a $1000 fine, effec- tive February 12, 2016 for refusal to make his dogs and records available for inspec- tion when requested. The Board convened on Thursday,February 11, 2016 at 8:00 a.m. AllDirectors were present, as were theExecutive Secretary, the AssistantExecutive Secretary, the Senior ExecutiveVice President and General Counsel, aswell as the Executive Vice President andChief Growth Officer.

EXECUTIVE SESSIONThere was a brief Executive Session withonly Board members present. Nothing wasreported out of this session.

The January 2015 Board minutes, copiesof which were made available to allDirectors, were discussed. Upon a motionby Mr. Arnold, seconded by Dr. Battaglia,the January 2016 minutes were unani-mously approved.

PRESIDENT’S REPORTOffice Real Estate PresentationThere was an Executive Session to discussplans for the locations of AKC’s facilities

when the current New York and NorthCarolina offices’ leases expire in 2019 and2020, respectively.Representatives from CBRE, Gensler, andAequitas gave presentations sharing theirrespective process in office design andlocation selections. No actions were takenduring this session. Board Action ItemsMr. Sprung reviewed Action Items,reported on staff initiatives and provided areal estate update.EducationThere was a general discussion on theneed for education across the sport, e.g.,exhibitors, judges, breeders, stewards,groomers, etc. It was recommended thatmodules should be created and be madeavailable on the AKC website. Ms. Cruz suggested that the very well-received show chairmen’s seminars, givenby Bri Tesarz, Event Operations ProgramManager, was the type of presentation thatcould be made into a model. The idea ofhaving presentations for the Fancy in con-nection with the AKC show in Orlandowere discussed, along with the challengesof trying to add more activities to analready complete schedule.Mr. Kalter suggested that AKC explore theidea of biennial educational events forParent Clubs and All-Breed Clubs. Theywould be patterned after the previously

held successful Parent Club Conferences.Staff will report back to the Board on thisin April.Legal Status ReportMs. McManus, Senior Attorney, presenteda status report on pending litigation andother legal activities for the month ofJanuary 2016.

Mr. Baffuto presented unaudited financialresults for the year ended December 31,2015 which included, total revenues of$62.2 million. This was within 3% ofbudget, while being 4% above the prioryear revenue. Total operating expenses of$53.4 million were 9% below budget andless than 1% above the amount from theprevious year. A third legislative position statement,Canine Population Issues also touches onthe issue of spaying and neutering. It was recommended that changes in lan-guage be made to each of three position

mission and core values, including: pro-moting the sport of purebred dogs, breed-ing for type and function, advocating forthe purebred dog as a family companionand protecting the health and wellbeing ofall dogs This will be discussed further at the Aprilmeeting.

BUSINESSAlexandra Aleskovsky, Chief GrowthOfficer, participated in this portion of themeeting. There was a review of AKCgrowth initiatives currently underway.Priorities included:

Mary Burch, Director CanineGood Citizen, participated by telephoneconference.Farm Dog Certification Test — A New AKCActivityThe Board reviewed a proposed Staff rec-ommendation for a new AKC activitycalled the Farm Dog Certification (FDC)test. The FDC test has two objectives:

• Promote training and responsible dogownership for all dogs living in a ruralenvironment.

• Expose a new segment of dog ownersto herding events, potentially recruit-ing new participants.

The FDC test is comprised of 12 pass-failelements. It may be offered as a class at a

herding test or trial. The test is open to alldogs at least nine months of age that areindividually registered/listed with theAKC. All clubs currently licensed to holdAKC herding tests/trials will be allowed tohold Farm Dog Certification tests. If a dogpasses the test on two occasions, the ownermay apply for a FDC suffix title. This will be discussed further at the AprilBoard meeting. Retriever Hunting Tests — Three Recommen-dationsThe Board reviewed recommendationsfrom the Retriever Hunting Test AdvisoryCommittee, for three changes to theRetriever Hunting Test Regulations.

Recommendation #1Allow clubs, at their option, to holdMaster level-only tests at their fifth andsixth events of the year provided theclub has offered each of the test levels atleast once at its first four hunting testsoffered in the year.

Recommendation #2Require clubs to only use fresh birds attheir hunting tests.

Recommendation #3Move up the opening date for events byone day so all events open to the publicon Wednesday evening.

Canine Good Citizenship — Title Status ReportStaff presented a memo to update theBoard on the on-going progress of theCanine Good Citizen program.Over the past three years, since CGCbecame a title, the number of certificatesand titles sold per year has increased by50%. In 2015, 60,141 certificates/titleswere sold.The number of CGC Evaluators is at an all-time high. At the end of 2015, AKC has11,141 approved evaluators, up 23% overthat past three years. CGC is one of thebest outreach programs we have to providevalue to the general dog owning public.

JUDGING OPERATIONSDoug Ljungren, Vice President Sports andEvents, participated in this portion of themeeting with Tim Thomas, Director DogShow Judges, and Leslie Fetzer, EducationProject Manager, participating by videoconference. AKC Canine College Progress Report The Sports and Events Department pro-vided the Board with a progress report onthe AKC Canine College initiative. Staffadvised the Board that the LearningManagement System to be used for theAKC Canine College has been selected.

This platform will form the backbone ofan overall education strategy beyondjudges education. This learning tool, cou-pled with other learning tools, will providea robust resource for judges education andother AKC initiatives and represents a sig-nificant commitment by the AmericanKennel Club to education.Conformation Judging StatisticsJudging Operations provided the Boardwith its quarterly report on the conforma-tion judging applications considered bythe Judges Review Committee in the previ-ous three months as well as year-end statis-tics. 2015 brought a significant increase in thetotal number of applications for conforma-tion judging approval received and thenumber of breeds granted compared tothe previous year. While there was anincrease in both New Breed andAdditional Breed applications, theincrease was predominately due to a signif-icant jump in the number of AdditionalBreed applications.

While the rate of receipt for 2015 wasahead of 2014’s pace prior to the imple-mentation of the new Judging ApprovalProcess, there was a dramatic effect as aresult of the new approval policy. JudgingOperations received approximately 3x thenumber of applications per month after

September 1, 2015. The average numberof breeds per application was essentiallyunchanged (7.58 to 7.64).

Junior Showmanship Regulations — NoviceClass CriteriaThe Board reviewed a recommendation torevise the Conformation Junior ShowmanshipRegulations and Guidelines for Judging Juniorsin Conformation criteria to move from theNovice Class to the Open Class. The rec-ommendation is to allow a Junior who hasmet the criteria of winning three firstplaces in a Novice Class with competition

or a Best Junior with competition to moveto the Open Class. If approved, the recom-mended effective date is July 1, 2016. Thiswill be discussed further at the April Boardmeeting. Closing of Entries on Postal HolidaysThe Rules Applying to Dog Shows Chapter 6,Section 9, addresses the schedule of whenentries close. Additionally, this sectiondeals with closing dates that fall on apostal holiday:

“…Whenever the closing day notedabove falls on a postal holiday, entriesreceived in the first mail only on the fol-lowing day may be accepted.”

The issue is whether the extending of theclosing date includes telephone, fax, andelectronic entries or even hand deliveredentries received before that drop.The staff believes all forms of entriesshould be treated in a similar manner. TheDog Show Rules Committee discussed thistopic at their December 2015 meeting andrecommended that acceptance of allforms of entries should be extended 24hours when the published closing dateand time fall on a postal holiday.The recommendation is to amend this sec-tion to allow all forms of entries to beaccepted for up to 24 hours after theposted closing date and time when the

closing date falls on a postal holiday.If approved by the Board, the amendedChapter 6, Section 9, of the Rules Applyingto Dog Shows will be read at the JuneDelegates’ meeting and VOTED at theSeptember Delegates’ meeting. Ifapproved, the effective date will be imme-diately. This will be discussed further atthe April Board meeting. Making It Easier For Clubs To Hold Events The Board received an update of some ofthe changes that were approved or imple-mented in 2015 to make it easier for clubsto hold events by significantly reducingbureaucracy. 1) Revision of event notification messages

to provide clubs the URL link to a formwhen information on the form needs tobe submitted for event approval - June2015

2) Modify Event Operations representativeassignments to be based more on geo-graphic area. This allows more clustersto communicate with one representa-tive. - October 2015 & January 2016

3) No longer require clubs to submit agrooming plan - January 2016

4) Event applications can be effective formultiple years - January 2016

5) Allow specialty clubs to hold two days ofshows per year and one additional showto join national specialties. Providesclubs more flexibility to schedule their

shows, opportunity for additional en-tries, and reduces the instance of localclubs holding shows in the name of theparent club. - January 2016

6) At their discretion, allow clubs to utilizeelectronic documents for premium lists,judging programs, and catalogs - Janu-ary 2016

7) Revision to the Application forShow/Trial

SECRETARY’S PAGEAll-Breed Events Held in 2014 and not in 2015The staff provided a report on the numberof all-breed events that were held in 2014that were not held in 2015. The number ofAll-Breed events decreased in 2015 by 19events compared to 2014. The reductionof 19 All-Breed events is the net of 42events not held in 2015 which had beenheld in 2014 and 23 events held in 2015which were not held in 2014. The EventOperation staff has documented the clubsreasons associated with the 42 events notheld. The most common reasons weresite/date and cluster issues. Conformation Show “Deep” DiveAt the January Board Meeting the Boardagreed to begin the process to betterunderstand the trends in conformationevents and what actions might be taken toincrease participation. The discussion willbe held over several meetings and its goalis to result in actions which will boost thenumber of new participants as well asmake shows more “customer/exhibitor”friendly. What follows is the first phase ofthat discussion. It was agreed that effortsincluding marketing research on demo-graphics and psychographics had to bemade to change the public perceptionabout the desirability of a responsibly breddog.There will be further discussion on thesubject.

Conformation Shows and Entries Over thePast Ten YearsThe staff presented ten-year trend reportson entries by class and on the number ofconformation events held annually byevent type. The data confirms a significantdecline in over-all participation and onethat continues today. The Board discusseda number of factors which are impactingparticipation in those below.Survey — Why Owners Do Not Continue toExhibitThe staff presented a summarized versionof a memo that appeared in the April 2015Board Book regarding why owners do notcontinue to exhibit. 47% of the respon-dents said they attend fewer shows thanthey did five years ago. Reasons cited:

1. Costs (includes travel, entry fees, ho-tels, parking)

2. Issues with judges (breed knowledge,political, favoritism)

3. Time constraints (distance to event,family)

4. Difficulty getting majors

What Motivates People to Participate in DogSportsTwo studies on what motivates dog ownersto participate in sporting events in particu-lar were presented as the reported find-ings have some relevancy to our dog sport.A recent study, “Dog-Sport Competitors:

What Motivates People to Participate withTheir Dogs in Sporting Events” exploredwhy people participate in dog sports. Thesecond study, “Exploring the Dimensionsof Serious Leisure: “Love me-Love MyDog!” discussed the multiple roles of indi-viduals within dog clubs and the factorsrelated to their involvement. These studieswere discussed as background material rel-evant to a detailed discussion regardingthe decline in conformation entries asresearch is gathered.

Change to Common Site Application (CSA)ProcessingThe Board VOTED to approve a change tothe Board policy for clusters and back-to-back shows to allow clubs to submit aCommon Site Application (CSA) withoutthe signature of each club in a cluster. Allowing Obedience and/or Rally Trials toCo-ExistThe Board VOTED to approve a recom-mendation to allow obedience and/orrally trials to co-exist within the conflictdistance of 100 miles if the club obtainsthe written permission of the club with theestablished date. This makes the policyregarding obedience and rally consistentwith the policies/regulations governingconformation, agility and all performanceevents. The following are the additions to theShow Distance Conflict Policy:

Obedience trials may not be held less than100 miles in distance on the same day, excepta club may be approved to hold an event inconflict with another club which has estab-lished its event on the same date, only if ineach instance it obtains the permission of theclub with the established date and submits thepermission along with its event application.

Retriever Master Amateur Invitational HuntingTestThe Board VOTED to create a new eventin the Retriever Hunting Test programcalled the Retriever Master AmateurInvitational Hunting Test. The purpose ofthis event is to provide a venue dedicatedto and focused on allowing amateur han-dlers to showcase their hunting retrievers.The Master Amateur Test will be hosted bya new club, the Master Amateur RetrieverClub (MARC), whose sole purpose will beto organize and host this once per yearevent. The event will be open to all breedseligible to participate in AKC Retriever

Hunting tests. Dogs qualify by passing theMaster Hunter test at local events a givennumber of times as established by theMARC during the qualifying period, pro-vided the dog was handled to its qualifyingscores by an amateur. This regulation change is effective March1, 2016. The first Master Amateur Nationalevent will be held in the spring of 2017.Regulations & Guidelines for AKC HuntingTests for RetrieversChapter 1. new Section 4. Entry Requirements Definition of an amateur. For the purposeof qualifying and handling a dog in theMaster Amateur Invitational Hunting Test: A person shall be considered an Amateurwho during the period of two years pre-ceding the trial in question has notreceived compensation in any form for thetraining of a dog for hunting, huntingtests or field trials and/or the handling ofa dog in the same, and/or the regular sys-tematic personal instructions of other indi-viduals regarding the above pursuits. Compensation is defined as money, goodsor services to a person or any member oftheir household. No member of the house-hold of a person who does not qualify asan amateur under this definition can qual-ify as an amateur. Any person participating in an occasionalorganized seminar or workshop toimprove the training and handling of field

trial, hunting test or hunting dogs will beexempt from the above provision as will aperson who receives payment for provid-ing educational material (such as books,videos, etc.) to the public on the trainingand handling of field trial, hunting test orhunting dogs. The dog must be handled by an amateurduring all series in a given test in order toqualify as being handled by an amateur. Should a question arise at the MasterAmateur Invitational test regarding a per-son’s amateur status, the Event Committeeshall decide.

Regulations & Guidelines for AKC HuntingTests for Retrievers

NewChapter 7. Master Amateur Invitational Hunt-ing TestA Master Amateur Invitational hunting testfor qualified dogs shall be run not morethan once in any calendar year by a clubor association formed for that purpose. Alldogs must be handled by amateurs at thisevent. The club shall file an application forpermission to run the event under theRegulations and procedures for Retrieverhunting tests. The Master AmateurInvitational Hunting Test shall representthe equivalent of two weekend Master leveltests. The event shall be run in as many

divisions as the hosting organizationdeems necessary to achieve this end. Theclub or association may also make specialRegulations and procedures as aredeemed necessary for the conduct of thetest including the qualifications requiredto enter the test. The qualifying require-ments must be achieved when the dog ishandled by an amateur. Such specialRegulations and procedures as may bemade by the club or association are subjectto the approval of the Board of Directorsof the American Kennel Club. Beagle Field Trial Procedures - Allowing theUse of Tracking CollarsThe Board VOTED to amend the BeagleField Trial Rules and Standard Procedures forBrace, Small Pack, SPO and Two-Couple PackEvents to allow the use of tracking collars atBeagle field trials and two-couple packevents. This change is effective April 1,2016. Beagle Field Trial Rules and StandardProcedures for Brace, Small Pack, SPO andTwo-Couple Pack EventsPROCEDURE 4. JUDGING (new wordingunderlined) 4-D Collars. If a hound under judgmentwears a collar, it shall be a well-fitting col-lar with nothing hanging from it and withno attachments other than tags for identi-fication purposes. Hounds may wear track-ing collars at the option of the handler.

Special training devices that areused to control and train dogs, electronic collarsused with transmitters, muzzles and head collarsmay not be used on dogs at AKC events.Agility Single Breed Specialty Trial in Conjunc-tion with All-Breed TrialThe Board VOTED to amend theRegulations for Agility Trials, Chapter 1 -Sections 2 and 5, (changes underlinedbelow) to allow single breed specialty clubsto have a specialty trial within an all-breedtrial being held by the specialty club. Thischange will allow the single breed specialtyclub to embed their breed specialty withintheir own all-breed agility trial. Thischange is effective March 1, 2016,Chapter 1. Section 2. Agility Trials Defined.Paragraph 7.An AKC-recognized specialty club mayoffer a single breed specialty agility trial inconjunction with an all-breed trial, sharingthe same date, show site, equipment andjudges. Specialty trial participants shall beexcluded from competing in the adjoiningall-breed trial. Both agility trials may berun together; however, each club isrequired to maintain separate event

records.Chapter 1. Section 5. Making Application.Paragraph 2.A club may be approved to hold up totwelve (12) licensed or member events in acalendar year. A club can be approved tohold separate trials on consecutive days.Each day is considered a separate trial. Aclub shall not be approved to hold morethan one trial on any single day except inthe case of a specialty club offering a sin-gle breed specialty trial in conjunctionwith their all-breed trial or offering twosingle breed specialties on the same perChapter 1, Section 2.Reserve Best Junior Handler The Board VOTED to revise Section 5 ofthe Conformation Junior ShowmanshipRegulations and Guidelines for Judging Juniorsin Conformation (revisions underlinedbelow) to include the required awardingof Reserve Best Junior Handler. This willprovide consistency at all Junior Handlerconformation events. The Board agreedthat this should be required for All-Breed/Group Shows but remain optionalfor Specialty Shows. This change is effec-tive July 1, 2016,Section 5. Classes and DivisionsF) Reserve Best Junior Handler. An All-Breed club offering Junior Showmanshipshall offer Reserve Best Junior Handler, aGroup Club or Specialty Club has the

option to offer Reserve Best Junior. If aprize is offered, it must be described in thepremium list in accordance with RulesApplying to Dog Shows Chapter 5, Section5. After the judge has awarded the BestJunior Handler, the second place winnerfrom the class that the Junior was awardedBest Junior Handler is to return to thering to compete for Reserve Best JuniorHandler.

NEW BUSINESSThe AKC Canine Health FoundationDr. Garvin presented a proposal from theAKC Canine Health Foundation request-ing a modification of the funding method-ology for the AKC match donation. Afterdiscussion, the board confirmed that the$500,000 donation from AKC to AKC-CHFfor 2016 will use the same methodology as2014 and 2015, matching dollar for dollarany donations from new or lapsed donors(those who had not donated in 2014 or2015). Further, it was moved by Mr. Ashbyand seconded by Mr. Powers, that an addi-tional donation of up to $250,000 willmatch dollar for dollar donations to theAKC-CHF Tick-borne Disease Initiativethat will be introduced this week.Qualifying donations can come from newdonors, lapsed donors, continuing donors,or by moving money from Donor AdvisedFunds. The AKC donations will be used for

canine research broadly. VOTED andpassed unanimously.
