Objectives of Seda as per NSBA (Amendment Act 29 of 2004) :
To design and implement development support programmes.
To promote a service delivery network that increases the contribution of small
enterprises to the South African economy, and promotes economic growth, job creation
and equity.
To generally strengthen the capacity of-
o service providers to support small enterprises
o small enterprises to compete successfully domestically and internationally.

National government’s goal to create 5 million decent jobs in South Africa by
2020
o Bring down unemployment rate to 15%
o Labour-absorbing economic sectors such as agriculture, manufacturing and
services prioritised as key drivers of job creation
SME’s can serve as crucial engines of economic development and job creation
o Principal creators of new jobs
o Can adapt more easily to market conditions
o Typically employ more labour-intensive production processes
o Have “lower capital costs associated with job creation”

The aim is to provide services equitably through a strong partnership network.
