Friday 29 August 2014 Year 5 134th Edition Tel: 013 262 4416 An Elias Motsoaledi Local Municipality former employee Mrs Gugu Nhlaane, was paid the A Groblersdal traffic officer was arrested and charged with bribery by the police on Monday 25 August. According to Warrant Officer Stanley Magaela from Groblersdal SAPS, it is alleged that the traffic officer caught a woman for exceeding the speed limit near Motetema on Friday 22 August. The officer demanded a cold drink as she broke the law. The woman refused and the officer decided to hold her driver’s licence until she paid the bribe. The woman then went to report the matter at the Groblersdal SAPS on Monday 25 August. The police then decided to set up a trap against the traffic officer. He was then phoned by the woman telling him that she has the cold drink money in her possession. The woman and the officer met and she gave him R40-00 as a bribe. He was then arrested on the spot and was charged with bribery. He appeared before the Groblersdal Magistrate’s Court on Monday 25 August and granted a R1000-00 bail. He will appear again on Monday 22 September, investigations continue. EMLM was contacted for comment. Marinda Burger replied, "Due to the fact that the matter is sub judice the municipality cannot comment at this stage." R48 000 for Ghost employee at EMLM amount of R48 000-00 while she officially re- signed. Gugu Nhlaane was working in the mu- nicipality’s Department of Infrastructure and she officially resigned 31 March this year. According to Mpumalanga Party Councillor Seun Mogotji, the municipality kept on paying salary in Gugu’s bank account when she left already. Mogotji went on: “The Municipal Manager knew about the resignation of the former em- ployee as she submitted her resignation and worked the required time as she was serving a notice before her contract was terminated on 31 March this year. Surprisingly the municipality kept on paying her salary that resulted in wasteful expenditure according to the municipal act.” “Now as councillors we start to ask ourselves questions that all employees that are listed in the monthly report to be paid are actually exist- ing and working for the council,” he said. Mogotji added that it is now important that every employee in the municipality must be checked that they are existing and serving in the Elias Motsoaledi Local Municipality. “This must be done as a matter of emergency to ascertain more ghost employees in the munici- pality,” he said. “If this is an indication of the actual maladministration and mismanagement that is prevailing within the ambit of the Municipal Managing Portfolio, serious consideration is urgently required to substantiate against those responsible,” concluded Seun Mogotji. Recently, the gate at the Lusaka Regional Grave-yard was stolen by criminals. According toBushy Mamba, who is taking care of thegraveyard, since the gate was stolen, strayanimals damage graves and tombstones andillegal immigrants are burying their loved onesthere. “We have been noticing some unknown gravessince the gate was stolen. I am staying a fewmeters from the graveyard and know everyfuneral that is taking place in the weekends,” hesaid. “There is a potion where the LimpopoDepartment of Health buries people who diedbut the family members did not claim the body.These bodies come from hospitals includingJane Furse, Ga-Matlala, Glen Cowie, Philadel-phia and Groblersdal. But now the place isbecoming full of unknown graves after somepeople have been buried illegally there,” hesaid. He added that now the criminals who stolethe gate are coming back to steal the grave nametags because they are made of metal and theycan sell it as a scrap metal.He added that the department aimed to make iteasier that after locating the family members ofthe deceased, the remains will be exhumed to be

The Groblersdal SAPS are concerned aboutrecent crime incidents taking place atVaalfontein Farm near Groblersdal. The policenow decided to identify the area as a hotspot forcrime such as armed robberies, rape, farm at-tacks and drugs. According to Warrant OfficerStanley Magaela from Groblersdal SAPS, crimeis starting to be rife in the area and this may becaused by too many illegal immigrants. He said

“If there was water available, we should nothave lost our clothes.” These were the wordscoming from Zanele Mhlanga from New Standin Dennilton after a mysterious fire ate hisfamily’s house. According to Zanele, the fire,that started mysteriously on Wednesday 20August and burned their goods includingclothes, beds and some of her sister’s projectproducts, should have been stopped if waterwas available in the tap. On Wednesday 20August the family noticed smoke coming fromthe back of the house. When they went toinvestigate, they found that some of the roomsat the back of the house were on fire. “Weimmediately shouted our neighbours for as-sistance and they responded quickly. We thenrushed to the tap to find water and stop theblaze before damaged everything but we weredisappointed to find that water was not avail-able,” she said. She added that more peoplecame and they decided to stop the fire with sandthey picked up from the garden. “The sand didnot stop the fire in time and our belongings kept

The Constitutional Court is expected to hear anapplication for leave to appeal against a rulingregarding the Bapedi kingship. The case stemsfrom a dispute between the Mampuru andSekhukhune Royal Families.The commission on traditional leadership dis-putes and claims ruled that the Mampuru royalfamily lost the kingship to the Sekhukhuneroyal family in 1861. Mampuru II, instead oftaking the Sekhukhune's challenge to fight forthe kingship, fled and sought refuge in anothertraditional community.He later returned and killed Sekhukhune I, butdid not ascend the throne. As a result, thecommission determined kingship laid withinthe lineage of Sekhukhune I.The Mamone royal house unsuccessfullybrought an application under the Promotion ofAdministrative Justice Act to review the com-mission's decision. It argued in the High Courtthat the commission's decision was irrationaland based on an incorrect application of therule that kingship could be usurped throughmight and bloodshed.The Mamone royal house's appeal to the Su-preme Court of Appeal was also not successful.At the Constitutional Court, the Mamone RoyalHouse will argue the commission acted irration-ally, failed to take relevant facts into accountand deviated from the principle of primogeni-

The Elias Motsoaledi Zonal League that wassupposed to commence in August has beenpostponed. According to the Secretary of EliasMotsoaledi Local Football Association JeffreyMtshweni, the association is currently experi-encing problems at the Sekhukhune SouthAfrican Football Association (SAFA) Region.He said currently the participating teams arebusy with friendly matches while they are stillwaiting for the league to start in October. Headded that they will be starting with teams andplayers registration from the first week of Sep-tember.“We are anticipating to officially start with theregistrations in September. All soccer teams areadvised to contact our offices for registrationsbefore the starting of the league that is sched-uled to start in October,” he said.Jeffrey further said that all teams from EliasMotsoaledi Local Municipality are encouragedto register in time so that the officials will knowthe exact number of teams that will be participat-ing in the league this season.“We become disappointed when some of theteams want to join the league after we haveplayed about three matches. This year we en-courage team representatives to register in timein order to start with the league in the firstmatches,” added Jeffrey.He went on and said: “Registering of teams intime will allow us to deploy coordinators tosome parts of the municipality after counting anumber of teams that will be participating. Forinstance, if we get more registered teams inareas like Roosenekaal, we will be appointing acoordinator who will be reporting directly to theassociation.”He said the league has three divisions which arepromotional, under 13 and under 15.
