In an effort to build a modern, developednation, the government is improvinginfrastructures in various fields for restorationof peace and stability throughout the nation,economic growth and improvement of the livingstandard of the people.

Moreover, the government is building manynew State-owned factories and plants acrossthe nation for industrial development necessaryfor modernizing and industrializing a nation.Effective encouragement to development ofindustrial zones and private-owned industrialzones has resulted in boosting production ofimport-substitute goods.

Seeing a growing number of modernmachine factories and import-substitute goodsfactories, the industrial zones have gained manynew manufacturing methods and created manyjob opportunities.

Today, boosting production of export goods,reduction of importing goods and establishmentof new import-substitute industries have becomeat the centre of the industrial sector. Therefore,factories and plants have to pay more attentionto improve productivity, especially to qualitativeand quantitative improvement of machines andpersonal goods, and boosting production ofmarketable goods.

Now, workers, blue collar and white collar,are showing their enthusiasm in the industrialsector in transforming the nation into a modern,developed one. President Obama called AustralianPrime Minister Kevin Rudd on Tuesday evening (USEastern Time) and thanked him for the decision to “in-crease military, civilian and financial commitment toAfghanistan,” said the White House in a statement.

In response to Obama’s recent call for more troopsfrom NATO and other allies, Prime Minister Rudd an-nounced on Wednesday that Australia will boost its troopsin Afghanistan by 450 to 1,550 soldiers.

Russian envoy blasts NATOexercises in Georgia

BRUSSELS, 30 April—Russian envoy to NATO,Dmitry Rogozin, on Wednesday blasted NATO’splanned military exercises in Georgia, labelling themas “totally out of place.”

Rogozin, who met formally for the first time in eightmonths with ambassadors of NATO countries, said hewas not convinced by NATO allies’ explanation thatthe exercises scheduled for 6 May to 1 June in Geor-gia pose no threat to Russia's security.

“I insist that these exercises are totally out of place,”he told reporters after the meeting. “Any muscle flex-ing along our borders is not acceptable at all.”

He noted that the exercises will be held against thebackground of parliamentary elections in the Georgianbreakaway region of South Ossetia, the first such pollafter Russia’s recognition of independence of the region.“I cannot name it other than political blackmailing.”Rogozin said Russia is also worried by statements fromhigh-ranking US officials that the NATO exercises aremeant to support Georgia’s territorial integrity.

He blamed NATO for its “political blindness” thatrefuses to recognize Russia’s national interests. “In asense, NATO reminds me of a blind rhinoceros.”

NATO has said the two series of exercises wereplanned in January 2008, long before the August 2008Russia-Georgia military conflict over South Ossetia. BAGHDAD, 30 April—The death toll from threecar bomb explosions inmarketplaces in Bagh-dad’s Sadr City neighbour-hood on Wednesday, roseto 41 and up to 68 peopleinjured, an Interior Minis-try source said.

“The latest reports saidthat 41 people were killedand some 68 otherswounded by the three carbombings in Sadr Cityneighbourhood,” the

source told Xinhua on con-dition of anonymity.

Many women and chil-dren were among the vic-tims, the source said.

Earlier, the source said16 killed and 45 others in-jured by the blasts.

The incident occurred inthe afternoon when threebooby-trapped cars parkedat different popular market-places in Sadr Cityneighborhood in easternBaghdad, detonated simul-

Oil rises near 51 dollarsdespite inventory buildup NEW YORK, 30 April—Crude oil rose near 51 US

dollars a barrel on Wednesday despite a governmentreport showed a larger-than-expected buildup in thecrude supplies.

Light, sweet crude for June delivery gained 1.05dollars to settle at 50.97 dollars a barrel on the NewYork Mercantile Exchange.

Oil seems to have followed the equity market per-formance and remained resilient to another jump inthe crude inventory. Wall Street rebounded stronglywith major indexes gaining more than two percent, asinvestors found optimism after the Federal Reservesaid the pace of the economic contraction is slowingdown.

NAY PYI TAW, 30 April—Swine influenza has broken out in 27 countriesfrom 17 to 29 April. So far, the swine flu has infected 2962 people and killed160.

There has been no case of H1N1 virus in pig in the regions where swineflu breaks out in humans, according to the news release of World Organizationfor Animal Health (OIE).

The Ministry of Livestock and Fisheries is carrying out necessarypreventive measures against outbreak of swine flu virus in pigs of Myanmar.

Immediately after receiving the news about the outbreak of swine fluin humans in Mexico, the Ministry of Livestock and Fisheries is releasingwarnings to State/Division LBVDs and different levels of the MyanmarLivestock Breeding Federation, making field trips to check the health conditionof animals at pig farms, performing the surveillance of virus and raising thebio-security.

News and information on knowledge about animal health are beingannounced to the people in time through dailies, radio and TV.

The inspection for safe consumption of pork and related productsimported through border gateways and the educative talks on animal health arebeing held in States and Divisions.

3. Nature of swine flu: Although serious illness can be found in pigs with virusinfection of swine flu, there may be least causality. Such virus can be prevented atthe breeding farms through the vaccines.4. Common outbreak of swine disease in Myanmar: The common outbreakof virus in pigs is only classical swine fever, and so far, there has been no case of swineflu in Myanmar.5. NAY PYI TAW, 30 April—Swine influenza has broken out since 17 April.So far, the swine flu infected more than 2,100 people and killed 159 in Mexico,and the virus has spread to 18 countries including Mexico.

Swine influenza may be transformed into global human flu. Since 25April, the Ministry of Health has been taking preventive measures against theswine flu transmitting to humans.

The Ministry of Health has carried out preparedness measures againstoutbreak of Swine influenza A (H1N1) in Myanmar, made preparations formedical treatment, provided medicines and medical equipment and laboratoryapparatuses to the hospitals and prepared the special patient wards at the hospitalsfor emergency use.

With regard to situations of outbreak of Swine Influenza, the preventivemeasures and dissemination of health knowledge are being released to the peoplethrough TV, radio and dailies in time.

Since 29 April, the visitors have been screened at airports, seaports andexits of borders.

Up to now, there has been no case of swine flu in Myanmar, accordingto the Ministry of Health.

good wind HANOI, 30 April—Vietnam has so far this yearshipped nearly 2.5 million tons of rice, bringing inexport turnover of 1.16 billion US dollars, up 50 per-cent in volume and 44 percent in value compared withthe same period last year, said Vietnam’s General Sta-tistics Office on Tuesday. According to Vietnam Food Association, Vietnamhas signed contracts to export four million tons of riceout of the five million ton target this year. Despite the rice export figure in the first months ofthis year showing positive signs for the local rice ex-porters amid the global economic downturn, exportprices are declining, said the association. The country’s rice in April was exported at 406.5US dollars a ton on average, down 26 US dollars aton over the same month last year. This price is likelyto go down due to competitive prices of foreign riceproducers like Thailand and India, said the associa-tion. Philippines to slash coal useMANILA, 30 April—The Philippines plans to reduce

its energy dependence on coal over the next five yearsto lessen carbon emissions which contribute to climatechange, an energy official said on Tuesday.

“Part of the plan is to reduce the share of coal in thetotal energy generation mix from more than 20 percentat present to a range of 10 to 15 percent in five years,”said Energy Undersecretary Zamzamin Ampatuan.

Ampatuan said this is part of a five-year CleanEnergy Investment Plan that the government willrelease in three months.

Ampatuan told a press conference that the plan willencourage the development of renewable energythrough incentives to investors.

The plan will also include building more electric-powered mass transport systems, like overhead rail-ways, to reduce oil use, he said.

A recent Asian Development Bank (ADB) studysaid that climate change “could cut the country’s grossdomestic product by about seven percent annuallytowards the end of this century.”

India bans circulation ofUS DVDs without

authorizationNEW DELHI, 30 April—India’s Delhi High Court has

ruled that renting of imported American DVDs wasagainst law, said the local Hindi daily NavbharatTimes on Tuesday.

The court has ruled that if a movie rental shop buysCDs, DVDs or blue ray discs in bulk from Americanmarkets and puts in circulation in India, in form ofrenting or otherwise, it will make up a violation of law,according to the report.

The court said imported DVDs without authoriza-tion of the Indian censor board and copyrights docu-ments cannot be circulated in public, although one canbuy CDs or DVDs from other countries for personalviewing at home.

The US Hollywood firm Warner Bros. Entertain-ment has earlier filed a petition at the court requestingthe ban of circulation of US DVDs in India, saying itviolates the copyrights of American movie producers.

The court has ruled that screening rights of a movieare limited only to a particular country or area, so amovie which has been given screening rights in the UScannot be screened in India without authorization.

S Korea lifts ban on stemcell research

SEOUL, 30 April—South Korea Wednesday condi-tionally lifted a ban on stem cell research using hu-man eggs, three years after outlawing the practice be-cause a scientist was found to have faked his work.

The national committee on bioethics said it agreedto approve a new research project if scientists meetcertain conditions.

The committee banned such research in 2006 afterHwang Woo-Suk’s claims that he created the first hu-man stem cells through cloning were ruled to be bo-gus. A team from Seoul’s Cha General Hospital hadsought approval for its stem cell project using abortedhuman eggs to develop cures for grave human dis-eases.

Invisibility cloakedges closer

WASHINGTON, 30 April—Unlike previous such“cloaks”, the new work does not employ metals,which introduce losses of light and result in imperfectcloaking.

Because the approach can be scaled down furtherin size, researchers say this is a major step towards acloak that would work for visible light.

One of the research teams describes its miniature“carpet cloak” in the journal Nature Materials. This“carpet” design was based on a theory first describedby John Pendry, from Imperial College London, in2008.

Michal Lipson and her team at Cornell Universitydemonstrated a cloak based on the concept. XiangZhang, professor of mechanical engineering at theUniversity of California, Berkeley, led the otherteam.

This in not the first time an invisibility cloak hasbeen made, but previous designs have used metals,whereas the carpet cloak is built using a dielectric - orinsulating material - which absorbs far less light. Metalsintroduce a lot of loss, or reduce the light intensity,” saidProfessor Zhang. This loss can leave a darkened spot inthe place of the cloaked object. So using silicon, amaterial that absorbs very little light, is a “big stepforward,” he says.—Internet
