The Cowichan Valley Regional District, in September 2010, approved the new Corporate Strategic Plan. Gerry Giles, Chair of the CVRD Board of Directors writes “in moving forward as a region, it is critical that proactive steps are taken to preserve the high quality of life enjoyed by residents. The Corporate Strategic Plan provides a roadmap showing where we are, where we want to go, and how we will get there”. The plan’s vision statement says “the Cowichan Region celebrates diversity and will be the most livable and healthy community in Canada”. The Mission statement states that “we serve the public interest through leadership, cooperation and innovation, with a focus on community priorities and strengths”. Value statements include “Respect (we respect our people, our land and our diversity), Service Excellence (we provide innovative consistent, effi cient, world class service as a proactive team of professionals who are committed to effi cient communication), Integrity (we are honest and trustworthy), Accountability (we exercise prudence in the use of public funds, and demonstrate personal leadership to produce responsible, transparent results), One Region ( we achieve more through collaboration and cooperation, for our residents, businesses and community partners) and Positive (we promote a happy, healthy, fun, supportive workplace)”.

Using the Corporate Strategic Plan as a guide, the Parks, Recreation and Culture Department has created a department work plan which includes plans developed by individual divisions. Cowichan Lake Recreation is committed to working toward promoting individual and community wellness; providing exceptional parks, recreation and cultural services; achieving excellence through community partnerships; having well maintained public facilities; and being part of an effi cient, high performance, innovative organization. To this end, we continue to work on upgrading and/or main-taining our facilities (arena parking lot project); offering a variety of programming and special events that you will fi nd in this edition of the Playbook; working with various user groups of our facilities to help them achieve their goals; and partnering with different organizations such as the Great Lake Walk Society, Cowichan Rocks Curling Club and the Cowichan Lake Retreads to bring large economically benefi cial events to the Cowichan Lake area. Whether you are a partner, a participant, a user group, an employee or a wonderful volunteer – there is a place for you at Cowichan Lake Recreation.

Cowichan Lake Recreation offers three easy methods for program registration: in person; by telephone or by email. Space is filled on a first come/first serve basis. Payment is required at the time of registration so please “Pay before you Play”.Please note: All programs are subject to price, time and location changes. Every effort will be made to notify you of any changes.All programs and admission fees include applicable taxes. Non-Sufficient Funds: An administration fee of $5 will be charged on all NSF payments.

Cowichan Lake Recreation Registration

In PersonStop by the Cowichan Lake Sports Arena or the Youbou Hall during office hours and our friendly staff will be happy to process your request. Payment by cash, debit card, VISA, and MasterCard and cheques are accepted. (Note: cheques will not be accepted for certification programs if there is not sufficient time for the cheque to clear the bank).

Registration Policies and Guidelines

Satisfaction GuaranteedIf you are not satisfied with our program, we will be pleased to credit your account or provide a pro-rated refund before the commencement of the 2nd class (Note: drop-in fee will be applied where applicable i.e. playschool, yoga etc). Cowichan Lake Recreation will not process non-medical refunds after the 1st class. All requests for refunds are subject to a $5 administration fee. All approved refunds which were paid by cash, debit, cheque, VISA or MC will be refunded by cheque issued by the CVRD. Please allow up to two weeks for refund.

Withdrawal Prior to Program CommencementA credit to your account or a refund will be issued if withdrawal notice is received 1 week prior to the program start date. All requests for refunds are subject to a $5 administration fee. Under medical or emergency circumstances, a full or pro-rated refund may be granted. A medical note may be required for medical situations.

Cancelled ProgramsRegrettably, if the minimum number of registrants is not reached, the program will be cancelled due to insufficient registration. These decisions are made 5-7 days in advance of the program so please register early and network if possible to ensure success of your program. A 100% refund or credit will be provided if we are required to cancel the program. When a class has been cancelled due to instructor illness or inclement weather, we will make every effort to add a class on at the end of the session. If this is not possible, a credit will be placed on your account in the amount of the class missed.

Course/Class Size LimitsStaff review programs constantly. Some classes/courses will have size and /or age restrictions for the enjoyment or safety of all participants. Please register early to en-sure your participation and please make sure that your child is the correct age prior to registering them for a program. Note: all Playschool participants must be potty trained prior to registration in this program.

Statutory Holiday PolicyPrograms are not scheduled for Stat Holidays. Every effort will be made to schedule around such occurrences.
