Quarter National Maritime Polytechnic-Media Partnership Forum on September 25, 2013. Atty. Forter Puguon, Executive Director of the National Maritime Polytechnic told the Philippine Information Agency that the Forum will be held at 3:00 o’clock in the afternoon at the NMP Conference Room.

He disclosed that among the topics of discussion for this particular forum is the establishment of Public Employment Service Office at NMP. Another topic is the ratification by the Philippine Government of the ILO Maritime Labor Convention, 2006, and other related maritime concerns. RDC, REAL Inc. successfully conduct 2nd joint assembly

Around 100 heads of various government agencies, state colleges

and universities, local government executives, private sector representatives , members of Regional Development Council (RDC) and Region Eight Administrators League (REAL Inc.) converged Monday for its 2nd Eastern Visayas RDC and REAL Inc. joint assembly at Matapat Hall Camp Kangleon Campetic Palo Leyte. The gathering which was moderated by PIA 8 Director Olive Tiu, is part of the continuing leadership seminar being conducted by REAL Inc. for its members and strengthening camaraderie among officers and members of RDC and REAL Inc. in celebration of the Regional Development Council (RDC) week. Topics discussed by the speakers are only those highly relevant in advancing the development of Eastern Visayas under the theme “ Just, lasting peace and rule of Law”, the fourth key result area of the social contract of President Aquino which is said to be the realization of the Philippine Development Plan from 2011-2016. The prominent resource speakers included Police Sr. Supt. Reynaldo Almario Magtajas, chief, Regional Internal Affairs Service 8 who talked his experiences as a law enforcer with the topic “ uphold the rule of law and strengthen the justice system” and OPAPP Director Ma. Eileen A. Jose who talked much about the implementation of the PAMANA projects being implemented in the 3 provinces of Samar as support for the attainment of lasting peace and development. Leyte Governor Leopoldo Dominico L. Petilla graced the activity as keynote speaker. He underscored the importance of listening in order to become a successful leader and local chief executive. He said projects must be implemented in the rural areas,

not because the government wants to implement it but because it is the felt need of the residents. Among the highlights of the fellowship which followed was the induction of new members of Region 8 administrators league Inc. where Palo Mayor Remedios L. Petilla acted as Inducting Officer and the awarding of plaque of Recognition by EVRDC to former NEDA region 8 assistant regional director Ma. Purisima Sanopo for her dedicated service as head of the RDC Secretariat from July 1998 to June 2013 where she initiated and institutionalize RDC 8 secretariat processes that led to the effective and efficient operations of the Council . Sanopo has been considered as one leader who realizes the need for strong linkage and successful conducts of RDC-8 and REAL joint assemblies which pave the way for strong support between and among region 8 leaders and RDC members in pursuit of the attainment of the goals of regional development. NMIS calls on consumers to be conscious on meat safety, qualityConsumers should not only be mindful of the

prices but should also be conscious on the safety of the products that they buy. Dr. Marian S. Zartiga, senior meat inspector from National Meat Inspection Services in Region 8, made the call as she underscored that it is the right of every consumer to be protected against food hazards during a recent meeting of the Regional Task Force on Price and Volume Watch. Dr. Zartiga said that in line with this right, the Department of Agriculture issued Administrative Orders No. 5 and 6 which mandate the National Meat Inspection Services to implement the Meat Inspection Code of the Philippines (RA 9262). The Code, she said, aims to ensure the safety and quality of meat and meat products. She emphasized that these administrative orders focus on food safety measures from production down to retail and local marketing. Dr. Zartiga emphasized that AO No. continued on page 5

DepEd-Maasin City to start K to 12 early implementation among ready secondary schools

As early as 2014, the Department of Education (DepEd)- Maasin City

Division will start the early implementation of K to 12 basic education program from among the secondary schools in the city division by next year. DepEd Maasin City OIC Division Superintendent ASDS Genis Murallos announced during the Division Education Congress of Business/ Industry Partners on the K to 12 Basic Education Program Implementation held at Maasin City Division yesterday, “ the city division will start the early implementation of K to 12 basic education program by next year from among the twelve secondary schools. In close consultation with the school heads, those secondary schools

which are considered ready for the pre-implementation shall be prioritized.” He further said the pre-implementation activty shall be undertaken ahead of the scheduled timetable for the full implementation of the K to 12 basic education program by 2016 to be able to identity the gaps that might be taken into consideration. He also disclosed that with the new education program, the city division will need more classrooms, equipment, techvoc trained teachers, among others. During the said congress, the local government unit of Maasin City thru the initiatives of City Mayor Maloney Samaco reported that a laboratory building with the corresponding equipment needed for

carpentry, plumbing and metal welding trainings shall be constructed at San Rafael National High School premises in San Rafael, Maasin City by next year. Mayor Samaco said the laboratory shall be open for the rest of the senior high school students coming from the neighboring secondary schools needing the mentioned trainings and its equipment. Among those to be given due consideration shall be the identification of more business/ industry establishments in the locality that shall allow the senior high school students for the On The Job Trainings (OJT) component of the program for their hands-on skills acquisition.(PIA8 SoLeyte)

PESO officers to attend National PESO CongressBY: AURORA CASIMPAN

Public Employment Service Office (PESO) officers all over the country will

converge in Eastern Visayas to attend the 13th National Public Employment Service Office Congress on September 25-27, this year, at the Oriental Hotel in Palo, Leyte.This year’s gathering of PESO officers held annually is hosted by the Department of Labor and Employment (DOLE) in Eastern Visayas which informed that almost 100 delegates are expected from the region alone with 751 expected from other parts of the country. Exequil Sarcauga, DOLE regional director revealed that the yearly gathering is a venue where PESO officers can share their best practices in their respective areas which can help facilitate employment in their assigned places. He added that he accepted to host this year’s convergence mainly because he wants to convince and advocate local government units (LGUs) on the importance of the necessity and utility of setting up a PESO unit. Eastern Visayas is one of the

regions in the country with most number of PESO offices institutionalized in LGUs. LGUs in the region which have existing PESO offices are the cities of Tacloban and Catbalogan and the towns of Barugo, Dulag, MacArthur, Isabel, Palompon, and Hindang in Leyte; St. Bernard, Silago, Hinundayan, Padre Burgos and Bontoc in So. Leyte; Naval and Maripipi in Biliran; Gandara, Pinabacdao, Marabut and Zumarraga in Samar; Balangiga, Gen. MacArthur, Guiuan, Llorente and Can-avid in Eastern Samar and the towns of Lope de Vega, San Isidro and Mapanas in Northern Samar. The labor top official also said PESO officers are expected to share how to maximize and intensify respective efforts in employment facilitation, conduct of labor market information, and the conduct of trainings and job fairs, and share strategies in how to be effective as an officer. Government provides opportunities to rural areas

The government through the Philippine Rural Development Program (PRDP)

targets agricultural players in the rural areas for support for the Aquino administration’s mantra of inclusive growth. In Thursday’s orientation of the PRDP, Raul Repulda, Chief of the Planning, Monitoring and Evaluation Division of the Department of Agriculture (DA) said that the program will engage local government units, farmer groups and other private sector players as partners in infrastructure development that support priority commodities. ‘It will also pursue the government’s goal for increased inter-agency collaboration to ensure that the program truly addresses inclusive growth,” he said. DepEd holds Congress with business/industry partners for K to12 implementation

The Department of Education – Maasin City Division conducted a Division

Education Congress on the K to 12 Basic Education Program participated by the business/industry partners, September 23, 2013 at the city division office here. The gathering of different stakeholders, to include DepEd District Heads, School Principals and teachers headed by DepEd-Maasin City OIC Division Superintendent Genis Murallos aimed at building better partnership in

order to address the education concerns particularly in the locality. During his overview of the K to 12 Basic Education Program, Murallos said that “it takes a village to educate a child,” hence assistance from different stakeholders is called upon, such as the Technical Education and Skills Development Authority (TESDA). The Department of Trade and Industry (DTI), public/private institutions, among other business/industry partners to commit

their support as partners of K to 12 BEP implementation. He said that “ K to 12 Program covers Kindergarten and 12 years of basic education, that is six years of primary education, four years of Junior High School, and two years of Senior High School [SHS]) to provide sufficient time for mastery of concepts and skills, develop lifelong learners, and prepare graduates for tertiary education, middle-level skills development, employment, and entrepreneurship.” Meanwhile, City Mayor Maloney Samaco who also committed his 110% support of the new curriculum said that the city government will be focusing first on the shortage of classrooms throughout Maasin City division. “Though the city government is a little bit nervous on the full implementation of K to 12 program because of the classrooms required by the education department,” Samaco told, but saying that “we will try to channel different resources since in every problem there’s always a solution.” The city mayor, who was one of the speakers of the whole day activity, said that Maasin City has been supporting the education program of the government long before the K to 12 started its implementation. The K to 12 program already started its first step this school year 2012-2013, through implementing the mandatory Kindergarten and the basic education will follow thereafter until year 2016. After the speakers showed their role and support mechanism as partner agencies on the K to 12 program implementation, thedifferent stakeholders composed of private schools like the Systems Technology Institute (STI), Southern Leyte Business College (SLBC), Maasin Christian Academy (MCA), Saint Joseph College (SJC), Maasin City College (MCC), among government agencies concerned signed a commitment of support on the new curriculum in a tarpaulin. Southern Leyte and Tacloban City resulted to the preparation of criminal charges against eight suspects for violation of the Comprehensive Dangerous Drugs Act of 2002. Prohibited drugs such as “shabu” and dried marijuana leaves were found in the apprehended suspects. The confiscated drugs were brought to the Regional Crime Laboratory for chemical analysis and the suspects detained at different police station lock-up cells to await trial after the filing of the criminal charges. In addition, meat should come from NMIS- accredited or locally registered meat establishments. It should be properly stamped with an official mark of inspection and must be accompanied by meat inspection certificate.

Repulda admits that the rural areas like Samar and most areas in Eastern Visayas are still into agriculture, so that there is a need to create opportunities and generate employment in the field. According to Anita Taran, Samar provincial agriculturist, Samar’s prime commodities that need support are rice, corn, ginger, jackfruit and banana in land while it could also use some support for marine products such as sea cucumber and seaweeds. “We also need support in the livestock sector for small ruminants,” she said. Presently, the province is organizing the Provincial Program Management and Implementation Unit (PPMIU) in charge of crafting the direction of the program. Meat should also be hygienically handled all throughout the chain of distribution to avoid contamination of diseases and harmful elements. It has been discouraged to sell meat if it has shown spoilage after a minimum of eight (8) hours from the time of slaughter. Dr. Zartiga highlighted that meat showing signs of spoilage should be immediately and properly disposed.
