China 2019 Annual National Standardization Work Conference held

What have been achieved on standardization in China in 2019? What will be done on standardization in 2020? On January 19, 2020, the National Standardization Work Conference was held in Beijing. SAC Administrator Mr. TIAN Shihong attended the conference and delivered the data of the achievements on China standardization in 2019 and raised the working tasks in 2020.

SAC calling for FIE’s participation cases to the China’s standardization work In recent years, foreign-invested enterprises in China have made many complaints on accessing Chinese standards technical committees. SAC tried to collect FIEs’ participation cases of China’s standards development to check and respond to such complaints.

The Regulation on the Implementation of the Foreign Investment Law of China The Regulation on the Implementation of the Foreign Investment Law of the People's Republic of China that was published by the State Council in December 2019 came into force in January 2020.Two articles of the Regulation explain FIEs’ equal participation rights in China’s standardization.

Sector standards still play very important role in China 70 industries in China still somewhat rely on sector standards. According to the 2020 China Standardization Report made by Mr. TIAN Shihong, in 2019, 3 new sector standards Codes had been approved including fire rescue, emergency management and national material reserve, 4880 new sector standards have been reported to SAC for recording, and 2665 sector standards have been annulled.

How Does China spend the funds for the development and revision of standards?

The Ministry of Finance and the State Administration for Market Regulation have revised “Measures for the Management of Funds for the Development and Revision of National Standards”. Standard funds are funds for developing and revising national standards and are set and offered by the Ministry of Finance.

SESEC holds the “SESEC China-EU Standardization Roundtable and Chinese New Year Reception” SESEC team invited about 50 stakeholders including those from SAMR, SAC, CNCA, MIIT, MoT, CESI, CNIS, and invitees from the EU include colleagues from the EU delegation, EUCCC, German Embassy, UK Embassy, GIZ, BSI, VDMA, VDA, partners from EU industries in China, like SIEMENS, Schneider, Lego, IKEA, and ETSI member companies in China like Nokia and Ericson.

China develops risk assessment standards for consumer products safety China is developing three risk assessment standards to guide the physical and chemical hazards risk assessment work in consumer products field.

Launch Meeting for the China-EU Joint Working Group on Elevator Standards TC members from CEN TC 10 and SAC TC 196, and experts from China regulators for lifts formed the working group. The working group introduced the standards on elevators and their application both in EU and China. They will work together to ensure the elevator safety and standards alignment between China and EU.

SAC Releases Two Mandatory National Standards for Information Products Safety

The GB 4943 standards series, which include four mandatory standards: GB 4943.1, GB 4943.21, GB 4943.22, and GB 4943.23, are mandatory standards for information products. They have been adopted by the CCC system. Self-declaration does not apply to information technology products within the CCC scope at this moment.

China released the White Paper on Standardization of Artificial Intelligence Security On December 27, 2019, the White Paper on AI Security Standardization was officially released. It includes the review and analyses on domestic and foreign laws, regulations and standardization status for AI security. The white paper is a good reading for AI experts, standardizers and policy analysers who are interested in China.

China Green Construction Materials Certification Certification of green construction materials in China is classified from one to three stars. Construction materials that are within the catalogue and are certificated based on the national green product assessment standards will be classified as three-stars construction materials. Latest developments of Chinese Green Standards The General Product Evaluation Group has identified 11 national standard projects for green product evaluation. CNIS is about to revise the mandatory national standard for water efficiency. MIIT issued the first sector standard for the evaluation of green factories in the electronics information manufacturing industry.

NDRC calls for Comments on the New Product Catalogue for the Energy Efficiency Labelling System 37 kinds of products need to have the Energy Efficiency Label affixed to them before being put on Chinese market. 37 mandatory national standards have been adopted for the energy efficiency evaluation and grading.

SAC/TC114 Completes the First Test and Verification for “GB/T Technical Requirements for LTE-V2X Direct Communication-based On-board Telematics Systems The LTE-V2X Telematic Standard will be the first interconnectivity standard in the ICV area in China. LTE-V2X is adopted as a key technology for wide area, medium and short-range IoV. SAC/TC114 established the ICV Sub-committee, specializing in developing standards for the ICV standards system. The Sub-committee has established several working groups for different aspects of ICV standardization

MIIT issues 5G Testing Frequency License to China Broadcasting Network Corporation On January 3, 2020, MIIT officially announced the issuance of the license for China Broadcasting Network Corporation to use 5G test frequency in the 4.9GHz band. This means the TV, broadcasting, media and entertainment sectors can enjoy the benefit of 5G.

China blockchain policies and standardization China has issued a series of policy documents to encourage the application and innovation of blockchain. China is now actively promoting the integration of blockchain with information technology such as big data, artificial intelligence and cloud computing, and encourage the innovative application of blockchain technology in financial technology and other fields.

China Mobile Proposes Three Main Areas for 5G Standardization in 2020 China Mobile proposed three main areas for 5G standardization work in 2020. Due to its great influence tele-communication services in China, China Mobile’s standardization demands are very likely to be transformed to China national standard projects. Since most of China’s 5G standardization work takes place in the 3GPP platform, it can be inferred that promoting of 3GPP standards in these three vertical areas will be the focus of China Mobile in 2020.

CCSA Publishes the “White Paper for Cloud Virtual Reality Platform Technology Based on the 5G Network” VR/AR Standardization is a key working area planned by the 13th Five-Year Plan of China's ICT industry. CCSA/TC11/VR/AR Working Group is developing standards for Cloud VR, Cloud AR, VR/AR user experience evaluation, VR/AR terminal equipment, etc.

CNCA Announcement on Implementation Rule of CCC Self-declaration Self-declaration scheme was finally introduced to CCC. CNCA hereby further specifies the requirements to improve the CCC self-declaration.

Horizontal Issues China 2019 National Standardization Work Annual Conference was held in Beijing #SAMR #SAC

On January 19, 2020, the National Standardization

Work Conference, an annual meeting on China

standardization to summarize the achievements in

the past year and deploy working tasks for the next

year, was held in Beijing. The Deputy Minister of

SAMR (State Administration for Market Regulation)

and Director of SAC (Standardization Administration

of China) Mr. TIAN Shihong attended the conference

and delivered the work report. He stressed that the

changes around the world have brought great

opportunities and challenges to standardization.

Standardization should be given full play in the

establishment of social governance system and

modernization of governance capacity. The

standardization is supposed to be more open to the

public and be conducive to the market regulation.

In 2019, according to TIAN, totally 2021 national

standards were published and 41 standardization

technical organizations concerning blockchain and

other fields were established. 4880 sector standards

and 7238 local standards were put on record. 6227

association standards were issued. 55962 enterprises

published 370 thousand standards through self-

declaration.

Throughout the year, China proposed 238

international standard projects and assumed 8 new

secretariats and leaderships of international

standardization organizations. The mandatory sector

standards on electrical power and medical devices

were categorized as mandatory national standards.

Strict criteria were adopted in assessing the proposals

for voluntary national standards, leading to the 52%

elimination rate. 2145 voluntary national standard

projects were issued, of which 37% were revision of

standards. The consistency of national standards for

consumer goods such as household appliances,

furniture and shoes with international standards was

over 95% and that of forestry machinery and earth-

moving machinery was over 90%. (See Table 1)

In addition, for year 2020, China standardization work

will focus on consumer goods such as children's goods,

textile and clothing, household goods, decoration

materials, etc. SAC will continue to evaluate the

consistency of consumer product standards and

promote the simultaneous development of national

standards and international standards for key

products such as air purifiers, children's toys,

children's furniture and student supplies. More

standards on products for the elderly and the

disabled and household medical devices will be

developed. In the conference, TIAN Shihong put

forward five working tasks:

• Promoting the strategic positioning of

standardization work;

• Deepening the standardization reform to

release the potential of standardization;

• Strengthening the standards system for the

development of standards with high quality;

• Participating in the governance of

international standards and make Chinese

standards more international;

• Conducting scientific management of

standards to improve the efficiency of

standardization governance.

During the National Standardization Work Conference,

a conference on standardization policy was also held.

The related officials from SAMR made a detailed

interpretation of the relevant policies of the State

Council on government governance, the

Administration Measures of Local Standards and the

policies on association standards, so as to promote

the standardization organizations and research

institutions to better carry out and implement the

related standardization work.

SESEC is working on the English version of the

National Standardization Work Conference Report, in

which the China Standardization Work in 2019 is

summarized and analyzed. More detailed information

about the achievements and working plans can be

found in the report.

SAC Calling for FIEs’ Participation Cases of China’s Standardization #SAC

On 8th Jan 2020, SAC published a notice asking the

relevant government departments, industry

associations, and technical committees to

recommend foreign investment enterprises’

participation cases of China’s standards development

work. SAC claimed that,

Reasons for collecting the FIEs’ participation cases of

China’s standards development work:

• To implement the relevant requirements of the

“Foreign Investment Law of the People’s

Republic of China” and “Regulations for the

Implementation of the Foreign Investment Law

of the People’s Republic of China”;

• To promote the effective implementation of the

“Guiding Opinions on Foreign Investment

Enterprises’ Participation in China’s

Standardization Work”;

• To promote the participation of FIEs in China’s

standardization work, and further improve the

openness and transparency of China’s

standardization work;

• To improve the level of internationalization of

China’s standards.

The information being collected by SAC includes:

• Cases of foreign investment enterprises

participating in the work of the national

standardization technical committee;

• Cases of foreign invested enterprises

participating in the development or revision of

national standards;

• Cases of foreign invested enterprises promoting

the usage of national standards, international

standardization cooperation, and the

internationalization of national standards.

In recent years, foreign-invested enterprises in China

have made many complaints about the openness of

some Chinese technical committees. SAC tried to

collect FIEs’ participation cases of China’s standards

development work to check and respond to such

complaints. At the same time, it is also a research and

an investigation on the openness of the Chinese TCs.

It seemed that SAC would like to collect good cases

on FIEs’ participation. However, as there are totally

2000 TC/SC under SAC, different TC/SC may have

different policies and practices. Even if some FIEs

successfully joined some TCs in China, it is hard to

reflect the true and comprehensive situation of FIE’

participation and if there is equal treatment.

SESEC is doing research on the opening of related

Chinese TCs, and we are suggesting SAC to implement

unified technical committee regulations in more than

2000 national TCs and SCs to increase the

transparency of the standardization work. We are

also trying to conduct a statistical analysis of the

composition of all TC members, and understand the

proportion of FIE members, state-owned company

members and other members in each TC. We hope

that it can promote China’s early realization of

industry to be the main body of standard developing,

rather than government or administrative forces to

develop standards.

The Regulation on the Implementation of the Foreign Investment Law of the People's Republic of China #State Council #Regulation #Horizontal

The Regulation on the Implementation of the Foreign

Investment Law of the People's Republic of China that

was published by the State Council in December 2019

came into force in January 2020.

Background:

The regulation is a supporting document to the

Foreign Investment Law of China which was published

in March 2019. The Foreign Investment Law came

into force on January 1, 2020, upon which the Law of

the People's Republic of China on Chinese-foreign

Equity Joint Ventures , the Law of the People's

Republic of China on Wholly Foreign-owned

Enterprises , and the Law of the People's Republic of

China on Chinese-Foreign Cooperative Joint Ventures

were repealed.

Article 15 of the Law states that China will guarantee

FIEs equal participation in standard development

work, and at the same time, reinforces information

disclosure and public scrutiny in the development of

standards. The compulsory standards (GB standards)

developed by the State shall equally apply to FIEs.

Articles of the Regulation on FIE’s equal

participation in China’s standardization.

Two articles of the Regulation explain FIEs’ equal

participation rights in China’s standardization work.

1. Article 13 of the Regulation states that FIEs shall

equally participate in the development and revision of

standards including national standards, sector

standards, local standards and association standards.

Besides, if enterprise standards are needed FIEs have

the right to develop their enterprise standards.

2. During the formulation of the standards drafting

plans and the standards development, the technical

review of standards, the calling for comments of the

implementation of standards, and the standards

assessment, FIEs may offer recommendations to the

administrative standardization department (SAC) and

relevant administrative departments (MIIT and

MOST). Article 13 also states that FIEs may undertake

work on the development of standards and technical

review as well as the foreign language translation of

standards according to the relevant provisions.

relevant administrative departments. Those

responsibilities include establishing and improving the

relevant standardization working mechanism, making

the development and revision of standards more

transparent and promoting the whole process of

information disclosure for the development and

revision of standards.

4. Article 14 of the Regulation makes it clear again

that the compulsory standards developed by the

State shall apply equally to FIEs, and that technical

requirements which are higher than compulsory

standards shall not apply to FIEs either.

Articles of the Regulation on the protection of FIEs’

intellectual property right.

According to Article 23, where any patent of an FIE is

involved in the development of standards, the

administrative provisions of standards involving the

patent shall apply.

Articles of the Regulation on the legal liability of the

government, the relevant department or any of its

staff members.

Article 41 of the Regulation includes information on

legal liability for illegally restricting the equal

participation of FIEs in developing and revising

standards and for applying technical requirements

which are higher than compulsory standards to any

FIE.

SAC Issues Notice to Promote the Development of Foreign Language Versions of Chinese National Standards

#SAC

On November 26, 2019, SAC issued the Notice on

Promoting the Parallel Development of Chinese

National Standards and Their Foreign Language

Versions. The main content is as follows:

Parallel Project Initiation

The foreign language version of a Chinese national

standard will be developed simultaneously when said

standard has the following purposes:

• Helps reduce the institutional transaction costs

of foreign trade and foreign investment

• Facilitates import and export

• Promotes international cooperation

• Improves the business environment

• Promotes bilateral and multilateral relationships

The related TCs/SCs/WGs are encouraged to

simultaneously develop the corresponding foreign

language versions, excluding the projects that adopt

international standards identically or with

modification. SAC is responsible for assessing, call for

comments, and approving these projects.

Parallel Development

The SDOs shall simultaneously work on Chinese and

foreign language versions of the national standards of

eligible projects when doing the drafting, call for

comments, technical review, and submission for

approval.

Parallel Issuance

SAC will ensure the parallel issuance of the Chinese

and foreign language versions of national standards

by simultaneously reviewing, approving, and

publicizing.

After the issuance of the foreign language versions of

national standards, the corresponding SDOs should

assess their applications, review and revise them in

time. When revising a national standard that has

foreign language versions, the revision of the foreign

language versions should be done at the same time.

Although China has completed and published around

500 English versions of Chinese national standards

spreading across a wide range of technical and

product areas, it is a small number considering China

has more than 36,000 national standards and tens of

thousands of sector standards. The Chinese

government still has a long way to go for promoting

its standards internationally this way. It is expected

that the Chinese government will further strengthen

the work of developing foreign language versions of

Chinese standards in the future to reach their

ambitious goals; the release of this notice indicates

their determination and effort.

Developing foreign language versions of Chinese

standards may be difficult for many Chinese

TCs/SCs/WGs because of the considerable resources

needed and the unforeseeable benefits. The notice

mentions the government will “encourage”

TCs/SCs/WGs to develop foreign language versions of

national standards, but it does not specify what kind

of encouragement. Local SDOs are very likely to lose

steam when they fail to gain enough financial support,

so the government is likely to introduce other

incentive measures.

Foreign language versions of Chinese standards can,

on one hand, make it easier for overseas enterprises

to enter Chinese market and, on the other hand, will

give Chinese standards more exposure and influence

in the international standardization community.

European stakeholders should actively participate in

Chinese standardization work and exert influence

internally, which is an efficient way to eliminate

future issues caused by differences among standards.

Sector Standards Still Play Very Important role in China - New Sector Standards on Railways Have Been Published #Sector Std. #State Council

Sector Standards are still playing an important role in

China currently.

Six new sector standards on railways were published

on December 11, 2019. The new railway sector

standards are based on the old versions of those

standards, the old version standards can still be used

until July 1, 2020. New sector standards are listed

below:

• TB/T 2056.1-2019 Railway Vehicle Part 1: The

Electro-pneumatic Brake

• TB/T 2056.3-2019 Railway Vehicle Brake. Part 3:

Air Brake

• TB/T 2841-2019 Railway Vehicle Air Suspension

• TB/T 456.1-2019 Automatic Coupler and Draft

Gear of Locomotives for Rolling Stocks. Part 1:

Requirements of Assembly

• TB/T 456.2-2019 Automatic Coupler and Draft

Gear of Locomotives for Rolling Stock Part 2:

Automatic Coupler and Accessories

• TB/T 3550.1-2019 Design and Testing

The new standards were published by the National

Railway Administration of China, which is responsible

for the development and management of sector

standards on railways.

According to Article 12 of the Standardization Law of

China:

Sector standards may be developed for technical

requirements that lack voluntary national standards

and need to be unified within a certain industry

across the country.

Sector standards shall be developed by the relevant

administrative departments of the State Council and

filed with the administrative department of

standardization of the State Council.

Different government departments are expected to

continually draft sector standards based on their

responsibilities. All of those sector standards will be

reported to SAC for recording. Currently, sector

standards are still playing an important role in China,

70 industries in China still rely on sector standards.

According to the 2020 China Standardization Report

The Liaisons Meeting of the Inter-Ministerial Joint Conference on Standardization Coordination and Promotion Held in Beijing #SAMR #State Council

On December 17, 2019, SAMR organized the State Council’s Liaison Meeting of the Inter-Ministerial Joint

Conference on Standardization Coordination and Promotion, with TIAN Shihong, the Deputy Director of the Inter-

Ministerial Joint Meeting Office, Deputy Director General of SAMR and Director of SAC, attending and delivering a

speech.

The main theme of the meeting was the discussion of the documents that will be submitted to the plenary

meeting for consideration. In particular, to be in line with the instructions of President XI Jinping on

standardization work and the deployment requirements for standardization work in the decision of the Fourth

Plenary Session of the 19th Central Committee of the Party, TIAN Shihong emphasized the following points:

• To do deep research on standardization strategy and carry out work for compiling the outline of a

standardization strategy;

• To deepen standardization reform and contribute to the standardization working system;

• To strengthen the construction of a standards system and promote high-quality economic development;

• To make standards more open and international.

The participants also included liaison officers of the member organizations of the State Council’s Inter-Ministerial

Joint Conference on Standardization Coordination and Promotion and relevant officials from Standards and

Technology Department and Standards Innovation Department of SAMR and SAC.

Measures for the Management of Funds for the Development and Revision of National Standards #Horizontal #SAMR #Std Policy

The Ministry of the People’s Republic of China and

the State Administration for Market Regulation have

revised Measures for the Management of Funds for

the Development and Revision of National Standards.

1. What are standard funds?

Standard funds are funds for the development and

revision of national standards, that serve as

compensation for developing and revising work of

national standards, and are set by the Ministry of

Finance. Standard funds are included in the

departmental budgets of the State Administration for

Market Regulation (SAMR), and implemented by it.

2. Purpose of the Regulation.

This Regulation is for the purpose of standardizing

and strengthening the management of funds for the

development and revision of national standards,

ensuring effective use of funds and completing the

development and revision of national standards.

3. Administrative departments in charge of standard

funds management.

a) The Ministry of Finance is responsible for the

review of the annual budget draft of standard funds,

the approval of budgets, and the supervision of the

implementation of standard funds.

b) SAMR is responsible to prepare, review and submit

the annual budget draft of standard funds, to approve

and issue the budgets, and to supervise and inspect

work of the entity undertaking the project of

developing and revising national standards and the

implementation of budgets.

c) The entity undertaking the project here refers to

the unit or technical group responsible for the

drafting of national standards and technical review

work, including relevant administrative departments

of the State Council, technical committees of

standardization and expert groups. The entity

undertaking the project is responsible for the

development and revision of national standards and

the implementation of supportive fund. It shall be

supervised and inspected and reports shall be

submitted on the implementation of projects and

budgets as required.

4. The use of standard funds involves:

a) The examining, discussing and assessing of the

project initiation and submission for approval of

national standards.

b) The procuring, translating and tracking of

international standards and advanced foreign

standards.

c) The drafting, calling for comments, testing and

technical reviewing of national standards.

d) The developing and duplicating of national sample

standards.

e) The reviewing, releasing and announcing of

national standards.

f) The printing of mandatory national standards and

the releasing of information.

g) The promotion, publicity and translation of

national standards.

h) The re-reviewing of national standards.

i) The management and evaluation of technical

committees of standardization and the organizing and

managing of standardization technical committees

directly concerned with the development and revision

of national standards.

j) Other work directly concerning the development

and revision of national standards.

5. Expenditure items of standard funds include fees

for materials, equipment, testing and verification,

business travel, meetings, services, expert

consultation, announcement, printing, publicity and

promotion, etc.

a) Material fees, including necessary fees for books,

materials and copies when developing and revising

national standards, and compulsory fees for

purchasing texts or applications involving

international standards, advanced foreign standards

and catalogues.

b) Equipment fees, which include procuring or renting

testing equipment in the process of developing and

revising national standards.

c) Testing and verification fees. These include fees for

compulsory testing, energy resources used for

verification, and materials.

d) Business travel fees, including expenses as required

for intercity transport, accommodation, food, and

intracity transport during the process of developing

and revising national standards (involving technical

review, technical coordination, review and re-review).

e) Meeting fees. These include expenses as required

for conference accommodation, venue rental,

transportation and printing that are necessary for

holding meetings to discuss, study and coordinate in

the process of developing and revising national

standards.

f) Service fees, which include the required payment to

those providing services of rafting, collecting and

sorting, reviewing and translating of national

standards. Those participating in the project of

standard funds and its management shall not charge

service fees.

g) Expert consultation fees, including expenses for

temporarily hiring experts in consultation for the

reviewing process of national standard drafts. Those

participating in the project of standard funds and its

management shall not charge expert consultation

fees.

h) Fees for announcement and printing. These include

costs of issuing announcements and printing after the

review and approval of national standards.

i) Fees for publicity and promotion, including

expenses occurred in the implementation of national

standards with a wide involvement and great impacts.

j) Other fees, including other expenditures directly

concerning the drafting and revising of national

standards besides the kinds mentioned above.

SESEC Holds the “SESEC China-EU Standardization Roundtable and Chinese New Year Reception” #Horizontal

To show SESEC appreciations to EU stakeholders and

strengthen the long-term cooperation with the

Chinese standardization community, SESEC held the

“SESEC China-EU Standardization Roundtable and

Chinese New Year Reception” on January 16, 2020.

Following Dr. Betty XU’s opening speech, Mr. Frank

Schmiedel, the first counsellor of Internal Market,

Industry, Entrepreneurship and SMEs (DG GROW) of

the Delegation of the European Union to China, gave

an introduction of standardization in the context of

recent developments in the EU.

Afterwards, Mr. XIAO Han, Deputy Director of the

Department of Standards Innovative Management of

the State Administration for Market Regulation

(SAMR) introduced China’s standardization after the

reform, association standards policies, and their

implementation. According to Mr. Xiao, by the end of

2019, 3,042 social groups have registered on the

Nationwide Association Standards Information

Platform, and 12,195 association standards have

been published on the platform.

Mr. YANG Shuwei from the Department of Consumer

Products Certification of CNCA gave a brief

introduction to China’s product certification system.

Currently, there are 596 certification agencies and

1164,000 certificates in China; the number of certified

products has grown by 21.5% compared to 2018. At

present, there are 21 categories and 119 products

listed in the CCC catalogue, mainly including

electronics, automobiles, building materials, toys and

other products that consumers have direct contact

with. At the request of CPC and the State Council,

environmental-friendly, energy-saving, water-saving,

recyclable, low-carbon, recycled and organic products

have been integrated into green products.

Mr. LI Hejun from the Product Quality and Safety

Supervision and Management Department of SAMR

introduced the developments on the modification of

China’s Product Quality Law.

Ms. Ester Cañada Amela, the advocacy and

coordinator of the Standardization and Conformity

Assessment Working Group of the European Chamber

of Commerce in China (EUCCC), introduced the key

points of the EUCCC 2020 Position Paper on China –

Conformity Assessment and Standardization.

Ms. Ina Schmitt, Standardization Coordinator of

Digitalization, Industry 4.0, and IT-Security Global

Project Quality Infrastructure of China Deutsche

Gesellschaft für Internationale Zusammenarbeit (GIZ)

introduced the German Standardization Strategy for

Industry 4.0.

We invited about 50 stakeholders including those

from SAMR, SAC, CNCA, MIIT, MoT, CESI, CNIS, CAC,

invitees from the EU include colleagues from the EU

delegation, EUCCC, German Embassy, French

Embassy, UK Embassy, Swiss Embassy, Finnish

Embassy, GIZ, BSI, AFNOR, VDMA, VDA, partners from

EU industries in China, like SIEMENS, Schneider, Lego,

IKEA, ABB, and ETSI member companies in China like

Nokia and Ericson. The reception enhanced the

communication between EU and China in

standardization, laid the foundation for win-win

cooperation and paved the way for the further

development of SESEC.

General Product Safety China Develops Risk Assessment Standards for Consumer Products Safety #Consumer Products #Safety Std

From December 2019 to January 2020, SAC/TC508 (Consumer Products Safety) was calling for comments on

three recommended national standards for consumer products safety, as follows,

• GB/T Consumer products safety – general requirements on physical hazards assessment (hereinafter,

the “physical hazards standard”)

• GB/T Guidelines of risk assessment for chemical hazards in consumer products (hereinafter, the

“chemical hazards standard”)

• GB/T Chemical hazards in consumer products – hazards characterization and exposure assessment

(hereinafter, the “characterization standard”)

In terms of physical hazards assessment, although China had issued GB/T 22760-2008 General principles for risk

assessment of consumer product safety in 2008 to guide the consumer products risk assessment work, the

standard just describes the risk assessment process but does not specify the assessment methods, resulting in the

lack of specific process guidance in practical operation. The physical hazards standard adds two risk assessment

examples for mechanical hazards and electromagnetic radiation hazards in its informative annexes, giving

reference to the risk assessment work for the two kinds of hazards in practice.

In terms of chemical hazards assessment, China has issued a general standard: GB/T 34708-2017 general

principles for risk assessment of chemicals. In order to guide the chemical hazards risk assessment work in the

consumer products field, SAC/TC508 developed the chemical hazards standard. The standard will be used

together with the characterization standard which for the first time provides the main approaches and estimation

models for the characterization process and exposure assessment of chemical hazards in consumer products.

Due to developed countries already having established their risk monitoring and control systems for non-food

consumer products based on risk control theory, like the EU’s RAPEX system and the US’ NEISS system, and

developed corresponding methods and procedures for hazards risk assessment in consumer products field, China

is following the trend and developing its own risk assessment standards, to some extent, using EU’s experiences

for reference, e.g. ECB. Technical Guidance Document on Risk Assessment, ECHA. Guidance on Information

Requirements and Chemical Safety Assessment, ECETOC. Targeted Risk Assessment, Technical report no. 93, etc.

It is necessary to further study these standards and identify their differences from EU’s counterparts to facilitate

market access for consumer products in China.

Launch Meeting for the China-EU Joint Working Group on Elevator Standards

On December 3, 2019, the launch meeting for the China-EU Joint Working Group of Elevator Standards was held

in CSEI (China Special Equipment Inspection and Research Institute) in Beijing. The meeting was organized by

CEN/TC 10, SESA, SAC/TC 196 and CEAS, and invited Esfandiar Gharibaan, the President of CEN/TC 10, and Gero

Gschwendtner, Ari Ketonen, Gerhard Schiffner from CEN/TC 10, Roberto Zappa and Luca Pezzini from ELA, Xavier

Sans Powell from the EU Delegation in China and Betty Xu from SESEC, together with members of SAC/TC 196,

including ZHANG Hongwei, Deputy Director-General of SESA, LI Shoulin, Chairman of SAC/TC 196 and CEA (China

Elevator Association), QIAN Jianxiong from SESA and other experts from the elevator industry.

After the introduction of the attendees and a brief summary of the preparations for the joint working group,

Esfandiar Gharibaan expressed his appreciation for the cooperation between EU and China, emphasizing the

shared goal to ensure the safety of users and workers and that CEN/TC 10 is looking forward to further

cooperation to influence the world. LI Shoulin delivered a speech about the expectations on safe and reliable

products and services through joint efforts. ZHANG Hongwei’s speech was mainly about elevator standards. He

said the working group would work to improve EN and ISO standards through Chinese cases studies and establish

the elevator standards system in China. He also raised three suggestions for the members: to research and

exchange standards concerning elevators with the help of the working group, to encourage Chinese members to

participate in CEN conferences, and to assure the punctuality of the annual plan and annual meeting.

During the second part of the meeting, CEN/TC 10 introduced the overview of the legislative and standardization

developments in Europe, explaining the EU Directives and harmonized standards. The Elevator Directive

2014/33/EU was discussed in detail. The overview of CEN/TC 10 WG1, WG2, WG6 and WG7/WG10, CEN/TC 10

provided information about the ongoing projects and answered several questions from Chinese members.

The speeches in the third part of the meeting were given by Chinese members. CHEN Fengwang from SAC/TC 196

gave a speech on the overview of the standardization developments in China and LI Zhao from Special Equipment

Safety Supervision Administration Bureau of the State Administration for Market Regulation gave a speech on the

safety supervision and regulation system of elevators in China. Other topics discussed include the consideration

of safety factors, braking capacity and reliability requirements of elevators.

SAC Releases Two Mandatory National Standards for Information Products Safety

On December 31, 2019, SAMR and SAC issued two

mandatory national standards for the safety of

information technology equipment: GB 4943.21-

2019 Information Technology Equipment-Safety-Part

21: Remote Power Feeding (IEC 60950-21:2002,

MOD) and GB 4943.22-2019 Information Technology

Equipment-Safety-Part 22: Equipment to be Installed

Outdoors (IEC 60950-22:2005, MOD). These two

standards will come into force on July 1, 2020.

⚫ GB 4943.21-2019 is applicable to information

technology equipment intended to supply and

receive operating power via a telecommunication

network where the voltage exceeds the limits for

TNV circuits.

⚫ GB 4943.22-2019 is applicable to information

technology equipment intended to be installed in

an outdoor location, and to empty enclosures

intended for holding information technology

equipment to be installed in an outdoor location.

The main difference between GB 4943.21-2019 and

IEC 60950-21:2002 is that the former uses GB

4943.1-2011 Information Technology Equipment-

Safety-Part 1: General Requirements (IEC 60950-

1:2005, MOD) as normative reference, instead of IEC

60950-1:2001 which is used as a reference for IEC

60950-21:2002. The major difference between GB

4943.22-2019 and IEC 60950-22: 2005 is that the

former uses two national standards GB/T1690-2010

(ISO 1817:2005, MOD) and GB/T4943.1-2011 as

normative references and replaces ISO 1817: 2005

and IEC 60950-1: 2005. In addition, GB 4943.22-2019

adds the temperature of -50℃ for testing in cold

regions of China.

The two standards are part of the GB 4943

standards series which also includes GB 4943.1 and

GB4943.23 Information Technology Equipment

Safety-Part 23: Large Data Storage Equipment (IEC

60950-23: 2005, IDT). The standards series is

adopted by the China Compulsory Certification (CCC)

for information technology products, which

currently covers eight kinds of products, i.e.

microcomputers, portable computers, display

devices connected with computers, printing devices

connected with computers, multifunction printers

and copiers, scanners, built-in power supplies and

power adapters and chargers for computers,and

important role for information technology products

accessing the Chinese market.

At present, the assessment method of self-

declaration, which was newly introduced to the CCC

system after the CCC reform, does not apply to

information technology products.

Cybersecurity MIIT Published New Rules on Classification Protection of Cybersecurity of Industrial Internet

On December 20, 2019, The Ministry of Industry and Information Technology (MIIT) published the Classification Guideline on the Cybersecurity of Industrial Internet Enterprises (Trial) (Draft for Comments), together with the Catalogue of Industries Under the Classification Protection of Cybersecurity of Industrial Internet

1.Who should follow the Guideline?

The Guideline mainly provides guidance for the cybersecurity classification of industrial enterprises that use industrial internet, such as enterprises mainly involved in the machinery industry, consumer goods industry and electronic devices manufacturing industry, etc. The enterprises who offer communication services to industrial enterprises will not need to follow this guideline.

2.Catalogue of industries under the classification protection of cybersecurity of industrial internet.

3. Responsibilities of the Industrial Internet Enterprises in the Catalogue

Level 2 and Level 3 industrial internet enterprises shall establish and improve the working system of cybersecurity protection, set up specialized cybersecurity protection departments, organize cybersecurity protection training, and carry out cybersecurity assessments.

Level 2 and Level 3 industrial internet enterprises shall take corresponding technical protection measures according to the requirements of the industrial internet cybersecurity protection standards and technical specifications. They should also construct and improve the industrial internet security monitoring platform within the enterprises, and the monitoring platform should be connected to the provincial or above industrial internet security monitoring platform.

Level 3 industrial internet enterprises shall conduct a cybersecurity risk assessment and audit at least once a year. Level 2 industrial internet enterprises shall conduct a cybersecurity risk assessment and audit at least once every two years.

China Released the White Paper on Standardization of Artificial Intelligence Security#SAC/TC 260 #AI

On December 27, 2019, during the second “meeting

week” of the working group in TC260 (National

Information Security Standardization Technical

Committee), the White Paper on Standardization of

Artificial Intelligence Security was officially released.

The White Paper was co-compiled by 29 enterprises

and institutions including CESI (China Electronics

Standardization Institute), Tsinghua University, Baidu,

Huawei, 360 and Alibaba. The development of AI and

domestic and foreign laws, regulations and the

standardization status of AI security are analyzed in

the White Paper. In addition, the risks, challenges and

nature of AI security are also included. The White

China Green Construction Materials Certification #MIIT #certification #Green

On October 25, 2019, MIIT published the Implementation Guide for Green Building Material Certification to include the current green building material certification and assessment systems under green product standards, certification and labelling management system. According to the Implementation Guide, certification of green construction materials is classified from one to three stars. Construction materials that are within the catalogue and are certificated based on the national green product assessment standards will be classified as three-stars construction materials. 1. The goals for the Implementation Guide are the following:

Form a unified system for national standards, certification, and labelling of green construction products to realize “One product category, one standard, one list, one certification, one label” and by the year 2020, for green construction material to exceed 40%.

2. The organizations that will be involved in the development of such system and their responsibilities are as follows: • SAMR, MIIT and MOHURD will be responsible for authorizing the green building material certification

bodies, drafting the certification catalogue, and making the implementation rules. • A working group composed of members from SAMR, MIIT, and MOHURD will work on standards,

certification, and labelling; and will outline the rules and technical requirements for green building material certification and certification organizations.

green product evaluation reported on the progress of standard setting, the contents of standards, and the work

arrangements of standards. Participating experts put forward suggestions from the perspectives of how to set

advanced standards and how to set reasonable and leading technical indicators and required standard-setting

units to accelerate the development of these standards.

The General Product Evaluation Group is the organization in charge of developing national standards for green

product evaluation. It has completed the first batch of national standards for green product evaluation, 12 of

which have been adopted by China’s green product certification and included in the List of Standards for Green

Product Evaluation and Certification Catalogue (First Batch), which was issued by SAMR in April 2018. These

standards apply to the following products: coatings, furniture, sanitary ceramics, textile products, architectural

glass, wood-plastic products, solar water heating systems, paper and paper products, wood-based panels and

wood floors, waterproof and sealing materials, ceramic tiles and boards, and thermal insulation materials.

By now, the General Product Evaluation Group has identified 11 standard projects for the second batch of

national standards for green product evaluation and finished collecting proposals for the third batch. There are

also other completed or ongoing green product evaluation standards for plastic products, wall materials, tires,

washing products, household appliances, kitchen and bathroom hardware products, electronic toys, cleaning

products, and express packaging supplies.

The formulation of national standards for green product evaluation aims to help implement the “unification of

China’s green product standard systems”, which was proposed in the Opinions of the State Council on Developing

a Unified Standard, Certification and Labelling System of Green Products issued in December 2016. With more

standards being identified and developed, the green product evaluation standard system is being improved.

Latest developments of water efficiency standards:

On November 27, 2019, CNIS held a kick-off meeting to revise the mandatory national standard Minimum

Allowable Value of Water Efficiency and Water Efficiency Grades for Purifiers of Drinking Water. Participants

discussed the application scope and testing methods of the standard, confirmed the division of labour and

schedule of relevant tasks.

Latest developments of green factory evaluation standards:

On December 2, 2019, MIIT approved and issued the first sector standard for the evaluation of green factories in

the electronics information manufacturing industry SJ/T 11744-2019 Guidelines for Evaluation of Green Factories

in the Electronic Information Manufacturing Industry.

The standard plays an important role in the Green Factory Standard System, which is composed of three levels of

standards: the top-level design, the industry guidelines, and the product manufacturing evaluation rules and

requirements.

As for the top-level design, the national standard GB/T 36132-2018 General Principles for Green Factory

Evaluation was issued in May 2018, outlining and standardizing the evaluation indicator system and technical

framework for green factory evaluation.

As for industry guidelines, some are being developed, including SJ/T 11744-2019, which is the guideline standard

for green factory evaluation in the electronic information industry. Based on the framework of the green factory

evaluation model presented in GB/T 36132-2018, SJ/T 11744-2019 further highlights the characteristics of the

electronic industry, stipulating the principles, methods, indicator system, requirements, procedures and reporting

formats for green factory evaluation in the electronic information manufacturing industry. It is applicable to

factories producing electronic information products. It also specifically serves as the sectoral requirements for the

electronic information manufacturing industry to formulate evaluation rules and requirements. SJ/T 11744-2019

covers the whole process of the production of electronic information manufacturing industry, clarifying the

infrastructure, management system, energy and resources input, products, environmental emissions and

performance requirements of green factories in the electronic industry. The setting and specific evaluation

requirements of these primary and secondary indicators, their weight coefficient, optionality and scores are given

in the appendix.

Other similar standards that have been completed and released include Guidelines for Evaluation of Green

Factories in the Steel Industry, Guidelines for Evaluation of Green Factories in the Glass Industry and Guidelines

for Evaluation of Green Factories in the Ammonia Industry.

In terms of product manufacturing evaluation rules and requirements, many association standards are being

developed to support the implementation of the industry guidelines. For example, in the electronics industry, a

number of evaluation standards in key areas such as semiconductor integrated circuits, polysilicon, power lithium

batteries, microcomputers and televisions are in the process of being formulated.

The Green Factory Standard System is a part of the Green Manufacturing Standard System, which was proposed by MIIT in the Guides on the Construction of the Green Manufacturing Standard System. This system is different from the Green Product Standard System led by SAC. The Green Manufacturing Standard System also includes a subsystem of “eco-design products evaluation”, which is very similar to SAC’s green product evaluation system in terms of evaluation purposes but adopts 66 association standards instead of national or sector standards. In conclusion, these green standards have either been adopted by relevant certification systems or are very likely to be used in future certification activities, making it significant for enterprises to bid for commercial contracts, participate in government projects, or apply for government subsidies. Therefore, it is necessary for Europe’s stakeholders to continuously track and participate in the related standardization work to maintain a favourable position in the future market competition.

NDRC Calls for Comments on the New Product Catalogue for the Energy Efficiency Labelling System #energy efficiency

On January 10, the NDRC issued a call for comments on the Catalogue of the 15th batch of products subject to the Energy Efficiency Labelling (hereinafter, the “15th Catalogue”) and the implementation rules for energy efficiency labelling of these products. The deadline for public consultation is February 9, 2020. The 15th Catalogue contains eight kinds of products, including air conditioners units, room air conditioners, LED products for indoor lighting, permanent magnet synchronous motors, air purifiers, LED lamps for road and tunnel lighting, air conditioner duct units, and low ambient temperature air-source heat pumps (cold water) units, among which the latter five kinds of products are the new products included in the energy efficiency labelling scope. Before the release of the 15th Catalogue, there have been 37 kinds of products (hereinafter, the “energy efficiency products”) that need to have the Energy Efficiency Label affixed to them before being put on the market. Accordingly, 37 mandatory national standards have been adopted for the energy efficiency evaluation and grading. Implementation rules for energy efficiency labelling (hereinafter, the “implementation rules”) of air conditioner units, LED products for indoor lighting, permanent magnet synchronous motors, air purifiers, LED lamps for road and tunnel lighting, air conditioning duct units, and low ambient temperature air-source heat pumps (cold water) units will come into force on May 1, 2020, while for the products manufactured or imported before May 1, 2020, the effective date can be postponed until May 1, 2021. Implementation rules for energy efficiency labelling of room air conditioners will come into force on July 1, 2020, while for the products manufactured or imported before July 1, 2020, the effective date can be postponed until July 1, 2021.

SESEC Observation: In order to facilitate energy-saving, the Chinese government is almost certain to keep identifying more products with energy-saving potential and include them in the scope of energy efficiency labelling. Accordingly, more GB standards will be developed to support the evaluation and labelling of these energy efficiency products. As the Enterprise Standard “Top-runners” evaluation system was brought into service in mid-2018, new implementation rules released since then stipulate that energy efficiency products’ Energy Efficiency Labels shall include “Top-runners” information. This will not only facilitate the development of the “Top-runners” project but will obviously give a competitive advantage to the products or enterprises participating in the “Top-runners” evaluation. However, participating in the “Top-runners” evaluation means enterprises will have to publicize their enterprise standards and to some extent, their products’ technical indicators or parameters, which has long been avoided by foreign companies due to this information always being seen as their commercial secrets. Since this argument is not likely to convince the Chinese government to remove the “Top-runners”-related clauses in the implementation rules , European stakeholders should put more efforts on exploring reasonable measures to influence the development of the “Top-runners” project towards a fairer direction.

Communication Networks and Service

China Releases the First Batch of 5G Standards #CCSA #5G

On January 9, 2020, China’s first batch of 5G standards was released in the “5G Standards Release and Industry

Promotion Conference” held by CCSA in Beijing. The standards relate to core networks, wireless access networks,

carrier networks, antennas, terminals, security, electromagnetic compatibility and other fields. The full names of

the standards can be found in the annex.

CCSA, as the major government-led communication standards developer and the 3GPP partner in China, has

converted 16 standards for 5G from 3GPP standards into Chinese sector standards, among which 14 were

released at this meeting. CCSA also revised the Evolved Packet Core (EPC) network standards, developed two 5G

EMC standards, launched six 5G network operation support standard projects, and carried out research on WDM-

PON for 5G fronthaul. All the work is to meet the needs of constructing 5G non-standalone networks, support the

research and development of 5G base stations and terminal equipment, and ensure the operation of 5G networks.

The first batch of 5G standards has basically satisfied the core requirements of 5G networks while more 5G-

related standards are expected to be developed to further improve China’s 5G standard system. According to

their work plan, CCSA will put more emphasis on industry application and network security in the future. In terms

of industry application, CCSA is promoting the application and implementation of 5G standards, attempting to

integrate 5G with emerging fields such as smart homes, smart cities, telemedicine, distance education, automatic

driving, virtual reality, etc. At present, CCSA has cooperated with standardization organizations in the fields of

automobile, household, medical, transportation, cryptography and others by establishing standard working

groups, signing cooperation agreements and holding seminars. As for network security, CCSA will focus more on

solving new problems related to service modes, privacy protection, threat environments and network security

brought about by interconnected application scenarios, diversified terminal access, mobile edge computing,

network slicing technology, etc.

SESEC Observation:

By the end of 2019, China has issued 5G commercial licenses and allocated 5G frequency bands to four state-

owned network operators (China Mobile, China Telecom, China Unicom, and China Broadcasting), built up more

than 130,000 base stations for 5G, and started to provide 5G commercial service to customers. In order to

support the rapid development of the 5G commercial application, China is bound to speed up to improve its 5G

standard system. This means that China will not only invest more in 3GPP standardization work and enable a

faster transformation of 3GPP standards but will also initiate more 5G standard projects concerning 5G

application in vertical industries and network security. In addition, as the only choice for 5G communication

networks currently in China, these standards are very likely to be adopted by the Telecommunication Equipment

Admittance Testing, which will determine if a 5G telecommunication product can be sold on the Chinese market.

European stakeholders should actively participate in or pay close attention to CCSA’s standardization work to a

gain a more favourable and competitive position.

China has adopted the LTE-V2X technology in its IoV standard system and a number of local SDOs and associations are developing relevant standards. SAC/TC114 Completes the First Test and Verification for “GB/T Technical Requirements for LTE-V2X Direct Communication-based On-board Telematics Systems

From January 6 to 10, 2020, the Technical Sub-

committee of Intelligent Connected Vehicles (ICV)

under the National Technical Committee of Auto

Standardization (SAC/TC114) carried out the

verification tests for the recommended national

standard “GB/T Technical Requirements for LTE-V2X

Direct Communication-based On-board Telematic

Systems” ( hereinafter, the “LTE-V2X Telematic

Standard”)in Tianjin.

The LTE-V2X Telematic Standard will be the first

interconnectivity standard in the ICV area. It specifies

the system requirements for onboard direct

communication telematic systems, including the

requirements for the access layer, the network layer,

the application layer and the corresponding testing

methods.

During the first phase of the test and verification

work for the standard, the requirements on

components were tested and verified, especially the

component-class protocol conformance and

components related to communication security,

system radio-frequency performance, system

positioning, message sending, etc. Based on the

results of this test, the secretariat of the sub-

committee and the project group decided to carry out

the next test and verification from February 10 to 14,

2020, for requirements on vehicle-class performance.

In the “Guide on Developing the National Internet of

Vehicles (IoV) Standards System” jointly issued by

MIIT and SAC in 2018, LTE-V2X is adopted as a key

technology for wide area, medium and short-range

IoV, and the ICV standards system is put forward as

one of five sub-systems of the national IoV standards

system. In another policy document: “Action Plan for

Developing the Internet of Vehicles (Intelligent

Connected Vehicles) Industry”, which was released by

MIIT in late 2018, it is required to cover LTE-V2X on

major roads and expressways in some cities, to carry

out 5G-V2X application for demonstration purposes,

and to enhance the rate of user penetration of IoV to

more than 30% by 2020.

To support the implementation of these government

policies and promote the development of the IoV (ICV)

industry, standardization organizations that used to

be in different sectors are included in the

construction of the national IoV standards system,

such as SAC/TC114 on automotive, SAC/TC485 on

communication, SAC/TC260 on cybersecurity,

SAC/TC268 on intelligent transportation, etc. As the

main automotive standardization force, SAC/TC114

established the ICV Sub-committee, specializing in

developing standards for the ICV standards system. At

present, the sub-committee has set up a number of

working groups for different aspects of ICV

standardization, such as ADAS, information security,

automatic driving, ICV function and applications,

electromagnetic compatibility, etc.

The LTE-V2X Telematic Standard was developed by

the ICV Function and Application Working Group,

whose standard and research projects also include:

“Road Vehicles – Methodology of Connected

Vehicles”, “Research on Standardization

Requirements for the Information Interaction

Function Between Intelligent Connected Vehicles and

Mobile Terminals”, and “Research on Classification

and Standardization Requirements of ICV Message

Sets”.

MIIT Issues 5G Testing Frequency License to China Broadcasting

Network Corporation

On January 3, 2020, MIIT (Ministry of Industry and

Information Technology) officially announced the

issuance of the license for China Broadcasting

Network Corporation to use the 5G testing frequency

on the 4.9GHz band. China Broadcasting Network

Corporation is allowed to establish 5G networks in 16

cities, which are Beijing, Tianjin, Shanghai, Chongqing,

Guangzhou, Xi’an, Nanjing, Guiyang, Changsha,

Haikou, Shenzhen, Qingdao, Zhangjiakou, Shenyang,

Changchun, and Xiong’an. According to MIIT, the

licensing of the 5G testing frequency effectively

guarantees the frequency resources that

telecommunication suppliers need to test 5G systems,

which is a clear signal to the industry that MIIT will

further promote the development of 5G industry

chain.

China Broadcasting Network Corporation, with the 5G

commercial license issued by MIIT, has become the

fourth 5G telecommunications supplier in China after

China Telecom, China Mobile and China Unicom. The

5G testing frequency license officially authorizes

China Broadcasting Network Corporation to use 5G

frequencies in the 16 cities, which is conducive to the

promotion of 5G network constructions and

development of 5G application. Meanwhile,

individual users and industries have more choices to

enjoy 5G services.

China Broadcasting Network Corporation has long

been working on the 5G industry. In the first World

5G Convention during November 20-23, 2019, the

Chair of China Broadcasting Network Corporation said

that 5G would be available for commercial use in

2020 and be applicable in individual user services and

vertical industries. In 2021, China Broadcasting

Network Corporation’s5G network will be built into a

new type of network with positive energy, wide

connection range, universal access, new applications,

and good service. Since China Mobile also has the

license to use the 5G testing frequency in the 4.9GHz

band, it is likely that China Broadcasting Network

Corporation will cooperate with them to build the 5G

network together.

In the next step, MIIT will continue to focus on the

construction of China Broadcasting Network

Corporation’s 5G network, help the corporation with

the deployment of its base stations, radio

interference coordination and other work to

constantly improve the network and services.

China Mobile Proposes Three Main Areas for 5G Standardization in 2020 #ICT #5G

In the “ICT Industry Trend Conference 2020” held on January 8, 2020 in Beijing, Ms. HUANG Yuhong, Vice

President of the China Mobile Research Institute, delivered a speech on the development of 5G standardization,

introducing its latest development and proposing China Mobile’s standardization demands.

As for the development of 5G standardization, Ms. Huang stated that the accomplishments of 3GPP R15

standards has enabled 5G to enter the stage of large-scale commercial use in 2019; and also pointed out that

“The first batch of 5G standards (R15) can preliminarily meet the needs of some first-movers in the early stage of

5G commercialization, but more improved 5G standards are necessary to meet the diversified industrial

demands”. To further facilitate the industry’s development, 3GPP is currently formulating the R16 standards and

has determined the first batch of standard projects for R17 in December 2019.

Based on the work plan of 3GPP and China Mobile’s standardization demands, Ms. HUANG pointed out three

main areas to focus on for 5G standardization work in 2020.

⚫ Meet the diversified needs from multi-scenarios in vertical industries. R16 standards will improve time delay,

reliability, and synchro error performance for the “uRLLC + industrial internet” scenario; R17 standards will

enhance the flexibility of private/local area networks to realize the remote configuration of terminals; NR V2X

is expected to support L3/L4 automatic drive; R17 will also support light-weight class and low cost terminals.

⚫ Enhance 5G network capabilities, such as positioning, XR service capability enhancement, and direct

communication between multi-media BCMCS and terminals. R17 will improve the accuracy and time delay

performance of vertical positioning. Foreseeing the boost of video services like HD video and VR/AR, China

Mobile is promoting multi-media BCMCS standardization.

⚫ Develop 5G intelligent network, expand network boundaries, and improve network performance. “To

promote the development of the 5G industry, the R16 and R17 standards should be developed to

continuously improve 5G network functions and accelerate the integration with various vertical industries;

more, higher, and currently unauthorized frequency bands, including the 6GHz frequency band, should be

considered for allocating to 5G”, Huang suggested.

In the end, Ms. Huang concluded that demands are the key to lead 5G standardization. “Identifying new problems

and demands from the early stage application of 5G, network operators should continuously iterate and improve

5G commercial networks and standards to better support the network’s intelligent operation, capacity

development and integration with vertical industries”. Specifically, network operators should carry out

standardization for network intellectualization and automation, and the diversification of bearer services to

reduce operation costs and raise operation efficiency; expand standardization work to more communication

scenarios, more powerful communication capability, and higher communication frequency bands; and develop

standards to meet the application requirements in vertical industries.

As one of the only four licensed operators for the 5G network in China, China Mobile plays an important role in

China’s 5G commercial use and is a leading organization in China’s 5G standardization. The organization’s

standardization demands are very likely to be transformed to standard projects. Since most of China’s 5G

standardization work takes place in the 3GPP platform, it can be inferred that promoting the development and

conversion of 3GPP standards in these areas will be the focus of the organization in the coming year. In addition,

with 5G large-scale commercial use rolling out, demands for 5G standards will increase substantially. The trend

will no doubt speed up the process.

Certifications

CNCA Announcement on Implementation Rule of CCC Self-declaration#CNCA #CCC

In order to implement the requirements of

“delegating power, improving regulation and

optimizing services” reform, promote the smooth

enforcement of CCC self-declaration evaluation mode

and continue to strengthen the responsibility of

market entities, after an overall assessment of the

current implementation of CCC self-declaration, CNCA

hereby further specifies the following requirements

to improve the CCC self-declaration.

1. Improvement of implementation rules

A revised version of the Implementation Rules for CCC

Self-Declaration(CNCA-00C-008:2019) has been

published, where the requirements on the

implementation of CCC self-declaration based on the

voluntary certification results as well as the

requirements on the implementation of CCC self-

declaration for the ODM mode are added.

2. Simplification of conversion requirements

In order to facilitate the timely conversion of the CCC

certificate holders to the self-declaration evaluation

mode, the requirements for submitting product

correspondence information are simplified.

The “Self-declaration Correspondence Information

System” (http://sdoc.cnca.cn, hereinafter referred to

as the system) offers technical documents

automatically based on the valid certificate number

provided by the enterprise. Technical documents may

include model specification and type test report of

corresponding products. The conversion procedure

will be completed after the enterprise confirms the

validity of technical documents provided by the

system, signs the CCC self-declaration and uploads it

to the system.

During the conversion, the enterprise may be

exempted from submitting technical documents, such

as the inspection report on factory’s quality assurance

ability, to the system; but should not be exempt from

complying with the relevant requirements of the Self-

declaration Implementation Rules. Moreover, the

enterprise shall improve the technical documents at

the time of next change of self-declaration

information.

Where the enterprise has any objection to the

technical documents provided automatically by the

system, it may contact the certification body, and the

certification body shall respond actively.

After the enterprise completes the self-declaration

conversion, the certification body shall cancel the

corresponding CCC certificate in a timely manner.

3. Specification of implementation requirements

For the CCC self-declaration converted in accordance

with the foregoing simplification requirements, the

system shall automatically establish an association

between the self-declaration and the original CCC

certificate. Motor vehicles, low-voltage switch-gears

and other whole machine products do not need to

change their CCC certificates or CCC self-declaration

because their parts and components convert to self-

declaration mode.

When a conformity assessment body involves in the

CCC self-declaration evaluation mode, it shall select

the typical samples of type test and determine the

scope of products covered by the conformity

assessment results in accordance with the basic

principles and requirements for unit division as

prescribed in the relevant CCC implementation rules.

Any CB certificate/report provided by the enterprise

that conforms to the IECEE-CB system requirements

and within the standard catalogue of China’s scope in

the IECEE-CB system shall be recognized or accepted.

The enterprise that implements CCC self-declaration

based on the results of certification shall obtain the

consent of the certificate applicant before the self-

declaration if the applicant and the enterprise are not

the same.

In order to facilitate the international trade, for

products that meet the following conditions all at

once, the applicant may, by providing the cancelled

CCC certificate, apply to the certification body for a

CCC certificate that applies only to the relevant batch

of products:

⚫ Shipped before November 1, 2020, and the CCC

certificate is valid at the time of shipment;

⚫ Imported after November 1, 2020, and at the

time of import, the CCC certificate is already

cancelled (on November 1, 2020) due to the

expiration of self-declaration conversion period.

The type test samples required in CCC self-declaration

can apply to the exemption conditions for “products

and samples required for scientific research, testing

and certification inspection” in the Notice of the State

Administration for Market Regulation on Specifying

the CCC Exemption Requirements (2019 No.153). The

applicant for exemption must be a producer

(manufacturer) practicing CCC self-declaration or an

authorized representative, and shall provide the

sample submission notice and other materials issued

by the CCC notified laboratory or certification body in

accordance with the 2019 No.153 Notice.

The technical documents submitted by the enterprise

onto the system are used for administrative

supervision only, any information involving business

secrets shall not be disclosed.

The enterprise that completes the CCC self-

declaration in accordance with the requirements may

purchase the standard CCC mark from any notified

certification body.

SAMR Notice on Issuing Regulations for the Type Testing of Lifting Appliances #SAMR #Regulations

On December 25, 2019, SAMR (State Administration for Market Regulation) announced that the Regulations for

Type Testing of Lifting Appliances has been approved for issuance and will be implemented on March 1, 2020.

The Regulations for Type Testing of Lifting Appliances (TSGQ 7002-2019) is an integration of 13 detailed rules

related to the type testing of lifting appliances, including Type Testing Rules for Overhead Cranes (TSGQ 7002-

2007) and Type Testing Rules for Lifting Appliances (Trial for Implementation) (The Boiler and Pressure Container

Safety Supervision Bureau under the General Administration of Quality Supervision, Inspection and Quarantine,

2003 No.305). The Regulations for Type Testing of Lifting Appliances are in accordance with the Special

Equipment Safety Law of the People’s Republic of China and the Regulations on Safety Supervision of Special

Equipment. The Regulations are also based on the implementation of the technical specifications for lifting

appliances.

These Regulations specify the general principles, procedures and basic requirements for the type testing of lifting

appliances, the examination of technical data, inspection and test items of sampling appliances, and the

inspection and verification items, contents, methods and requirements for the safety monitoring and

management systems of large-scale lifting appliances. As a result, it is a significant basis for the type testing of

lifting appliances.

SESEC IV Launches Webinar on the CCC Reform in China #CCC

On January 17, SESEC held a webinar for “What has changed for China’s CCC during the last 18 months” in its

Beijing office. Dr. Betty XU, director of the SESEC project, introduced the development of China’s CCC reform

within the past 18 months, summarized the major changes, and analyzed the impacts these changes would bring

about to overseas stakeholders. Around 180 overseas stakeholders registered for the webinar, of which 81% were

from the EU. Among the EU registrants, 77% were from industry and 11% from SDOs.

The SESEC project has always been devoted to facilitating European standardization stakeholders’ understanding

of China’s distinct systems. CCC is a basic market access system for products related to health, safety and

environmental protection. In the past two years, the system has gone through a substantial reform, which has

had remarkable impacts on business. SESEC organized the webinar on China’s CCC to help European stakeholders

gain a comprehensive view on this reform. In the future, SESEC will keep selecting standardization hot topics and

organize webinars to introduce and analyze them for European stakeholders. We are also looking forward to your

kind suggestions to help improve our webinars.

Introduction of SESEC Project

The Seconded European Standardization

Expert in China (SESEC) is a visibility

project co-financed by the European

Commission (EC), the European Free

Trade Association (EFTA) secretariat and

the three European Standardization

Organizations (CEN, CENELEC and ETSI).

Since 2006, there has been three SESEC

projects in China, SESEC I (2006-2009).

SESEC II (2009- 2012) and SESEC III (2014-

2017). In April 2018, SESEC IV was

officially launched in Beijing, China. Dr.

Betty XU was nominated as the SESEC

expert and will spend the next 36 months

on promoting EU-China standardization

information exchange and EU-China

standardization cooperation.

The SESEC project supports the strategic

objectives of the European Union, EFTA

and the European Standardization

Organizations (ESOs). The purpose of

SESEC project is to:

• Promote European and

international standards in

China;

• Improve contacts with

different levels of the Chinese

administration, industry and

standardization bodies;

• Improve the visibility and

understanding of the European

Standardization System (ESS)

in China;

• Gather regulatory and

standardization intelligence.

The following areas have been identified

as sectoral project priorities by the SESEC
