This was followed by my family and then to top it off, Supervisor Peskin threw some great shots, land- ing me in the water. It was all great fun! San Francisco Police Commission Meeting

The San Francisco Police Commission and Chief Suhrwill be visiting the Central Police District. I have theopportunity to host this meeting scheduled for thiscoming Wednesday, May 18, 2016 at 6:00 p.m.Thanks to Principal Dr. Dennis Chew of Gordon J. LauElementary School, the meeting will be held at 950Clay Street. I invite the community to join me for thisimportant meeting.

Cameron House Carnival

Last week I mentioned that Supervisor Peskin and I would be participating in adunk tank as part of the 68th Annual Cameron House Carnival. Cameron House hasbeen an important part of the Chinatown Community and has done so much for theyouth. The Supervisor was dunked 20 times in 20 minutes. I took it easy and did notparticipate in the dunking of the Supervisor.Then it was my turn. All of sudden the Chinatown Foot Beat Officers and Ping YuenHousing Team, led by Officer Tina To, were lined up to dunk me. This was followedby my family and then to top it off, Supervisor Peskin threw some great shots, land-ing me in the water. It was all great fun! A Career in the SFPD

Twenty four years ago today I graduated from the San Francisco Police Academyand was assigned to Central Station as part of the Field Training Program. When Icompleted training, I transferred to Tenderloin Station and always wanted to makeit back to Central Station. I am grateful to have returned as the Captain. This hasbeen an incredible assignment working with the officers and the community!

Russian Hill Property Crime

There has been a lot of coverage in the media lately about the property crime issue in Russian Hill. I readevery report and pay close attention to the crime situation. The vast majority are cars that are operated bytourists and get broken into. The community also frequently communicates with me about the problem. I amworking with the community and internally at Central Station to come up with a long term solution to addressthis issue. In the meantime, beginning last Sunday, I placed officers, on a rotating basis, on patrol in RussianHill during the day and evening hours, contained to a 6 square block radius. We are already noticing adifference!

By the way, Officer Gregory Burchard had the assignment last night on Russian Hill and noticed a stolen carat Leavenworth and Lombard. The suspect was taken into custody within minutes. The car had been stolenyesterday from a resident of the Mission District. A great arrest!

Shots Fired at Coit Tower

On May 1, 2016 at 3:48 a.m., there was a report of shots fired in the parking lot of Coit Tower. A suspectfired multiple shots in the air and fled in a vehicle. This is the kind of case which is very hard to solve andchallenging to apprehend the suspects. Thanks to the incredible work of Sergeant Kevin Murray, led byLieutenant Valerie Matthews of the Station Investigations Team, the suspect in this case was apprehended athis home in the Bayview District. As a result of a search warrant, we recovered 4 firearms and a rifle! Greatwork keeping our community safe.

A Frequent Crime Trend

I am noticing more cases lately where the victim is in a coffee shop or other establishment and momentarilywalks away from the table, leaving their backpack or purse behind. In a matter of seconds, the suspect takesthe property and flees. There was a recent case where the victim had an expensive laptop, camera and$450 in cash. Please be careful.

Sexual Assault Suspect Captured

There was a recent sexual assault which occurred in the Northern District. Chinatown Foot Beat Officer NavinChan recognized the suspect from the crime bulletin as a person who frequents Chinatown. Around this sametime, a shop owner saw the segment on the news and he too recognized the suspect and phoned the policeresulting in the suspect’s capture. When people ask, “What is Community Policing?” This is a good example.

Another Great Stolen Auto Arrest

Officers Edmund Huang, Carmichael Reyes, Derek Christensen, James Johnson, Robert Ramirez,Reginald Pena, Joseph Marte and Brandon Harris were all involved in the arrest of an auto theft suspect onMay 7, 2016 at Columbus and Green. The suspect was in the possession of nearly 6 pounds of Marijuana(possession for sale), an M80 destructive device and other narcotics paraphernalia. Great work!

Speaking of Frequent Crimes

Another frequent offense lately is when a person is distracted by looking at their cell phone while walkingdown the street. All of a sudden, a suspect will grab the cell phone out of the victim’s hand and will take offrunning. Something for all of us to consider.

Robbery Arrests

There were two outstanding robbery arrests in the Central District this week. The first happened on the 500block of Broadway. Officers happened to be at the right place at the right time at Broadway and Kearnywhen they saw the suspects running. Officer Justin Leach yelled to the suspects, not knowing why they wererunning, “Why are you running?”

The suspect replied, “Someone got robbed,” as he and another suspect ran down Kearny towards Columbus.Just then, the victims yelled out to the officers, “They have a gun, they tried to rob me!” while pointing to thesuspects. As a result, Officers Leach, Srinivas and Kajasa took one of the two suspects into custody. Thesuspect was armed with a .40 caliber firearm, over 20 rounds of ammunition and a few firearm magazines.The second robbery occurred at Hyde and Beach when a juvenile and adult suspect pulled a knife on thevictim and robbed them. The victim called 911, gave a great description and followed at a safe distance(not recommended). Officers Jessica Zamora and Francesca Murphy responded right away and took thesuspect into custody!

Two incredible arrests which demonstrate the dangerous work officers do in our City on a daily basis in orderto keep the neighborhoods safe.

Retired Principal Kennith Lee-Francisco Middle SchoolCongratulations to Retired Principal Kennith Lee of Francisco Middle School. Francisco Middle School thisafternoon is dedicating a “square” on campus. The dedication is today at 4:00 p.m. I look forward toattending and honoring a great man.

Police Week

Next week begins “Police Week” in the United States where we honor those who have paid the ultimatesacrifice in the line of duty. May 15, 2016 is Peace Officer Memorial Day.

The following was read at a luncheon I attended by LeAnn Thornton of the Hillsborough Police Department:

“Let us commemorate law enforcement officers, past and present, who, by their faithful and loyal devotion totheir responsibilities, have rendered a dedicated service to their communities preserving the rights andsecurity of all citizens. And in honor of those law enforcement officers who, through their courageous deeds,have made the ultimate sacrifice in service to their community or have become disabled in the performanceof duty, and let us recognize and pay respect to the survivors of our fallen heroes.”

Crimes of Note

Definitions

Robbery – Robbery is the taking of property from another by using force or by using fear.

Assault – An assault is an unlawful attempt, coupled with the present ability, to commit a violent injuryon another person.

Battery - (Misdemeanor battery) is any willful and unlawful touching of another.(Felony battery) is the use of force or violence upon the person of another that causes

serious bodily injury.

*Assault is when a person swings their arm and battery is when that arm makes contact withanother person.

Aggravated Assault – Assault upon another person with a deadly weapon or instrument other than afirearm or by any means of force likely to produce great bodily injury.

Burglary – The intent upon entry into a property to commit grand theft, petty theft, or any felony.

Grand Theft – Grand theft is theft committed when the value of the money, labor, or property takenexceeds $950.

Petty Theft – Theft where the value of the property taken is less than $950.

An unknown suspect entered the store and set off the securityalarm. The victim monitored the suspect in the store. The suspect gotupset, pulled out a box cutter and lunged at the victim. The victimbacked away and the suspect fled away.

An unknown suspect and the victim was drinking together. Thesuspect suddenly got upset and punched the victim in the face andtook the victim’s backpack.

Daryl was raised in the L.A. area and attended UCLA and then UCSF where shegraduated with a Degree in Nursing. She went on to become a Pediatric NursePractitioner and worked in Arcata and Eureka for about 20 years. She moved to SanFrancisco on Telegraph Hill 11 years ago and retired from nursing about 8 years ago.Since then she have volunteered with the SPCA and SAFE and organized theNeighborhood Watch group 3 years ago, encompassing Union, Montgomery, and smallerstreets and steps close by. Through the years, the membership has grown to about 75households. For the past 2 months, she have represented Telegraph Hill at the monthlymeetings of the Community Police Advisory Board led by Captain Lazar.

She appreciate the feeling of belonging to a neighborhood where both the people wholive here or visit and the surroundings are cared for and respected. Through the meetingsand social gatherings, most of the residents recognize their neighbors. Any issues on "thehill" and especially concerns about safety are emailed to over 200 people. CentralStation is always included in these emails and respond as needed. Now there are officerswalking up and down the Filbert and Greenwich steps, sometimes twice a day!

In the last five years, she have noticed more of a police presence in Central District andmore participation in community events in an attempt to gain trust and reduce fear. Therehas also been much more participation and creativity by police and others to look forways to decrease the problems and crime in every neighborhood.

Each month Central Police Station features one

of its officers in an effort to learn more about the

men and women who police our neighborhood.

This month, we interviewed Officer Catherine Daly,

a 24-year member of Central Police Station.

Officer Catherine Daly was born and raised in San Francisco. She attended and

graduated from Saint Pauls High School. After high school, she started working.

Before becoming a Police Officer, she was a Parking Control Officer. She joined the San

Francisco Police Academy in February 1991. After graduating from the Police Academy,

she was assigned to Mission Station for her field training. She was then assigned to

Northern Station for her probation station. She was then assigned to Central Station as her

permanent station in 1992 and has worked at Central Station since.

Officer Daly is the Homeless Resource Officer for over 12 years at Central Station. She

was part of the Return to Residence program where she helped over 2,000 homeless

people in San Francisco return to their families and friends and out of homelessness.

Officer Daly enjoyed working with the community, merchants, tourists, San Francisco Park

and Recreation, San Francisco Fire Department, Paramedics and Department of Human

Resources.

Officer Daly has worked at Central Station for 24 years and will be retiring on June 15,2016 from Central Station!
