As we enter our tourist season, the number of tourists will increase beginning in May all the way to Fleet Week in October. As the crowds arrive, so do the incidents of theft, auto burglaries and basic quality of life issues. When I arrived at Central Station, there was only one officer assigned to Fisherman’s Wharf. This was Officer John Van Koll. Since then, I added three additional officers for the wharf who work from 11:00 a.m. to 9:00 p.m. Thanks to the Mayor’s Office and the Board of Supervisors, the Department has been hiring officers. As a result, new officers have arrived at the station. Because of this, I just added additional officers to Fisherman’s Wharf who will work 2:00 p.m. to midnight, 7 days a week. This is the first time Fisherman’s Wharf has seen officers on foot later in the evening in over 3 years. They had a successful first day yesterday addressing issues late into the evening. Fisherman’s Wharf Night Foot Beat

Fisherman’s Wharf is one of the destinations thattourists visit most in San Francisco. As we enter ourtourist season, the number of tourists will increasebeginning in May all the way to Fleet Week inOctober. As the crowds arrive, so do the incidents oftheft, auto burglaries and basic quality of life issues.

When I arrived at Central Station, there was only oneofficer assigned to Fisherman’s Wharf. This was OfficerJohn Van Koll. Since then, I added three additionalofficers for the wharf who work from 11:00 a.m. to9:00 p.m. Thanks to the Mayor’s Office and the Boardof Supervisors, the Department has been hiring officers.As a result, new officers have arrived at the station.

Because of this, I just added additional officers toFisherman’s Wharf who will work 2:00 p.m. to midnight,7 days a week. This is the first time Fisherman’s Wharfhas seen officers on foot later in the evening in over 3years. They had a successful first day yesterdayaddressing issues late into the evening. I look forwardto great results!

Walking the Beat

This week, I had the opportunity, in between meetings, to get out and walk a beatwith Officer Ryan Jones from my staff. This week, I walked in Fisherman’s Wharf,however, I am now making it a point to get out to the various neighborhoods towalk a foot beat. This coming week, I will be spending time in Union Square. It is agreat opportunity to meet the merchants.

1906 Earquake-110th Anniversary

This afternoon I will be at Lefty O’Doul’s as we remember the 1906 Earthquake.Lee Housekeeper puts on a great event. At 1:30 p.m., we will have a small paradeto John’s Grill on Ellis Street.

Chinese Hospital

After several years in the making, between raising money and construction, thenewly built Chinese Hospital will be celebrated on Monday, April 18, 2016 at11:00 a.m. with a ribbon cutting ceremony at 845 Jackson Street. I look forward toseeing the community there as we celebrate an incredible resource for thecommunity.

Lion’s Club Award

Congratulations to Officers David On, Danny Guo, Eric Tapang and Edmund Huang. They will all behonored Saturday night by the Lion’s Club on Saturday evening for their work at Central Station.

SFFD Neighborhood Emergency Response Team (NERT)

NERT training is coming to Fisherman’s Wharf. The first class is May 3, 2016. Please contact the Fisherman’sWharf Community Benefit District for details. You may email [email protected].

My family and I took this class a couple of years ago. It was great training!

Fisherman’s Wharf Security Summit

Please join me at the Fisherman’s Wharf Security Summit, which will be held on Thursday, April 21, 2016 at8:00 a.m. at the Pier 39 Theater. There will be a few speakers including Assistant District Attorney KarenCatalona. I will be introducing all of the Officers assigned to Fisherman’s Wharf at this meeting as we talkabout safety and security on the wharf.

Police Commission Meeting in the Central District

Please join Chief Suhr, the Police Commission and me at our annual Police Commission Meeting in the CentralDistrict. The meeting will be held on Wednesday, May 18, 2016 at 6:00 p.m. at Gordon J. Lau ElementarySchool, 940 Clay Street. I will provide an overview on the state of the Central Police District.

Central Station Community Meeting

My monthly community meeting will be held this coming Thursday, April 21, 2016 at 6:00 p.m. at HotelRex, 562 Sutter Street. Please join me for the one hour meeting.

I will conclude this week’s newsletter by commending the Officers assigned to Central Station for theiroutstanding police work these last two weeks. Officers have made a lot of great arrests, solved cases andconducted traffic enforcement. In February and March of 2016, Central Station officers prepared 2,251citations!

In next week’s newsletter, I am going high light some of the great work performed by the officers.

As I reflect on the cases and arrests what comes to mind is:

1. Do not leave valuables in your vehicle.2. Safeguard your identity.3. Do not carry your smartphone in public.4. Make sure you make eye contact with drivers as you cross in a crosswalk.5. Secure your home and business. Install an alarm and security cameras.6. Don’t engage in road rage. Just let it go.7. If you believe something is suspicious, phone the police.

Definitions

Robbery – Robbery is the taking of property from another by using force or by using fear.

Assault – An assault is an unlawful attempt, coupled with the present ability, to commit a violent injuryon another person.

Battery - (Misdemeanor battery) is any willful and unlawful touching of another.(Felony battery) is the use of force or violence upon the person of another that causes

serious bodily injury.

*Assault is when a person swings their arm and battery is when that arm makes contact withanother person.

Aggravated Assault – Assault upon another person with a deadly weapon or instrument other than afirearm or by any means of force likely to produce great bodily injury.

Burglary – The intent upon entry into a property to commit grand theft, petty theft, or any felony.

Grand Theft – Grand theft is theft committed when the value of the money, labor, or property takenexceeds $950.

Petty Theft – Theft where the value of the property taken is less than $950.

An unknown suspect got out of the vehicle as the victim walkedpass and demanded money. The suspect lifted up his shirt andshowed the victim a gun at his waistband. Fearing for his safety,the victim gave the suspect his wallet and cell phone.

1. How long have you lived in San Francisco?

I was born and raised in San Francisco.

2. What is your favorite thing about the Central District?

The energy. North Beach still have the feeling of an old San FranciscoNeighborhood. It reminds me of old San Francisco. You know everyone by namewhen walking around the neighborhood.

3. What is your connection or involvement with the Central District?

I was a former owner of Original Joe’s. I am the President of North Beach Neighborsand on the Board of Trustee of National Shrine of Saint of Assisi.

4. What are some of the significant changes that you have noticed in the CentralDistrict in the last 5 years?

Union Square has changed dramatically. Union Square was a special place to go,but it has changed. There’s a lot more traffic and congestion.

Each month Central Police Station features one

of its officers in an effort to learn more about the

men and women who police our neighborhood.

This month, we interviewed Officer Mark Milligan,

a 8-year member of Central Police Station.

Officer Mark Milligan was born in Maryland and moved into the Bay Area in 1976. He

attended high school in Walnut Creek and joined the Marines in 1989. After the Marines,

he went into the family plumbing business in San Francisco. In 2007, he joined the San

Francisco Police Academy. When he graduated from the Police Academy, he went to Mis-

sion Station for his field training. He was then assigned to Central Station in 2008 for his

probation and he remained at Central Station as his permanent station.

Officer Milligan is the housing officer at the Ping Yuen. As a housing officer, he walks thefoot beat through the Ping Yuen buildings, assisting the residents.
