Section 2 – ITQ Specifications

1 INTRODUCTION 1.1 SG Enable Limited (“SGE”) is issuing this Invitation to Quote (“ITQ”) to appoint a suitable vendor (“the

Vendor”) to provide photography services producing at least 50 curated images for SGE.

1.2 The photography services will create a photobank of images that to showcase the various functions and features of SGE and Enabling Village (“EV”) respectively. The photos will focus on persons with disabilities, their caregivers, as well as training and employment of persons with disabilities. The images will also showcase the Enabling Village as a community space that encourages authentic and meaningful interaction between the special needs community, their caregivers and the public at large.

1.3 The photobank of images will be used in the production of SGE publicity, marketing and branding collaterals, including but not limited to: brochures; banners; flyers; posters; backdrops; websites; eDMs; email blasts; social media write-ups and posts; thumbnails; annual reports; event programmes and booklets; videos; boilerplates (online or hardcopy); etc.

1.4 The targeted audience is wide ranging, including but not limited to the following: persons with disabilities; caregivers; employers (public, private or people sector based); working professionals; disability sector partners; social care and healthcare institutions and agencies; human capital professionals and hirers; fundraising donors; voluntary welfare or non-profit organisations; grassroots leaders; funding partners; the general public and visitors to the Enabling Village.

2 BACKGROUND 2.1 About SG Enable

2.1.1 SGE is an agency dedicated to enabling persons with disabilities. The key functions of SGE include: Enhancing information and referral services for child and adult disability schemes; Administering grants and support to persons with disabilities and their caregivers; Improving transition management across different life stages; Enhancing employability and employment options for persons with disabilities; and Rallying stakeholder support in enabling persons with disabilities.

2.2 About Enabling Village

2.2.1 The Enabling Village is an inclusive public space housing training, vocational and community services at 20 Lengkok Bahru. It is a joint initiative by SG Enable and the Ministry of Social and Family Development (MSF), in partnership with organisations and individuals from the people and private sectors. The 3 hectares site provides an accessible environment where people of different abilities can come together to learn, work and enjoy leisure activities.

3 SCOPE OF SERVICE 3.1 The objectives of the photobank are as follows:

a. Portray through imagery, an inclusive message that encourages a change of perspective towards the participation of persons with disabilities in society

b. Highlight, the abilities and capabilities of persons with various and different types of disabilities

c. Highlight accessibility features and spaces around the Enabling Village as a community space for all

a. Build an archive of images that can be used for various corporate/marketing intents and purposes (inclusive of EV as a destination and an inclusive location).

3.1.1 The images will be for lifetime usage, for across all SGE owned mediums and platforms.

3.2 Specifications of Requirements

a. The tone of all the images for the photobank shall be life affirming and positive. Outdoor images should be taken in good and natural lighting and candid photos are preferred. There should be a good mix of disability types, age range and ethnic diversity.

b. The setting of all the images shall combine interior and exterior shots, and include observer’s-perspective shots and posed-to-camera shots. The intent is to portray persons with disabilities with dignity and showing that they are leading independent and fulfilling lives.

c. We hope to avoid clichéd PWDs imagery. In particular, we want to incorporate 3 “levels” of photography:i. Movement/dynamism - Capturing a sense of possibilities and celebration.

ii. Moments - Capturing the different aspects of life.iii. Action – Showing the community participating in activities, at work, in training etc

d. A variety of shots of persons with disabilities shall be required:

Theme Overview of Suggested Visuals At the workplace (internships, employment)

Workshops Employers, HR professionals discussing with each other Employers, HR professionals listening to the instructor Persons with disabilities participating in a workshop

Caregivers Caregivers interacting with their care recipients. This could be a mix of older caregivers interacting with their adult care recipients, or adult caregivers interacting with their children/youth.

Caregivers spending time with their care recipient in a lively environment / their natural environments, i.e. home, school, playground etc.

Shots of caregivers interacting amongst themselves/doing activities together for self-care/respite

Assistive Technology (AT), which can be used for posts related to TechAble and TBELI

Persons with disabilities using AT in their everyday life. Ideally, this could also feature AT devices which are not commonly used.

Persons with disabilities using AT in the workplace and/or at home/social setting – educational/learning contexts – not necessarily in a school setting but using AT for learning purposes.

Enabling Village (EV) Persons with disabilities interacting with members of the public Persons with disabilities making use of the different accessible facilities

at EV People of different abilities visiting the different social enterprises at

EV – target for at least 1-2 shots of each unique tenant.

c. Pre-production: The successful Vendor shall present the pre-production deck with a detailed concept, treatment and schedule for the photobank to SGE within seven (7) working days after the award of this ITQ. The vendor should do the necessary to arrange for a site-recce to assess photography needs.

d. Production: The Vendor shall provide photography and setup services, including but not limited to:

1. The Vendor shall provision for at least a two (2)-day photoshoot; Studio/outdoor and EV, inclusive of photography studio rental; Vendor to note, specific EV spaces require prior approval for use,

2. Inclusive of talent coordination and liaising based on list of items provided by SGE;

3. Sourcing and engagement of talents (to work with SGE on this), make-up, hairstyling, props sourcing etc.

4. The ability to acquire clothing sponsorship for talents’ photoshoots, while not a primary condition, shall also be taken into consideration.

e. Delivery of Final ProductsPost-production: The Vendor shall provide an output of at least 50 treated images and provide edited images for web version and print full-res optimised version, in JPEG and raw format. Vendor to advise on cost per photo for any additional photo SGE might request for. All raw files taken during the photoshoots should also be shared with SGE. Inclusive of colour correcting and image editing/cropping services as required.

1. All IP rights to the images taken and produced from this project belongs to SGE.

2. The photo formats should be suitable for easy storage, editing, reproduction and presentation.

f. The Vendor shall provide a professional photography production crew for the entire production.

g. The Vendor shall also provide professional photography and lighting equipment.

h. The Vendor shall also be required to make at least one trip to the shortlisted spaces for the purposes of the photoshoot. The Vendor may suggest site recces, more sessions for photoshoot.

3.3 TIMELINES

3.3.1 Interested Vendors/parties (“Proposers”) are to note the following timelines:

3.3.2 The appointed Vendor shall provide the first version of the photo concept and mood board (not including the concept/storyboard submitted for this ITQ) within seven (7) working days from the first meeting with SGE.

3.3.3 The appointed Vendor shall provide the final delivery of 50 photos within fourteen (14) working days from the end of photoshoot.

4 QUOTATION OF COST

4.1 Proposers shall provide the breakdown of the cost quotation for each of the items according to the table set out in Appendix B.

4.2 Proposers are welcomed to suggest additional items. Please quote these as optional items.

4.3 Proposers are to clearly indicate optional and non-optional items, according to the table in Appendix B, including cost for optional items not requested in the specifications but additional value-added work that is in line with the objectives of the photoshoot.

4.4 The payment term is 100% payment upon completion of the project and delivery of items.

5 EVALUATION

5.1 Proposers will be evaluated using the following criteria:

6 TERMINATION

6.1 SGE reserves the right to reject payment for service and products if they are deemed unsatisfactory or not in accordance to the specifications laid out and agreed upon through this award.

7 Mode of ITQ Submission 7.1 When submitting the Proposal, please use the ITQ Checklist found in Section 1 to ensure completeness

of the submitted proposal.

7.2 A complete submission (“Proposal”) includes a Project Proposal, Company Track Record, and Breakdown of Costs. The Proposer may also include other information or documents to support the Proposal submission.

Project Proposal . Proposers shall include a brief, preliminary concept/mood board for the photoshoot, the proposed manpower allocation (e.g. how many photographers per session), details of the project team and the contact person for SGE throughout the duration of the project, and other details relevant to the completion of the project. Proposers should also include a signed copy of Section 1 – ITQ Checklist.

Draft Implementation Plan . Proposers shall include a draft implementation plan, which shows the project time schedule and/or the sequence of events necessary for the delivering the final product (i.e. the photos).

Company Track Record . Proposers shall include the company profile (e.g. ACRA profile), examples of past projects (including similar past projects in the social sector, if any), CV/portfolio of the project team, and testimonials from previous clients/customers.

Breakdown of Cost . According to the table set out in Appendix B.

7.3 One (1) softcopy (via email) of the Proposal should reach SGE no later than 5 March, 6pm. The subject title for the email must be clearly marked as “ITQ for Photography Services to create SG Enable’s Photobank by <insert company name>”, and emailed to: [email protected].

7.4 Enquiries regarding this ITQ should be emailed to: [email protected]. Please note that enquiries sent after 5 March will not be entertained.

APPENDIX A – IMPORTANT NOTICES Photographers submitting proposals in response to the Request for Proposal (“Vendor”) are deemed to have read and understood the following provisions: 1 Interpretation

1.1 The following words and expressions shall have the meanings hereby assigned to them except where the context otherwise requires:

"Contract" means any resultant contract between SGE and the successful Vendor.

“Contract price” means the total amount payable to the Vendor for the performance of the services under this contract. Vendors should state their Contract Price clearly in the proposal.

“EV” means Enabling Village with its community space located within SGE’s compounds.

“Proposal” means any and all documents and information submitted by the agencies in response to the Request for Proposal.

“Vendors” refer to photographers who are submitting a proposal for the RFP exercise to provide

“photography services to develop SG Enable photobank”.

“SGE” means SG Enable Limited with its principal office at 20 Lengkok Bahru Singapore 159053.

“Successful Vendor” refers to the photographer that is eventually awarded the contract through the RFP exercise.

1.2 Words importing the singular shall also include the plural and vice versa where the context requires.

2 Disclaimers

2.1 This ITQ is merely an invitation to treat and is not intended to create or impose any binding legal obligations whatsoever on SGE and the EV, whether express or implied and whether contractual or otherwise.

2.2 Nothing in this ITQ shall constitute a contract between SGE and any Vendor. Any Vendor selected

pursuant to this ITQ for participation in the project shall be required to enter into a legally binding agreement with SGE, the terms and conditions of which shall be agreed between the parties at a later date.

2.3 All submissions of Proposals, clarifications, discussions and presentations relating to this ITQ are made

entirely at the risk of the Vendor. SGE is not liable for any loss by any Vendor. 2.4 SGE does not make any representation or warranty, whether express or implied, or accept any liability

for the completeness, relevancy, accuracy and/or adequacy of the information provided by SGE in relation to this RFP.

2.5 SGE does not make any representation of fact or promise to the future in respect of any project

contemplated by SGE relating to this ITQ. 2.6 SGE accepts no liability or obligation in relation to any Proposal submitted pursuant to this ITQ and/ or

any subsequent clarifications, discussions or presentations thereon, whether requested by SGE or otherwise. The Participant shall bear all costs and expenses associated with the preparation and submission of its Proposal, and any subsequent clarifications, discussions or presentations thereon. SGE will, under no circumstances, be responsible for reimbursing any costs incurred by the Participant during the process, regardless of the conduct or outcome of the evaluation and selection process.

2.7 SGE shall have the absolute discretion to accept or reject any Proposal, whether in whole or in part,

without giving any reason whatsoever. The receipt by SGE of any Proposal pursuant to this RFP shall under no circumstances impose any form of obligation or amount to an acceptance of or an agreement to abide by any terms or conditions stated therein or elsewhere on the part of SGE.

2.8 SGE shall have the absolute discretion, at any time, to terminate this ITQ or to change the nature, scope,

procedures or timelines for the ITQ, including the proposal selection process and criteria. Under no circumstance shall SGE incur any liability in respect of such termination or changes.

2.9 SGE shall not owe any liability to any party for any loss or damage whatsoever (including loss of profit,

savings, business contracts, or revenues, and all other forms of actual, direct, special, incidental, or

consequential loss or damage) arising from or related to any response to this RFP, including but not limited to the submission of Proposals.

3 Ownership of Documents and Intellectual Property (“IP”)

3.1 All proposals and other documents or materials submitted to SGE pursuant to this ITQ shall become the property of SGE. Notwithstanding the foregoing and without prejudice to any subsequent agreement with SGE to the contrary, any background IP contained in any Proposal and/ or such other document submitted to SGE shall not be transferred to SGE.

3.2 For the avoidance of doubt, all IP in any documents issued by SGE pursuant to this ITQ shall remain

vested in SGE. SGE is not liable in the event that there are similar ideas or concepts from submitted proposals.

4 Confidentiality of Information

4.1 SGE may require any party receiving confidential information from SGE in relation to or arising from this ITQ to sign a written non-disclosure agreement setting out such party’s confidentiality obligations in relation to such confidential information.

4.2 SGE accepts no liability or obligation in relation to any confidential information disclosed to SGE by a

Vendor pursuant to this ITQ unless otherwise agreed by SGE in a written non-disclosure agreement setting out SGE’s confidentiality obligations in relation to such confidential information.

SGE’s Right to Seek Recovery Nothing herein shall prejudice or limit SGE’s right to seek recovery from the Vendor for any loss, damage, costs, expenses, or liability incurred by SGE and/ or its officers, directors and employees, directly or indirectly arising out of or relating to the submission of the Proposal by the Vendors and SGE’s retention and use thereof, including but not limited to any claim that the Proposal infringes any third party’s IP rights.
