Shilpa Sayura –Localized Self and Group e-Learning System for Handicapped Students in Remote, Rural communities of Sri Lanka Shilpa Sayura Means Sea of Knowledge and Skills Shilpa Sayura Pilot Project Initiated by E fusion pvt ltd (www.sinharaja.com) as community iCT project having the vision, “To empower rural students with ICT based educational systems to improve self learning capacity while enhancing the Nenasala utilization through participative development”. In February 2006, ICTA e-SDI program provided a grant of Rs. 5 million for e fusion to initiate a pilot project for creating digital educational system in Local Language, and deploying in 20 Nenasala Tele Center Communities (www.nenasala.lk) to develop self learning capacity of remote, rural students of Deep South.

Based on 2006 island wide GCE O/L examination statistics by examinations department, 51% of candidates failed on O/L exam. 55% failed in Math, Science and English. 65% of students failed compulsory geometry question. As we observed in rural field visits, interviews with students, teachers and parents and community discussions there were several factors

contributing to this problem. Lack of Teachers was the main problem. Many remote schools didn’t have electricity, libraries or laboratories. Although we found talented students, poverty prevented them accessing quality education. As an example students who obtained ‘A’ pass for Math in O/L, had to study Art in A/L as it was the only option available. The schools which offer A/L Science education was too far and poverty prevents them reaching those schools. We saw enabling interactive self and group learning using digital content would be a method to overcome above problems. This idea was further researched studying Nenasala Tele Centers, e-Learning Systems, Available Educational Content, School Curriculum etc. One major draw back we found was, although much educational content available on internet, least content was available in Sinhala Language which is the educational language of rural communities. The indigenous knowledge of Art, Dance, Music and Sinhala wasn’t available in digital form.

Another issue we faced was technology for managing large content system in Sinhala Language, which has not been implemented before. Although Sinhala Unicode standard is available, large databases and applications haven’t been tried before. Shilpa Sayura undertook the task of implementing a large content management and e-learning system to be produced through research and development. (www.fonts.lk) Nenasala is a Tele Center project by ICTA, guided by President Office to take the benefits ICT to remote, rural communities. Currently 376 centers have been setup. Each Nensala has internet connectivity with a VSAT, ADSL or CDMA link, 2-4 computers, a printer, phone and a fax machine. The foremost objective of Shilpa Sayura was to bridge the gap in rural students competitiveness in examinations and to develop talented students as ICT, Media, Esthetics professionals. The Island wide Nenasala

Tele center Network become the breeding ground for Shilpa Sayura. Shilpa Sayura Project was designed as a bottom up development project. It was made to dynamically learn, to change and improve it self based on community needs, feedback and new opportunities available to develop rural human resources using ICT. The core R & D group of Shilpa Sayura consisting ICT, Education, Community and Development Experts worked as a bridge between beneficiaries community and the content system.

Shilpa Sayura primary beneficiaries were students, and extended beneficiaries are unemployed youth, women, elders and disabled communities too. Partnerships are being developed with related technology developers and community developers to increase benefits of Shilpa Sayura. One example is with University of Colombo Language Laboratory to use Shilpa Sayura for Blind Community with Text to Speech development. Another is with Lakaruna village Project to extend Shilpa Sayura to electricity less villages using battery operated computers.

Shilpa Sayura Pilot Scope Shilpa Sayura Pilot planned to create a System with Digital Content for 8 Subjects for grades 6 through 11. The content is based on school curriculum of National Institute of Education (www.nie.lk). The Initial 8 subjects covered were Sinhala, Math, Science, Social Science (History, Geography, Civic Studies), Art, Dance, Music and Environmental Studies. The content is done using SLS 1134 Sinhala Unicode standard which is Sri Lanka Government Content Standard. The System was to be implemented at 20 Nenasala Tele Centers. Plans were made to create awareness among Nenasala Operators, motivate students for self learning, to train Nenasala staff, and to provide support to enable ICT based learning in remote, rural communities lacking teachers and educational resources.

Shilpa Sayura Content Map A content map was prepared based on NIE curriculum by a group of Teachers (TFEC) formed by Shilpa Sayura Project. The content map included over 8000 units, and suggested how each lesson to be organized in text, images, animations etc. The content map was reviewed by TFEC the Teachers Group, ICTA and PWC who was funding and process consulting the project. The content map planned to be reviewed time to time with NIE curriculum changes and community needs. 50% of the content map was targeted in the Shilpa Sayura pilot phase.

Shilpa Sayura Content Base The content base was generated and reviewed by a panel of school teachers from around the country and piloted with school children and teachers from 20 Nenasala communities. The feedback received has been

used to further upgrade subject matter and improve its delivery. The content includes text, supported by movie clips, photographs, animations and interactive exercises, java applets, It goes far beyond a textbook’s ability to impart subject knowledge. Shilpa Sayura has also been demonstrated to, President Mahinda Rajapaksa at the recently concluded Deyata Kirula exhibition at the BMICH and also to the National Institute of Education.

Although the minimum technology selected was, what was available in Nenasala Network, The System enable up scaling to SQL server as well as porting to PHP/MYSQL to be plat form independent. The CMS has multi editors, and access levels, ability to switch to multiple database to distribute content and still be fast on a simple computer with least ram 64 MB. At the time of designing technology concepts, instead going hi-tech, we focused on using existing resources at Nenasala Tele Center. The ease of maintenance, Remote Tec Support and trouble shooting were considerations. The CMS was designed to handle unlimited number of Subjects and content based on National Curriculum. Similar framework was used by us for the development of Sri Lanka government portal (www.gov.lk). Managing Text, Graphics, Maps, Videos, Audios, flash, quick time and shock wave was possible in the CMS. Include inline and wisywig editor convenient for content editors. Uniportal Testing Engine

Include facilities to mange different types on multiple questions, as well as Structured Questions. Questions are managed by Subject as well as by Lesson and Grades. Uniportal E-Learner The Front end has a student management system to provide digital IDs to students. Students login in can access content by cariculam or goes deep by content categorizations. They also can create personal profile, create own content and share among the group. Group Discussions, comments, Rating and Personal Content map creation is possible. Integrated View of The Core System for CMS and E-Learner

Other Tools Special Unicode Input Tool efusion~Uniwriter was integrated for multi lingual , Multi Keyboard for content creation. http://www.kaputa.com/uniwriter Shilpa Sayura Impact Shilpa Sayura provides an interactive means of self study and as a teaching resource to children in remote communities who do not have access to urban educational resources. Shilpa Sayura will eventually be deployed across the entire network of 380 Nensalas around the country.

The content was highly appreciated by students, teachers, community and professionals. This is the first ever Sinhala Language e-Learning System they had experienced. The inclusion of Indigenous content attracted even elders to use Shilpa Sayura. People were amazed to experience totally Sinhala language interface and content for learning. Although the content were targeted for Grades 6 to 11, we tested Shilpa Sayura successfully with kids in lower grades. The depth of some content ran deep as needed for A/L. Civic Studies, History, Art, Dance and Music content was useful to A/L political science, History, Buddhist Culture, Art, Dance and Music subjects. Teachers, Traditional artistes, media personal and journalists also use

Shilpa Sayura as a resource. Several schools use Shilpa Sayura in their multimedia labs as a teaching resource. Shilpa Sayura has surrounded rural communities with splendor when they didn’t have any, Specially for those who would think, the only way out of poverty is knowledge, which many of us have experienced in our lives.

Current Progress Shilpa Sayura has reached 5th Milestone and implemented in 26 Nenasala Locations. Trail implementations were made in 7 Schools in Deep South and 2 Schools in Central Province to help review content. Implementation Process Shilpa Sayura implementation started in November 2006. The initial implementation was a trial with 50% content to understand each Nenasala Community, Implementation Issues and to obtain feedback to improve content and delivery that will increase the impact. The initial 10 locations were recommended by ICTA. The other 10 locations were selected on demand and merit basis from the Nenasala Operators in deep south.

Key Issues Identified The capacity of Telecasters are only enable Basic ICT Skills teaching. Facilitation for School Curriculum Learning require initial guidance for students, who are not used to self learning. Being remote and rural many Nenasala Tele Centers haven’t tried e-learning with students before, this required capacity building in Nenasala for creating an e-Learning environment. Other issue identified were Sinhala Unicode Capacity, Online communications skills and Network Management capacities. These capacities building being done for a successful Shilpa Sayura Operation to achieve expected results.

Shilpa Sayura Capacity Building The capacity building involved developing a ICT communications and Sinhala Unicode Skills, Staff training, community promotion and tech support. A dedicated management and technical team from e fusion, allocated for this purpose. Online forum An online forum and a demonstration website was setup to develop Shilpa Sayura awareness and to communicate with operators. Project enabled participative development, developing a Shilpa Sayura stake holder network. Stakeholder capacity building helped to overcome issues when operating Shilpa Sayura as a networked group.

Meeting and workshops Several Meetings and workshops held with Nenasala Operators to provide Project awareness and training. The two workshops in November 2006 and March 2007 helped to formulate a Key Nenasala Group operating Shilpa Sayura. It enabled Nenasala Operators to work together as a group.

The meetings also helped to Nenasala Operators to sharing their local experiences and knowledge in project implementation. Some ideas discussed were establishing community relationships and student development. The need to include student activities also emphasized. Onsite Training

On site training was provided at Nenasala on Shilpa Sayura System, Content Usage, online communications, Student Management and obtaining technical support.

Tech support Help Desk A Help Desk was made operation with a dedicated contact on phone and email and Shilpa Sayura Forum. Two staff members have been assigned for communications and tech support on Shilpa Sayura. Marketing and Promotion Operator organized Nenasala Community Meetings were held by e fusion Team to build community awareness on benefits of Shilpa Sayura for them. The participants were a cross profiles of Parents, Teachers , Community Leaders and Students. Several School Presentations, “Deyata Kirula” Exhibition Participation were other promotional activities undertaken. A Marketing kit provided to Nenasala Operator comprising Shilpa Sayura Banner, Student Stickers, Community Leaflets. Feature article in Student News paper and taking part in a Children Radio programme , Online Awareness building among ICT and Educational Expert community was also done. Shilpa Sayura took part in Nenasala Organized events and made presentations to build awareness among future Nensala Operators who wish to implement Shilpa Sayura in their community.

Assistance provided for several Nenasalas to form Student Clubs and develop educational activities using Shilpa Sayura Content. Shilpa Sayura also assisted in Several Nenasala Community Development activities.

Forming Nenasala e-Societies We observed that Nenasala Tele Centers not being able to reach certain segments of the community other than those interested in learning. Specially those who are unemployed, women, farmers, and seniors. We organized pocket meetings to form e-Societies bring all of them on single platform for knowledge sharing for bridging the digital divided. Awareness was made about opportunities available for Farmers, Women, Disabled, Senior Citizens through ICT, Shilpa Sayura and Nenasala.

Developing Nenasala Champions Identified Nenasala Operators who emerged through Shilpa Sayura was

provided opportunities to provide training and support for near by Nenasala and schools to improve their revenue. Advice and support also provided Nenasala for formulating projects for e-SDI community ICT grants. Nena Kirana is a such project accepted by ICTA.

We created opportunities for Nenasala Operators to reach near by schools, surrounding communities as well as to display their special talents that would eventually increase their revenue. Sustainability is one of the major topics in government supported tale centers, developing community support was an important area of our implementation process. Shilpa Sayura for Schools Schools with ICT facilities but not having skilled ICT teachers creates service opportunities for Nenasala Operators. Shilpa Sayura was installed at 7 Schools introduced by Nenasala Operators. The objective was to develop a relationship between Nenasala and near by schools This has helped Nenasala operators to attract more students and teachers to their center.

Effect of EVS The ICTA Electronic Voucher System (EVS) has contributed greatly to increase utilization of Shilpa Sayura. EVS helped many students to experience Shilpa Sayura first time. The EVS has also been a cattelist for repeated use of Shilpa Sayura by Students.

Future ideas for Shilpa Sayura Shilpa Sayura for Linux Presentations made to FOSS community and discussions on Shilpa Sayura Sinhala Technology framework, request was made to port Shilpa Sayura also to Open Source Platforms. Technical Issues

Virus and Spyware was observed as a disturbing issue at Some Tele centers. As Shilpa Sayura system is local web server with network of clients, basic Network Know How, Network Security and Virus Care skills needed for continues and trouble free operation of Shilpa Sayura. New Content Needs In the Pilot Phase Shilpa Sayura targeted to cover 60% of Content Required for grade 9 to 11. The year 2007 curriculum changes has added 15% new content. There for about 48% of O/L content still to be created.

Increasing Employment Capacity with ICT Many students in rural communities are compelled to go into art theme even they get adequate passes to study science stream. This has created a major competition in Art stream University entrance. Many students even getting good results does not continue education after A/L due to remoteness and limited university intake. They join mass jobless youth embracing frustration of what they learnt. Shilpa Sayura wish to address this issue with employment oriented content leading to a step wise online degree in ICT from University of Colombo School of Computing (http://ucsc.cmb.ac.lk/). Discussions have been initiated with University of Colombo School of Computing (UCSC www.ucsc.cmb.ac.lk) to utilize Shilpa Sayura Project to facilitate e-Learning at Nenasala for e-BIT an online degree, providing a great opportunity for rural youth to develop an ICT career through Shilpa Sayura and Nenasala Tele Center. New Subjects in Demand English, Tamil, ICT and Electronics, and A/L subjects are in demand at rural communities. The New educational policy on ICT for All, Peace building, Foreign Employment oriented skills has created this demand. The content needed for ICT are O/L ICT, A/L GIT exams and e-Citizen,

ICDL, UCCA certifications. The requests were made by students, teachers and Nenasala operators to add these subjects to Shilpa Sayura. There is also a demand for agriculture, self development, management and marketing content by rural communities.

Developing E-Learning Capacity for Nenasala Initially Shilpa Sayura designed as a Content System, some e-Learning features added to the system to assess the demand for e-Learning. Shilpa Sayura plans to develop more facilities for e-Learning for student to feel it as a class room. This requires upgrading Shilpa Sayura software with additional e-Leaning features as well as a self testing content for preparation for school and government exams.

NIE consultations The National Institute of Education (NIE) emphasized that, content for teachers also to be added to Shilpa Sayura. NIE also agreed to provide their content for teachers to be used in Shilpa Sayura. NIE also advised that adding Teacher Handbooks and Lesson Plans can improve Shilpa Sayura impact and help remote, rural teachers as well as Nenasala Operators to guide students using materials made available to teacher.

NIE also suggested to have a short term and a long term plan with regards to Shilpa Sayura. NIE promised their fullest support for Shilpa Sayura Initiative which is a National Requirement. NIE also commended Shilpa Sayura curriculum and interactive, activity and discovery based methodology which falls in line with New education changes, that develop students through Collaborative Learning , Cooperative Learning, Discovery-Based Learning, Engaged Learning and Problem-Based Learning etc.

Shilpa Sayura Intends to develop an educational technology forum with the facilitation of ICTA, NIE, UCSC and other stake holders to share experience and knowledge in educational content and technology would be the focus of this initiation.

Project Budget & Time Plan The inflation in transport and operational costs effected the project, that increased the operational costs. The development efforts exceeded 20% of time than estimated. Sharing of e fusion office, communications, staff resources and resource borrowings and stakeholder assistance helped reduce burden on project management. Several no interest short term loans from well wishers helped due project implementation. Dynamic project management and the keenness of project stakeholders helped Shilpa Sayura to reach targets and milestones. The great efforts made by e fusion staff and teachers by working additional time to reach goals set. Finances and Record Keeping Shilpa Sayura Used a separate Bank Account. All expenses made to pre planned budget with a maximum limit set. Variations and Project changes were approved over the maximum limit by Shilpa Sayura Management committee for project implementation. Records were kept in a standard form and audited by an internal auditor every month. Final accounts are being prepared for pilot project. Estimated current cost of the project is Rs. 4.8 million. From what we have experienced each Nenasala Community is unique in community educational needs and expectations. Diverse geographies, economics, agriculture, transport and other social factors has made each Nenasala to be treated as unique when implementing Shilpa Sayura Project. Shilpa Sayura Technology and Cultural Festival On completion of the pilot we selected most remote, yet best performing Kandiyapitawewa Nenasala in Monaragala, a great eco location to hold an event to showcase the success story of Shilpa Sayura Pilot as well as to obtain support to expand via the 376 Nansalas rural tele-centers located island wide.

The event also a forum for the stake holders to consider transformation of Shilpa Sayura into a National project to strengthen rural education and bridge the gap between rural and urban student communities. We integrated cultural in this ICT event to create an ICT festival to bring together ICT and Education Experts, Nenasala Operators, Students, Teachers and Media Personal. It was a festival of live folk music, art and dances and ancient folk drama "Sokari" has been put together in between ICT discussion targeted for youth, women, farmers, teachers and students. The proceedings were aired over Shilpa Radio an Online Community Radio setup for the event. (www.shilpasayuara.org). It was a learning exercise for all who attended communities as well as experts, Shilpa Sayura was the bridge.

change how rural communities learn. With in a short time period, Shilpa Sayura learned, and changed dynamically to meet community needs. The support and contribution from ICTA, PWC, NIE, Teachers, Developers, Friends and many individuals and Institutions who helped Shilpa Sayura to acheive it’s first year goals.

Every moment of Shilpa Sayura was a moment of Learning, for all who took part. Total project was a Research Exercise to find best applicable technologies, educational methods, increasing participation, creating benefits to rural students. As being technologist for years many of our beliefs about community also changed during the project. Every step we took towards community, we became more like them, Which actually helped making a change in their livelyhoods. Out of numberless lessons we learned we think following are very important. 1. Each remote, rural community is unique in some way, hence ICT

implementations need to be considerate of the community. 2. Culture has a great binding in rural lives, integrating culture in ICT is a great way to make them participate in the development process. 3. The cutting edge may fail in rural communities with the barriers of support, trave and communications. Best is to keep technology as simple as possible. 4. Electronic content is new to us, so to them. It has to be nursed and cared with capacity building until they are ready to take over. 5. Enabling rural ICT based learning has best impact when approached bottom up. 4. ICT projects for rural communities need to be prepared to change dynamically, and align our plans with theirs to bridge the gaps. 5. Creating openness in ICT community projects enables great support, enthusiasm, idea generation and automatically develops a safety network. 6. The greatest beneficiaries of Shilpa Sayura is talented students, who would become great masters to bring other people out of poverty. 6. Working and living in rural communities may have health and other hazards, adopting to harshness is absolutely necessary. 7. He has a strong experience in rural communities, community building and involved in Research on birding digital divide through e- learning. He is a Member of ICTA E-Society focus group, Sinhala Unicode Group and Founder of E fusion pvt ld and Shilpa Sayura Project. He has been a Survey Engineer, before Switching to ICT as a web master in the dawn of Internet. Niranjan is qualified in BCS and Land and Hydrographic Surveying. Niranjan descends from a rural community in Dumbara Valley, Kandy, a family man married to Yamuna, a teacher, shares two children Poornima and Prabashana. Niranjan enjoys Innovation, community, knowledge, art and sports.
