BOARD MEMBERSAt June 30 2015

In accordance with good Governance Principles, Montefiore Home seeks to maintain a Board composed of members whom, collectively, provide a broad range of skills and expertise that will support strong corporate governance and strategic planning.

The current Board consists of well-respected individuals who have a history of involvement with the Home and who possess a range of skills and expertise that includes, but is not limited to; finance, law, property, medical & clinical, aged services, food & beverage, education and all round business acumen.

Consistent with the organisation’s philosophy of care, Board members

have a passion for supporting a high standard of care which optimises the older person’s quality of life, delivered within a sustainable financial model.

YOUR BOARD

The Home is managed and administered by an elected Board of Management. All Board members act in a voluntary capacity and oversee all facets of the Home’s administration, with the support of a number of different committees. The Board is responsible for the continuing financial viability of the Home.

Today, the Board faces the challenge of the demanding economic environment, a growth in the number of elderly people in our community, and the need to provide appropriate care for the ever-increasing number of people with dementia.

This climate has strengthened the Board’s resolve to continue developing and promoting best practice in all aspects of aged care, constantly reviewing and improving the services we provide to ensure that the elderly in our community receive the care and quality of life they deserve.

As a partner and now an active consultant in the commercial law firm, Abadee, Dresdner & Freeman, David specialises in taxation, estate planning and substantial commercial property financing and development work.

David has been involved communally for over 30 years firstly as Vice President of the Wolper Jewish Hospital in which time he oversaw its conversion from a convalescent facility to a modern surgical hospital. He also served as the Honorary Solicitor for the Jewish Communal Appeal for 15 years.

In 1985, David joined the Montefiore Board, served as Vice President for 8 years and was elected President in 2004.

David has been Chairman of the Montefiore Development Committee since 2000. The Development Committee has been responsible for the successful planning, design and construction of the Randwick Development, a state of the art communal residential aged care facility, accommodating 276 Residents with the capacity to double in size on the Randwick site.

In July 2008 he was awarded an AM (Member of the Order of Australia) in the Queen’s Birthday Honours for his service to the Jewish community.

In 2009 the Randwick development was the recipient of the Property Council of Australia Innovation and Excellence Award and the overall winner of the Emerging Assets category.

The Montefiore Development Committee has subsequently been responsible for the planning, design and approval of the Master Plan for the remainder of the site at Randwick, comprising an additional 300 rooms, and achieving Development Approval for the next stage being a new 90 bed dementia specific wing.

A member of the Montefiore Finance Committee from 2002, this Committee is responsible for refining the Home’s financial model to maximise cross subsidisation and the investment of the Home’s substantial financial assets.

During David’s Presidency, the operations of the Home have effectively doubled in size and Montefiore Home is now acknowledged as one of the largest benevolent charities in Australia.

TOM MAUTNER HON TREASURERTom has an extensive history in the clothing industry, with a lengthy career as General Manager and a shareholder of Peter Weiss Pty Ltd following which his own company manufactured apparel under the Pringle of Scotland Label. He continues to maintain a close relationship with Peter Weiss.

More recently, he has been running a family investment business, for the benefit of members of his extended family and a small number of close associates.

He was elected to the Board of Montefiore Home in 2001 and took on the important role of Treasurer in 2004. Tom is also an active member of the Home’s Development Committee, Operations & Quality Committee, Finance Committee and Investment Committee.

He was a passionate contributor to the design and building of the Randwick Campus and continues to be involved with the ongoing process of upgrading all the campuses.

Tom was born in Czechoslovakia in 1950 and migrated to Australia in 1969. He and his wife Rose are long-time supporters of many Jewish organisations.

Both Tom’s late mother and late father-in-law were residents of Montefiore Home.

ASSOCIATE PROFESSOR PETER GONSKI HON SECRETARYAssoc Prof Peter Gonski, who joined the Board in 2008, is a senior staff specialist geriatrician with more than 20 years of experience in care for the elderly.

He is Director of Southcare, Sutherland Hospital and Community Services, Clinical Stream Director for Aged Care and Rehabilitation, South Eastern Sydney Local Health District and Associate Professor, Faculty of Medicine, NSW.

His family has a long history with Montefiore through volunteering and his knowledge and experience makes him a vital addition to the Montefiore Board.

ALEX ABULAFIA BOARD MEMBERAlex joined the Montefiore Board in 2014 and is a corporate lawyer and an investment banker turned entrepreneur with an extensive communal history and understanding of our community.

As Treasurer and then President of Emanuel School from 1999 to 2006 he was instrumental in transforming the school from a struggling debt ridden entity into a robust and vibrant place of education for the entire community.

Securing the school’s future with a capital appeal in 2005 that raised $4.5 million, Alex then went on to assist JewishCare with their capital appeal – the result of which stands proudly in Saber Street with their new premises. He continues to sit on JewishCare’s Foundation as their Chairman, a position he has held since 2009.

His other communal involvements include Australian Friends of the Hebrew University (1997-2000, Director), JCA Appeal Chairman and Executive Committee Member (2006- 2008) and JNF NSW President (2011-2015) after serving a maximum 4 year term. He is currently the immediate past President and on the national JNF Board. Alex is also a Trustee of both the Kesser Torah Education Fund and JCA’s Education Endowment Fund, positions he has held since 2011, and serves as trustee of Y2i alongside other senior communal leaders.

As a businessman and communal leader Alex is uniquely positioned to assist the Board to take Montefiore forward and is invested in ensuring that this cornerstone community asset continues to thrive.

GARY INBERG VICE PRESIDENTGary is a financial and corporate adviser with more than 25 years of experience in commercial business including property management and development, property funds management and public company experience, including being Head of Property for one of the largest property portfolios in NSW managing a team in excess of 75 staff which look after property worth in excess of $3 billion.

Gary is past Chairman of IWPE Nominees Pty Ltd, Trustee and Custodian for Investec Bank [Australia] Limited. He is a non-executive director for a number of other companies and has been CFO for a top 200 ASX listed company.

He has been Vice President of the Home since 2004, prior to which he served as Honorary Treasurer for 3 years. Gary is a member of the Investment and Finance Committees, Chairs the Operations & Quality Committee, represents the Home on the Joint Operating Committee of the Burger Centre and is a Director of National Nurses Plus and the Camelot Nursing Home.

He has had a long association with Montefiore, being involved with the fete for over 15 years before becoming a Board Member.

DR DAVID BERMAN BOARD MEMBERDr David Berman is a retired dental surgeon, previously on the Board of the Monash Country Club for 22 years and also the inaugural President of the Apex Club of Blacktown. He is currently a volunteer at the Matthew Talbot Home.

David has been a keen supporter of Montefiore Home for many years and became a Life Governor in 2008. His dedication to the Home stems mainly from the long association of many members of his family with the Home, both as supporters and residents over the years.

Over this period, David has had the opportunity to observe the activities and practices of the nursing and administrative staff at the Home and has been impressed with the dedication and manner in which they apply themselves to the wellbeing and comfort of the residents and believes the attention they receive is world class.

David is currently involved in a staff education program where he utilises his knowledge as a dental surgeon to support the delivery of optimal oral health care for residents.

LISA BRENDER BOARD MEMBERLisa Brender is a Registered Nurse with over 30 years’ experience and currently works as a Clinical Nurse Specialist in the Operating Theatre Department at Prince of Wales Private Hospital, as well as at the University of Notre Dame and the University of Technology in the role of Clinical Nurse Educator.

Lisa is committed to the Home and, in 2000, took a year’s leave of absence from nursing to act as Co-ordinator of the Montefiore Home Capital Appeal. The Appeal was highly successful, raising $6.8 million.

Lisa joined the Board of Management of Montefiore Home in 2001 and served for 10 years before taking a short break and rejoining the Board in 2012. During her tenure, she sat on 2 Board Committees – the Community Relations and the Operations & Quality Committees – where she was able to use her vast nursing experience and knowledge of the Home in the management and planning of care for the residents. Lisa rejoined the Operations & Quality Committee in 2012.

MICHAEL GOLDSTEIN BOARD MEMBERMichael Goldstein was welcomed to the Board in 2008 after having long association with Montefiore. He helped at the annual fete with his uncle, Life Member, the late Hal Goldstein AM OBE and later ran his own glassware stall.

As the owner of a successful catering services company, Michael has been significantly involved in the catering area of the Home, including assisting with the design and specification of the Randwick kitchen and working alongside Montefiore staff on catering and operational matters.

MAX EINFELD BOARD MEMBERMax Einfeld is a practising lawyer with an accredited specialisation in taxation law. He is also a public notary. During his career, he has been a partner in several prominent law firms.

He has a long and active involvement on the Board, having been a Board Member since 2002. He also serves on the Religious and Nominations Committees.

His commitment to aged care continues his family’s long tradition of contribution to the welfare of the NSW Jewish community.

Max’s other communal positions include Honorary Solicitor for the NSW Jewish Board of Deputies, United Israel Appeal and Mandelbaum House. His other interests include his golf swing, his grandchildren and his beloved Roosters.

Max is determined to help make a difference to the lives and wellbeing of all residents and has a particular passion for delivering the best possible cultural and religious programs for them.

LEORA ROSS BOARD MEMBERLeora Ross graduated in Pharmacy in 1977 and worked as a pharmacist, before doing some voluntary work in the community whilst raising her 3 children. She remains actively involved in the community and is currently a volunteer guide at the Sydney Jewish Museum.

Leora has completed a Graduate Diploma in Education, gained a Certificate in TESOL (Teaching English to Speakers of Others Languages) and later, a Master of Arts in Applied Linguistics.

Her 16 years of teaching English to overseas students and migrants at the Institute of Languages UNSW, as well as teaching the future teachers, has given her an understanding of intercultural issues relevant both to the staff and residents of Montefiore. In addition, her experience in Education is pertinent to the important area of ongoing professional development of staff within the Home.

With her background in Pharmacy, Leora also has some insight into the health issues that affect Montefiore residents. Leora’s mother was a resident of Montefiore for 4 years and she, therefore, is resolved to ensure that the vision of Montefiore Home to excel as a provider of high standard care, maximising the quality of life for the elderly in our community continues.

TREVOR POGROSKE BOARD MEMBERTrevor is a senior advisory partner and NSW leader of health and aged care with Grant Thornton Australia, an international accounting firm, and a member of the Institute of Chartered Accountants.

He has had over 25 years’ experience in international trade and trade finance, corporate restructuring and insolvency. His key industry expertise includes financial services, hospitality, aged care, technology, communications and entertainment, manufacturing, engineering and construction, and printing and packaging.

Trevor joined the Montefiore Board in 2013. His other community activities include being a member of the Board Management and Treasurer of Kehillat Masada and a member of the Congregation of Synagogues of NSW (COS).

BARRY JOSEPH BOARD MEMBERBarry was born into a family that has a deep and long-lasting relationship with the Home. His mother, Miriam, was a driving force of the Ladies Committee for many generations, in addition to being a Board member for over 17 years.

Proudly elected to the Board in 2001, he continues this commitment with a deep passion and involvement and is presently on the Admissions Committee.

After a 5 year period working with a sharebroker, Barry began his career in the ladies clothing industry in 1965. In 1969 he commenced his own clothing and manufacturing business, which he ran successfully until 1998.

During the early 1970’s and under the Presidency of the late Hal Goldstein AM OBE, Barry was an active member of the Home’s House Committee, in addition to being involved with admissions. He is also the past Federal Executive Director of the Australian Friends of the Hebrew University of Jerusalem, a position he held for 15 years.

DR SUSAN HERTZBERG BOARD MEMBERDr Susan Hertzberg is a qualified medical practitioner and currently Senior Emergency Specialist at the Prince of Wales Hospital. She also has a Masters degree in Health Law and is interested in quality health care for the aged. The Prince of Wales Hospital sees a large number of residents from Montefiore and provision of high quality care to these residents is a high priority.

Susan has a long association with a number of communal organisations and was a member of the Board of the Great Synagogue in 2010 and 2011.

Susan serves on various professional and hospital committees.

PRESIDENT’S ANNUAL REPORT FY2014-15

‘THE RECENT BETTER PRACTICE AWARD MEANS THAT THE HOME HAS RECEIVED A TOTAL OF 8 AWARDS FOR INNOVATION AND EXCELLENCE FROM THE FEDERAL GOVERNMENT.’

In my report to Members last year I took pleasure pointing out the many achievements and milestones showcased within the pages of that year’s Annual Report and I am delighted to advise that this year is no different.

Within this year’s Annual Report you can read about the services and innovation that makes Montefiore one of the most talked about and

recognised aged care providers in the country. In the words of the CEO of the Federal Government’s Australian Aged Care Quality Agency, Nick Ryan, when he presented the organisation with a Better Practice Award in October last year, ‘Montefiore is considered to be one of the highest performing organisations in the country.’

As I write this report we have been notified that we have received another Better Practice Award, this time in relation to our iTraining program which is an interactive eLearning platform that we developed in-house and which enables staff to complete their mandatory training requirements online.

The recent Better Practice

RENÉE SYMONDS BOARD MEMBERRenée is a Clinical Psychologist and holds a degree in Education. Renée was elected to the Board in 2001, having already been an active member of the Operations Committee.

In her years as a Board member she has written papers, presented at conferences on aspects of ageing, dementia, placing one’s relative in the Home and life within the Home.

Renée is passionate about contributing to the education of staff. She authored and was instrumental in setting up the Montefiore Staff Holocaust Awareness program which is conducted monthly at the Sydney Jewish Museum. This program which trains Montefiore staff to deal with the special requirements of our survivors, has, to date, won 2 prestigious awards for Montefiore. As a child of Holocaust survivors, this is very close to her heart.

JEREMY WAINE BOARD MEMBERJeremy Waine has more than 15 years’ experience with leading companies in the financial services sector.

He began his career as a corporate lawyer at Mallesons and then moved into investment banking and principal acquisitions at UBS Investment Bank, CBA, Westpac and GE Capital.

Jeremy joined the Board at the end of 2008 due to his strong interest in the aged care sector and passion for helping the community. He has served on the Finance and Investment Committee and the Nominations Committee.

Jeremy also sits on several Board sub-committees of the Children’s Medical Research Institute, namely the Audit and Risk Committee and the Finance and Investment Committee.

In relation to our HomeCare division, the Board has been extremely pleased with the continued growth of this service which provides a broad range of care and support options to those still living in their own home. As you can read in the CEO’s report, this part of our business is likely to experience exceptional growth in demand from February 2017 when current funding arrangements for home-care services are due to change.

With regard to the Hunters Hill Campus, the organisation has invested significant funds to progressively upgrade the campus over a number of years with the nursing home and special

Award means that the Home has received a total of 8 awards for innovation and excellence from the Federal Government for areas which include clinical care, education, lifestyle, hotel services, volunteering and spiritual and cultural wellbeing.

The Board is extremely proud that these areas have been recognised for excellence and works in close partnership with the CEO, Robert Orie, and the management team entrusted to deliver the standard of care the community has come to expect. In this regard, I would like to acknowledge the efforts of Robert and the members of the management team as well as the entire staff for transferring the Board’s vision into tangible outcomes for residents and care recipients at an operational level.

GOVERNANCE – SETTING THE STANDARDAmongst the high standard of accommodation and services the Home provides, it is easy to overlook the fact that Montefiore is first and foremost a charity. Providing care and services to the elderly of our community

regardless of the older person’s financial means is a philosophy that strikes at the heart of Montefiore’s charitable endeavours and has earned the Home the reputation of not only being one of the finest aged care providers in Australia but also one of its most respected benevolent institutions.

In my opinion, the Board of the Montefiore Home have done an outstanding job balancing the finances of the Home to ensure it remains financially robust whilst at the same time being able to maintain high standards of care and accommodation for everyone.

This is even more remarkable when you consider that over the last 10 years the elected Board of the Montefiore Home has overseen the construction of the extraordinary campus at Randwick, navigated its way through the Global Financial Crisis and continues to successfully steer the Home through an extremely challenging economic environment where operating income generated from the investment of refundable accommodation deposits is severely impaired by historically low interest rates. adoption of a Board Charter which

incorporates term limits relating to Board and Executive positions.

PLANNING FOR THE FUTUREAs the largest provider of aged care services to the Sydney Jewish Community, Montefiore understands the importance of planning in order to meet the future needs of the community.

In this regard, the Board has been particularly focused over the past year on the following key areas;

• The continued expansion of our home-care services

• Master-planning of the Hunters Hill Campus

• The next stage of development at the Randwick Campus which includes additional residential

MEMBERSHIP – HAVE YOUR SAYI encourage everyone that supports the philosophy of the Home to become a Member so that you are eligible to vote at an Annual General Meeting (AGM). Ultimately, the Board sets the philosophy and parameters under which an organisation operates. It is vitally important that you, as supporters of the Home, understand the philosophy and agenda of those seeking election and exercise your right to vote and thereby have a say as to which Board members you wish to represent the interests of the organisation and the many elderly people it cares for.

Following last year’s AGM many of the Home’s Members expressed their grave concern that the election process allowed for candidates to nominate for an Executive position on the Board, being the positions of President, Vice-President, Honorary Treasurer and Honorary Secretary, without having any prior experience or involvement as a Montefiore Board member.

During the year the Board considered this matter and resolved to address this concern by seeking an amendment to the Rules which requires any candidate to have served at least 24 months as a Board member before being eligible to be elected to an Executive position, subject to the right of the Board to waive this requirement in exceptional circumstances.

At this year’s AGM, to be held at Montefiore Home, Hunters Hill, on Sunday 6 December 2015, Members will be asked to vote in favour of the proposed amendment to Rules, along with a few other minor changes intended to clarify the definition of a Member, and will also be informed about the

care (dementia) units being fully refurbished along with associated communal areas.

The Board has embarked on a master-planning process for the site and is considering a number of options that will enable the refurbishment or rebuilding of some of the older style hostel accommodation. The difficulty at present is that the Hunters Hill site, along with all of our other campuses, is experiencing high demand and full occupancy, making any rebuilding program difficult.

Which brings me to the next stage of development at the Randwick Campus. This represents the most immediate project on the horizon and one which will require significant financial resources to deliver to the community.

RANDWICK STAGE 2, INCLUDING SENIORS’ LIVING APARTMENTSRegular readers of Montefiore Life would be aware that we are well advanced with the planning of a new 90 bed dementia specific unit at Randwick and we see the inclusion of serviced apartments as providing further choice for those seeking supported accommodation.

During the year we undertook extensive market research which indicated that the style of accommodation offered by the proposed seniors’ living apartments is greatly sought after.

The luxury apartments envisaged for the site will provide a mix of 1, 2 and 3 bedroom accommodation for individuals and couples wishing to optimise their independence whilst at the same time having access to the outstanding amenities available at the Randwick Campus and with the comfort of knowing that assistance, if required, is only a call away.

Living in the apartments, which are specifically designed for the older person, enables access to a range of additional services and support, including a variety of communal activities, that are either included as part of the accommodation cost or which attracts an additional associated fee.

Typically, access to amenities such as a club lounge, pool and gymnasium as well as services such as cleaning, laundry and the peace of mind of 24/7 emergency assistance is incorporated into the accommodation costs.

On the other hand, additional services such as the provision of meals or personal assistance, such as that provided by nurses, usually attracts an additional fee.

The important point, however, is that these additional services are readily available and comparatively cost effective given the economies of scale and existing services at the Randwick Campus. Should a resident require even greater care the adjacent services of the Randwick Campus can be easily accessed.

With regard to accommodation costs, this is generally facilitated through what is referred to as a loan/licence arrangement where a lump sum is paid upon entry and where the organisation guarantees to refund an agreed amount upon departure. In this way Montefiore is able to retain ownership of the apartments.

The planned development will include two additional levels of underground car-parking providing parking for a total of 288 cars, more than enough to service the needs of the apartments as well as the entire campus.

I look forward to keeping you informed regarding the progress of this exciting project.

WITH THANKSThe Home is a vibrant and successful organisation and there are many people who contribute to its success. Unfortunately it isn’t possible to thank everyone within the confines of this report but I would like to single out a few individuals and groups for special mention.

Firstly, I’d like to thank our vibrant group of volunteers who contribute so much to the wellbeing of our residents. I’d like to specially mention our Ladies Committee, ably headed by Co-Presidents Annette Joseph and Cathy Shapiro for their efforts in raising much appreciated funds for the Home,

as well as the members of the fete committee consisting of Alma Goldman, Sylvia Kohn, Sam Zweig, Michael Fischer and Howard Kaplan.

The Home benefits from a richness of Jewish Culture and tradition and this is in no small way due to the efforts of our wonderful Rabbi and Rebbetzin David and Vicky Rogut. I’d also like to acknowledge the efforts of our Spiritual, Cultural and Community Engagement Manager, Lynda Dave, for the support she provides to Rabbi Rogut and for her passion to enhance the cultural and spiritual lives of our residents.

As mentioned earlier in my report, sincere appreciation to our CEO, Robert Orie, the management team and all the staff who, on a daily basis, care for our residents and home-care clients.

The Home operates with a dedicated and cohesive Board of Management and I would like to take the opportunity to thank my Executive, Gary Inberg, Peter Gonski and Tom Mautner, along with our fellow Board members for their professionalism and guidance.

Finally thanks to the community – our Members, Benefactors, Bequestors, Life Governors and supporters who enable us to continue to provide world-class accommodation and care for the elderly in our community.

I am delighted to report that the past year has been another highly successful period for Montefiore Home with the year containing many achievements and outcomes for which we can be justifiably proud.

These include industry leading programs such as our Philosophy of Living (POL) initiative, iTraining education platform and our outstanding Nurse Practitioner program which, in addition to taking our clinical care services to an unprecedented level, has been responsible for a significant reduction in avoidable transfers to hospital.

The Home also completed the installation of fire sprinklers at its Maroubra, Woollahra and Hunters Hill sites which was a significant capital project requiring complex project management. All of the organisation’s facilities now operate with the added protection of fire sprinklers.

I encourage everyone to read about these and other outstanding programs and achievements highlighted in this year’s Annual Report.

OUR POINT OF DIFFERENCEWhat truly sets us apart from other aged care providers is the quality and depth of the services we deliver to both the residents accommodated in any one of our outstanding campuses as well as the growing number of clients accessing outreach services through our HomeCare division.

Whilst we take enormous pride in the calibre of the clinical and nursing services we provide, it is the inclusion of a broad range of services, such as physiotherapy, social work, diversional and creative therapy, as well as our exceptional Religious and Cultural program and enhanced catering and dining experience, that makes a material difference to the quality of life of the older persons in our care.

Add to this the myriad of activities, entertainment and special events available for residents to enjoy and you start to get a feel for the rich tapestry of services Montefiore Home provides.

The quality and depth of these services is unmatched by any other aged care provider and the fact that we can provide these services to all members of the community, irrespective of whether they have the capacity to pay full fees or are heavily subsidised by the Home, is really quite remarkable.

RESIDENTIAL CAREDemand for residential aged care accommodation grew steadily during the course of the year and was particularly strong in the high-care nursing home units as well as the special care (dementia) units across all campuses. We are currently experiencing long wait lists in these areas and demand is expected to continue to grow in the future.

As outlined in the President’s report, we are well advanced with planning for the expansion of the Randwick Campus. The next stage of development will add a further 90 residential care places as well as much sought after seniors’ living apartments.

Following a redistribution of 60 dementia specific places from the existing campus to the new building, the 90 additional residential care places will provide 30 dementia specific places and 60 high-care nursing home places. Pending final cost estimates and financial analysis, we are hopeful of commencing building work towards the latter part of next year.

HOME CAREOur HomeCare division continues to experience strong demand for its outreach services both on a Government subsidised basis as well as a fee for service basis. Demand for our home-care services is expected to escalate further from February 2017 when supply

restrictions that currently apply to the provision of Government subsidised Home-Care services are removed.

Under the current arrangements, aged care organisations that provide Government subsidised Home-Care services to older people living in the community are unable to provide the service on a subsidised basis unless they have been allocated a funding ‘package’ by the Commonwealth Government and that package isn’t being utilised to provide care and support to someone else.

The provision of funding packages by the Government has, to date, been highly controlled and has rarely met the actual demand for services. For this reason, many older people who have been assessed and who are eligible to access a funded package are unable to find a provider that has a package available.

This is certainly the case for Montefiore’s HomeCare division who, despite having an allocation of 96 packages, is often unable to provide care services on a subsidised basis to a particular client because of the lack of an available package at the time.

From 1 February 2017 this supply restriction will be removed with eligible older Australians being assigned a personal funding package

and able to direct the funding to the provider of their choice.

What this means in practice is that older people eligible to receive a subsidised package will no longer be reliant on finding a provider with an available package and limited to choosing that provider. The funding will be effectively attached to the older person and they can direct this funding to the provider of their choice.

Montefiore supports this initiative as it is an exciting opportunity to expand our subsidised program and thereby enable the Home to provide care and support to all older members of the community that wish to access our services.

IN APPRECIATIONBeing the CEO of an organisation that has such a strong commitment towards innovation and excellence is truly an honour. I also feel privileged to lead a management team comprising highly skilled and experienced professionals who share that commitment. To this end, I would like to acknowledge the efforts of my Leadership Team and all the senior managers within the organisation.

We currently employ around 1000 staff members and the success of the past year is very much due to the commitment and efforts of this wonderful group of people. On behalf of the residents, Board and the entire management team, I

thank you all for your contribution during the year.

Our volunteers are also a valuable part of our workforce and I thank them for donating their time and skills to enhance the quality of life of our residents. Additionally, those people in the community who support us through bequests, donations and memberships – you have my deepest gratitude.

I mentioned earlier our exceptional Religious and Cultural Program and this is in no small way due to the efforts of our Spiritual Dean, Rabbi David Rogut OAM, and Rebbetzin Vicki Rogut. Thank you for the support and guidance you provide our residents, staff and family members.

TREASURER’S ANNUAL REPORT FY2014-15

The Montefiore Home is recognised both within Australia and overseas for providing high standards of accommodation, care and services. What is truly remarkable is that the organisation has been able to attain this enviable reputation despite the fact that a large number of its residents are financially disadvantaged and unable to make a meaningful contribution towards their actual cost of care.

A recent study undertaken in conjunction with the Jewish Communal Appeal (JCA) showed that around a third of all residents cared for by the organisation are only able to contribute a portion of their pension towards their overall costs, leading to a deficit of more than $15,000 per annum for each and every one of these residents even after Government subsidies have been taken into account.

Thankfully, the quality of the accommodation and services provided by the organisation enable it to attract full fee paying residents which generates an income stream that can be used to cross-subsidise the loss associated with providing care and services to those with lesser financial means.

The effectiveness of the cross-subsidy model, along with the ongoing generosity of the community, contributed towards the organisation achieving a consolidated profit of $10.246 million for the financial year ending 30 June 2015, before depreciation and other adjustments.

INCOMETotal Revenue amounted to $94.349 million of which $89.580 million was attributable to operating

income, including proceeds derived from the investment of refundable accommodation deposits held on behalf of residents.

Government subsidies remain the single largest income source and totalled $41.607 million for the year, which was an increase of 12.4% in comparison to the previous year.

The large growth in care subsidies was primarily due to the increasing care needs of our residents, which attracts a higher subsidy level, plus the continued expansion of our home-care services and the associated deployment of Government subsidised Consumer Directed Care packages. In addition, the organisation utilises a sophisticated business intelligence system to ensure we receive our full entitlement to Government subsidies payable in relation to our residents and home-care clients.

In relation to non-operating income, bequests and other fundraising revenue totalled $4.760 million for the year. Bequests and donations are critically important as they are used to fund the construction of future aged care facilities and we remain extremely appreciative of the community’s ongoing support.

EXPENSESThe provision of aged care services is labour intensive so it should come as no surprise that employee expenses remain the largest cost item and totalled $64.609 million for the year, including superannuation and workers’ compensation insurance costs.

Other expense items totalled $19.494 million with catering supplies being the next highest cost item behind labour at $4.478 million.

OVERALL RESULTAs mentioned earlier, the organisation returned a consolidated profit of $10.246 million for the financial year ending 30 June 2015, before depreciation and other adjustments.

Following the inclusion of depreciation, which amounted to $8.006 million, and adjustments relating to the net proceeds from the sale of financial assets and their revaluation, as well as a modest income tax liability, the Home returned an overall surplus of $2.022 million.

The relatively small provision for income tax relates to National Nurses Plus, a labour hire firm of which the Home owns a majority interest.

STATEMENT OF FINANCIAL POSITIONThe Home’s Statement of Financial Position (Balance Sheet) remains exceptionally strong with net assets of more than $323 million as at 30 June 2015.

The Home continues to have no external debt apart from the refundable accommodation deposits and interest free loans held on behalf of residents and which represents 95% of its total liabilities, a truly remarkable achievement and comparable to the best performing corporate institutions.

In addition to its listed investment portfolio, which represents about 19% of total assets, the majority of the Home’s liquid assets are invested with major banks on term deposit.

During the year the Board decided to take advantage of the buoyant property market and auctioned

a number of non-aged related investment properties which realised sales figures well above recent valuations. This resulted in a significant increase in the organisation’s cash holdings.

The high level of liquidity represented by cash and cash equivalent deposits ensures that the Home can comfortably refund accommodation deposits as and when necessary.

THE ROAD TO REFORM

For the past 3 years the aged care industry has been on a journey of reform. Whilst the origins of the reform process can be traced back to the inquiry led by the Productivity Commission and its subsequent report released on 28 June 2011 titled Caring for Older Australians, it was the implementation of the so called Living Longer. Living Better (LLLB)

reform package announced by the then Gillard Government on 20 April 2012 that set the aged care industry on its current path.

Whilst we have experienced a change of Government since the introduction of the LLLB package, as it is affectionately known, the reform agenda has had bipartisan support in terms of its key

objectives. These include giving older Australian’s greater choice and control over the way they access aged care services as well as recognising that, in the face of a growing ageing demographic, the aged care industry needs to be financially sustainable and operate within a framework that encourages investment. This is seen as critically important in order

to support the growth required to meet future demand.

Since the introduction of the LLLB package the industry has experienced a progressive implementation of a number of initiatives designed to support the key objectives noted above.

Here is a brief summary of the key initiatives that have been implemented to date.

From 1 July 2014:

• The introduction of formal means-testing for older persons wishing to access Government funded Home-Care packages.

• The strengthening of means-testing relating to residential aged care by combining the existing income and asset tests to ensure a consistent approach.

• The removal of the distinction between high-care (i.e. nursing home) and low-care (i.e. hostel) to enable all residential aged care facilities to charge a refundable accommodation deposit or rental equivalent based on the quality of accommodation offered.

• The requirement for all residential aged care providers to publish a description of the types of accommodation they offer and associated pricing on the Government’s My Aged Care website.

From 1 July 2015:

• The requirement that all Government funded Home-Care packages be delivered on a ‘Consumer Directed Care’ basis. This enables persons receiving home-care packages to have greater control over the services they wished to receive and how the funding is spent.

• The expansion of the My Aged Care website to become a ‘gateway’ and act as a contact centre with increased functionality, including screening,

the creation of central client records and the provision of portals for service providers, assessors and clients.

Where to from here?

The next major reform initiative is due on 1 February 2017 when the arrangements relating to the allocation of Government subsidised Home-Care packages will change.

Under the current arrangements, funding packages are allocated to Government approved providers and therefore the number of people a provider can support is limited by the number of packages they have been allocated.

From 1 February 2017, packages will be allocated to eligible older persons. Whilst the funding will still flow from the Government to the approved provider, the older person will be able to choose which approved provider they wish to co-ordinate the delivery of the services they need.

Montefiore supports this budget initiative as it is an exciting opportunity to expand our subsidised HomeCare program and thereby enable the Home to provide care and support to all older members of the community that wish to access our services.

Throughout the year, the main topic of discussion within the aged care industry has been the ongoing changes to legislation and in particular the focus on understanding Consumer Directed Care (CDC) in residential care. Subsequently, Montefiore’s Philosophy of Living (POL) strategy which is focused on individualised choice, dignity and wellbeing was a topic of interest at various national conferences. Presentations by Montefiore senior staff prompted the question, Is person-directed living really possible in aged care? This was followed by an introduction to the Home’s various POL initiatives that have been put in place since the start of 2015. Representative examples included:

• Focus of specific staff assigned to certain neighborhoods to create familiarity in support of the Neighborhood Model of Living.

• Greater partnerships with each care recipient centered on their preferences.

• Residents afforded greater choice with wake-up times and shower times.

• Catering introducing flexible breakfast times including a late sitting. Lunch, dinner and supper times are also being revised.

• Various Allied Health activities such as physiotherapy, hydrotherapy and diversional therapies tailored later in the day and focus more on engagement activities.

• Revised medication timings which required partnership with doctors and the pharmacy.

• HomeCare providing an expanded range of accredited meal suppliers from kosher to gourmet options.

• Expanding the suite of Allied Health programs to enhance HomeCare clients’ wellbeing.

• For staff, improved inter-disciplinary team (IDT) involvement, reduced stress levels coupled with increased confidence.

• An Employee Appreciation and Innovation Award Recognition Program has been introduced to reward staff members who go above and beyond in demonstrating POL.

Dr Alasdair MacDonald, General Manager Business Innovation & Quality stated, “We received great feedback on our POL strategy following presentations at various conferences this year including the National Leading Age Services Australia (LASA) Conference in Melbourne.” Alasdair added, “Affirmation from our peers about our CDC strategy is great. While our approach is still in its early days, it is making a difference to drive individualised choice, dignity and wellbeing for our care recipients.”

On 11 November 2014 we celebrated and recognised 40 ruby years of volunteering at Montefiore.

It was a day we remembered the Blue and White volunteers who commenced the Montefiore volunteer program 40 years ago. Their vision and dedication provided the foundation on which we have built our present robust volunteer program. Montefiore as a community is indeed fortunate to understand the true value of volunteering. Volunteers have always been and continue to be the cornerstone of our community.

“Montefiore has a proud history of volunteering. In 1974 we had 20 active volunteers and now our numbers have grown to over 500. Our volunteers are a valuable asset and enable us to enhance the quality of life of our ageing residents,” said Ms Hazel Stein, Volunteer Manager.

We were delighted to have Professor the Honourable Dame Marie Bashir AD CVO retired Governor of New South Wales present the 2014 Spirit of Volunteering Oration. Professor Bashir is extremely well known to us at Montefiore and indeed to the entire Jewish Community. Throughout her career Professor Bashir made it her business to stay connected with her friends and the community and in 2003 launched the Randwick Home construction. She has visited the Home many times since then. Professor Bashir’s address about the spirit of

giving service to others was truly inspiring. We were thrilled to welcome her back to our now vibrant home for our elderly community supported by our committed volunteers.

Our special event was held at our Randwick Campus and included a scrumptious high tea, musical entertainment; and was attended by Montefiore’s President, David Freeman AM, Chief Executive Officer, Robert Orie, Board members, staff members, residents and of course our dedicated volunteers.

Benefactors, Life Governors, members and volunteers generously continue to support our organisation. Their commitment and generosity allows our interdisciplinary teams to continue to provide excellence in care for the aged in our community. The Quality of Life of our care recipients in their own homes, attending our day centres and in residential care is paramount and through this generosity we are able to provide an unparalleled standard.

DONATIONS AND MEMBERSHIPSThis year we offered couples the opportunity to become members each in their own right. This was extremely well received and many Montefiore supporters took advantage of this opportunity.

A cooking class with Damien Pignolet at the Randwick Campus was a great success with another planned in the New Year. It was wonderful to have the benefit of Damien’s years of experience in the industry and his willingness to share this with the community.

We committed to The Leaf Program raising funds to ensure that the exemplary quality of care will be available in the future to all of us, our friends and loved ones.

Over the year, several generous donors furthered their commitment to Montefiore by purchasing naming rights in different areas thereby perpetuating the memory of their loved ones. Lionel Green, our valued supporter, named the Olive Courtyard at Randwick in honour of his parents.

Financial and equipment donations allowed us to provide an enhanced level of care.

Generous bequests have played a major role in establishing and maintaining the remarkable facilities we offer to our residents and we look forward to building on this generosity in the future. Our Bequest campaign featured Montefiore supporters giving a commitment that they would consider a bequest in their will.

Mautner honoured their commitment to a perpetual scholarship for further education and continuous improvement.

Betty Benjamin, a resident of long standing also honoured her commitment to the continuous education for our nursing staff.

The Ian Penn Perpetual Scholarship too, continued to provide further education and continual improvement in art therapy.

We were also pleased to receive bequests and donations from our residents and their families all of whom acknowledged the care and support afforded them by our wonderful staff. Some of these donations included Dr Victor Bear who purchased the naming rights for the Harp Neighbourhood in memory of his wife Adele Bear; Mr Frank Grossman who dedicated his room to his late wife Magda; and Mrs Elizabeth Grosz who dedicated a bench she and her mother, Eva Gross, spent many hours sitting on together, in honour of her parents.

LIFE GOVERNORSMore supporters were bestowed the honour of Life Governorship thus demonstrating commitment to the Home. Our Junior Life Governor program continued to be a means of involving the next generation.

ESTABLISHING AND FOSTERING KEY INDUSTRY RELATIONSHIPSWe continue to work closely with the Centre for Healthy Brain Ageing following the 2012 launch of the Montefiore Chair for Healthy Brain Ageing to undertake critical research into ageing, to identify better practice in terms of dementia care and behavioural management, and to transfer this knowledge into practical application.

Three years on, the research has developed positive outcomes for the Montefiore’s frail aged and all

those who care for them, including staff and families. Many areas of research have been initiated and Montefiore residents benefit directly from the findings. We are privileged to be able to collaborate with the foremost thinkers in the world in the field of dementia and healthy brain ageing and continue to expand our relationship.

THE MONTEFIORE VOLUNTEER PROGRAMThe Montefiore Volunteer Program has continued to grow steadily over the past 12 months. This enhances the Quality of Life of our residents and commits to our Philosophy of Living – choice, dignity and wellbeing.

The program operates across all 4 campuses and the day centres, and is proud to have 556 active volunteers committed to a myriad of programs. The status of the program from July 2014 to June 2015 was as follows:

• 97 new adult volunteers and 66 new student volunteers.

• 31,945 total hours contributed across all campuses.

Some of the new activities in addition to the long-standing and successful programs included new discussion groups, Kalooki, additional computer/iPad/iPhone assistance, portrait sketching, afternoon card sessions and volunteer support being offered to the Burger Centre.

It was also wonderful to acknowledge our manicurists’ achievements over the past year which included an annual tea organised and paid for by a volunteer, garden furniture purchased from donations and new large print books purchased for the library.

Recognition and Retention

Our volunteers were recognised at the annual recognition function held at our Randwick Campus. Professor the Honourable Dame

Marie Bashir AD CVO, the keynote speaker, delivered the 2014 Spirit of Volunteering address as we celebrated 40 Ruby years of volunteering.

Each year we celebrate National Volunteers Week with a program that includes training, socialising and entertainment. This year’s theme, Give Happy Live Happy was an opportunity for Montefiore to recognise and thank its strong army of volunteers for the work they do and the difference they make to its elderly residents and to the broader community.

Volunteer-supported activities

The range of activities in which volunteers play a vital role is ever expanding. Other activities included:

• Assisting the Religious Department with Purim packaging.

• Assisting Diversional Therapists and Cultural and Lifestyle Co-ordinators with programs and functions.

• Packing raffle books and Shabbat gift bags.

• Assisting at synagogue and chagim.

• Archiving documentation.

• Assisting with Mums and Bubs program.

• Participating in the Life Story program which gives our residents the opportunity to tell their stories, make new friendships and spend valuable time with our volunteers.

• Participating in the Hospital Visiting program to ensure our hospitalised residents feel they are not forgotten by their Montefiore family.

The Volunteer Department also supported students who fulfilled their Community Service commitments, Service Learning and The Duke of Edinburgh Award programs, as well as provided field work placements for tertiary students.

MONTEFIORE’S 91ST ANNUAL FETEMontefiore’s 91st Annual Fete was held at the Hunters Hill campus on 2 November 2014. Attracting over 1500 people from the community, the fete was a resounding success and raised funds to purchase a new state-of-the-art food delivery system.

LADIES’ COMMITTEEThe Ladies’ Committee continues to go from strength to strength. The boutiques run by a team of dedicated volunteers continue to be an outstanding success. The Bridge function for the community was extremely successful whilst the trivia night, held at our Randwick Campus for the first time, raised funds for the Montefiore Staff Holocaust program.

Montefiore remains indebted to its volunteers for ‘making a difference’ by enhancing our philosophy – choice, dignity and wellbeing.

Rabbi David Rogut OAM Following on from last year’s success, our award winning Nurse Practitioner (NP) program supported by onsite NPs has continued to drive the objectives set out in 2013 to ensure the delivery of an advanced level of care for our residents. “Central to this has been the expanding NP scope of practice, the collaborative partnership with our GPs, specialists and interdisciplinary team within Montefiore,” stated Ann Brodie, NP and General Manager Clinical Services.

With respect to the NP scope of practice, analysis shows 391 referrals, close to 1000 visits by our NPs and successful billing to Medicare for our NP services across all Montefiore facilities over the last 12 months. The Reducing Unplanned Transfer to Hospital (RUTH) program has avoided 43 hospitalisations through direct involvement of the NP which has allowed residents to receive acute intervention whilst remaining in the Home. More recently, this has been further enhanced with the purchase of a Bladder Scanner and Propulse Ear Irrigation system.

Additionally, our NP driven annual influenza and pneumonia vaccination program reports a rise in uptake year-on-year for residents and staff helping to drive the benefits of herd immunity.

Supporting this has been NP Joanne Russell’s integral part of Montefiore’s internal Wound Care and Palliative Care Working Party and our Clinical Innovations and Clinical Advisory Committee. “Her expertise and contribution positively impact on resident outcomes through the adoption of evidence based best practice and the use of new medical products such as wound dressings and medical devices,” added Ann. Joanne also provides invaluable education and mentoring to our clinical teams in the following specialities; palliation, wound management, catheterisation, pain management, care of deteriorating residents and behavioural management.

Externally, Joanne is a member of the Agency for Clinical Innovation Executive Committee of the Palliative Care Network. Through this Committee, Joanne was selected to be interviewed and filmed on location at Montefiore for the NSW blueprint for palliative care. Joanne has also presented at a number of educational events including the AusMed Conference for Oncology Nurses and conducted educational sessions for Registered Nurses at the Australian College of Nursing.

With the continued support both internally and externally, the NP Program at Montefiore continues to grow collaboratively and enhance clinical services to not only residents but also to our staff and GPs.

NURSE PRACTITIONER PROGRAM CONTINUES TO GROW COLLABORATIVELY

Residents and staff continue to be encouraged to actively participate in the development of the Religious, Spiritual and Cultural Life Program at Montefiore. To this end a comprehensive program continues to be developed which ensures that all aspects of a resident’s spiritual, cultural and religious wellbeing is considered from the time a resident enters Montefiore until after they leave.

Several new initiatives took place this year with more planned and underway for the year ahead. These include:

• A Shabbat gift delivered to members of the community currently in hospital. This gift includes a bottle of grape juice, a Kiddush cup, Shabbat candles, a sweet snack and Havdalah spices together with warm wishes and prayers that may be said on Shabbat.

• Identification of individual spiritual, cultural and religious needs of the resident.

• Advance Care Directives facilitated by the Social Work Team enabling residents to document their end of life wishes.

• Care plans to ensure that spiritual needs are met in a meaningful and respectful way.

• Religious services, engaging discussions, visiting Rabbis and other activities offered taking into account the different religious observances of our residents.

• Jewish festivals being celebrated to allow those residents who are observant to engage in their religious beliefs as they would if they were still in their own home. Festivals allow our secular residents

the opportunity to revisit childhood experiences with many of them reconnecting with religious beliefs and customs.

• Visual displays and posters placed around the Home depicting upcoming festivals.

• Educating new staff about Judaism with a focus on rituals, traditions, death and burial.

• Specialised educational programs to support staff caring for residents who are Holocaust survivors.

• Continued education for all staff during the year regarding upcoming festivals and commemorations. Education sessions include food and items pertaining to the festival allowing staff to have insight into what the residents will be experiencing.

• Our Spiritual Dean providing an open door policy for residents and their families to discuss any issues

and assist in the end of life phase.

• The Religious Department encouraging families to hold a memorial prayer service at the Home so that residents and staff are able to attend.

• A Remembrance Service held weekly on all Montefiore sites to remember those residents who passed away the previous week. These non-religious services allow staff and residents to mourn residents in a respectful way.

• Giving a family a Wishing You Long Life kit once a Montefiore resident has passed away. This contains a 7 day memorial candle and comprehensive booklet explaining what the family are going through as well as offering them the necessary prayers to say at the funeral and afterwards, and information on bereavement services available.

From the time of admission, a resident and their family are assisted on a journey of experiences and opportunities to enable them to feel spiritually, culturally and religiously fulfilled. This supports Montefiore’s Philosophy of Living and

In 2012 Montefiore proudly partnered with the Centre for Healthy Brain Ageing (CHeBA) to enjoy the benefit of doing collaborative research. A new research Chair was established, the Montefiore Chair of Healthy Brain Ageing which was taken up by Australia’s foremost expert on dementia and Alzheimer’s disease, Scientia Professor Henry Brodaty AO. As a result 5 different projects have evolved with a summary provided herein.

Our first collaborative research was Montefiore’s participation in the Sydney Centenarian Study by Dr Charlene Levitan, who said (believed), “We can learn a lot about ageing by studying the extremes, especially those who are models of ‘successful ageing’”.

According to research approximatley 30% of longevity is contributed to by our genes. The remaining 70% of ingredients relate to our lifestyle. Montefiore participants in the Sydney

Centenarian Study confirmed that reaching an exceptional old age requires a lifetime of commitment to good health. While we cannot do anything about our genes, we can do a great deal to change our lifestyle to maintain stability, not use alcohol to excess, maintain a healthy weight, not smoke, get adequate sleep and keep stress at a low level. Having a positive attitude to life and being optimistic may make you live longer. A balanced diet, with plenty of fresh fruit and vegetables, fish, small amounts of meat, complex carbohydrates, olive oil and a small amount of red wine, may be the key. Finally an active mind and body, maintained with regular

physical, cognitive social activity are essential ingredients for a long and healthy life.

Our next major research collaboration was the research undertaken by Professor Lynn Chenoweth, who utilised the Person-Centred Environment and Care Assessment Tool (PCECAT), to assess our Home’s culture, care and recreation services and the environment against Person-Centred principles. The aim of the assessment is to determine if the environment supports the Person-Centred approach to care and lifestyle and if services offered to our residents are Person-Centred.

Montefiore ranked highly in all areas and was found to be one of the best performing organisations to have undertaken the assessment. Professor Chenoweth found many areas of strength at Montefiore and was particularly impressed by the physical environment and the delivery of care services which allows the residents to live their life in a familiar way. Professor Chenoweth said, “It was a gratifying feeling as you walked around, you could feel comfort and warmth.” Professor Chenoweth was impressed by the way nature was brought into the Home through the gardens, so that residents didn’t feel isolated or contained. She also found the dominant focus of the care focused on the Quality of Life of our residents and noted, ‘just how well staff at all levels understood they were here to provide a service,’ adding ‘they worked to a service-driven model not task-driven.’

Subsequent studies in which we have participated include:

Dental Management of the Very Elderly in Aged Care Facilities Research undertaken by Dr Alan Deutch to determine whether nurses can accurately assess the oral health of residents and create individualised preventive oral health care plans within the residents first few weeks of entry into a nursing home. The study is a collaboration between the Montefiore Dental Clinic, the Dementia Collaborative Research Centre, CHeBA, Concord Hospital and Sydney University. Staff members at Montefiore received special education and training related to oral health assessment and preventative dental maintenance. Plans involved a range of non-invasive preventative interventions. Following this study period, residents’ oral health and salivary markers will be assessed again to examine any changes in oral health status. If the care plans are found to be effective, another multi-centre study based on these outcomes will be run in the future. At this stage

the results are being written up with very promising outcomes.

HALT (Halting Antipsychotic use in Long Term care) project. It is being led by Scientia Professor Henry Brodaty AO. The purpose of this study is to reduce the use of antipsychotic medication in aged care residents whilst increasing the person centred care. Previous research has shown that in some circumstances use of these types of medications have been prescribed inappropriately (Hosia-Randell & Pitkala, 2005: National Prescribing Service 2013).

Psychotropics are best used when there is severe and complex risk of harm and when symptoms are psychotic in nature. Psychotropics have a range of serious side effects and are associated with a higher rate of stroke and death for people with dementia as well as other adverse effects such as parkinsonism, falls, constipation, dry mouth, poor oral health, pneumonia, hospitalisation and greater cognitive impairment. There is severe and complex risk of harm and when symptoms are psychotic in nature. Montefiore decided to be a part of this study because we felt it was important to support quality use of medicines at our facility and

learn more about medication-free approaches to care. There are 22 residents that meet the strict criteria and have agreed to take part in the 12 month study.

The other research project is the first research project that Montefiore has initiated. It was approved by the University of NSW Ethics Committee with the support of Scientia Professor Henry Brodaty AO, Jacqueline Wesson B.App.Sc (OT), MA, Sofia Venuti (Occupational Therapist, Montefiore Home) and Lee-Fay Low (Associate Professor, University of Sydney). Suitably titled; ‘The effect of an integrated cognitive and sensory program on residents with dementia in a residential aged care setting,’ the project explored the effects of cognitive and sensory interventions on residents living with dementia in a high care unit. The program aimed to identify individual residents’ sensory and cognitive needs and address them by providing personalised sensory diets, tailored activities, exercises and communication strategies. By doing this, we aimed to achieve increased engagement in activities and a reduction of symptoms of aggression, agitation and depression. The pilot study was such a success that it has been taken to a second pilot study now also including Lindy Clemson (Professor, University of Sydney). The objective of this second pilot is to explore the program’s effects on Behavioural and Psychological Symptoms of Dementia (BPSD) experienced by residents living in a nursing home, as well as exploring the care staff’s experiences and skill and attitude changes.

All of the studies and research we have been involved in with CHeBA build well on the values, mission and organisational goals of Montefiore Home. We are fortunate to be involved and also to have such dedicated staff who embrace these projects with passion and care to improve the quality of life not only for our residents but for the residential aged care services sector.

DIGITAL SERVICESMontefiore is renowned for its focus on its residents and staff. This was the approach by the Digital Services Department when it reviewed Montefiore’s future digital needs and built scalability for the future. It had to allow services to be easy to use, sustainable, compliant and stress free for residents, clients, staff and volunteers whilst building competitive advantage.

As such 2015 realised the crucial and largely invisible work of building a foundation for digital services delivery with more to come. Montefiore’s goal for exceptional customer experience for residents and staff was enhanced by the provision Wi-Fi.

Wi-Fi is now available at all campuses and has provided Internet access for residents, families and guests. Easy to use video conferencing has

connected residents and families when physical visits are challenging. Video conferencing has also enhanced collaboration and reduced the need for staff travel between Montefiore sites allowing more time to focus on our residents.

WEBSITEAs Montefiore transitions to a revolutionary new digital world with exceptional customer experience, 2015 also saw the development and launch of the new website.

The new site showcases Montefiore’s campuses, services and activities. It keeps customers up to date with the latest news and events, how to be involved, renew memberships, honour a special person with a donation made in their name, employment opportunities and more. It is fresh, interactive and easy to navigate, and it also offers links to valuable information such as the Federal Government’s new gateway, My Aged Care.

The project was managed through the Communications Department. To ensure all of the special points of interest at Montefiore were captured; all areas of the Home were involved in developing this new web site. The project, a huge undertaking by Montefiore involving many months of planning and hard work, has been hailed a huge success.

MONTEFIORE MOVES TO THE NEW INFORMATION ERA

‘A FEATURE OF THE HOMECARE SERVICE IS THE WILLINGNESS OF STAFF TO SAY ‘YES’.’

REFORMSThe introduction of Income Tested Fee reforms meant that clients who were self-funded were impacted from July last year. HomeCare Co-ordinators were able to explain the effect of the reforms to prospective clients. The second reform came at the end of the financial year and is a further move forward by Government towards the end goal of consistent, national aged care with an easily navigable system through the My Aged Care Gateway. This reform will potentially transform how referrals are received within aged care. This is still a ‘work in progress’ and we all hope that the Gateway will function well when teething issues are resolved.

OCCUPANCYHomeCare reached its occupancy target in the year which is a significant achievement given that the impact of Income Tested Fees discouraged a section of the prospective clients. In addition to this the Fee for Service business also grew in the numbers of clients. This was very pleasing as clients are offered flexibility in how services are delivered but we are offering the flexibility of a Government subsidised service, fully self-funded or a mix of both.

WILLINGNESS TO TRY SOMETHING NEWA feature of the HomeCare service is the willingness of staff to say ‘yes’ and this was demonstrated when a client who has 24/7 care at home required a dentist. To reduce any distress HomeCare arranged for the

client to have a home visit. Likewise, another innovation was enabling an audiologist to do a home visit. These innovations provide for individual circumstances. HomeCare has a wide-range of services and our aim is to set up as few limits as possible for our clients.

SATISFIED CLIENTS AND STAFFTwice a year we formally survey all HomeCare clients to gauge whether clients believe we are providing a quality service. We ask questions related to their particular experience with HomeCare and we are happy to advise that clients of HomeCare are extremely satisfied. We are also a very happy group of staff which was identified by the staff survey.

QUALITY REVIEWHomeCare undergoes its version of Government accreditation and this occurred for the first time in July. Every standard was compliant and the HomeCare staff received an overwhelming vote of confidence from clients. The assessors stated that ‘clients were certainly happy and there was a consistent knowledge across the service from Co-ordinators to Care Staff to clients to contractors.’ A very pleasing result!

We look forward to further technological innovations next year which will translate into significant benefits to clients.

For a relatively young area of the organisation HomeCare has reached some major milestones this year. Last year the noteworthy word was ‘growth’ and while we continued with that theme this year, a number of themes were added to it. The Living Longer Living Better reforms had an influence but HomeCare also drove forward innovations.

QUALITY AGENCY AWARDS MONTEFIORE TOP MARKS AGAIN

FIRE SPRINKLERS INSTALLATION

2015 has been a busy year for mandatory accreditation by the Australian Aged Care Quality Agency (the ‘Agency’) for both our residential and HomeCare divisions. The Agency is a federal

Government body who assess performance against a set of legislated accreditation Standards (the ‘Standards’) for any organisation that receives Australian Government subsidies. The process involves self-assessment, review of performance against pre-determined Standards by the Agency, monitoring of continuous improvement efforts, and interviews with staff, care recipients, families and volunteers.

This year resulted in full re-accreditations at our Maroubra, Hunters Hill and Woollahra residential facilities and for the first time Montefiore’s HomeCare business. In all cases, Montefiore was

awarded top marks by the Agency for meeting the Standards and as such received full accreditation for the next 3 years. A common theme noted by the Agency was Montefiore’s outstanding staff, excellent care and dedication to care recipients both within residential and home care. The Agency also complimented the Home on its robust systems and unified processes across the

business to ensure compliance with the Standards.

Robert Orie, CEO commented, “I congratulate staff, residents, families and volunteers for their pivotal role in this outstanding outcome for Montefiore. Being recognised by the Agency with yet again top marks clearly demonstrates the Home’s approach to aged care not only meets the Standards but also continues to exceed expectations.” Robert added, “For our HomeCare division this was their first time to undergo accreditation. The result shows the model we have put in place for this part of our business clearly works and meets the growing demand for the care needs of those still living at home.”

Next year the Randwick facility will undergo their mandatory accreditation and we expect similar positive results.

In what has been one of Montefiore’s largest capital works since the building of the Randwick campus, the installation of fire sprinklers into 3 of our Homes was completed in mid-2015.

Planning commenced even before the Government introduced new laws on 1 January 2013. This resulted in the successful completion of the project nearly 12 months before the 1st of March 2016 deadline.

Any undertaking that requires many kilometres of metal pipework and electrical cabling to be installed into the ceiling of residents’ rooms, administration offices and common areas, requires a high level of

understanding and co-operation from all those directly affected.

This co-operation and positive spirit was evident at all campuses from both the residents who allowed contractors in their rooms at times when they could have been enjoying a television program, to staff who managed much higher levels of activities and resident movement throughout the project.

In the case of the Hunters Hill campus, the project presented an opportunity to upgrade various areas such as the main Hostel Dining Room, refurbish the Recreation Room, and refurbish the Hostel and Monte Gardens corridors with new

lighting, carpet and repainting.

As part of the upgrading of our fire systems at Hunters Hill, we also installed an Emergency Warning Intercommunication System (EWIS). It is a system of loud speakers connected to the fire panel and located strategically throughout the Home. This system allows for the on-duty campus manager to make announcements in relation to any fire alarms or more generally, keep residents, staff and visitors aware of any significant event happening in the Home at that time.

With the installation phase now complete and each system fully on-line, the final components have now finished off with ceilings being re-instated and painting work completed.

CATERING – RAISING THE BAR

CREATIVE THERAPIES AT MONTEFIORE

The theme for the year was ‘raising the bar’. In large and small ways, our team looked to break barriers in all aspects of service and product through education, expertise and innovation. Looking back on the year, it was wonderful to see what an impact our efforts have made on not only the residents, but the staff as well. An engaged and professionally developed team of staff can truly better deliver dignity, choice and wellbeing.

A few developments from the year are included below.

After a year of working with Consultant Chef Damien Pignolet, we have a lot to celebrate. Our 2 priorities for the first year were working on improving our production cooking methods and creating new recipes for a group of residents ranging in nationalities from Australian to Hungarian, to Russian and South African, just to name a few.

Creating food for over 700 residents 3 times a day requires Montefiore utilise production cooking methods. To overcome difficulties inherent in the production methods and in order to improve the end product in flavour, tenderness and freshness, Montefiore applied the cooking method, ‘sous vide’ where the food is vacuum sealed and then brought to temperature in a bath of hot water and seared just before serving. The end result is the most tender of meats.

Chef Damien and Group Executive Chef Ian made a dynamic team in their recipe workshops. Ideas for dishes came from the residents themselves, as well as rare cookbooks sourced from across the globe. Translating these dishes into production cooking for hundreds required a lot of tweaking and testing before the dishes were

served in the Home. Taste testers ranged from the cooks on the team, to dining room servers, to residents, to Directors and our very own CEO.

Earlier in the year a new food delivery system was also introduced to Hunters Hill. This food delivery system was funded in large part, due to the funds raised at the annual fete held at Hunters Hill. The system holds the room service trays of food for longer periods of time without damage to the product. This allows the nursing staff more time to spend with those residents who require assistance with their meals. It also keeps hot food at the right temperature and cold food nicely chilled. This has made a big difference to the dining experience in residents’ rooms.

Conference in Perth to speak about the benefits of working with a Chef Consultant in the month of October 2015. The innovations peaked much interest with the conference attendees.

Lastly, our Learning and Development team worked with TAFE and the Catering Service Team managers to create a Fine Dining training program for the dining operations teams. The training was held over 2 days and delivered in a number of modules. Montefiore prides itself in creating a restaurant style of service and food in our dining rooms. Creating a sophisticated dining room experience requires proper service techniques, and providing training to our staff gave everyone a base knowledge to work from and also gave them confidence.

This past year Montefiore separated the Creative Therapies Department from the Diversional Therapies Department in an effort to provide increased levels of service to our care recipients. Creative ageing has been highlighted as a key initiative for the future of aged care by Margret Meagher, Executive Director of Arts and Health Australia and Jillian Skinner, News South Wales Minister for Health at the International Creative Ageing Conference. They both point to key benefits that can include self-discovery, emotional catharsis and personal fulfilment as important improvements to a person’s overall health.

The Creative Therapy Department highlights Montefiore’s increased emphasis on choice, dignity, and wellbeing by partnering with the Art Gallery of New South Wales to provide access for our residents to the highly acclaimed Arts in Dementia program. This program, originally

pioneered by the Museum of Modern Art in New York City, provides guided tours of the gallery for our residents with increased cognitive needs. Discussions around the art displayed in the gallery stimulate and engage residents in new and exciting ways. We have also increased the dignity of participants in our programs by beginning a series of art shows in Randwick and Hunters Hill that showcase the new and developed artistic talents of our residents.

Moving into a residential care facility and dealing with end of life issues can be difficult socially and emotionally. Creative therapy helps our residents express emotions and fears that they cannot express by conventional means. These therapies give a voice to that which is beyond words, yet intrinsically important to our wellbeing. It can be especially important for our care recipients who have decreased cognitive function due to dementia related

illnesses and are having difficulty expressing unmet needs.

Montefiore’s formation of the Creative Therapies Department is a continuation of its focus on the choice, dignity and wellbeing of our care recipients and the future of aged care. It is another way that we as an organisation remain on the forefront of the aged care industry and continually strive to improve our service model.

In an era of smart phones, computers and an ever increasing techno-savvy staff cohort, coupled with ongoing raising costs for staff training, Montefiore, in 2014, embarked on transforming its mandatory training offerings for staff. The outcome was what Montefiore calls ‘iTraining’, an internally developed eLearning product to replace the current staff mandatory training requirements. Mandatory training covers 4 main topics: Fire and other Emergencies, Infection Control, Work, Health & Safety (WHS) and Prevention of Elder Abuse with all staff required to complete annually. Traditionally this training has been conducted in the Home’s training rooms in a classroom setting and requires a full day (8 hours) to complete.

Using iTraining, and since the start of 2015, all mandatory training can now be completed by staff on a computer in less time and in their own time causing less disruption to staffing rosters. Any practical components to mandatory training such as the use of a fire extinguisher is still required by all staff and conducted by the Learning and Development team. stated, “iTraining provides staff with a fun, interactive, user friendly eLearning platform and has resulted in significant financial savings for the organisation over the traditional classroom setting.” As well as the mandatory training offerings, the team at Montefiore have developed additional training modules based on staff feedback.

iTraining has also gained interest from the external community as a Finalist in the 3rd Asia Pacific Eldercare Innovation Awards 2015 in the Best Technology for Operational

Efficiency category. Montefiore was further nominated a finalist at the LearnX Impact Awards 2015 in Sydney in the Best Learning Program – Compliance category. Robert Orie, Chief Executive Officer, added, “iTraining is an innovative product that revolutionises our staff training offerings and clearly supports our corporate strategy to refine our education and training programs.”

LIFE GOVENORS AND MEMBERS

Our Life Governors and Members, currently more than 2000 in number - share our commitment to enhancing the Quality of Life of the aged in our community. Their interest, support and dedication to the Home are greatly valued by the residents, the Board of Management and staff of the Home.These lists represent a cross section of the Jewish community and are, in the words of former NSW Governor Gordon Samuels, ‘tangible evidence of the fact that the Home occupies a special place in the hearts of the Jewish people of this city and state.’

Membership of the Home extends a range of benefits to those who subscribe each year. Members receive our newsletters, Annual Report and other publications. Financial members are invited to special events and briefings and are eligible to vote at our Annual General Meetings or be nominated for election to the Board. Membership of the Home also carries automatic membership of our Cyril Rosenbaum Synagogue or Montefiore’s Randwick Synagogue.

We welcome new Life Governors as well as others who advanced to the next level of Life Governorship in the period under review, continuing a tradition of commitment and support that began even before the Home’s first premises were built. Life Governors are honoured in perpetuity, in addition to being accorded all the benefits of membership.

Montefiore is a unique organisation proudly offering the full continuum of care from HomeCare to day centres to residential care. The generosity of our Life Governors enables us to provide the highest level of care for our elderly regardless of their financial situation.

More than 30% of our 740 residents are financially disadvantaged and unable to cover all or part of their cost of care. This results in a significant funding shortfall per resident per year.

In addition, close to 40% of our residents are Holocaust survivors with unique care needs. To best support our residents and their families we have developed an integrated training and care

program for our staff which equips them with the necessary skills to address these needs.

As a community, we are faced with a dramatic increase in an ageing population and a significant rise in the incidence of dementia. Within the Jewish community there are 5 new cases of dementia diagnosed every week. Demographic evidence shows that the number of aged people requiring our care will double over the next 10 to 20 years.

Montefiore’s residential campuses are currently operating at full capacity and have growing waiting lists. Your support will help us fulfil the future demands of our community for specialised accommodation and care.

Levels of Life Governorship are:

Bronze $5,000+ Silver $20,000+ Gold $50,000+ Platinum $100,000+

We are able to recognise major gifts by bestowing naming rights to various parts of the Home in order to honour the memory of a friend or family member in perpetuity.

Names of all Life Governors are written on dedicated honour boards at the Hal Goldstein Campus at Hunters Hill and the Randwick Campus.
