Cutting-edge forensics will be the talkingpoint at region’s top security showSecurity agencies in the Middle Eastregion will be turning their attentionto the latest developments in crime-fighting science and technology atthe region’s biggest security eventwhich takes place in January.

According to the organisers, EpocMesse Frankfurt, there is growinginterest in the latest advances inforensic criminology and detectionmethods from police and securityforces from around the region.

“The use of scientific methods tocombat crime and anticipate thecriminals’ next moves is certainly notnew,” said Ahmed Pauwels, chiefexecutive officer of Epoc MesseFrankfurt. “But the effectiveness ofusing the latest technology to aid insolving otherwise puzzling crimes hasbeen demonstrated tellingly both inthe region and on the international

Network video solutions are increas-ingly being used to fine tune retailenvironments across the Middle East, according to Axis Communications.

“Retailers in the region arebecoming more aware of the securitybenefits of network video surveillanceas well as operational benefits. Bytaking advantage of a large variety ofintelligent applications compatiblewith network cameras, retailers canbenefit from more than just security;including insights into customers’behaviour that help design bettershopping experiences.” said GillesOrtega, regional director, Middle East& Africa, Axis Communications.

“I think there is a real opportunityfor retailers to maximise theirinvestment in their surveillancesystem so that it can be used as morethan just a loss prevention tool.”

Networked security gives retailers the extra edgeThe Middle East retail sector has

been recording unprecedentedgrowth over the past few yearsmaking the region one of the fastestgrowing retail environments in theworld with anticipated CAGR ofaround 10% during 2011-2014.(Source-RNCOS research)

In terms of optimisedmerchandising and operations,Ortega says that solutions such asthose from Axis provide a shortcut inthe time-consuming task ofgathering data from multiplesystems and sites to give a realboost in store performance.

“Strategically placed camerascan be used to record and measureconsumer activity and understandbuying behaviour, so retailers canidentify the most popular areas andoptimise their store and displaylayouts accordingly. The addition ofbuilt-in people-counting andintegration with POS (Point of sale)systems can generate valuableinformation about customers.”

Network cameras, he says can

UK company wins first major order fromMiddle East for specialist prison locksA UK manufacturer of custodialproducts has just completed its firstorder for prison locks to the MiddleEast after beating off stiff competitionfrom a number of competitors.

Pickersgill-Kaye won the orderfor prison locks from the Minister ofthe Interior. To secure the order thecompany was required to not onlyquickly airfreight samples but alsomeet extensive UK export checksand trade agreement rules, as inkeeping with supplying securityrelated items to the region.

The initial order is required forthe extension of a prison, which forcontractual reasons cannot benamed, but subject to on-goingfunding, further sales areanticipated early next year.

This latest order is for thecompany’s cell door locks, which aremade from a one piece heavy dutysolid body and fit all standard celldoors. Tested against 300,000 doorand handle operation cycles, the celldoor locks are considered to be thebest on the market.

As part of the package the lockswere supplied with additional lock-down features that enables all locksto be closed with a master key.Servant and master keys have alsobeen supplied in accordance withthe customer's requirements.

Pickersgill-Kaye’s businessdevelopment manager for securityand engineering products, JohnMoore, said: “Kaye cell locks are inuse in a cross-section of UK policecustodial cells. However, this is thefirst order from a prison in the MiddleEast and we are obviously delightedthat they have chosen our products.

“Custodial cells by their natureare required to accommodate violentand vulnerable detainees and the factthat the Kaye locks are able to resist

Security Integration specialist Radclyffe Global Security (RGS) of Dubaihas recently completed the first phase of improvement of CCTV coverage atthe prestigious Atlantis, The Palm resort, on Dubai’s Palm Island.

Involving a significant expansion to the camera count, the latestevolution of the camera network at the resort includes Synectics’award-winning SynergyPro VMS Command & Control software.

Opened in 2008, Atlantis transports guests into a dazzling, imaginativeworld. The a 46-hectare site features 17-hectares of water themedamusement at AQUAVENTURE, extensive fresh and salt-water pools andlagoon exhibits, an open-aired marine habitat, a seemingly endless

stretch of beach, luxury boutiques, numerous dining choices (includingthree celebrity chef restaurants), an exciting nightlife experience, ShuiQiSpa & Fitness Centre, and 5,600m of meeting and function space.

With an existing CCTV network of over 500 cameras, Atlantis’management were looking to double their camera coverage on-site, toconform to the latest local legislation regarding the placement ofsurveillance cameras. Providing the winning tender with a competitivequote and high-quality component specification, RGS fitted 533additional Axis IP cameras at Atlantis, The Palm, covering all aspects ofthe building, including all corridors and stairwells.

Best of breed “During the installation process, it was important to complete the workquickly and without intruding on the daily operation of the hotel or theguests’ enjoyment of their stay,” explains Brett Plumbridge, consultant, Exodus Europa, “It was also important that we installedtechnology that would deliver on its technical promises. reassurance whilst they enjoy their time at the resort is a priority,”explains John Raath, VP Security, Atlantis The Palm. “The extracameras and the image quality we are experiencing from the newsystem is now providing the ultimate level of coverage to help ensurethat our guests feel safe, wherever they are in the resort.”

Site management “The comprehensive camera coverage is also imperative to sitemanagement,” explains Brett Plumbridge. “With such a large resort, the servicing, deliveries, and daily management of housekeeping at thesite needs to be very organised. With high-resolution images coming into the control room from all areas of the resort, its management cankeep a close check on housekeeping procedures in any area of thebusiness, at the touch of a button.”

Even the Ambassador Lagoon, the resort’s 11 million litre marinehabitat is now included in the CCTV coverage, with the high-resolutionimages ensuring the well-being and condition of all marine life andtheir habitat at the resort, 24/7.

Phil Longley, vice president of Synectic Systems Group says: “Weare very proud to assist such a prestigious site with their electronicsurveillance, and pleased that our SynergyPro VMS platform is formingthe cornerstone of the CCTV Command & Control at Atlantis, The Palm.

“The success of the new Synectics-based camera system means thatwe now plan to migrate the existing camera network over to SynecticsVMS too,” adds Brett. “We have already employed Synectic’s e800encoders to encode signals from some existing analogue cameras, inaddition to employing NVT NV-208A-M single channel passivetransceivers to increase signal strength on many of the existing camerasover UTP video transmission. This has increased the quality of imagesreceived in the control room significantly. “This latest phase hasdoubled the CCTV coverage enjoyed by the security team at Atlantisand increased the image quality of the existing camera network. It willnow form the basis of an on-going plan to migrate all cameras at thehotel across to the SynergyPro VMS Command & Control platform.” ■

BRIDGING THE DIGITAL DIVIDE The Synectics e800 eight-channel video and audio encoder which was

used in this installation is the latest incarnation of the renowned

Synectics MDRS encoder. Ideal for centralised video and audio collection

in legacy analogue systems, or as a distributed collection node encoder,

the e800 provides fully none-blocking performance. Its capability allows

every input to be streamed simultaneously in full broadcast quality

(8Mbps), full resolution (D1) and full frame rate (25fps PAL/30 fps

NTSC). Fully customisable to each application, both resolution and frame

rate can be adjusted to meet individual customer requirements. For

instance, if video quality is not a user’s top priority, the Synectics e800

H.264 encoder can save valuable bandwidth or storage. When compared

to traditional MPEG2, and some MPEG4 SP codecs, a 50% efficiency gain

for similar picture quality is possible. Even when compared to MPEG4

camera network, and demonstrated its capabilities via acomprehensive on-site demonstration by the Synectics technical team.Using quality ‘best of breed’ solutions such as Synectics’ SynergyProVMS, we can be assured of their performance when installed on-site.”

Connected to the on-site control room via a dedicated IP network, the new cameras are controlled by seven SynergyPro VMS operatorpositions, and recorded via Synectics Primary Storage Node technologywith more than 350Tb of storage, utilising the latest H.264compression technology. “The SynergyPro VMS review environmentmeans play-back of any potential incident is instant and of the samesuperb quality as the live footage,” adds Brett. “This was veryimportant for the hotel’s management and a key requirement in theoriginal design brief – one that we were able to assure them would bedelivered by employing Synectics SynergyPro VMS.”

The CCTV system is used to fulfil many different roles at the resort.Security is a primary role, with the high-resolution images from thecameras used to support a manned guarding team that can bedeployed to any part of the site at a moment’s notice. “Guest

degree cameras throughout thearea. With a higher focus onsecurity for the citizens ofBaghdad, small, gradual, changesare taking place. Already therehas been enough of animprovement to reopen thenorthern end of Al RasheedStreet, which leads to the IraqiCentral Bank, to traffic in order toease congestion in other parts ofthe city – an area which hadpreviously been clogged withbarbed wire.

The al-Rasafa municipalcouncil, working alongside theBaghdad Operations Command

(BOC) has ambitious plans to restore normal life to the old commercialhub. The rebuilding of Baghdad involves a plan to open 81 main streetsin the capital, with eleven reopened to traffic so far.

It’s difficult to imagine how this will be achieved without having awell-thought out security solution in place. The planned use of 360-degree CCTV demonstrates that the municipal council is serious aboututilising the latest technology to prevent gangs roaming the streets atnight, and deter stealing from shops and cafes.

Having a 360-degree solution in place allows the municipal council

Back in the sixties, Iraq’s AlRasheed Street was the place to beand be seen. The sun-soakedstreets were lined with cafes, brimming with poets, intellectuals, artists and politicians. It was astreet drenched in glory, theheartbeat of a vibrant, buzzing city. The area’s cafes witnessed some ofthe greatest poetic movements ofIraq’s time. It was symbolic of Iraq’sthriving cultural and intellectualcentre right up until the 1970s.Today is it barely recognisable.

After nearly three decades ofwar and sanctions, Al RasheedStreet is a shadow of its former self.It is in a state of poor repair on account of years of neglect. Buildings are inruins, windows are smashed and covered in dust, and the street is virtuallyunusable.Shops currently close as early as midday, and armed gangs taketo the streets – it is not even safe for policemen to patrol the area.

Now Baghdad Municipality plans to renovate the historic street as partof the largest Iraqi reconstruction project since 2003 – and 360-degreecameras are going to play a key part in the redevelopment of the area.

In a bid to entice people back to Al Rasheed Street a number ofsteps have been taken, including the planned positioning of 360-

to have total situation awareness throughout the city. Having the 360-degree cameras in place, not just on Al Rasheed Street but throughoutBaghdad, will be instrumental in rebuilding this historic city.

And across the border, the vast number of parks and gardens ofIstanbul in Turkey have witnessed their fair share of crime over theyears – in the working class areas of the municipality there have beenbeatings, muggings and drug related incidents.

With some of the parks covering areas the size of several footballpitch’s, perimeter control simply wasn’t going to provide an adequatelevel of cover. Local government officials knew their only real solutionwas to have 360-degree cameras installed as part of a wider securitysolution, and so turned to Oncam Global to consult on providing thelevel of surveillance the parks really needed.

The number of cameras required varies by location, but all arestrategically placed throughout the parks to provide maximumcoverage, Total Situation Awareness and to reduce the need forregular CCTV.

Canan Atasoy, Kaıthane Municipality environment protect andcontrol manager, in Istanbul said: “Parks are very important areas tous. We wanted to decrease crime in the area and make people feelsecure so we chose to install a 360 surveillance system. It’s good forpeople in the area to know their children are safe playing in the parks.

“We had a need for a total security solution – something that issimple, efficient and long-running. Oncam made it very easy for us,designing the entire system and removing the need for complicatedsolutions which require more maintenance and are not cost-efficient.”

Atasoy said that although the system is very new, they have alreadynoticed a reduction in crime rates throughout the municipality. Sheadded: “We have been able to monitor everything that’s going on fromthe control room we built in the municipality building – essentially

enabling us to anticipate and interrogate some things before they havethe chance to happen, and provide the appropriate level of response.

“On top of that, using a solution that combines 360-degree and PTZcameras enables us to verify an incident leading to higher levels ofprosecution. There’s really no hiding from 360-degree cameras.”

Thanks to the success of the parks project, officials at the IstanbulMunicipality have decided to roll out the solutions to other areas of thecity, including street junctions and town centres, as well as addingmore parks and gardens to the roster.

Atasoy said: “We’ve been so impressed by the improvement in theareas surrounding the parks and gardens since Oncam implementedtheir security solution that we are keen to take the 360-degree solutionfurther afield. In the Kaıthane Municipality we have 224 parks – and weare building 20-25 new parks every year. At the moment we have 214Oncam 360-degree cameras in 132 parks, and we are looking to expandthat, across more parks and also to cross-roads and junctions.”

Oncam Global has plans to completely refit the parks command andcontrol area in Turkey so that it can adequately handle the monitoringof 140 areas across the region.■ For more information visit: www.oncamglobal.com

IN MY VIEWAhmed Jawad, chairman of Oncam Global saysthat in the next few years, 360-degree cameraswill become the norm in cctv installations

“People need to start looking at where the market is heading and how

360-degree solutions are going to be incorporated into their business

model. I believe within the next few years 360 will become the norm in

the security and CCTV industry.

“It’s more than just a camera – 360 is about intelligently integrating

the whole process and turning it into a scalable solution. That’s the big

difference. Having it and doing something with it, rather than just having

a 360-degree camera in place for the sake of saying you’ve got one”.

“The overall 360-degree solution is about total situation awareness –

knowing everything that is going on without the need for hundreds of

cameras (and even with hundreds of cameras you still get blind spots).

There is a growing emphasis around the phrase ‘total situation

awareness’ and that is what we, at Oncam, pride ourselves in being able

to provide to our customers.

“360-degree solutions can make a tangible difference to a facility’s

security by the retrospective tracking of an incident. The cameras and the

technology enable the acquisition and tracking of suspicious behaviour

and the interrogation and verification of a potential threat or incident. It

is this evidence that provides the necessary intelligence needed to make

a measured response to any situation or potential threat.”

Oncam Global Group was one of thepioneers of 360-degree camera systems whenit introduced its Grandeye technology a fewyears back. Its most recent development isthe Oncam IPZoom imaging solution which isdesigned to capture detailed images at

greater distances without sacrificing total situational awareness. This is another two-camera system comprising a 360-degree, 5-

megapixel controlling camera which is a triggering device for the high-resolution IP PTZ camera, which is co-located.

When user-defined suspicious events are spotted (such as unusualbehaviour that is characteristic of a typical suspect, objects in placesthey should not be, objects removed that should be there, or otherchanges that could represent threats to an environment) a simple pointand click of a mouse on the object or area of interest within thepanorama or fisheye view tells the IP PTZ camera exactly where to pan, tilt and zoom to capture details.

The IPZoom then maintains constant 360-degree surveillance whilethe co-located PTZ allows the user to interrogate the event. OncamIPZoom can instantly signal and focus the IP PTZ camera anywherewithin the panorama or fisheye views that the IPZoom camera generates.

A growing choice of360-degree camerasolutions has come onto themarket recently, offering users theadvantages of whole-scene surveillance, without blind-spots, from a single camera.Manufacturers highlight a number of benefits, including no wear-and-tear from moving partsand the ability to zoom in on any part of thescene, either in real time or retrospectively.Perhaps the biggest draw, though is the costsaving potential of having a single cameraprovide coverage of an area instead of multiple units. This makes 360-degree systems worth considering for applications such as retailcentres and busy public areas where a view of the total scene isdesirable. Often 360-degree systems are designed to be linked to a PTZfor high definition close-up images. IPIX has recently launched its360VS R2500, a 360-degree spherical camera with an integrated EspritPositioning System manufactured by Pelco.

The 360VS R2500 integrates a high performance PTZ camera andprovides it with steering coordinates. The system therefore deliversdetailed visual images of the entire 360-degree space with a 23x opticalzoom camera. It has been designed to integrate into existing digital videomanagement systems. The spherical imaging handles automateddetection while the PTZ camera module provides identification of distantobjects. The two are integrated in a common user interface providingviews from both cameras, with an assisted ‘cue & zoom’ (done by clicking

3.1 megapixel camera images can be transferredat a rate of up to 20 frames per second andmegapixel images can be transferred at up to 30frames per second. The Q24 is weatherproof andstandard/ vandal resistant options are available.

PTZ dome with two lensesAxis Communications has introduced a PTZ dome camera incorporatingtwo different lenses to allow users to get a 360-degree panoramic view, and mechanically pan, tilt and zoom in 18 times for detailed HDTV-quality surveillance. The indoor AXIS P5544 PTZ dome network camerais designed for applications that require wide overview surveillanceand sharp, zoomed-in views for identification purposes. It provides acomplete 360-degree field of view over a 950m2 area (about the size ofthree tennis courts) and can pan, tilt and zoom in 18 times to identifypeople 150m away.

A special user interface, including a magnifying glass andconfigurable preset camera positions, has been developed to make iteasy for users to view and click on any area of interest while in the 360-degree overview mode and for the camera to immediately pan, tilt andzoom in on the area of interest for closer HDTV views in normal mode.

The use of two different lenses for different field of views meansthat image quality is maintained even when zooming in. With its HDTVresolution, AXIS P5544’s 18x zoom with autofocus provides not only alevel of detail that is comparable to a 36x-zoom, 4CIF-resolutioncamera but also the extra advantage of a wider, 16:9 field of view withzoomed-in views. The camera’s other features include day and nightfunctionality for clearer video in low light conditions, and wide dynamicrange for better visibility of objects in dark and light areas of a scene.AXIS P5544 supports two-way audio as well as audio detection, whichcan be used to trigger an alarm when unusual sounds are detected. The camera can connect to external devices such as sensors and relaysto for example turn on lights or lock doors.

Handling multiple de-warped imagesThe Sentry 360 FullSight cameras use a single multi-megapixel sensorcoupled with high-resolution optics, and no moving parts, to display360-degree images without blind spots. The company’s ‘immersive

HYBRID SYSTEMS | CCTV

upgrade their ATM security from analogue to digital.” In terms of economics, there has never been a stronger case for

hybrid, according to Ivo Drent, director EMEA at IndigoVision, as giventhe number of analogue cameras already out in the field, users arekeen to maximise their return on investment.

“From an economic standpoint if you have the front cost already, thesystem is working fine and can be maintained, and there is nothingwrong with the analogue cameras on a site, then the sensible thing maybe to go for hybrid and just swap out the obsolete matrix,” he says.

Drent is also keen to stress that the outlay required for theinstallation alone of full IP on existing sites can be a major driver forhybrid solutions, even more so than the equipment itself: “Where ananalogue system is already deployed, and all the coax leads, it isrelatively easy to take the coax at the point it is aggregated into one bigbundle and plug into a hybrid IP system. In many instances the reallybig cost of going completely IP is replacing the actual cable, especially ifthis involves going across car parks, roads and other extensive areas.”

David Aindow product and technology director at TechnologyCentre: “Our investment in hybrid stretches back 10 years when IPvideo started to make an impact on the surveillance market. At apractical level we didn’t want customers to be faced with having to ripout all of their analogue technology to support digital. With this inmind we designed a product called SynergyPro to basically bring thesesystems together.”

Despite the inexorable rise of end-to-end IP solutions across theMiddle East, especially with regards to prestige new build projects, itcan often be preferable – from a practical and budgetary standpoint –for security managers to consider adopting a less radical, hybrid, approach to CCTV before jumping wholesale towards a pure IPinfrastructure.

With March Networks positioning its 4000C hybrid NVRs as amigration platform to allow customers to transition from the analogueto the IP world, SME spoke to Chetan Sathaye, regional director, MiddleEast and India about recent trends: “As well as the NVRs, to supporthybrid solutions, we also offer single channel and multi-channelencoders. This all fits together with our video management systemplatform called ‘Command’ that we released a few months back.”According to Sathaye much of the demand for hybrid systems in the regioncomes from places like Oman and Saudi Arabia. “They are slightly behindthe curve in terms of implementing full IP, whereas the UAE by contrast hasmigrated almost completely to IP for large scale installations.”

Sathaye says that March Networks remains very much a leadingsupplier in the Middle East banking market, integrating a specialisedhybrid recording system into the confines of ATMs to support video andtransaction matching.

“Most of the banks we deal with still run on analogue cameras forATMs, although there is a gradual migration to IP. The Central Bank ofQatar, for instance, recently released a new regulation for banks to

model with full resolution, full frame rate per second and H264compression: “Essentially all of the features that we have on ourcameras are mirrored on these encoders.”

Al Akkad stresses that although hybrid can be accommodated, Axisis still primarily focused on networked digital solutions: “When we goto a greenfield site we would recommend a full IP solution includingnetwork cameras and software compatible with open standards.”

Dallmeier is another key vendor in the marketplace offering hybridfunctionality across major CCTVrecording product lines. ExplainsRoland Feil, sales director atDallmeier: “Whether used withnetwork only cameras, in a purelyIP enterprise, or applied in a jointhybrid operation – together withanalogue cameras – our recordingdevices are designed to be asflexible as possible.”

Feil feels that providing anavenue to implement hybridsurveillance unlocks a number ofpotential advantages for endusers: “They have the option toquickly integrate products such asour DMS recorders from the “InMemory of Leonardo” series, theVideoNetBox or the Smartix, intotheir system configurations, soallowing them to benefit from thelatest technological innovations. This offers a huge financialadvantage for the customerbecause the legacy systemelements do not have to bereplaced completely but can beeasily expanded.”

For Steve Proctor, sales directorat Network Video Technologies(NVT), the focus of his company’sefforts in the hybrid arena is cabletopology: “We can supply anUnshielded Twisted Pair (UTP) overstructured cabling approach as amore cost effective and modernmethod of installing cable butwhere, crucially, it is possible to

have analogue cameras on the end up to a distance of 1.6 kilometres.”Proctor considers NVT’s video transmission solutions as being

especially attractive for very large installations like ports, hospitals anduniversities: “If they have a fibre backbone, rather than running fromthe fibre backbone to the camera position, which tends to be the mostexpensive point engineering wise, we can come straight off the fibreonto UTP and still achieve 1.6 kilometres from that cable to the camera. In addition, because at this kind of distance the video picture isattenuated we are able to adjust the high and low frequency parts socustomers are getting fibre like quality anyway.”

Regarding major projects where NVT’s approach has resulted in apositive impact, Proctor highlights the Dubai Mall and a university inSaudi Arabia which involved over 1,000 cameras. NVT is alsostrengthening its presence in the region through the appointment ofExodus Europa LLC as its local partner. ■

According to Aindow, SynergyPro works essentially like a client serverapplication: “From a user’s point of view they don’t need to be concernedabout whether the information is from an analogue or digital systembecause the server, sitting behind the scenes, manages the process forthem. The most recent innovation for us in this area is the Simplicity HVR(Hybrid Video Recorder), an out-of-the-box solution, which incorporatesmany of the SynergyPro’s features in a compact package.”

Looking at the sectors where hybrid CCTV is gaining most traction, from a Synectics standpoint,Aindow reports that there isstrong demand in city centreapplications where he stresses itis impractical to replace all of thelegacy analogue cameras at once.Aindow also cites retailers andhotels as key vertical markets.

Perhaps one of the mostsignificant for Synectics in theMiddle East region, however hasbeen the Islamic Art Museum ofDoha. “This was a reallyinteresting project. We designed ahybrid system when the museummade a conscious decision that, for control and live videomonitoring, there had to be zerolatency so the only option wasanalogue.

They also wanted completeresilience in the event of anetwork failure to ensure theywould not lose the ability toconduct live monitoring,” says Aindow.

Questioned about thepercentage of solutions whichSynectics is supplying that arehybrid, Aindow notes a markedchange in the past 12 months: “Ayear ago hybrid would haveaccounted for about 60- 70% ofwhat we do. However today it ismore like 40- 45% with thereminder being IP.”

Aindow believes that there is avery specific reason for this drop:“We are now seeing full high definition, full frame rate, IP cameras onthe market which were simply not available before. This is a real stepchange as previously users who wanted this type of performance hadto go with an analogue camera.”

Intelligent encodingAxis Communication’s regional manager, Baraa Al Akkad, explains that,in the context of hybrid CCTV, encoders can prove invaluable:“Encoders, which are able to convert analogue video signals intodigital video streams, offer the prospect of rapidly transforming a CCTVcamera to a full network camera. Typically we use these when anexisting installation is seeking to migrate to a network video solutionwithout disposing of their analogue investments.”

The open standard encoders provided by Axis, according to AlAkkad, range from the basic level all the way up to a fully featured

IP VIDEO | AUDIO APPLICATIONS

Message broadcastBroadcasting pre-recorded messages from speakers mounted in thevicinity of cameras, triggered from a local alarm or event is a powerfuldeterrent. IP cameras and video encoders can have digital I/Ocapability to interface to intruder alarm systems, thereby triggering anautomatic, ‘You are being recorded on CCTV,’ message if an intruder is

detected. Real time analytics running at thenetwork edge in the camera can also be used asa trigger. For example, a Virtual Tripwireanalytic function can be configured to protect asecure area; anybody crossing the tripwire willbe warned with an audible message.

Tight integration between access control andsurveillance systems over IP networks is nowbuilt into the more advanced IP Video offerings. This allows incidents such as a forced dooralarm to automatically trigger events in the IP

Video system, including pre-recorded message broadcasts.Broadcasting pre-recorded messages enables unattended use.

However, using free-speech is also a very powerful feature, which has beenused to great effect in California. Adding one-way audio to some of thecameras has stepped up surveillance effectiveness in the City of Redlands,CA, especially in their public and park areas. Dispatch is now able tocommunicate directly to individuals in the act of a nuisance crime. In mostcases, the individual has stopped what they were doing and left the scene

The capability to transmit and record two-way high-fidelity audioalongside video on an IP network is increasingly being used in a numberof surveillance and non-security applications. It is becoming a powerfultool and is often overlooked when designing IP Video systems.

IP Video systems allow full duplex, two way digital audio to betransmitted over the IP network. This means the ability to speak andlisten at both ends at the same time. Leading IPVideo manufacturers have built-in audioinput/output capability in their IP cameras andvideo encoders. This allows a microphoneand/or speaker to be mounted on or near thecamera/encoder. The audio is compressedtypically using the AAC compression standard.

This basic two-way audio is often used forintercom applications and public safety helppoints. The intercom can be audio only or usevideo, for a fully functional video intercom.

The authorities in Georgetown, the capital of Penang Island,Malaysia, installed a number of emergency kiosks as part of a new IPVideo surveillance system. When a member of the public activates theemergency button, two-way communication is opened up with one of thecontrol room operators via a hidden microphone and camera in the kiosk. The intercom video from the kiosk automatically displays on a videomanagement workstation and the nearest PTZ camera is panned andzoomed to the kiosk area. This is all achieved over the wireless network.

Integrating audio into your surveillance operationhas never been easier and can offer security staff a useful tool in both preventative measures andpost-event analysis, as Oliver Vellacott explains

as soon as they heard the audio come through. The ‘virtual policing’ hasfreed-up more expensive manpower to concentrate on issues that requireprofessionally trained officers. Redlands police force now handles agreater number of incidents with their existing but smaller staff.

Synchronised audioSynchronising audio with video to eliminate lip-sync delays has becomean important prerequisite for a number of applications including lawenforcement interviews. The police have to ensure that evidential videoclips used in court cannot be open to interpretation. Having any delaybetween the video and audio could introduce uncertainty duringplayback. Similarly any dropped frames in the video would beunacceptable for the same reason. IP Video vendors that can fullysupport synchronised video and guarantee no dropped video frames arebeing increasingly specified for these law enforcement applications. Some IP Video vendors are also developing dual channel audiocapability, which will allow the interviewer and interviewee to have theirown microphone to further improve the clarity of the recorded interview.

An example of how the latest IP Video technology can transform theinterview process is seen at the Hudson County Prosecutor’s Office,New Jersey, USA. The prosecutor’s office has a staff in excess of 300that includes assistant prosecutors, detectives, and clerical andsupport personnel. The investigative division of the office issupplemented by officers employed by the County Sheriff and thecounty’s 12 municipalities. It is the second largest county prosecutor’soffice in the state of New Jersey.

The new IP Video system replaced an analogue/VCR system that wasproving to be inadequate for the demanding application of recordinglaw enforcement interviews. Officers could only view video and listen toaudio from a small room adjacent to the interview room itself and longerinterviews had to be interrupted to change tapes. The IP Videodistributed architecture now allows live and recorded video from anycamera to be viewed from anywhere on the network. Redundant andfault tolerant Networked VideoRecorders (NVRs) have replacedthe unreliable VCRs and removedthe need for tape changes. Theability for multiple users to viewvideo over the network has alsoaided in the investigative process.

Sergeant Gerald Dezenzo, head of Computer Crimes says: “Itis vitally important whenrecording interviews that we haveno delay between the audio andvideo, otherwise it could bringinto question the validity of the interview.”

The County Prosecutor’s Office currently works out of threebuildings and has 25-30 users that monitor live and recorded videofrom 20 cameras installed in four interview rooms, cells and publicwaiting areas. The Task Force building is home to the Homicide Unit,Special Victims Unit (SVU) and Narcotics Task Force, each of which hasits own interview and monitoring room. In addition the SVU alsoconducts interviews in the Hudson County Child Advocacy Center whichis approximately two miles away. All of the buildings are connected viaa network and video from any camera can be viewed from eachlocation. “Having a fully redundant recording solution for video andaudio was an important consideration when choosing the system,”added Dezenzo. “NVRs have been configured to automatically recordan interview onto two separate recorders for each room, therebyensuring no part of the interview is lost in the event of an NVR failure.”

IP VIDEO | AUDIO APPLICATIONS

Public Address (PA)The next logical step for IP Video systems is to integrate PA capabilityinto their security management software, thereby offering buildingowners an additional service without the need to install a separatesystem, generating significant cost savings. The flexibility of thisapproach has been demonstrated in schools. Here a pre-recordedmessage of a class-change bell is broadcast to all speakers at regularintervals throughout the day. Staff can also manually transmit a livemessage to one or more specific speakers in response to an incidentviewed on camera, warning students of their actions. This is achievedthrough the ability to group cameras (and their associated speakers)into ‘PA’ groups, enabling messages to be simply broadcast toparticular parts of a building – all across the IP network.

Audio analyticsLeading IP Video vendors provide a range of audio analytic functions. These allow operators to search recorded footage for audio content in afaster and more dynamic way than just passively listening duringplayback. Identifying an incident that’s happened outside the camera’sfield of view, such as a broken window, is an important tool for postevent analysis. Typically, a series of filters can be configured to performtasks and identify specific incidents. The filter results are displayed in avideo timeline, allowing operators to search through hours of footage inseconds. Thumbnails of these results can be displayed and once anevent is identified simply ‘double-clicking’ the thumbnail will start videoand audio playback from that point. This adds a new dimension to post-event analysis and under certain circumstances can be a faster way offinding an incident than searching the video based on motion criteria.

LatencyLatency is the delay introduced when transmitting information across anetwork. The delay increases as more data is transmitted. In reality ittakes very little data to transmit high-quality audio across a network,as is seen by the many people that stream music across the internetand their home networks. However, as audio is generally synchronisedwith the video, which takes considerably more bandwidth, it is thevideo that determines the delay in the audio. Therefore the IP Videosystems with the best video compression and bandwidth managementwill be able to deliver audio with little or no delay for the majority ofapplications, even when transmitting across long distances.■ Oliver Vellacott is the founder of Indigo Vision. www.indigovision.com

SURVEILLANCE | BANDWIDTH

the rest of their users. For that reason, it is important to partner with ITfrom the beginning, explaining what is being considered and sharingthe technical specifications of the project including estimates ofbandwidth consumption.

There are several factors which affect bandwidth:

■ Analogue, megapixel IP or megapixel HD-SDI cameras■ Size of the camera■ Frame-rate■ Compression format: CODEC, M-JPEG, MPEG-4 or H.264■ Efficiency measures

A key consideration for security professionals is whether or not theexisting analogue cameras or new megapixel ones will provide theimage quality needed to achieve the functional requirements of thesystem. Megapixel network cameras for security surveillance and

“The higher the resolution, the higher the bandwidth” – so statesa well-known axiom of video transmission. HD transmission eats upmore bandwidth and ultra-high resolution creates a large data stream, creating stress upon network bandwidth, an important considerationwhen designing a video surveillance system.

Integrators and their customers must make sure that bandwidthconsumption is realistic. This is especially true in the great majority ofcases in which the video is riding on a network controlled by the ITdepartment, a group that must assure all the company’s data is beingtransmitted to its users quickly and with clarity, from email to theproduction software.

Since video uses much more bandwidth than most data, ITprofessionals are especially wary of it. Their great fear is that thesecurity surveillance integrator will implement the solution and thenwalk away from it, leaving the IT department maintaining andmonitoring all the new equipment and the problems it might cause to

It's not just the financial cost of yourequipment you need to consider whenupgrading your security system.Calculating your bandwidth needs isjust as important, writes Milind Borkar

Eurocopter is the choice of pilots and officers worldwide to operate on the frontline of airborne law enforcement. When you think Homeland Security, think without limits.

Thinking without limits

remote monitoring applications boast more resolution and, therefore, higher quality images. One certain way to lower bandwidth is to usemegapixel and HD cameras only where needed in a coexistence systemcombining both the new IP cameras and the previous analogue system.

In this solution, the existing analogue equipment, includingcameras, control room, video wall and cabling remain untouched whilethe VMS software integrates with the present keyboard, sitting on topof the system to manage the IP equipment using the already-installedanalogue control system. There is no need to convert analogue signalsto digital with encoders.

Megapixel units can range in size from 1.3 to 5 and higher. For mostapplications, the work horse is the 1.3 megapixel camera. There aremore of these than any others installed. It’s the cost effective hook – in addition to price, a 1.3 megapixel camera gives 2 times (2x) thehorizontal field of view of a standard definition analogue camera.

Lower resolution IP megapixel cameras, 1.3, 2.0, 3.0 MP, typicallyhave higher frame rates than higher resolution megapixel cameras andthis also boosts bandwidth usage. The very high megapixel cameras –7, 10 and 14 – are aimed at special applications and are not intendedfor general surveillance. They require much more bandwidth.

In addition to megapixel IP cameras, there has been a lot of newsrecently concerning megapixel HD-SDI cameras, which use acompletely different technology and operate over an organisation’sexisting coaxial network.Because the video feed travelson its own line with nocompression, these camerasdeliver megapixel quality videowithout requiring IT networkbandwidth, dropping packets, orreduced resolution fromcompression. It simply avoids theIT department and its network altogether.

Deciding which codec to use is a balancing act. One needs to createthe best mix of processing power needed versus the amount ofbandwidth to use when implementing megapixel IP cameras. TheCODEC used is a prime consideration. MPEG-4 is 50 percent moreefficient in its use of bandwidth than M-JPEG and H.264 is even moreefficient. So, where is the conflict? There are three important factors toremember when considering the use of megapixel IP cameras:

1 H.264, a better compression technology, requires less bandwidthand storage capacity. That’s good.

2 H. 264 requires more processing power. That’s not so good.3 Since H.264 has a higher resolution, it requires a higher resolution

display. That’s not a big issue unless you don’t follow through.

So, although H.264 needs less bandwidth and storage capacity, itdoes bring some negatives. Some are in the process of beingovercome. For instance, PC graphics cards are moving quickly to theH.264 standard and video management software vendors are makingvast improvements in H.264 processing so that, eventually, theindustry will overcome this particular drawback – but just not yet!

Today, when viewing multiple cameras simultaneously, over-configure the servers in the control room to cope with the moreintensive processing requirements. Or, remember, although M-JPEGdoes not yield the bandwidth and storage savings when compared toH.264, M-JPEG does not require as powerful PCs or processors.

Another issue is standards. Too often, H.264 is implemented in aproprietary manner by camera manufacturers. Video managementsoftware (VMS) vendors simply can’t support all the “flavours” of

SURVEILLANCE | BANDWIDTH

H.264. Be sure that the cameras selected are fully supported by theVMS vendor and that they support the full range of features providedby the camera.

There is a new CODEC on the horizon, High Efficiency Video Coding(HEVC) that is being developed by the Moving Pictures Experts Group(MPEG) along with several other groups. When the standard isdeveloped – it is planned for the summer of 2012 – it will reducebandwidth by one-half that of the same image in H.264.

Increasing the efficiency There are typically three methods in which megapixel IP camerasperform bandwidth management.

■ Image cropping: When viewing and recording a wide field-of-view,one often views and records much unwanted video, like the sky.Bandwidth management crops out the unwanted portions of theimage which results in less bandwidth and more storage.

■ Bandwidth throttle: The camera lets the user limit how muchbandwidth will be used, eliminating too high of bandwidth use.

■ Storage throttle: Similar to bandwidth throttle, the user determineshow much storage the camera will use. In low activity areas, thecamera can be directed to use less storage; in high activity areas, the camera is directed to use more storage.

System designers, when facing extensive bandwidth use, shouldalso consider using fibre as the transmission vehicle. Since fibre costsmore than traditional cabling, large installations will need an in-depthstudy of how and where HD is really needed.

Determining the bandwidth requirements is critical and must bedone before equipment is purchased for the project. The good news isthat most major video manufacturers provide bandwidth calculators.Today, the bandwidth on LANs and WANs is more robust and capableof handling increased video traffic than ever before. By truly thinkingout what is needed in advance of specifying which products to use canprovide a solution that works for all now and into the future.■ Milind Borkar is Infinova vice president – Middle East, India and Africa.

AIRPORTS | SCREENING

Passenger flow One of the key parts of airport security infrastructure are the securitycheckpoints. Passengers see and use them when they check in, but when itcomes to their checkpoint design, designers must consider the needs ofnot only passengers, but maintainers and checkpoint staff as well. Toensure checkpoints do not hinder the passenger flow, designers must takeinto account 'human factors' something that is intuitively understood, evenif the science behind it is not. It is one way that designers can maximise thevalue of any investment and ensure that operators get the most out of anyairport. Often referred to as 'ergonomics', human factors covers a muchwider range of human needs and behaviours.

For passengers, some of the human factors that designers take intoconsideration include privacy, clothing, attitude, processing speed, stress and anxiety. For operators, their issues include process design, equipment design, training, environmental factors and posture. Thefinal group whose needs must be considered are the maintainers

This year we've been spared the headlines of long queues atairports, but with increasing passenger numbers, it is always a battle toachieve a smooth flow through airports, particularly with securityremaining a key issue. One of the world's biggest regions for airtransport investment is the Middle East – it is one of the fastest growingwith increasing volumes of both passengers and freight. Al MaktoumInternational (DWC) in Dubai will become the largest in the world when itis completed, whilst twenty-five miles to the east, Dubai Airport has seenan 8% growth in passenger volumes this year. Elsewhere in the region,Muscat is up by 13%, and Abu Dhabi has increased numbers by 15%.

In Qatar, the new Doha airport which has an initial capacity of 24million passengers a year will see an increase to 48 million with thenext phase of development which will see $15 billion being pumpedinto the facility. Nearly $350 million is currently being spent upgradingBahrain's airport. That's a lot of money, and a significant amount isbeing used to ensure the safety and security of staff and passengers.

A more personalapproach

Security issues are never far away from the minds of airport operators.Whilst vigilance must always remain high, this cannot come at the expense ofoperating efficiency. John Wood looks at how human factors thinking can help

whose concerns will include access design, posture and training. Looking at staff first, they have a front line role in intercepting any

problematic passengers or luggage, so it is vital that they work in theoptimum environment which will help keep them alert for their entireshift. For operators working at the conveyor – checking bags through X-ray machines or physically manipulating trays or luggage – the physicallayout of equipment is crucial. Passengers are encouraged to loadtheir own hand luggage as a way of minimising stresses and strains, but it also enables operators to be more alert at all times. It also helpsminimise the financial implications of reduced efficiency and time offwork, which are caused by back injuries.

In general, we have found that the best designs are created inconjunction with the operators themselves – as well as creating a moreefficient process, it can also help in the 'softer' issues – motivation, training, team working and supervision. X-ray screeners have receivedmuch attention in the past with working periods and target levels ofdetection being the subject of investigation. This has enableddesigners to improve equipment layout, and also improve operatorposture, leading to better performance.

Passengers to the Middle East arrive from all over the world, andinevitably that means operators and their designers must be ready forall manner of cultural and physical differences between travellers.Psychological factors are important for the passenger. Body searchesinvolve intrusion into an individual's body space. The experience is anegative one for both the security staff as well as the passenger –successful pat-downs must involve checks on some of the mostintimate body areas.

Whilst it is difficult to encourage people to do so, passengers can infact help themselves by considering what they could wear fortravelling. Items that use zips, rather than buttons, for example – eventhe fashion for Velcro becomes practical because it increases the speedat which clothing can removed and put back on. Seasoned travellersmay well have worked this out for themselves, but the occasionaltraveller is less likely to have thought about the issue. However, thebenefits of reducing the hassle can be calculated – a US surveyestablished that American travellers would take an additional two tothree flights per year if the hassles in security screening wereeliminated. That would add nearly $85 billion in consumer spending

SCREENING | AIRPORTS

and 900,000 jobs to the American economy. Understanding the different types of passenger will impact on the

design of screening areas to maintain the through-put. Passengerextremes will include octogenarians, wheelchair users, mothers-to-be,children, those with learning difficulties and individuals with restrictedvision. In each case designers need to consider heights of conveyors, light levels, instructions and assumptions on mobility to ensure thatsecurity lines are not to be held up.

Risk-based approach For identifying passengers who are a security risk though, there aredifferent approaches which are being considered. Regulators are nowlooking at radical alternatives to the current screening processesinvolving risk based approached where the degree of screening isbased around risk assessments. This 'smart thinking' approach willmake a significant difference to the way checkpoints are laid out. Thisis a much more sophisticated approach which makes the passengerexperience much better (the principle is proportionality - you stop onlythe passengers who are considered a potential risk, the vast majoritywill only be lightly screened). The same approach is adopted bycustoms officials who look to identify 'smugglers' who try and walkthrough the green channel, rather than stop everyone.

The job of the designer wouldbe easier if passenger flows wereconstant, but the reality is thatthey are not. Not only are theredaily and seasonal variations, airports have to cope withmassive influxes during specialevents. On an annual basis, theannual pilgrimage to Meccameans millions access the citythrough the Hajj terminal of KingAbdul-Aziz International Airport orthe Jeddah Seaport. This is achallenge, as many areinexperienced travellers not used

to the checkpoint experience. Other notable events in the region candrive sudden spikes of passengers - such as the arrival of the Formula 1circus, or for international trade shows which are a feature of theMiddle East. With ten years to go Qatar has plenty of time to considerthe implications of the World Cup.

Maintenance engineers are not seen as front-line staff as far assecurity screening zones are concerned and their needs often do notreceive the same level of attention as others in the security team. Buttheir needs matter when it comes to easy access to vital parts of themachinery, which must be accessed to keep the systems operating.Access hatches, lighting and sight lines are also points to beconsidered by designers as these make a significant contribution to thespeed of maintenance and repair. Operators expect to squeeze everyounce of performance from equipment and the design needs to enablewill rely on faults being fixed efficiently and correctly.

There is no definitive solution to checkpoint human factors as eachairport is different – it is easiest to ensure 'best practice' when a facilityis being built from scratch, but equally, there are 'best practice'approaches that can be applied to the refurbishment of older terminals. In the Middle East, where investment is high in both new facilities andthe upgrading of older airports, the use of human factors thinking willhelp make it one of the key travel and freight hubs in the world.■ John Wood (pictured) is executive chairman at CCD Design and

ANALYTICS | SURVEILLANCE

sales related to video surveillance devices reaching $600 million by2015. The sectors where take-up is expected to be strongest include:retail, energy and utilities and transportation. For the Middle East andAfrica, IMS Research estimates that the market for PC-based VCAsoftware amounted to $3 million in 2011 and for intelligent videosurveillance devices the figure was $5 million.

The report’s author, Jon Cropley stresses that a clear divide is nowemerging between free, lower-end, applications, like motion detectionand camera tamper, which have been embedded in video surveillancedevices for sometime and higher-end chargeable solutions.

Explains Cropley: “Detecting an intruder inside a building from afew metres away requires a much less advanced solution thandetecting an intruder in an outdoor environment from a greaterdistance and in conditions where there can be significant movementfrom peripheral features like branches moving in the wind.”

Cropley believes that it therefore makes sense for a charge to beapplied for higher-end VCA to recover the high development costs: “The

Video Content Analysis (VCA) – otherwise know as video analytics– is certainly an area that generates considerable debate. The widerdeployment of VCA, which supports the automatic analysis of CCTVimages has, some would argue, been held back as a directconsequence of overly ambitious claims in the early days that weresimply not matched by system performance. Thankfully, technologyhas moved on considerably in recent times, whether it be at the edgeor located centrally, and many of the initial operational issues arestarting to be addressed. There is also, crucially, a more realisticappreciation of where video analytics and its associated algorithms, can be deployed to best effect.

Market potentialA new report published by IMS Research entitled: ‘The World Marketfor Video Content Analysis in Security and Business Applications’,sheds some light on what the future holds, forecasting that the marketfor chargeable VCA applications will continue to grow quickly with

Analytics for the real world

The over-ambitious claims and promises that may have shrouded analytics some years back have been replaced by a more sober and

solutions-based approach to the technology, as SME discovers

analytics camera to be

reality is that it is unlikely that suppliers will get ROI on this outlay in anincreased price for every device they sell. In addition, many VCAapplications are quite niche so without targeted charging the majority ofcustomers would be paying for a feature they would not use.”

A cautionary taleFor his part, Ivo Drent regional director at IndigoVision, signals acautionary note with regards to video analytics. In terms of atechnology adoption curve he believes that VCA is still very much at thebottom of the ‘chasm.’ “A couple of years ago we were seeing a hugeamount of hype about video analytics with new companies appearingwith tens of millions of dollars behind them but many have fallen bythe wayside. It simply hasn’t been the goldmine that some may haveinitially thought. The reality is that we can make the basic stuff workpretty well – like tripwire – but the promise that you can effectivelydetect a person acting suspiciously, such as when entering a subway,is still just fantasy. People don’t behave as straightforwardly as that.

“At a practical level before opting for a solution, potential usersneed to consider what they want to achieve, that it is really doable, andaccount for elements like camera positioning,” explains Drent.

“Where a camera is actually sited can make the work of theanalytics algorithms 10 times easier (or harder). Taking counterflowdetection in an airport environment as an example, when a camera islooking down at the scene it is really straightforward, whereas with acamera viewing the scene from the side, or at an angle, there is theissue of perspective and objects that are in front of each other come into play – this is when things start to become really tough.”

IndigoVision as a company deliver systems that they have their ownanalytics and also integrate with third parties. “We supply basicanalytics – motion detection analysis – as standard on our products, people don’t have to pay extra for this. I would guess that maybe two-thirds of customers use it. In terms of advanced analytics the take-up isstill pretty low, probably about a five per cent. The contrast betweenthe two figures really tells you where the market is at the moment.”

The sort of image processing involved in video analytics is, by itsnature, very computing intensive. Drent’s view is that the only way todo it properly when looking at what is happening live is at the edge ofthe network in the camera or right next to the camera. “If you arebringing everything back to a central point and then analysing youhave bottlenecks and it is not scalable. There is the fact that if thecentral server goes down the whole thing goes down.”

Where Drent does envision a role for centralising analysis is in the

post processing of evidence, an area where IndigoVision has taken alead with a specialised forensics module. “If you have huge numbers ofrecordings and want to do some data mining to pull out all of therelevant incidents that needs to be done centrally.”

Tailored approachRoger Decker, director of solutions and marketing at Siqura is a strongadvocate of application specific VCA. “At Siqura we are focused onproviding the best possible detection algorithms for very demandingapplications. This shift from generic solutions to more tailored optionsis where our efforts are concentrated in areas such as trafficmanagement and the protection of critical infrastructure.”

One project that Siqura has been involved in that showcases itscapabilities is an Intelligent Transportation System (ITS) for DubaiRoads and Transport Authority (RTA). Here sophisticated detectionalgorithms are being applied to video to detect an array of events fromstopped vehicles to drivers going the wrong way.

In terms of where video analytics should sit in the surveillanceinfrastructure, Decker explains that Siqura also advocates thedistributed route. “We put the extra hardware in the camera or anencoder. Having analytics at the edge means that this is where thenumber crunching can be done and the metadata sent back to a centrallocation, which presents a fraction of the amount of data compared tostreaming the complete video.”

Siqura’s commitment to video analytics on the edge is reflected inthe recent launch of a camera platform using a dedicated DSP (DigitalSignal Processor) that enables analytics algorithms to be embedded.

Traditional usersPeter Biltsted, sales director for the Middle East at Milstone reports amarked increase in requests for VCA. “Most of the demand we areseeing is coming from the public sector and ports and airports – thetraditional users of video analytics.”

In terms of specific projects in the Middle East, Biltsted says thatMilestone has provided one of the biggest applications of videoanalytics in the region. “Ferrari World in Abu Dhabi is on an impressivescale and has more than 700 channels of analytics. At the theme parkthe analytics employed ranges from people counting to tripwires andzone violations. Basically this is working with the security system, ensuring, for example, that crowds are not going in the wrong directionor moving into areas where they are not meant to be.”

Biltsted believes that there are still some factors holding back thewider roll out of video analytics. “A main commercial issue is the pricepoint for analytics when weighed up against the relatively low cost ofsecurity guards. Another constraining factor is that the industry needsto be much better at getting the message across regarding the returnon investment provided by video analytics. In addition, the cause ofvideo analytics has not been helped when suppliers have providedcumbersome solutions, requiring considerable calibration, where theease of installation and usability has not been there.”

Milestone is a long-time supporter of an open platform approach tovideo analytics and as a consequence offers a framework which iscapable of integrating video analytics tools from different manufacturers.“Customers can pick the video analytics that they want and are notforced to work with a certain analytics provider,” explains Biltsted.

Considering the future, Biltsted expects video analytics to expand in2012 and 2013 and feels that the companies that will ultimately besuccessful are those who actually have local support: “Without theright resources in place on the ground vendors might make a sale hereor there but they are not going to be able to sustain a presence in themarketplace.” ■

ATEX RATING | LIGHTING

rated security technology, including lighting, is absolutely critical. AnATEX rated product is designed so that it cannot cause an explosion byigniting the surrounding (external) flammable gases or vapours.

“There are many ways of designing lighting so that it is ATEX ratedfor hazardous environments. This can include containing the light in aspecially sealed housing so that the dangerous gasses cannot get intothe unit. Another safer way to achieve ATEX rating is to control and runthe light below certain temperatures so that it could not ignite thegasses even if it was to come into contact with them”, says SimonBowman - technical director, Raytec.

This is the approach that Raytec have adopted with their ATEX ratedWARRIOR II LED lighting range. Whether using infra-red or white-light,

Dedicated lighting allows CCTV cameras to capture high qualityimages, helps deter crime and also creates a safer, better-litenvironment for people. Hazardous environments are no different.

Such environments, including oil refineries, gas storage, powerplants or petrochemical plants, often require a very high level ofsecurity to protect the site from theft, vandalism or terror attacks. Theyalso need to ensure a high level of safety and visibility for sitepersonnel in a potentially very dangerous environment. The careful useof lighting is paramount to achieving this.

There are certain guidelines that determine the type of securitytechnology that is suitable for hazardous environments. For any facilityor zone that is potentially explosive or flammable, having fully ATEX

LIGHTING | ATEX RATING

ATEX rated LED lighting solutions such as Raytec’s WARRIOR II range, feature an integrated power supply unit to make installation quickerand even easier. The range is designed to achieve full ATEX certificationand still deliver a high output illumination, through a highly efficientfront window created for premium optical performance.

Historically, the only type of ATEX rated lighting available forhazardous environments was old style lighting such as halogen andmetal halide – which had many disadvantages. LED lighting drasticallyout performs the old style technology and offers new possibilities toimprove security whilst making significant energy and cost savings.

Lighting technology comparisonDerek Plummer, white-light specialist for Raytec has over 40 yearsindustry experience in designing schemes for many different types oflighting technology and compares the advantages and disadvantagesof various visible lighting technologies.

Halogen style lamps are very inefficient. They consume vast amountsof electricity, (up to 500W per unit) giving off more heat than light, making them only about 10% efficient. They also have a short productlife of about five months and therefore are costly to maintain andreplace. This short lamp life and lack of reliability means that they arenot suitable for high security applications where failure is not an option.Continuous replacement and maintenance is often costly in hazardousenvironments, as it can be difficult to access, and often requires specialequipment - therefore short life lighting solutions are highly unsuitable.

Metal Halide lamps are quite efficient and have a good opticaloutput. They have a slightly longer life of about two years but sufferfrom slow start up. It is also extremely difficult to produce a focussedbeam for longer range applications, or to create wide angle evenlyspread lighting for panoramic viewing. Their slow start up is notsuitable for high security applications which require lighting ondemand for deterrent purposes or to raise an alarm.

Traditional sodium lights often used for general area illuminationproduce a dull orange glow and are also slow to start up. Their dullcolour rendition is no good for achieving high quality CCTV images, orfor creating a well-lit environment for people. Again their slow start upis no good for high security applications.

Latest LED advantagesThe advantages of the latest LED lighting technology over traditionallamps are very clear. LED lighting delivers an immediate start (no warmup period), long life (usually a minimum 10 years), zero maintenance andsignificantly lower power consumption (on average 50-80W maximum).

With energy efficient LED white lighting you get bright, even, qualitylight which can be focussed and targeted usually anywhere from 10-180degrees to match the field of view of the camera; leaving no dark spots. The uniformed, crystal clear White-Light delivers crisp and detailedCCTV images with excellent colour rendition, and an effective beamspread which is suitable for wide spread general area illumination. LEDlighting can usually be targeted and activated on alarm, to light thescene only when and where needed to reduce light spill and pollution.

Infra-red optionsLED lighting is also extremely powerful and highly directional, makingit perfect for long distance surveillance. Should the site require covertsite surveillance, you also have the choice of using Infra-Red LEDlighting alongside your B&W cameras, for a lighting solution which isinvisible to the human eye.

“Due to the inherent low power consumption of LED lightingtechnology, users can make significant energy, CO2 and running costsavings over the life time of the installation. But with ATEX rated LED

lighting for hazardous environments, the real area for savings comeswith the maintenance and labour factor,” says Simon.

Installation in a hazardous environment can be extremely costly, asit carries a high level of risk and requires certified engineers andspecialist equipment. With the short life of old bulb technology, suchlighting would require continuous replacement and maintenance, incurring huge labour costs.

The long life and zero maintenance nature of LED lighting makes thetechnology ideal for areas which are difficult to access, and allows theuser to make significant labour cost savings throughout the life time ofthe illuminator.

LED futureHigh performance, low energy LED technology is the fastest growinglighting solution in the security industry. It is over 90% efficient, withextremely low running costs and has an extremely long life. Raytecrecommend the use of products that utilise surface mount LEDtechnology (SMT) rather than through-hole LED technology, to achievethe best performance, life-time and reliability. SMT LED technology hasall the advantages of standard LED technology, but has better thermalmanagement, allows for a higher power, more uniform illumination, istough and robust and insensitive to vibration.

With its low temperatures, high reliability and zero maintenance,ATEX rated SMT LED lighting technology satisfies all the specificrequirements for illuminating a hazardous environment. It is fastbecoming the first choice for achieving top class security and safety insuch a high risk area – providing a reliable, energy and cost saving,24/7 solution that won’t fail. ■

illuminators deployed in a number

of hazardous applications

throughout the Middle East.

WARRIOR II units are designed

to deliver the highest levels of

security and safety for all zone 1

and zone 2 hazardous environments. The illuminators deliver excellent

images from any CCTV system at night, with distances up to 150m and

angles from 10-120 degrees. White-light WARRIOR II illuminators are

also perfect for general lighting purposes to create a safer more evenly lit

environment for people on site.

WARRIOR II illuminators have a low power consumption and deliver

significant energy and running cost savings. They also provide a long 10-year

life and require zero maintenance – compared to old bulb technology which

has a very short life and requires continuous replacement and maintenance.

"It is extremely important for us to use a long life, zero maintenance

lighting solution like WARRIOR II, as labour and replacement in a difficult

to reach hazardous environment would otherwise be very costly," says

Roger Ghostine, regional business development director of Harco Group.

Which sectors of the show have you seen the most growth in over thelast couple of years?Intersec as a whole has grown considerably year on year and this hasalso meant a growth for each specific area as well. While thecommercial and information security section is clearly the largest at theshow, it is the fire and rescue section that has enjoyed the most growthin recent years. We have even had to add an additional hall for thissection for the upcoming addition to cater to increased demand.

On top of this, for the 2012 edition we have added a new hall for thehomeland security and policing section which we did not havepreviously. We identified a need for this growing section and as aresult of the ongoing support of Dubai Police and increased demand in

Security and safety has been an important topic worldwide fordecades with increasing significance in recent years. With the currentpolitical environment, demand for good solutions is more evident andthis has given an extra boost to interest in Intersec. We are expectingeven bigger demand for the upcoming edition as we have already seenan increase in visits to our website in comparison to previous years aswell as significantly increased visitor pre-registration numbers pointingtowards yet another positive outlook for the upcoming edition.

What impact will these changes have on the security industry as a whole– particularly for those looking to sell their products into the region?Once again, there is an ever-increasing need for security measures atmany levels with shopping malls, hotels and other public spaces re-

this area of security, we envision that in the next couple of years that itwill expand and as such become another area of growth for the event.

Has the global economic climate seen a fall off in exhibitor numbersfrom the EU and the US?There have been no notable changes in the number of exhibitors weget from the US and Europe over the past few years so we don’t thinkthe economic scenario has affected this. The exhibition in times ofeconomic downturn represents an important element of a company’smarketing activities as participating insures you can keep abreast ofcompetition and have face to face meetings with key clients which is anessential element to successful business.

What can we expect from the conference sessions this year? The conference section at Intersec has become a major focus area forus. We have tried to further align the conferences to cover key topicsrelevant to a cross section of the industry. New to this year’s line-up isa Maritime Security Summit which looks at the impact disruptions ofsea lanes can have on the economies of the world, a Fire SystemIntegrity Assurance (FSIA) Workshop, which is designed to assistfacility operators fully understand and be able to operate the differentfire systems available to them, and a first for the region, an EmergencyMedicine Conference. Additionally, after last year’s success, theEmergency Planning for Oil, Gas and Petrochemicals Sectors workshopwill return once more to the conference line up.

What was behind the decision to put homeland security and policingin its own hall – and how many exhibitors will be in that hall?Homeland security and policing are important sectors within theoverall security market and this is a rapidly growing sector in theMiddle East region, with Saudi Arabia considered to be the 2nd fastestgrowth market for homeland security next to the US. At Intersec wehave always been watchful of its growth and after meetings with keygovernment officials, now feel that the time is right to expand thesection’s offerings, requiring further space in which to do so.

Locally, Dubai Police are in the process of setting up a US$137million ultra-modern, cutting edge forensic criminology complex in the

Emirate and as the leading regional trade event for the security, safetyand protection industries, it is our duty to provide a platform wherethey, and other government entities, can research and source the keyproducts and services available within the sector.

Why do exhibitors keep coming to Intersec? What has it got that othershows haven’t?Intersec is the region’s leading trade event in the security, safety andfire protection industries. The Gulf is one of the most exciting marketsin the world for the security industry. The security market is projectedto grow at 10% annually offering security, police, fire, military, rescueand safety companies an outstanding opportunity and Intersec hasproven itself to be the ideal place to tap into this lucrative and evergrowing market.

Why do visitors continue to come to Intersec over other shows? There is a myriad of reasons for this. Our relatively long history in theregion (we have been running here for 14 years now), means we are awell established show and of course backed by one of the leadingnames in the global exhibitions industry – Messe Frankfurt – whichbrings a wealth of international experience to the table.

Within this region, we have garnered and continued to enjoy thesupport of government officials, particularly the UAE Civil Defence,Dubai Police and Dubai Police Academy. Also, in recent years, international support from key authorities is on the increase and wehave a strong relationship with the Ministry of Homeland Affairs,Singapore as well as a growing relationship with key entities in Europeincluding the Parliamentary State Secretary of the Federal Ministry ofEconomics and Technology, Germany. This governmental support hasbeen invaluable in our continued development.

Some of our add on features, which we have also developed andgrown over the years are not offered at any other show.

For example, UAE International FireFit Championships, which is nowhelping to attract the attention of the chiefs of fire departments acrossthe GCC. Also, the Intersec conferences, which bring in some keyinternational industry experts, mean that Intersec is not just a tradeexhibition, but also an educational platform for industry professionals -once again also attracting some of the end users that exhibitors reallywant to meet.■ www.intersecexpo.com

The global emphasis on worker safety standards and the growingattention being drawn to the huge savings potential represented by asafe work environment, has led to increased interest worldwide on theeffective use of personal protective equipment. With industry researchestimating that 80% of the accidents in the workplace – ranging from asimple finger cut to more serious accidents – are due to non-compliancein the use of personal protective equipment, there is an increasedindustry-wide push to impose greater adherence to safety regulations.

According to research by Global Industry Analysts, the world marketfor personal protective equipmentis expected to be worth $33.3billion by 2015. A large part of thisgrowth is set to be driven by thestrict emphasis by governmentson safety regulations andmandates, increased awareness ofsafety and health issues andgrowing professionalism amongthe workforce.

“The Middle East is a far saferworking environment today thanever before, thanks to theincreasing attention toimplementing strict regulationsand safety guidelines bygovernments across the region,”said Ahmed Pauwels, chiefexecutive officer of Epoc MesseFrankfurt, organiser of Intersec.

“The use of customised safetyequipment and personalprotective gear is now widespreadand set to increase even furtherthanks to improved awareness ofhealth and safety issues and the growing implementation of industrybest practices across construction sites, factories, workshops and theentire petrochemical industry,” he added.

The region’s safety needs have spurred suppliers andmanufacturers worldwide to provide unique solutions geared tocombat what can be harsh working environments due to the region’sextreme weather conditions and harsh desert climate. The growingtrend towards comfortable and easy to use safety equipment is asignificant new development, with manufacturers and designersintroducing comfortable safety gear that improves workers’ efficiencywhile at the same time heightening safety standards.

The Middle East market for personal protective equipment and safety gearis in an exciting growth phase according to the organisers of Intersec

COMMERCIAL FOCUS

The possibility of having a robber’s

gun pointing at the temple hardly

crosses anyone’s mind when

depositing checks or withdrawing

money with a bank teller. Yet

throughout modern history, burglars

would take advantage of every flaw in

what should be a seamless security

agenda. In the winter of 1976 in

Lebanon, roughly US$34 million

dollars (equivalent to about $135

million in today’s currency) was

stolen from the British Bank of the

Middle East. Even more recently, the

Central Bank of Iraq in Baghdad lost

nearly $1 billion in March 2003

merely hours after the bombardment

of the city, considered the largest bank

heist in history according to CNN. As

recent as May 2010 about $5.5 million

is taken from the Al-Rafidain Bank in

al-Mishkhab, Iraq. For the protection

of people and assets, financial

institutions are spending more on

building a resilient, holistic and

effective physical-logical security

system with the help of advanced

modern technology.

A steady climb in IP securityadoptionAccording to A & S International’srecent interview with a vendor, about

15 to 20 percent of banks deploy IP-

based technology globally, and the

count is reportedly on the rise. The

Middle East typically opts for the

latest technologies as opposed to the

rest of the world, driven by what

industry experts consider an “early-

adopter” mentality. Greenfield

projects built from scratch incorporate

IP-based systems from the start,

where the integration and installation

flexibility outruns the limitations of

traditional legacy analog systems. For

VIVOTEK, a leading brand among

network surveillance products, the

growth rate of its banking projects has

doubled since 2010 — financial

institutions are aware of the benefits

provided by a reliable, easy-to-use

and intelligent IP security system.

What to look for in an IPsystem for banksIn a typical bank setting, surveillance

coverage is not limited to just the

building, but includes surrounding

areas such as the parking lots and

adjacent alleys.

For indoor surveillance, a clear

visual record of foot traffic and

sensitive backroom areas like the

vault throughout the day is essential,

as this may serve as crucial court

evidence should the need arises.

VIVOTEK FD8134 is designed

especially for indoor commercial

settings like banks. Its 1-megapixel

sensor enables smooth image quality

with a viewing resolution of

1280x800 at 30fps. With compact

H.264 video encoding and MPEG-

4/MJPEG compatibility, the FD8134

encompasses efficient file

compression capability and transmits

video streams in all formats for

versatile applications. The FD8134’s

night functionality through a

removable IR-cut filter and built-in IR

illuminators makes it perfect for 24-

hour surveillance.

Day- and nighttime viewing is

imperative particularly in

surrounding outdoor areas like the

parking lots; cameras need to be able

to “see” under dim or adverse lighting

conditions in order to clearly discern

vehicles and even license plate

numbers. VIVOTEK IP7361, a high-

end outdoor-specific 2-megapixel

network camera, is designed with

concealed wiring to prevent

tampering. Its IP67-rated sturdy

housing protects the device against

common environmental elements

like rain and dust. With auto-iris

capability to keep the lens from the

sun, as well as a removable IR-cut

filter and built-in IR illuminators to

all times for timely alerts.

INTERSEC 2012 PREVIEW | CONFERENCE SESSIONS

Throughout the world security officials in government departmentsand intelligence bodies are asking the same question: Was the ArabSpring good or bad for security in the Middle East?

At this year’s Intersec security conferences international andregional experts will provide a comprehensive analysis on these newchallenges faced in the region.

Speakers will address concerns in various industries ranging fromIT, maritime and commercial security.

You will hear presentations on the stability of businessenvironments, what can be done to minimise your security footprint, the latest trends and technologies, new best practices, understandingrisk tolerance and gain insights into some of the most critical issuesfacing you today in a changing political climate.

For the first time, maritime security will be addressed at Intersec. The issue of piracy against merchant vessels poses a significant threat. The piracy crisis in the Gulf of Aden, off the coast of Somalia, and in thewider Indian Ocean, has worsened since early 2008, when thefrequency of attacks in the region began to surge.

In 2010, there were 219 reported attacks in which there were 49vessels hijacked, 1016 seafarers taken hostage, 13 seafarers injured, and eight seafarers killed. As of mid-2011 there have been more than150 pirate attacks, 21 hijackings, over 360seafarers taken hostage, and seven seafarerskilled by Somali pirates.

Currently, more than 20 ships and 430seafarers are being held hostage by Somalipirates for ransom. With nearly half of theworld’s seaborne oil supply passing through thepirate-infested parts of the western andnorthern Indian Ocean, piracy is beginning tostrangle key supply routes.

The activities of Somali pirates, who are constantly expanding theirarea of operations, hurt not only those taken hostage but also effectsocieties and economies throughout the world. Harbours are sensitivecritical infrastructures that are vulnerable to potential terrorist attacks. At the same time harbours and littoral waters are the potential scenesof crimes like contraband trade, drug and human trafficking.

Aileen Culligan, Intersec’s conference manager provides anoverview of what we can expect from this year's sessions

Designing, specifying and equipping a modern

security control room isn’t a task for the faint hearted.

Mistakes made in any element of the process can

have long-term repercussions for the facility’s

efficiency and effectiveness. It’s a process requiring

professional, experienced input and Winsted’s

longstanding involvement in the Middle East

demonstrates the company’s breadth of expertise.

Winsted’s track record in designing,

manufacturing and installing control room furniture

goes back nearly 50 years to 1963 and the company’s

EMEA operation is involved in a variety of sectors

across the region. These include the protection of

pharmaceutical sites, retail malls, military

installations, airports and hotels. Winsted’s recent

work in the Middle East, for instance, has involved

fitting out the CCTV control room for the 800m+

high Burj Dubai, the world’s tallest building, and

providing Prestige Sight-Line consoles for the Dubai

Mall shopping and entertainment destination.

Winsted has also just completed a number of

installations for King Saud University in Riyadh and

we have also successfully supplied clients such as

Qatar Islamic Bank, and a number of high profile

hospital control room installations. With such an

extensive background, it’s fair to say that we’ve

learned where things can go wrong and how we can

apply our extensive experience to help our project

partners ensure that any obstacles are surmounted.

Added-value servicesExamples of our added-value service include an

installation kit sent with each consignment

despatched, to help ensure that on-site assembly is

user-friendly and minimises time required. This

comprises an AVI-format video on DVD, describing

how the particular furniture involved is put together,

plus a set of specific assembly tools and cleaning

materials – all designed to speed up the process to

the point where the client can begin using the

control room furniture as quickly as possible.

Opportunities are also available for system

integrators and end users to use the free WELS 3D

software tool, which allows quick and easy design

using drag & drop items. Users can experiment with

specific room size configurations, as well as import

WELS via DWG, DXF and JPEG formats into their

own building and wiring diagrams. The software

enables the use of monitors, LCD displays, recording

units, keyboards, blank panels, doors and other items

to be shown as part of the design visualisation.

In 2009, Winsted implemented the ISO 9001:2008

describes the ISO 9001:2008 standard: “It provides a

tried and tested framework for taking a systematic

approach to managing an organization's processes so

that they consistently turn out product that satisfies

customers’ expectations”.

Particular Middle East regional requirements for

control room furniture often involve IP (ingress

protection) and fire rated equipment, for example

to ensure a low burn rate that enables safe

evacuation in an emergency. Customers need to be

sure that comfortable and user-friendly furniture

will allow operators to work for long shift periods,

and one way of achieving this is to incorporate

air-conditioning directly into the control room

consoles themselves, to keep equipment cool and

thereby make the operators’ work easier.

Winsted’s wide ranging equipment includes its

trademark ergonomic and ‘future-proof’ modular

consoles, as well as its flexible and engineered

products including monitor walls, workstations and

digital desks. The company’s modular furniture

offers construction advantages enabling their

configuration to be tailored specifically to meet

precise operating requirements. Winsted’s

comprehensive range of products and related

accessories can be supplied from stock or

After the camera, the lens is the second most

important choice in a security video system. One of

the reasons lenses sometimes are taken for granted

is that many video cameras, particularly popular

dome cameras, come with a lens already built in.

So why do you need to spend so much time on the

lens, since some cameras already come with one?

The answer is simple. Low-end solutions often

include the camera and lens. However, in crucial

applications, more appropriate solutions include

the integrator’s selection of a different lens for each

camera based on the scene and lighting of the view.

What is a lens?A simple lens consists of a single optical element

while a compound lens is made up of an array of

simple lenses with a common axis. Using multiple

lenses, manufacturers can correct more optical

aberrations than possible with a single lens.

The lens in a surveillance camera focuses an

image of the scene onto a camera’s sensor, which

come in a variety of formats. The correct lens must

be used to get the best results from each format.

Behind the lens is an iris or a diaphragm, a thin

opaque structure with an opening (aperture) at its

center. The size of the aperture regulates the amount

of light that passes through the lens to the sensor.

The iris in a lens is like the iris in the human eye.

It opens and closes in response to light. In a camera,

it consists of a series of overlapping metal leaves

that open and close to control the amount of light

reaching the sensor. Irises in manual iris lenses are

set to one fixed f-stop opening and are best where

lighting is relatively constant. Auto iris lenses have

an electronically controlled iris that opens and

closes as the light changes to maintain a constant

contrast in the video image.

A video camera lens typically has a mechanical

iris function. A motor, controlled by the video

signal output from the sensor, automatically opens

and closes the iris aperture to optimize the image

from the camera.

If the surveillance camera is to be located

outdoors, most integrators choose a lens with an

automatic iris. Automatic irises can significantly

improve performance for outdoor cameras where

light levels vary considerably. However, users can

save money and use a manual iris lens when the

scene illumination never changes, for example, in

an illuminated store or office.

Much depends on the f-number, the ratio of the

PROMOTIONAL FEATURE

Through the looking glass – a primer on lenses

focal length to the diameter of the

iris of a lens. It is used to describe

the effective aperture diameter,

also called the lens speed. As the

f-number increases, the aperture

diameter decreases, allowing less

light to reach the sensor and

increasing the depth of field. Most

CCTV lenses do not have adjustable

f-numbers. This attribute is more

useful in photography than in

video surveillance.

Therefore, to select the best lens,

one needs to take several factors

into account:

■ Type of lens

■ Amount of light required on the

camera sensor

■ Format of the sensor

■ Focal length of the lens (FL)

■ Field of view (FOV)

■ Magnification (M)

■ f-number (f)

■ Depth of field (DOF)

To determine specifically what lens to

incorporate, users must clearly describe exactly

what they want each camera to see. For example,

they need to consider how far away and how wide

an angle each camera needs to see.

There also is the issue of megapixel lenses for HD

or megapixel cameras. Without the correct lens, a

megapixel camera may not produce the high

resolution images that will match the capability of

the camera’s sensor. When selecting a megapixel

lens, you must assure that the megapixel resolution

power extends across the lens’s entire field of view,

not just in the center. Some lenses, often lower

priced, produce megapixel resolution only in the

center of the lens. However, at the periphery, the

resolution can be far less.

Don’t ignore the lens.Selecting the right lens for the application is one of

the most important tasks in designing a surveillance

solution. Today, there is no technical reason why the

image on a camera, IP or otherwise, should not be

top quality. If there are problems with the image, it

is likely that the wrong lens has been selected for

the application. Don’t let that happen.
